VICTORY 21 ASKS FOR HELP

Pete Seaha announced that Cathy Wooley is asking if anyone in our group would like to help
Victory 21 which is designed to get Republicans elected. Cathy understands the ACTP does
not endorse candidates, but asked if anyone, as an individual, would help distribute flyers and
make phone calls to get out the vote. A sign up sheet was distributed.

MINUTES
The September 30, 2010 minutes were corrected to reflect that the population in the city of
Aiken increased 14% since 2003 (not 3%).
Kathy Pate moved to accept the minutes as amended and Carol Henderlong seconded the
motion which passed unanimously.

Action Item: Pete will follow-up with Senator Ryberg regarding the FOI the Senator filed
against the School Board.

TREASURY REPORT
Ken Goad reported that after expenses for the booth at the fair, business cards and other
miscellaneous expenses were paid, we have approximately $100 in the bank. ACTP tee shirts
will be sold at the fair which will pad the bank account.

Pete reported that the ACTP is officially a 501(c)4 and a 501(c)3 organization which allows the
ACTP to participate in actions regarding legislation and candidates running for office.

CITY COUNCIL
Pete said the Council established a senior commission to study senior's concerns and needs.
The Council hired a part time city solicitor. A Lease/Purchase program was established so the
city could sell houses at Crossland Park that we, the taxpayer, had paid to rehabilitate. Before
the housing downturn, our taxes were used to purchase and refurbish homes at Crossland, and
then sell them. Since the recession, the City has been unable to sell these homes and as a
result city officials established a Lease/Purchase program of the homes. Each house rents for
approximately $500/month and of course tenants don't pay property taxes so that's just even
more money the taxpayer is on the hook to pay. Crossland has the highest crime rate in the
city. Dick was the only City Councilman who voted against the Crossland Park lease/purchase
agreement.

Right next door to Crossland Park, apartments are being built which will be in direct competition
with the rental of homes at Crossland.

The City Council approved the Strategic Plan by a 5-0 vote. The Planning Commission is
looking at the city's plan for green space which proposes buying up agricultural and
other lands. This is being done across the nation and results in the taxpayer being forced to
pay more for food as farm land is taken over by the government and permitted to lie fallow.

One of the visions the proposed plan has is that every household will be located within one-
quarter mile of a park and walkways. There is a public hearing in January or February on this
matter.

Dr. Mike said that cities are following Agenda 21 recommendations suggested by the UN to
create utopia in every city and what Pete is describing regarding the City's vision is a socialist
notion of how the government will control us. Freedom 21.org has a pamphlet which describes
how the government intends to control every aspect of our lives.

Dr. Mike reported that recently Tom Moore told him this is a UN plan to take over our food
production and it's happening at every level in every city. Former President George Herbert
Bush began following the UN recommendations and former President Clinton signed the
recommendations under executive order. Members can google S1619 which is the Banking
Subcommittee Bill and includes the green initiatives.

Action Item: When Pete finds out the date of the public hearing regarding green space issues,
he will write to ACTP members and encourage them to attend the hearing.

FAIR
The Fair runs from Thursday, October 21 through Saturday, October 28th. A booth will be set
up indoors and can be left set up overnight because the doors will be locked at closing each
evening. The booth we are sharing with We The People is #17.

Anyone interested in helping to sell tee shirts and hand out flyers about the one cent tax can call
Kathy Pate at 706-799-4483.

Kathy asked for money for We The People. Debbie Nix spent money on hiring Paul Dorr and
sending a letter to business people and will be having robo calls made regarding the one cent
tax issue.

Action Item: Mary Beth will send the bullet point flyer to the ACTP mailing list.

NATIONAL CENTER FOR CONSTITUTIONAL STUDIES


Leslie Hutto is arranging to have a class taught on the constitution on Saturday, January 22nd
from 8:30-4:30. The cost is $15/person or two for $25 and includes lunch.

PLANNING COMMISSION
The Planning Commission has called a special meeting to review the plan to designate the
county council building as a historical building. The meeting is on November 3rd. The City
Council public hearing will probably be held in late November.

Action Item: Pete will send an e-mail to ACTP members when a date is announced for the City
Council public meeting about the county council building.
SAMPLE BALLOTS
Charlie Brown reported that Stuart Bedenbaugh sent him a copy of the sample ballot including
the 4 amendment questions.

Action Item: Mary Beth will mail a sample of the ballot to ACTP members.

ONE CENT SALES TAX ISSUE


Pete reported that City Councilman Dick Dewar met with constituents regarding the one cent
sales tax and very few constituents attended.

NEXT ACTP SOCIAL


Dr. Mike reported that Thursday, October 21st is the next dinner/social. We'll meet at the BBQ
Barn at 130 University Parkway from 6-9:00.

Mike handed out a Common Sense magazine and asked if after the election we could break into
groups and go over portions of the magazine.

Action Item: After election, members will discuss Common Sense magazine.

Action Item: Mary Beth will send a notice of the Social to ACTP members who are encouraged
to attend and bring a guest.

UPCOMING EVENTS
Bob Bradford, teacher at Aiken Prep, has asked Pete to talk about the Tea Party next Tuesday.

October 19 at City Hall is another zero based budgeting meeting. Dick Dewar has asked city
department managers to justify their budgets.

On October 23rd Columbia tea party is holding a get out the vote rally. On October 25th the
City Council meets. On October 26th, the School Board meets.

After a recent meeting, Pete spoke with Mayor Cavaugh and gave his reasons why he is
opposed to the one cent sales tax. The Mayor backed off his previous statements that 30% of
the tax would be paid by city visitors.

A public meeting was held recently by the Planning Commission concerning a modification to
the City Zoning Regulations regarding tree trimming. One person representing the business
community attended the meeting. Pete has argued that city regulations forcing business
owners to trim their trees in specific ways is too intrusive. The tree police made Honey Baked
Ham spend $3,000 to replace crepe myrtles that were trimmed "too much".
