1. Site

DESCRIPTION OF PROJECT
The Site of proposed 4-Lane alignment starts from NH-49 near Dheka village and ends
near Dongri Village in the State of Chhattisgarh. The coordinates of start and end point

1 WIDTH OF CARRIAGEWAY
1.1 Four-Laning with paved shoulders shall be undertaken. The paved carriageway
including paved shoulders shall be minimum 2x9.00 m wide excluding median and
approaches of structures. The paved carriageway shall be in accordance with the
typical cross sections given in para 2.9 and Appendix B-I.
1.2 Except as otherwise provided in this Agreement, the width of the paved carriageway
and cross-sectional features shall conform to paragraph 1.1 above.
1.3 All the cross-sectional elements are to be accommodated in the available/proposed
ROW. If required, suitable retaining structures are to be provided as per site conditions
and no change of scope of work will be given.
2 GEOMETRIC DESIGN AND GENERAL FEATURES
2.1 General
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
2.2 Design speed
The design speed for the main road, Service Road/Ramps at interchanges and Loops
shall be minimum 100 Km/h, 60 Km/h and 50 Km/h respectively.
2.3 Improvement of the existing road geometrics
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved
to the extent possible within the given right of way and proper road signs and safety
measures shall be provided.

Note: Width of service road shall be minimum 7.50m. The locations shown above are
indicative and it may vary as per site condition. The additional service roads if required,

2.7 Grade separated structures

2.10 Alignment Plan & Profile
The alignment plan and profile of the project highway are indicated in Appendix B-III.
Geometric deficiencies, if any, shall be corrected as per schedule D to the extent land
is available. Minimum FRL given in enclosed drawings shall have to be achieved by
concessionaire.
3 INTERSECTIONS AND GRADE SEPARATORS
3.1 All intersections as per the site requirement shall be designed and constructed in
accordance with the manual. An indicative list of intersections are given in the table
below . Junctions below all grade separator structures shall be designed as per manual.
Any change in location/ increase in number and type of intersections shall not be
treated as change in scope of work.

4 PAVEMENT DESIGN
4.1 Pavement design shall be carried out in accordance with Section 5 of the Manual.
4.2 Type of pavement
Flexible pavement shall be provided for the entire length of project highway and rigid
pavement shall be provided at toll plaza.
4.3 Design requirements
As per Manual.
4.4 Design Period and strategy
Flexible pavement shall be designed for a minimum design period of 15 years and rigid
pavement for 30 years. Stage construction shall not be permitted.
4.5 Design Traffic
Notwithstanding anything to the contrary contained in this Agreement or the Manual,
the Concessionaire shall design the pavement for a design traffic of minimum 50
MSA, 10 MSA and 20 MSA for main road, Service Road/Cross roads at minor junctions
and ramps/loops at interchanges/Cross roads at major junctions respectively.
5 ROADSIDE DRAINAGE
Drainage system including surface and subsurface drains for the Project Highway shall
be provided as per Section 6 of the Manual (in entire length including drains and
culverts required as per site condition along the cross roads at all junctions,
interchanges and other location). Any repair/ reconstruction required for the existing
culverts along project highway and cross roads at junctions shall be provided. This will
not attract any change of scope.
6 DESIGNS OF STRUCTURES

with section 7 of the Manual and shall conform to the cross-sectional features and other
details specified therein.

6.2 Culverts

6.2.6 Number of culverts is only indicative. Additional culverts if required as per site condition
shall be provided as per manual. Culverts for the cross roads at junctions shall be
provided as per the site condition in accordance with the manual. Any increase in
number/length/span/height shall not be treated as change in scope of work.
6.2.7 Floor protection works shall be as specified in the relevant IRC Codes and
Specifications.
6.3 Bridges

Proposed length/span arrangement shall be finalized as per actual site condition in

W-beam crash barrier along the project highway shall be provided as per manual.
Minimum length of W-beam crash barrier is 9.00 km. RCC crash barrier with/ without
friction slab shall be provided as per TCS-2, TCS-3 and schedule D.
(d) Fencing:
Tubular steel railing on medium weight steel channel (ISMC series) 100mmx50mm
with 1.5m height above ground fencing shall be provided in entire length between
main carriageway and service road to control access to main carriageway .
Minimum length of fencing is 26 km.
7.2 Specifications of the reflecting sheeting
Retro reflective sheeting should be of high intensity grade with encapsulated lens
or with micro prismatic retro reflective element in accordance with ASTM Standard D
4956- 04.
8. Roadside Furniture
Roadside furniture shall be provided in accordance with the provisions of the Manual.
a) Pedestrian Guard Rail & Pedestrian crossing: As per manual
b) Overhead traffic signs: location and size, As per manual
c) Delineators: As per manual.
d) LED traffic blinkers: to be provided at all junctions, pedestrian crossings etc. as per
manual.
e) Noise barriers shall be provided as per manual and Locations shall be decided as
per site condition in consent with Authority.
9 COMPULSORY AFFORESTATION
The number of trees which are required to be planted by the Concessionaire as
compensatory afforestation should be as per Forest Conservation Act, twenty (20)
times the number of trees to be cut. The tree cutting permission shall be obtained by
the concessionaire.
10 HAZARDOUS LOCATIONS
The safety barriers shall also be provided at the following hazardous locations:

Package - A: from ch. 0+000 to ch. 37+000
The retaining wall/ Toe wall/ RE wall/ other protection works shall be provided at
locations wherever is required to accommodate proposed TCS with in proposed ROW.
Minimum quantity of RE wall facia panel is 223000 sqm. Any increase in quantity /
change in location of retaining wall/ Toe wall/ RE wall/ other protection works shall not
be treated as change of scope
13 RAINWATER HARVESTING
As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997
(as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the construction of Rain
water, harvesting structure is mandatory in and around Water Crisis area, notified by
the Central Ground Water Board. Rain water harvesting structures shall be provided
at every 500m all along the roads on both sides in accordance with IRC:SP:42-2014
and IRC:SP:50-2013.
14 UTILITY CORRIDORS
Concessionaire shall provide RCC covered utility corridor of 1.5m width and minimum
height 1.5m as per site condition in entire length on both sides. Utility duct across the
project highway shall also be provided as per manual
15 CHANGE OF SCOPE
The length of Structures and bridges specified herein above shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Concessionaire in accordance with the
Specifications and Standards. Any variations in the lengths specified in this Schedule-
B shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 13.

(k) Installation of two number dedicated ETC lane (one lane in each direction) and

weigh bridge ( one in each direction total 2 nos.) at toll plaza and configuration
with Highway Traffic Management System.
(l) Concessionaire shall construct highway nest (mini) at a distance of 200 to 300m
after crossing toll plaza on either sides of road with parking provision, water ATM
& Toilet block with RCC frame structure as per drawings available on NHAI
official websites.
2 Description of Project Facilities
(a) Toll Plazas

Floor area of toll plaza building should be minimum 500 sqm. All toll plaza premises
shall be fenced with flyash brick masonry boundary wall with minimum 6 ft height from

Traffic Control Device/Road Safety Device/Roadside furniture as per schedule D shall
be provided. Traffic Blinkers (LED) shall be provided at all junctions.
(c) Pedestrian facilities;
Pedestrian Guard rails shall be provided at major junctions, Truck lay byes, bus bays
and near schools and hospitals as per schedule D.
(d) Land Scaping and Tree Plantation;
Land Scaping of the highway shall be provided as per schedule D. Two rows of
plantation between main carriageway and service road @ 3m C/C spacing shall be
provided.
(e) Truck lay-byes
Truck Lay bye shall be provided at below mentioned locations. It shall have facilities
in accordance with Schedule-D

(h) Street lighting

above locations, lighting shall be provided at under pass and ROB as per site condition
in consultation with Engineer and shall not be treated as change of scope.

Toll plaza, Bus stops, truck Lay-bys, rest area and as per manual
recommended in Schedule D.
(xi) Apart from above location lighting shall be provided at underpass and
ROB/RUB and as per site condition with consultation with Engineer and
shall not be treated as change of scope.
(xii) High Mast Lighting shall be provided at all Major Junctions, Toll plaza
locations.
(xiii) Highway Patrol : Highway Patrol & project vehicle
(xiv) Ambulances : Ambulance one units with all/adequate facility
(xv) Cranes : One Cranes with 30 MT Capacity
(xvi) Advance Traffic Management System (ATMS) as per technical
specification: Provisions of other facilities, if required may be made in
similar manner.

Specifications and Standards for Construction
1 Specifications and Standards
All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Four-Laning of Highways (IRC: SP:84-2014), referred
to as the Manual, Policy for Design of full access control Economic Corridor under
Bharatmala Pariyojana issued by NHAI vide NHAI/Planning/EC/DPR/2016 dated
03.01.2018 and MORTH Specifications for Road and Bridge Works. Where the
specification for a work is not given, Good Industry Practice shall be adopted to the
satisfaction of the Authority’s Engineer.
2 Deviations from the Specifications and Standards
2.1 Notwithstanding anything to the contrary contained in the aforesaid Manual, the
following Specifications and Standards shall apply to the Project Highway, and for
purposes of this Agreement, the aforesaid Manual shall be deemed to be amended to
the extent set forth below;
