SITE OF THE PROJECT


1 The Site
1.1 Site of the Four-Lane Project Highway i.e. Bilaspur to Dongri, (Starting from NH-
49 near Dheka village passing on south of existing road Bilaspur-Sipat-Baloda-
Urga Road and ending near Dongri village) shall include the land, buildings,
structures and road works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Concessionaire are specified in
Annex-II of this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works, trees
and any other immovable property on, or attached to, the Site shall be prepared
jointly by the Authority Representative and the Concessionaire, and such inventory
shall form part of the memorandum referred to in Clause 8.2.1 of this Agreement.
1.4 The alignment plan and profile drawings of the Project Highway are specified in Annex-
III.
1.5 The status of the environment clearances obtained or awaited is given in Annex IV.

DEVELOPMENT OF THE PROJECT HIGHWAY


1 Development of the Project Highway
Development of the Project Highway shall include design and construction of 4 lane
Bilaspur – Urga Section of NH-130A, Package - A (Starting near Dheka village and
ending near Dongri – Length 37.000 km) as described in Annexure –I of this Schedule-
B and in Schedule-C.
2. Four Laning with Paved Shoulder
Four laning shall include construction of the Four Lane Project highway as described in
Annex-I of this Schedule-B and Annex-I of Schedule C.
3 Specifications and Standards
The Project Highway shall be designed and constructed in conformity with the
specifications and Standards specified in Annex-I of Schedule-D.

DESCRIPTION OF PROJECT
The Site of proposed 4-Lane alignment starts from NH-49 near Dheka village and ends
near Dongri Village in the State of Chhattisgarh. The coordinates of start and end point

1 WIDTH OF CARRIAGEWAY
1.1 Four-Laning with paved shoulders shall be undertaken. The paved carriageway
including paved shoulders shall be minimum 2x9.00 m wide excluding median and
approaches of structures. The paved carriageway shall be in accordance with the
typical cross sections given in para 2.9 and Appendix B-I.
1.2 Except as otherwise provided in this Agreement, the width of the paved carriageway
and cross-sectional features shall conform to paragraph 1.1 above.
1.3 All the cross-sectional elements are to be accommodated in the available/proposed
ROW. If required, suitable retaining structures are to be provided as per site conditions
and no change of scope of work will be given.
2 GEOMETRIC DESIGN AND GENERAL FEATURES
2.1 General
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
2.2 Design speed
The design speed for the main road, Service Road/Ramps at interchanges and Loops
shall be minimum 100 Km/h, 60 Km/h and 50 Km/h respectively.
2.3 Improvement of the existing road geometrics
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved
to the extent possible within the given right of way and proper road signs and safety
measures shall be provided.

2.4 Type of shoulders


(a) In open country, paved shoulders of 1.5 m width shall be provided and balance
2.0m width shall be covered with 150 mm thick compacted layer of granular
material.
(b) Design and specifications of paved shoulders and granular material shall conform
to the requirements specified in the Manual.
2.5 Lateral and vertical clearances at underpasses
2.5.1 Lateral and vertical clearances at underpasses and provision of guardrails/crash
barriers shall be as per Schedule D.

Note: Width of service road shall be minimum 7.50m. The locations shown above are

2.9 Typical cross-sections (TCS) of the Project Highway


The project highway shall be constructed to four lane divided carriageway standard. The
schedule of typical cross-sections are given in the table below. Drawings of typical cross-
sections are given in Appendix B-I.
The TCS are indicative and shall be read in conjunction with plan & profile. Additional
cross sections if required, as per site condition shall be provided as per schedule D. Any
increase in length/ type of TCS shall not be treated as change of scope.

2.10 Alignment Plan & Profile
The alignment plan and profile of the project highway are indicated in Appendix B-III.
Geometric deficiencies, if any, shall be corrected as per schedule D to the extent land
is available. Minimum FRL given in enclosed drawings shall have to be achieved by
concessionaire.
3 INTERSECTIONS AND GRADE SEPARATORS
3.1 All intersections as per the site requirement shall be designed and constructed in
accordance with the manual. An indicative list of intersections are given in the table
below . Junctions below all grade separator structures shall be designed as per manual.

4 PAVEMENT DESIGN
4.1 Pavement design shall be carried out in accordance with Section 5 of the Manual.
4.2 Type of pavement
Flexible pavement shall be provided for the entire length of project highway and rigid
pavement shall be provided at toll plaza.
4.3 Design requirements
As per Manual.
4.4 Design Period and strategy
Flexible pavement shall be designed for a minimum design period of 15 years and rigid
pavement for 30 years. Stage construction shall not be permitted.
4.5 Design Traffic
Notwithstanding anything to the contrary contained in this Agreement or the Manual,
the Concessionaire shall design the pavement for a design traffic of minimum 50
MSA, 10 MSA and 20 MSA for main road, Service Road/Cross roads at minor junctions
and ramps/loops at interchanges/Cross roads at major junctions respectively.
5 ROADSIDE DRAINAGE
Drainage system including surface and subsurface drains for the Project Highway shall
be provided as per Section 6 of the Manual (in entire length including drains and
culverts required as per site condition along the cross roads at all junctions,
interchanges and other location). Any repair/ reconstruction required for the existing
culverts along project highway and cross roads at junctions shall be provided. This will
not attract any change of scope.
6 DESIGNS OF STRUCTURES

7. TRAFFIC CONTROL DEVICES AND ROAD SAFETY WORKS
7.1 Traffic control devices and road safety works shall be provided in accordance with
Section 9 of the Manual.
(a) Traffic Signs:
Traffic signs include roadside signs, overhead signs and curb mounted signs along the
entire Project Highway as per manual.
(b) Pavement Marking:
Pavement markings shall cover road marking for the entire Project Highway as per
manual.
(c) Safety Barrier:

Tubular steel railing on medium weight steel channel (ISMC series) 100mmx50mm
with 1.5m height above ground fencing shall be provided in entire length between
main carriageway and service road to control access to main carriageway .
Minimum length of fencing is 26 km.
7.2 Specifications of the reflecting sheeting
Retro reflective sheeting should be of high intensity grade with encapsulated lens
or with micro prismatic retro reflective element in accordance with ASTM Standard D
4956- 04.
8. Roadside Furniture
Roadside furniture shall be provided in accordance with the provisions of the Manual.
a) Pedestrian Guard Rail & Pedestrian crossing: As per manual
b) Overhead traffic signs: location and size, As per manual
c) Delineators: As per manual.
d) LED traffic blinkers: to be provided at all junctions, pedestrian crossings etc. as per
manual.
e) Noise barriers shall be provided as per manual and Locations shall be decided as
per site condition in consent with Authority.
9 COMPULSORY AFFORESTATION
The number of trees which are required to be planted by the Concessionaire as
compensatory afforestation should be as per Forest Conservation Act, twenty (20)
times the number of trees to be cut. The tree cutting permission shall be obtained by
the concessionaire.

13 RAINWATER HARVESTING
As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997
(as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the construction of Rain
water, harvesting structure is mandatory in and around Water Crisis area, notified by
the Central Ground Water Board. Rain water harvesting structures shall be provided
at every 500m all along the roads on both sides in accordance with IRC:SP:42-2014
and IRC:SP:50-2013.
14 UTILITY CORRIDORS
Concessionaire shall provide RCC covered utility corridor of 1.5m width and minimum
height 1.5m as per site condition in entire length on both sides. Utility duct across the

15 CHANGE OF SCOPE
The length of Structures and bridges specified herein above shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Concessionaire in accordance with the
Specifications and Standards. Any variations in the lengths specified in this Schedule-
B shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 13.

with Highway Traffic Management System.
(l) Concessionaire shall construct highway nest (mini) at a distance of 200 to 300m
after crossing toll plaza on either sides of road with parking provision, water ATM
& Toilet block with RCC frame structure as per drawings available on NHAI
official websites.
2 Description of Project Facilities

Traffic Control Device/Road Safety Device/Roadside furniture as per schedule D shall
be provided. Traffic Blinkers (LED) shall be provided at all junctions.
(c) Pedestrian facilities;
Pedestrian Guard rails shall be provided at major junctions, Truck lay byes, bus bays
and near schools and hospitals as per schedule D.
(d) Land Scaping and Tree Plantation;
Land Scaping of the highway shall be provided as per schedule D. Two rows of
plantation between main carriageway and service road @ 3m C/C spacing shall be
provided.
(e) Truck lay-byes
Truck Lay bye shall be provided at below mentioned locations. It shall have facilities
in accordance with Schedule-D

SPECIFICATIONS AND STANDARDS
1 Construction
The Concessionaire shall comply with the Specifications and Standards set forth in
Annex-I of this Schedule-D for construction of the Project Highway.
2 Design Standards
The Project Highway including Project Facilities shall conform to design requirements
set out in the following documents:
a) Policy for Design of full access control Economic Corridor under Bharatmala
Pariyojana issued by NHAI vide NHAI/Planning/EC/DPR/2016 dated 03.01.2018
b) Manual of Specifications and Standards for four Laning of Highways (IRC: SP: 84-
2014), referred to herein as the Manual.

Specifications and Standards for Construction
1 Specifications and Standards
All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Four-Laning of Highways (IRC: SP:84-2014), referred
to as the Manual, Policy for Design of full access control Economic Corridor under
Bharatmala Pariyojana issued by NHAI vide NHAI/Planning/EC/DPR/2016 dated
03.01.2018 and MORTH Specifications for Road and Bridge Works. Where the
specification for a work is not given, Good Industry Practice shall be adopted to the
satisfaction of the Authority’s Engineer.
2 Deviations from the Specifications and Standards
2.1 Notwithstanding anything to the contrary contained in the aforesaid Manual, the
following Specifications and Standards shall apply to the Project Highway, and for
purposes of this Agreement, the aforesaid Manual shall be deemed to be amended to
the extent set forth below;
