China Africa Information Superhighway

Program Overview
Based on the Chinese government’s “One Belt One
Road” initiative and the strategy to build “three
major infrastructure networks and industrialization”
for Africa, as well as the vision of ITU to boost
development in Africa information technology, we
proposed the program of Africa Information
Superhighway. It aims to get all parties, including
Chinese and African governments, enterprises and
international organizations, together in the
investment, construction and operation of the optic
backbone network featuring “eight vertical and eight
horizontal lines” that connects all African countries.

China Africa Information Superhighway
The program will promote the informatization and industrialization, thereby
boosting the economy and improving livelihood in African countries.

Improve and upgrade each African country’s optic fiber network; lay a solid
foundation for the informatization of African countries.

Upgrade connectivity of African countries; increase the international transmission

capacity and rate, and reduce the international tariff.

Bring in investments, management experience and technologies; facilitate the

development of other industries; drive economic growth; increase employment.

Informatization accelerates industrialization and promotes industrial restructuring

and upgrading in African countries.

Ensure information security in African countries by providing high-quality

backbone network and network maintenance services.
