AN ORDINANCE ESTABLISHING A YEARLY FESTIVITIES TO BE KNOWN AS THE


KANLAHI FESTIVAL IN THE PROVINCE OF TARLAC.

WHEREAS, Article XIV of the 1987 Constitution declare that the State shall foster the
preservation, enrichment and dynamic evolution of a Filipino culture based on the principle
of unity in diversity in a climate of free artistic and intellectual expression.

WHEREAS, Tarlac is a multi-cultural province in the region for having a mixture of distinct
groups- the Kapampangan’s, the Ilocano’s and the Tagalog’s. It is also home to the indigenous
people called Aetas known to be the original settlers in the province.

WHEREAS, this flock of different ethnic groups of people made the Province of Tarlac to be
aptly called “Kanlungan ng Lahi” or Cradle of Races. Thus, coined the term “KanLAHI”;

WHEREAS, it is high time to celebrate the unique culture of the province and to showcase
the different ethnic groups by holding the KANLAHI Festival;

WHEREAS, there lies the problem with the date chosen for the KANLAHI Festival. Its
launching was held coinciding with the Araw ng Lalawigan ng Tarlac or the founding day of
the province which is every month of May;

WHEREAS, the fact that the KANLAHI FESTIVAL is also celebrated on the start of the rainy
season which is the month of May is also an underlying problem. Due to heavy rain that pour
during the weeklong celebration, many of the activities were delayed.

WHEREAS, it is for these reasons that it is proper that the KanLAHI Festival be held every
2nd Monday of March of the year, so that more people will be able to attend and join in the
celebration.

NOW, THEREFORE, BE IT ORDAINED by the Sangguniang Panlalawigan of the Province of


Tarlac, in session assembled that:

SECTION 1. Title. This Ordinance shall be known as the “Kanlahi Festival” in the Province of
Tarlac.

SECTION 2. Schedule of Activity. The 2nd Monday of March of the year shall be the start of
the celebration of the Kanlahi Festival.

SECTION 3. Duration. The KanLAHI Festival is a one week celebration which shall start on
the 2nd Monday of March of every year.

SECTION 4. Repealing Clause. All ordinances, resolutions and executive orders inconsistent
with the provisions of this ordinance is hereby modified or repealed accordingly.
SECTION 5. Separability Clause. If any part or portion of this ordinance is declared invalid
or unconstitutional, other provisions not affected thereby shall remain in full force and effect.

SECTION 4. Effectivity. This ordinance shall take effect after its approval and compliance
with the posting and publication requirements.
