Economic Survey of Mines and Geology Department,

2009-10

1.1 INTRODUTION

Jharkhand is known for its mineral resource. The state economy, industrialization and
employment by and large depends upon its optimum development and utilization, Several
Steel industries, thermal power generation units and aluminum is being utilized in the cement
plants located within and outside the state. Lime stone produced in the state is being utilized
in the cement plants located within and outside the state. Similarly several other industries
are based on minerals like Copper, Graphite, Coal, Lime stone, Mica China Clay and
dimensional & decorational stones produced.
Coal bed methane, rare earth and atomic minerals, precious and semi precious
mineral are areas where immediate attention is required for investigation and exploration.
The mineral resources of the State are as follows:

♦ Coal and Coal bed Methane.


♦ Iron Ores, both Hematite & Magnetite
♦ Poly-metallic base metal ores like those of copper, lead, zinc, silver & gold as well as
separate deposits of gold

♦ Bauxite & Lithomarge


♦ Limestone of various types & Dolomite.
♦ Mica & associated precious & semi precious Minerals & gems.
♦ Graphite

♦ Pyroxenite/Amphibolites
♦ Soap Stone & Pyrophylite
♦ Uranium & other Radio active Minerals
♦ Kyanite
♦ China Clay
♦ Barytes
♦ Dimensions, Decorative and Ornamental Stone
♦ There are immense possibilities of location the platinum Group of Metals (PGMS),
rate earths & Diamonds in the State.

ACHIEVEMENT

♦ Exploration of Iron ore in Ghatkuri area of West Singhbhum Distt. for assessment
of their reserve and grade.
♦ Exploration of Limestone in Singhpokhariya and adjoining areas of West
Sighbhum Distt. and Sudhi, Armadag and adjoining areas of Hazaribagh Distt.
♦ Exploration of Graphite in Mukta- Halumar and Nawadih-Tawar areas of
Daltonganj Distt.
♦ Outcrop map of Iron ore bearing areas of West Sighnbhum District has been
prepared showing the leasehold area, the proposed lease hold area and the
probable free hold area of Iron.
♦ A comprehensive Report has been prepared compiling on all the geological
investigation carried out after the creation of Jharkhand state.
♦ Department has established a web-enables GIS system which is available on the
internet to provide and share every information of mines and minerals of the state.
♦ The whole data base related to mineral exploration, mining leases, prospecting
leases, revenue collection and other activities of the department have been
digitized.

♦ A Report on the availability of Limestone deposit in various district of Jharkhand
has been prepared on the basis of works carried out in undivided Bihar since
1960.

♦ Up gradation of the drilling fleet by acquiring next generation drilling machine with
sate of the art technology.

♦ Training of personnel to enable them about with the modern tools and methods of
exploration.
♦ Maintenance of existing equipments.
♦ Creation and up gradation of the data base.

Mines

2.1.1 Consultancy Services (Technical and Legal)


The directorate of mines is primarily revenue earning department but all its activities
are very much scientific, technical and legal in nature. The dept. feels the need of
consultancy in the mining technology sector, information technology sector, management
institution and legal sector. Further a no. of court cases are pending before the Central
Tribunal Hon’ble High Courts and Hon’ble Supreme Court where we have to contest out
case with the best lawyers of the Country.

2.1.2 Training, Seminar, Work Shop, Trade fairs, Conferences, Applications of new
technology, Publication and Printing

Work shops, Seminars, Participation in Trade Fairs will continue for the purpose of
attraction lager investments in the mining sector in the state Publication of document
and printing of Challan on mineral sector of the State for investment promotion will
be carried out. The State Govt. also sponsors technical seminars and work shops
which would be beneficial for the state.
2.1.3 Strengthening of Establishment for revenue collection, Purchase of Machinery
and Office Expenditure
Under the control of Mines Directorate in field offices computerization work
is going on. In first phase of offices are given two sets of computer M.I.S is also
developed. For successful operation of M.I.S it is quite essential to deploy/ employ
computer operation. Computer operators at head quarters and in field offices are
employed on daily wages basis. Apart from the above some drivers and sweepers are
working on Daily wages to 10 drivers @ Rs. 92.98 per day, 22 Computer operators @
Rs. 85.00 per day, and Saphai karmis @ Rs. 64.61 per day. Revision of payment rate
is under process and office expenditure including expenditure for newly created filed
offices and Directorate of Enforcements and Monitoring Strengthening of various

establishments of the Directorate of Mines and purchase of Machinery, Office
expenditure and Labour payment is proposed for the year 2009-10.

2.1.4 Construction and Renovation of Office and Residential Building

Under 10th five year plan some of the official building are constructed and in some
newly created district viz- Saraikela, Simdega, Chatra, Jamtara, Khuti and Ramgarh
official building has to be build up and in sum other old district it is needed to be
construct official building.
To construct the Khanj bhawan in prior financial year amounting to Rs.
170.00 lakhs in already allotted to Executive Engineer, Special Building Division. For
the construction, renovation and repair to residential and non residential and non
residential building of directorate of mines is proposed during 2009-10.

GEOLOGY
2.1.5 Mineral Exploration including mineral analysis in laboratory, drilling and
consultancy services as well as exploration report writing
The Directorate of Geology propose to complete the on going geological
investigations and to take up new exploration for Iron ore, Bauxite, Pyroxenite, Lime
stone, Graphite, Coal and Quartz in the financial year 2009-10. It is also propose to
delineate the potential areas of Bauxite and Lime stone the help of the modern remote
sensing technology. Besides these the potential areas of low volume, high value
minerals viz. Gold, Diamond, etc are proposed to be explored.
The Department of Mines & Geology, Jharkhand has its own Geological
Laboratory at Hazaribagh for identification of minerals and assessment of their grade.
The laboratory is equipped with conventional instrument for routine chemical and
petrological studies. During financial 2009-10 it is propose to purchase new
instruments and maintenance of instruments. Drilling is one of the most important
tools in the geological explorations. This helps in providing an insight of the
subsurface lithology and structure of rock types and minerals.

The services of specialized agencies/expert organization will be required to
carry out specific work and finalization reports and maps for Geological exploration.

2.1.6 Seminar, Trade Fare, Training of Personnel and Printing of


Reports/Leaflets/Booklets etc.
Participation of the technical officers of the Directorate of Geology at various
seminars, works shops and trade fares at national and international level is essential as
such forums provides them opportunity of exposure before the latest development in
the techniques/ processes of mineral exploration, and related industries. This helps
them upgrade their technical skill, expertise and knowledge base. Such forums also
provide them opportunity to present their work /related industries in the state.
Department of Mines & Geology also organizes various Seminars, Symposiums and
Workshops on the exploration, development and mining of various minerals.
Up gradation of the skills of the technical personnel of the Directorate of
Geology is a continuous process which enables them equip with the latest methods
and techniques of exploration. It also helps them handle and supervise the modern
tools and equipment perfectly. This requires advance training of the resource
personnel of the Directorate at regular intervals.

2.1.7 Purchase of machine, equipment tools and new vehicles for exploration
The augment the pace and the quality of geological exploration, the
Directorate of Geology propose to purchase modern equipments, machines and tools
for exploration. Exploration of minerals is normally carried out in rugged, difficult
and hilly terrains which requires heavy duty vehicle in good conditions.

2.1.8 Training and utilization of post graduate (Geology) degree fresh unemployment
personnel of the universities of the state in the exploration work
The Directorate propose to involved the PG (Geology) students of the state in
the geological exploration work of the Directorate of Geology so that the student can

get the field exposure and develop their skill where as the Directorate can utilize the
human resources in a positive manner.

2.1.9 Repair of residential building and purchase of land for construction of new
office buildings
A few residential government quarters at Khanj Nagar, Ranchi and Dumka are
become partly damage condition its required repair. There are many field offices
which are running in rental private building viz. office of the Dy. Director, Geology,
Singhbhum Circle, Jamshedpur, office of the Dy. Director, Geology, Daltonganj
Circle Daltonganj and office of the Dy. Director, Drilling, Ranchi etc.
The Directorate of Geology propose to repair old residential quarters
and purchase or land for office building at Jamshedpur and Daltonganj.

PLAN OUTLAY 2009-10


Revised outlay is Rs. 6.00 crores. Total expenditure was Rs. 0.77 crores upto
November 2009.
