 The LTE system uses the Orthogonal Frequency Division Multiple Access (OFDMA)
technology in the downlink (DL) and the Single Carrier - Frequency Division Multiple Access
(SC-FDMA) technology in the uplink (UL). One common characteristic of OFDMA and SC-
FDMA is that all the resource blocks (RBs) occupied by the UEs in a cell are mutually
orthogonal. Therefore, intra-cell interference is very low but inter-cell interference is
relatively high. This is because the frequency reuse factor is 1, that is, every cell can provide
services over the whole system band. The interference from neighboring cells is significant
especially for cell edge users (CEUs). Therefore, inter-cell interference must be mitigated to
increase the cell capacity and CEU throughput.
 Huawei provides two interference mitigation solutions to reduce inter-cell interference:
Interference Rejection Combining (IRC) and Inter-Cell Interference Coordination (ICIC). They
can work together to improve the performance of cells.
 IRC is a technology that combines receive (RX) antennas to combat highly colored
interference between cells. It is applied at the physical layer.
 ICIC is a technology that mitigates inter-cell interference together with the
scheduling and power control technologies. ICIC is applied at the Medium Access
Control (MAC) layer. ICIC restricts highly interfering CEUs within the orthogonal
bands at the edge of cells or schedules the CEUs in neighboring cells at different
points of time. In this way, ICIC mitigates inter-cell interference, increases the CEU
throughput, and improves the system coverage. This document provides the details
on ICIC.

 Based on whether the edge band is adjusted dynamically during ICIC, ICIC is classified into
static ICIC and dynamic ICIC. Dynamic ICIC is an improvement over static ICIC. Based on
the actual edge load of the serving cell, dynamic ICIC increases or decreases the edge band
to achieve better utilization of the edge band. Dynamic ICIC is an optional feature. It is
license-controlled.
 Based on the application scope, ICIC is classified into DL ICIC and UL ICIC. Both of them
are implemented on the eNodeB.

 If a neighboring cell belongs to the same eNodeB as the serving cell, it is called an intra-
eNodeB neighboring cell. Otherwise, it is called an inter-eNodeB neighboring cell.
 In DL ICIC, the eNodeB is the source of inter-cell interference. In other words, interference
between the serving cell and a neighboring cell always exists, regardless of whether there
are CEUs in the neighboring cell. Therefore, frequency-domain ICIC is applied in the DL, in
either the intra-eNodeB case or the inter-eNodeB case.
 In UL ICIC, CEUs in neighboring cells are the source of inter-cell interference. When there
are CEUs at the edge of both the serving cell and a neighboring cell, the interference
between the two cells is relatively high. If the two cells are intra-eNodeB FDD cells, which
are time-synchronized, both frequency-domain ICIC and time-domain ICIC are applicable. If
the two cells are inter-eNodeB FDD cells, which are not frame-synchronized, time-domain
ICIC is not applicable. If the two cells are intra-eNodeB TDD cells, which are in time division
duplex mode, time-domain ICIC is also not applicable.

 The variables in the preceding conditions are described as follows:


 Mn is the measurement result of the power of the reference signal received from
the neighboring cell.
 Ms is the measurement result of the power of the reference signal received from
the serving cell.
 Hys is the hysteresis for ICIC event A3 and is determined by the Hysteresis
parameter.
 Ofn is the frequency-specific offset for the neighboring cell used in intra-frequency
measurement.
 Ofs is the frequency-specific offset for the serving cell used in intra-frequency
measurement.
 Ocn is the cell-specific offset for the neighboring cell.
 Ocs is the cell-specific offset for the serving cell.
 Off is the offset for ICIC event A3 and is determined by the A3Offset parameter.
This parameter is used to adjust the probability of reporting ICIC event A3.
 For Mn and Ms in the preceding formulas, the triggering quantity is determined by
the TriggerQuantity parameter. The reporting quantity for ICIC event A3 is
determined by the ReportQuantity parameter.

 ICIC event A3 is reported only if either the entering condition or leaving condition for ICIC
event A3 is met for a period of time. This period is determined by the TimeToTrigger
parameter.
 If the RSRP measurement result of a neighboring cell meets the entering condition
for ICIC event A3, the UE reports the RSRP measurement results of both the serving
cell and the neighboring cell to the eNodeB. The maximum number of reported
neighboring cells is determined by the MaxReportCellNum parameter.
 If the RSRP measurement result of a neighboring cell meets the leaving condition
for ICIC event A3, the UE reports only the RSRP measurement result of the serving
cell to the eNodeB.
 Parameters related to ICIC event A3 also include ReportInterval and ReportAmount. The
ReportInterval parameter specifies the interval at which UEs send measurement reports
after ICIC event A3 is triggered. The ReportAmount parameter specifies the number of
times UEs send measurement reports after ICIC event A3 is triggered.

When detecting that the signal quality in the serving cell and that in

Instead, the UE sends a report only when the signal quality
continuously meets the entering condition during the time-to-trigger.
Indicates the offset for the DL ICIC measurement event. If this
parameter is set to a large value, the signal quality of the

 The A3Offset parameter specifies the offset for ICIC event A3. ICIC uses this parameter to
adjust the probability of reporting ICIC event A3. A larger A3Offset value will result in a
lower probability of reporting ICIC event A3. In this situation, some UEs cannot improve
their performance because these UEs are not determined as CEUs. A smaller A3Offset
value will result in a higher probability of reporting ICIC event A3. In this situation, some
CEUs cannot obtain higher throughput because more UEs are determined as CEUs.
 The Hysteresis parameter specifies the hysteresis for ICIC event A3. ICIC uses this
parameter to adjust the probability of entering and leaving ICIC event A3 to improve the
average CEU throughput and cell throughput. A larger Hysteresis value will result in a
lower probability of entering and leaving ICIC event A3. A smaller Hysteresis value will
result in a higher probability of entering and leaving ICIC event A3.
 The TriggerQuantity parameter specifies the triggering quantity for ICIC event A3, and its
value is RSRP or RSRQ. The ReportQuantity parameter specifies the reporting quantity
for ICIC event A3, and its value is SAME_AS_TRIG_QUAN(Same as Trig Quan) or BOTH.
Currently, ICIC event A3 supports only RSRP.
 The TimeToTrigger parameter specifies the time to trigger for ICIC event A3. ICIC uses
this parameter to adjust the probability of entering and leaving ICIC event A3. A larger
TimeToTrigger value will result in a lower probability of entering and leaving ICIC event
A3. A smaller TimeToTrigger value will result in a higher probability of entering and
leaving ICIC event A3.

 The ReportInterval parameter specifies the interval at which UEs send measurement
reports after ICIC event A3 is triggered. A larger ReportInterval value will result in a lower
frequency of sending measurement reports. In this situation, UE location information
cannot be updated in time. A smaller ReportInterval value will result in a higher
frequency of reporting measurement reports. In this situation, more air-interface resources
are occupied.
 The ReportAmount parameter specifies the number of times UEs send measurement
reports after ICIC event A3 is triggered. A larger ReportAmount value will result in higher
UE power consumption. In this situation, dynamic UL ICIC can improve CEU throughput. A
smaller ReportAmount value will result in lower UE power consumption. In this situation,
ICIC cannot trace the changes of neighboring cells of CEUs, and dynamic UL ICIC will result
in lower throughput for CEUs.

 The procedure of static DL ICIC is as follows:


 The whole band of each cell is divided into the edge band and center band during
network planning, and the edge bands of neighboring cells are mutually
orthogonal.
 The eNodeB checks the cell load and decides whether to block some RBs on the
center band based on the load determination result.
 The eNodeB determines the UE types based on the RSRP measurement report from
the UE and the load determination result. A UE is determined as a CCU by default
after initial access. It is determined as a CEU by default after a handover.
 The eNodeB provides information on UE types, band division, and blocked RBs on the
center band for DL scheduling. Then, in DL scheduling, CCUs are scheduled on the center
band and CEUs are scheduled on the edge band. In this way, interfering CEUs are
restricted within orthogonal edge bands to mitigate inter-cell interference.
 The eNodeB provides information on UE types for DL power control. Then, in DL power
control, fixed power values are set for the CCU type and the CEU type.

 The procedure of dynamic DL ICIC is as follows:


 The eNodeB adjusts the edge band of the serving cell and informs the scheduler
about it. The adjustment is based on the following information:
 Band division schemes determined during network planning
 DL ICIC messages from neighboring cell
 Target neighboring cells for ICIC
 These cells are selected based on neighboring cell information and inter-cell
interference. The neighboring cell list is managed based on the DL ICIC
messages from neighboring cells and the RSRP measurement reports from
UEs.
 Load determination results
 The eNodeB checks the cell load and decides whether to block some RBs on the
center band based on the load determination results.
 The eNodeB adjusts the UE types based on the RSRP measurement reports from
UEs and the load determination results.

 Reuse3 is a mode in which the frequency reuse factor is 3. In other words, all UEs in each
cell use 1/3 of the ICIC operating band, and the edge bands of neighboring cells are
different from each other.
 When the inter-cell interference is very high and neither static DL ICIC nor dynamic DL ICIC
can achieve expected ICIC effect, the Reuse3 mode can be used to allocate mutually
orthogonal bands to different cells for interference mitigation. To use this mode, set
DlIcicSwitch to DlIcicReuse3Switch_ON_ENUM. In this mode, UEs are not classified
into CCUs and CEUs.

 The whole DL band of the system is taken as the operating band for DL ICIC. During
network planning, the RBs on the DL ICIC operating band are grouped into three sets,
each set containing about 1/3 of the RBs. Each cell uses one set as its edge band, and the
edge bands of neighboring cells are mutually orthogonal.
 In static DL ICIC, the edge bands cannot be adjusted after the initial band division.
 There are also three schemes for the initial edge band division in dynamic DL ICIC. Unlike
static DL ICIC, dynamic DL ICIC then adjusts the edge band of the serving cell based on the
cell load and the edge bands of neighboring cells.
 The schemes of band division for DL ICIC are determined by the BandMode parameter.

Indicates the band division scheme used by downlink ICIC. This
scheme is used to divide the DL band of each cell into the center
BandMode band and the edge band in such a way that the cells with the
same bandwidth and EARFCN have non-overlapping center
bands and edge bands.

 Preliminarily Determining the UE Type


 A UE is determined as a CCU by default after initial access.
 If the RSRP measurement report does not include the RSRP measurement value of
any neighboring cell, the eNodeB deletes the information about all the neighboring
cells in the UE-level neighboring cell list and determines the UE as a CCU.

 A UE is determined as a CEU by default after a handover.


 If the RSRP measurement report includes the RSRP measurement values of
neighboring cells, the eNodeB determines the UE as a CEU and records the IDs and
RSRP measurement values of its neighboring cells, in the UE-level neighboring cell
list.

 The eNodeB adjusts the types of UEs that provide GBR services preferentially. For example,
if the RBs on the edge band are insufficient but the RBs on the center band are sufficient,
the eNodeB determines the CEUs providing GBR services as CCUs preferentially. If there are
still available RBs on the center band after the RBs for GBR services are guaranteed, the
eNodeB determines the CEUs providing only non-GBR services as CCUs accordingly.
 The service rate of a UE after the adjustment may be lower than that before the
adjustment. To avoid this situation, the eNodeB checks whether the RBs are sufficient for
the UE after the adjustment. If the RBs are sufficient, the eNodeB adjusts the UE type. If
the RBs are insufficient, the eNodeB does not adjust the UE type.

 Neighboring cell lists for dynamic DL ICIC are classified into two levels: UE level and cell
level. A cell-level neighboring cell list is used to determine the neighboring cells for ICIC
and the target neighboring cells to which a DL ICIC message is sent.
 A UE-level neighboring cell list is generated and updated on the basis of the RSRP
measurement report from the UE. It contains the IDs and RSRP measurement
values of neighboring cells.
 A cell-level neighboring cell list is generated on the basis of UE-level neighboring
cell lists and DL ICIC messages from neighboring cells. The cell-level neighboring
cell list is updated based on UE-level neighboring cell lists and DL ICIC messages.
 From the cell-level neighboring cell list, dynamic DL ICIC selects N neighboring cells that
cause the highest interference to the serving cell, to perform interference coordination. In
addition, the cell-level neighboring cell list provides the target neighboring cells to which
the DL ICIC messages are sent.
 Note:
 The cells in the cell-level neighboring cell list form a subset of the Neighbor
Relation Table (NRT). If a neighboring cell found in dynamic DL ICIC is not in the
NRT, ICIC is not performed for this neighboring cell.

 DL ICIC Message Transmission


 In DL ICIC, the source cell sends a DL ICIC message to a target cell in either of the following
cases:
 After receiving a DL ICIC message from the source cell, the target cell may find that
the source cell is not included in its cell-level neighboring cell list but is included in
its NRT. In this case, the target cell sends a DL ICIC message to the source cell.
 If the source cell adjusts its edge band or the load level of the cell changes, the
source cell sends a DL ICIC message to all cells in the cell-level neighboring cell list.
 DL ICIC Message Reception
 After receiving a DL ICIC message, the target cell records the message and then checks
whether the source cell is included in its cell-level neighboring cell list. If the source cell is
not included in the list, the target cell adds the source cell to the list.
 After receiving a DL ICIC message, the target cell also checks whether ICIC is required
between the source cell and target cell based on the ICIC request indicator:
 If ICIC is required, the target cell causes interference to the source cell. In this case, the
target cell checks whether the edge band is preempted by the source cell:
 If the edge band is preempted by the source cell, the target cell decreases its edge band.
Then, it generates a new DL ICIC message and sends the message to all cells in its cell-level
neighboring cell list.
 If the edge band is not preempted by the source cell, the target cell does not perform any
operations.
 If ICIC is not required, the target cell does not perform any operations.

 The edge bands of both interfering neighboring cells and interfered neighboring cells need
to be coordinated during ICIC. Therefore, the two types of neighboring cells need to be
selected:
 Selection of interfering neighboring cells
 The eNodeB periodically checks inter-cell interference. Then, it selects N
neighboring cells that cause the highest interference to the serving cell and
have different band division schemes from the serving cell. N depends on
the system bandwidth.
 Selection of interfered neighboring cells
 If ICIC is required, according to the ICIC request indicator, the neighboring
cells that send DL ICIC messages are the neighboring cells affected by the
interference from the serving cell.

 In dynamic DL ICIC, edge band adjustment involves increasing the edge band and
decreasing the edge band.
 Decreasing the edge band
 The eNodeB periodically monitors the edge load of the serving cell. If a
certain number of RBs on the edge band are redundant, the edge band can
be decreased. In addition, to ensure that the edge band of the serving cell
and that of a neighboring cell do not overlap, the edge band of the serving
cell can be decreased if the neighboring cell occupies the edge band of the
serving cell and the serving cell receives a DL ICIC message to update the
edge band.
 Increasing the edge band
 The eNodeB checks whether to increase the edge band periodically. The
edge band is increased if the following conditions are met:
 The period for checking whether to increase the edge band arrives.
 The resources in the cell are available for increasing the edge band.

 UL ICIC allocates different UL time-frequency resources to UEs so that interfering CEUs are
coordinated in the frequency domain. In this way, UL ICIC mitigates inter-cell interference
and thus increases the UL throughput of CEUs. UL ICIC is classified into static UL ICIC and
dynamic UL ICIC, where dynamic UL ICIC is an optional feature.
 Static UL ICIC determines the band division scheme for each cell. The edge band is mainly
allocated to CEUs, and the center band is mainly allocated to CCUs.
 Static UL ICIC (LBFD-00202202 Uplink Static Inter-Cell Interference Coordination and
TDLBFD-00202202 Uplink Static Inter-Cell Interference Coordination) uses the following
techniques:
 UL band division
 UE type determination
 Neighboring cell list management
 Overload Indication (OI) message processing
 High Interference Indication (HII) message processing
 Dynamic UL ICIC (LOFD-00101402 Uplink Dynamic Inter-Cell Interference Coordination and
TDLOFD-00101402 Uplink Dynamic Inter-Cell Interference Coordination) is an
improvement over static UL ICIC. In addition to the techniques used in static UL ICIC,
dynamic UL ICIC uses the technique of edge band adjustment.
 Time-domain UL ICIC is applicable to intra-eNodeB neighboring cells. The reason is that
such cells are time synchronized and therefore the CEUs in these cells can be scheduled at
different points of time.

 Static UL ICIC can be performed in the frequency domain to mitigate the interference from
the CEUs in neighboring cells.
 The procedure of static UL ICIC is as follows:
 The UL operating band of each cell is divided into the edge band and center band
during network planning, and the edge bands of neighboring cells are mutually
orthogonal.
 The eNodeB classifies the UEs in the serving cell into CCUs and CEUs based on the
RSRP measurement reports. (A UE is determined as a CCU by default after initial
access. It is determined as a CEU by default after a handover.) Then, the eNodeB
notifies the scheduler of the UE types.
 Each neighboring cell monitors the average interference caused to itself all the time.
When the interference exceeds the threshold for sending an OI message, the cell
sends the message to its neighboring cells. After receiving the OI message, the
serving cell checks the validity of the message.
 Based on the band division of the serving cell and the neighboring cell information, the
eNodeB schedules CEUs on the edge band and CCUs on the center band in UL scheduling.
 If the OI message is valid, it is provided for UL power control to adjust the PUSCH power.

 In static UL ICIC, each cell is preset with an edge band that accounts for one third of the
total ICIC operating band. The edge band is not changed throughout the ICIC procedure.
As a result, the CEUs in a cell with a heavy edge load may not be scheduled in time while
redundant resources are available in a cell with a light edge load. To solve this problem,
Huawei proposes dynamic UL ICIC. With dynamic UL ICIC, the edge band is adjusted
dynamically based on the change in the edge load of the serving cell, and neighboring cells
are informed of the band division of the serving cell using HII messages.
 The procedure of dynamic UL ICIC is as follows:
 The eNodeB classifies the UEs in the serving cell into CCUs and CEUs based on the
RSRP measurement reports. (A UE is determined as a CCU by default after initial
access. It is determined as a CEU by default after a handover.) Then, the eNodeB
notifies the scheduler of the UE types.
 The eNodeB maps the band division information onto an HII message and sends
the HII message to neighboring cells. The eNodeB adjusts the edge band of the
serving cell based on the edge load of the cell at intervals. Then, the eNodeB
notifies the scheduler of the edge band.
 The eNodeB processes the OI message.
 Dynamic UL ICIC interacts with UL scheduling and UL power control in a way similar to
static UL ICIC.

 Intra-eNodeB neighboring cells are time synchronized, and therefore time-domain UL ICIC
is also applicable to intra-eNodeB neighboring cells. If the frequency resources cannot
meet the requirements of CEUs in intra-eNodeB neighboring cells with heavy edge load,
time-domain UL ICIC can be applied to improve the effect of UL ICIC.
 Intra-eNodeB time-domain UL ICIC can take effect if only one intra-eNodeB neighboring
cell causes interference to a CEU. Huawei intra-eNodeB time-domain UL ICIC is applicable
in scenarios where one eNodeB is configured with three or two cells.
 The procedure of UL intra-eNodeB ICIC in the time domain is as follows:
 The eNodeB classifies the UEs in the serving cell into CCUs and CEUs based on the
RSRP measurement reports. (A UE is determined as a CCU by default after initial
access. It is determined as a CEU by default after a handover.) Then, the eNodeB
notifies the scheduler of the UE types.
 The eNodeB manages the cell-level neighboring cell list based on the RSRP
measurement reports from UEs and the HII messages from neighboring cells.
 The eNodeB processes the OI message.
 Based on the UE-level neighboring cell list of each CEU, the scheduler obtains the
information about the neighboring cells that cause interference to the CEU. Then, based
on the information about intra-eNodeB neighboring cells, the scheduler decides whether
to schedule this CEU in an odd-numbered or even-numbered subframe. That is, the
scheduler schedules the CEUs in the serving cell and the CEUs in the strongest interfering
cell in odd- and even-numbered subframes respectively or in even- and odd-numbered
subframes respectively.

 Neighboring cell lists for UL ICIC are classified into two levels: UE level and cell level. Based
on the neighboring cell lists, the serving cell and neighboring cells can exchange the
information about edge bands and interference.
 A UE-level neighboring cell list, which records the information about neighboring cells, is
created on the basis of an RSRP measurement report sent from the UE. The list is updated
on the basis of the subsequent RSRP measurement reports from the UE.
 A cell-level neighboring cell list contains the information about the interfering cells
indicated in the RSRP measurement reports from all the CEUs in a cell. The list records the
following information about each neighboring cell: cell ID, band division, intra-eNodeB flag,
and scheme flag. The intra-eNodeB flag indicates whether the neighboring cell is an intra-
eNodeB cell, and the scheme flag indicates whether the neighboring cell uses the same
band division scheme as the serving cell. The cell-level list is updated based on user-level
lists and HII messages.

 An OI message provides information that the average interference caused to all RBs in a
cell is large. It also provides the level of interference caused to each RB. A cell sends an OI
message to each inter-eNodeB cell in its cell-level neighboring cell list over the X2 interface.
In addition, the cell sends the OI message, which is constructed in the format defined in
3GPP specifications, to each intra-eNodeB neighboring cell over an internal interface.
 An OI message contains the following information:
 ID of the source cell
 This is the ID of the cell that sends the OI message.
 Interference indication
 Each element in an OI message indicates the level of interference caused to
an RB. The interference is divided into three levels: high interference,
medium interference, and low interference.
 A cell may either cause interference to neighboring cells or be affected by interference
from neighboring cells. Therefore, each cell needs to maintain two types of OI message: OI
message about the serving cell and OI message about a neighboring cell. The former is
sent from the serving cell to the neighboring cell, and the latter is sent from the

 OI Message Transmission
 The eNodeB periodically calculates the average interference-and-noise power on
the Physical Uplink Shared Channel (PUSCH) and decides whether to send an OI
message based on the average interference caused to the serving cell.
 OI Message Reception
 After receiving an OI message from a neighboring cell, the serving cell checks the
validity of the message. The OI message is valid if one of the following conditions is
met:
 The UL ICIC switch (which is specified by the UlIcicFreqSwitch parameter)
is off, and the neighboring cell is included in the cell-level neighboring cell
list of the serving cell.
 The UL ICIC switch is on, the neighboring cell is included in the cell-level
neighboring cell list of the serving cell, and the high-interference RBs
indicated in the OI message overlap with the RBs on the edge band of the
serving cell.
 If the OI message is valid, it is sent to UL power control for adjusting the PUSCH
power.

 An HII message provides information on band division in the cell that sends the message.
In dynamic UL ICIC, this message is mainly used for dynamically adjusting the edge bands
of neighboring cells to prevent overlapping between the edge bands. In static UL ICIC, this
message is used for updating cell-level neighboring cell lists. Inter-eNodeB cells exchange
HII messages over the X2 interface to notify each other of the edge band distribution.
Intra-eNodeB cells exchange HII messages over an internal interface. For details about the
HII message, see 3GPP TS 36.423.
 Each cell needs to maintain two types of HII message: HII message about the serving cell
and HII message about a neighboring cell. The former is sent from the serving cell to the
neighboring cell, and the latter is sent from the neighboring cell to the serving cell.
 An HII message contains the following information:
 ID of the source cell
 This is the ID of the cell that sends the HII message.
 ID of the target cell
 This is the ID of the neighboring cell to which the HII message is sent.
 Interference indication
 The level of interference caused to each RB is indicated by a bit. All such
bits form an HII bitmap. RBs with high level and low level form the edge
band and center band of the source cell respectively.

 HII Message Transmission


 The eNodeB calculates the average usage of RBs on the edge band of the serving cell
periodically. If the change in the RB usage exceeds a specified limit, an HII message is sent.
Each cell records the HII information about the neighboring cells in its cell-level neighboring
cell list.
 The transmission of HII messages is based on the event-triggered periodic reporting mode.
An HII messages is sent in the following situations:
 After receiving an HII message from a neighboring cell, the serving cell finds that
the neighboring cell is not included in its cell-level neighboring cell list but is
included in its NRT. Then, the serving cell adds the neighboring cell to its cell-level
neighboring cell list and sends an HII message to the neighboring cell.
 After the edge band of the serving cell is adjusted, the serving cell sends an HII
message to each neighboring cell.
 After a neighboring cell is added to the cell-level neighboring cell list of the serving
cell, the serving cell sends an HII message to the neighboring cell.
 Before an HII message is transmitted, the edge band and center band are mapped to the
high interference band and low interference band respectively in a bitmap.
 HII Message Reception
 After receiving an HII message from a neighboring cell, the serving cell updates the edge
band information about the neighboring cell and stores the information. In addition, the
eNodeB checks whether the edge band of the serving cell overlaps with that of the
neighboring cell. If the edge bands overlap, the edge band of the serving cell is decreased.
 Note: Typically, scheduling is not performed immediately after the serving cell receives an HII
message from a neighboring cell. Scheduling is performed after the serving cell sends an HII
message to a neighboring cell.

 A prerequisite for applying dynamic UL ICIC is that the initial band division scheme is used
when the serving cell is activated or reconfigured.
 In dynamic UL ICIC, the eNodeB decides whether to adjust the band division of a cell based
on the edge load of the cell. The eNodeB adjusts the edge band in the following situations:
 The edge load of the serving cell increases.
 The eNodeB increases the edge band of the serving cell, based on the HII
messages from neighboring cells and the band division in the serving cell.
Then, it constructs an HII message with the updated information about the
edge band and center band and sends the message to each cell in the
neighboring cell list, to prevent the edge bands from overlapping. If the
edge bands overlap, the eNodeB decreases the edge band of the serving
cell.
 The edge load of the serving cell decreases.
 The eNodeB decreases the edge band of the serving cell based on the band
division of the serving cell and neighboring cells. Then, it sends an HII
message to each cell in the neighboring cell list.

actual load.
