@RadioHeritageUK - Draft Constitution - Terms of Reference

@RadioHeritageUK exists to ensure the UK's heritage of 100 +years in pioneering radio
communications between global communities (Our Heritage) is not extinguished by poor
attitudes, commercial exploits or sacrificed by ill- informed politicians or council workers. From
time to time it will campaign for change.

The Planning Policy and Neighbour Relations Support Group (The Group) manages the
Armando Martins Campaign and its crowdfunding appeal.

The current campaign is about Social Change involving Planning Policy, and aims to foster good
nieghbour relations and best practice where planning is concerned, focusing on Amateur Radio.
Many of the issues raised will also apply to the general public.

Service Offering
The group will see that victims of abuse or anti-social behaviour who come forward are fairly
represented and help them to resolve key issues preventing the fulfilment of personal goals in
the community.

The group will gather the views of victims of abnormal neighbour behaviour, or poor policy and
learn by their experience in order to facilitate positive change and best practice wherever it is
needed. It will train and educate victims and organisations about abnormally poor neighbour
behaviour or other forms of nuisance, especially where it forms a threat to the sustainability of
our heritage. It will analyse reports and produce its own monthly and annual reports and
distribute them to stakeholders.

Mission
The groups mission is to:

• Understand the difference between nightmare neighbours and normal behaviour.

• Take steps to close down opportunities where nightmare neighbours can take advantage
of loopholes in planning law to abuse each other.

• Understand the impact and cost of nightmare neighbours and\or commercial disruptors.

• Prevent disruptive technology from closing down our heritage.

• It will work to prevent further occurrences of abuse and provide help and advice for
others.

• It will look to service providers to provide support to individuals and where none exists it
will fill any gaps.

• It raises funds to combat loneliness and breakdown in mental and physical health via the
promotion of its legacy - Amateur Radio and all its derivatives.

• In the interim it will develop a process for preventing and tackling abuse and unfair
decisions, based on the experience of victims of abuse and anti-social behaviour. It will
act to develop\provide training for consultants to understand the issues facing people in
respect of planning and neighbour relations and give advice. When there is a fair and
consistent process we will close, donating any surplus funds to charities like Men's Sheds
after paying our creditors.
