My name is Junita Grosvenor and I live at beautiful Orchard Beach Estate at Redland Bay.

Thank you for giving me opportunity to speak about the Weinam Creek PDA and Moores Road farmland
carpark.

My main query today is why.


Why would you be considering handing over control of the Weinam Creek PDA to the Redland
Investment Corporation when there has been no community consultation or inclusion in the planning
process since this PDA was declared by the QLD state government (LNP) five years ago? Where is the
transperancy?
Why are the Redlands ratepayers being expected by the current Qld state government (ALP) to pay for
their essential carparking infrastructures at their Redland Bay ferry and bus terminal transport and
Translink hub?

Why is a car park extension being the only option pursued?


Have any other sustainable options for SMBI commuters been fully investigated yet, that could help to
alleviate their parking problems (and a need for a second car) at Redland Bay?
Building an open air car park at Moores Road farmlands has inherent problems for SMBI commuters.

The main problems are that it is an FCC flood and storm surge zoned area, it is next to a large breeding
and maternity endangered flying fox colony in a conservation area and it is much further walk to the ferry
terminal for commuters.
One of the most important issues will be the lack of safety of commuters, especially women, at night,
walking from Moores Road car park to the ferry terminal, 15 minutes away.
The criminal activity that currently happens at the ferry car parks is well known to police and has been
well reported in our local newspaper.

This PDA does not seem to be being planned in a holistic, sustainable or even practical way for SMBI
commuters.
I respectfully ask the Redland City Council to lobby the state government to fully investigate all other
options to help alleviate the parking problems at the Redland Bay ferry and bus terminals.
It is the Qld state government's responsibility to pay for their own infrastructures, not that of the Redland
ratepayers.

One attractive solution, suggested by concerned SMBI residents at a public meeting recently att he
Redland Bay Community Hall, was to have a cable car barge installed between southern Russell Island
and southern Redland Bay.
This would immediately relieve some of the parking congestion because it would alleviate the need for
Russell Island commuters to have a second car at the ferry terminal.
A cable car barge would also provide a safe evacuation point, in the event of a bushfire cutting of
southern Russell Island to the evacuation points on the northern end of RI.

During the last bushfires there, Centre Road was devastated, cutting off safe evacuation routes for
islanders at southern Russell Island at Sandy Beach.
Another option to ease parking congestion is to fully move the boat trailor parking to the southern end of
Redland Bay.
Possibly as part of the Shoreline project.

The RCC's plan to move 200 boat trailers to Moores Road car park will not only impact on the local
rewsidents in regards to 24/7 noise pollution and costly dredging in the shallow end of Weinam Creek but
it would impact parking from SMBI commuters and restrict their car parking more.
Couple parking for 200 boat trailers, parkikng for nine extra small lot homes, plus a hectare of apartment
blocks and more medium to high-density apartments proposed, who is the Moores Road car park really
benefitting?
Although the Weinam Creek PDA falls within division five, I believe it is every councillors' responsibility to
ensure that they do not leave a legacy of unstainable sprawling car parks along our beautiful Redlands
foreshores and provide long lasting solutions to the problems.
One last question to you all, if this PDA was actually happening in your electorate, would your
constituents be happy with the way you are voting today?

Redlands ratepayers deserve to see detailed plans for the whole PDA and detailed financial costings.
To date this has not happened.
