EXECUTIVE SUMMARY
The Metro Manila Open Space Network will enhance the quality and accessibility of open space to create a more livable and sustainable urban environ-
ment.

The plan identifies new opportunities and creates linkages among projects at the national and local level to create a metro-wide network along streets
and waterways supported by appropriate policies.

This plan follows the latest version of the National Urban Development and Housing Framework (NUDHF) which proposes creating a National Open
Space Network and Trail system.

The scope of this project includes active stakeholder engagement towards the development of an open space masterplan, policy guidelines, and
implementation of priority projects between 2017-2022. It is led by the MMDA in partnership with relevant agencies.

have significant impacts on mobility,
urban economy, and citizen wellbeing.
The current method of designing roadways

potential of this valuable space to
address a dynamic set of issues. Ultimately,
better streets contribute to public
health and safety, quality of life, environmental
sustainability, economic sustainability,
and social equity.4

Metro Manila has 5,220 km of road


network. According to UN-Habitat,
30% of total land area should be allocated
to streets and sidewalks. To meet this
standard, Metro Manila needs to add
3,000 km to the road network. There is

Habitat and Ecotourism Area (LPPCHEA), the only

LIBERTAD PARK
Open Metro, Project | Libertad is a jump-off point on
planning our spaces for people; to create an open
network of landscaped pathways connecting Old
Manila to the Roxas Boulevard bayside, dedicated to
the people that walk our cities. The primary goal is
to design for people and places; to create a seamless
pedestrian experience that promotes walkability by
designing for inclusive mobility. Project Libertad will
showcase connectivity with a focus on pedestrian
comfort, bike infrastructure, public space activation
through a series of active uses; retail, family and
sports zones, outdoor lounges and public parks that
uplift the experience on the ground and complement
real-estate value of surrounding area. Open Metro |
Project Libertad is envisioned to be a self-sustaining
project: following global best green practices on
sustainability (rain water collection, alternative energy
use etc.) and an economic program that generates
income for maintenance of the public space.

The Ortigas Greenway is a project of the Department
of Transportation that features a series of elevated
walkways and public parks linking commuters
between the Ortigas MRT Station along EDSA to the
Central Business District. The project addresses
inconvenient pedestrian access along limited space.

the Department of Transportation to create a ‘core’
greenway network linking key destinations within

FRIENDSHIP ROUTES
The Las Pinas Friendship Routes are a unique initiative
by the City of Las Pinas in partnership with various
homeowners associations to open up gated
subdivision routes to registered cyclists. The friendship
route provides a much needed alternative to cycling
along Alabang-Zapote road, a congested and
dangerous thoroughfare for cyclists.

WHITE RABBIT ROUTE


The Quezon City White Rabbit Route is a project of
Quezon City to encourage bicycle use as a viable
form of transportation, reduce vehicle emissions, and
connect various points of interest within Quezon City.
The proposed routes link educational and cultural
institutions, open spaces, residential neighborhoods,
and popular districts.

BIKEWAYS
The City of Marikina has been leading the bicycle
movement since it first started implementing bike
lanes in the 1990s. Since then the city has gone on to
establish a city-wide network including wide
esplanades along the Marikina River which are used
daily by citizens making it a vibrant central corridor.
Through Open Metro this network can be enhanced
and connected to surrounding cities.

EXPRESS
The Commonwealth Cycling Corridor is projected to
be a prime artery in Quezon City with the construction
of the LRT Line 7. Through Open Metro, Commonwealth
Avenue and improve on pedestrian experience by
integrating proposed LRT stations to Bike Share
Terminals, and also dedicating pedestrianized lanes
mainly for walking and cycling. The Commonwealth
Corridor also provides direct access to the La Mesa
Eco Park, the largest green open space in Metro

The C-6 Laguna Lakeshore Expressway Dike is a project
of the Department of Public Works and Highways
spanning 10.7km from Taytay to Bicutan along Laguna PHASE 1
Lake. The Dike has a 2 meter wide planting strip and a 3 SAN PEDRO
meter wide bike lane. It provides a pleasant journey for
those commuting, exercising, or just relaxing. Additional
connectivity is needed to allow neighboring areas to
access the lakefront esplanade.
