MINUTES OF THE WORKSHOP OF THE MATTESON VILLAGE,
BOARD CONDUCTED IN THE MATTESON
VILLAGE COUNCIL CHAMBERS

ON NOVEMBER 10, 2014
President Ashmore called the meeting to order at 7:30 P.M.
Present at the meeting were President Ashmore; Trustees Farr, Chalmers-Currin, Cotton, Brown,
and Little; Chris Schawlbe, Fire Chief; Toni Ashmore, Director of Community Affairs; Anthony
Burton, Director of Recreational Services; Kathy Murray, Director of Human Resources; Michael
Jones, Police Chief; Brian Mitchell, Village Administrator; Ryan Franklin, Director of
Community Development; and Patrick Connelly, Village Attomey.
Item #1 Nexgen Hotels Brian Mitchell, C. Patel
Mr, Patel came to the Board for permission to have a Fairfield Inn and an Adult Entertainment
Club which will be located between the Holiday Inn and LaQuinta . The Fairfield is a Marriott
branded Hotel and a Fortune 100 Company. He was asked if this Hotel will be productive due to
the other hotels near the same location. He states he talked with Country Inn & Suites and they
like the idea because it will bring in additional visitors and new corporate businesses to be
developed in Matteson. It will also attract additional business from Midway Airport travelers and
crew members. There will be no restaurant since Bar Louie is right next door, Mr. Patel is asking
for financial assistance of 2 million dollars; possibly from a TIF or tax revenue. There will be 26
new jobs, both part time and full time. Revenue would be 500,000 up to 2.2 million over a S year
period. Average room rate would be approximately $110 and corporate rate would be discounted;
the lowest would be $79 and the highest $110 .Construetion would begin next spring and finished
about a year later before the summer season begins. This location is not near any schools,
churches or residential housing so that is the reason they chose that location.
‘An Adult Entertainment Club is proposed right next to the Hotel. Rick’s Cabernet is an
American operator of entertainment websites since 1983. Rick's is one of only two adult
entertainment companies to be publicly traded on NASDAQ and has been named on a Forbe’s
Magazine list of the 200 best companies. The 5 year projected tax revenue for the Village is
$1,649,460. He is not asking for any financial incentives. There will be 80 new jobs created.
‘The anticipated opening date is March 12016. This building will have a restaurant, lounge and
cigar lounge. The location is in @ remote location, just south of the Auto Mall and there will be no
big signs along the expressway.
He will not construct the hotel if the Gentlemen's Club is not approved by the Village.
‘The Board would like to have Rick’s Cabernet come before them and give then more information
before they can even consider this type of business. Mr. Patel stated he would be happy to give
them more information.#2 ‘Workers Compensation and General Liability Renewal - M. Alesia
He has good news — The property and casualty portion is performing very well. Itis decreasing
by 5.54%. Workers Compensation inereased 3%. The entire process has increased..25% which is
pretty good. Workmen’s Comp is having a good year, but it will take another 2 years down the
road to appreciate these percentages.
Item #3 Public Morals Ordinance - Chief Mike Jones
The Chief is asking for a change to made to this ordinance. A prostitution sting brought up a
$500 fee charge for vehicles. As of now, the County takes that fee. He would like to change the
ordinance so that this Village would get the amount of 500, instead of the County taking a portion
oft.
Item #4 COPS GRANT Chief Jones
With the help of Officer Martin and Jenni Booth a federal grant was procured in the amount of
million dollars. Very few of these grants are awarded. This grant would allow the Village to hire
2 police officers.
PUBLIC COMMENT:
‘Ms Battle - She commented that she was sorry that Home Rule did not pass, but she does not
like the proposal made this evening to bring a Gentlemen's Club to Matteson. She said this would
down grade the Village
Ms Adams - Why did this developer choose Matteson for this kind of establishment. Matteson is
a respectable and would not like this kind of entertainment (Gentlemen’s Club, not even in that
location. She lives in Brookmere and does not like that Ryland Homes is planning to build rental
units, She thinks that it would ruin the appearance of the subdivision because at times renters do
not maintain their property appropriately.
Mr. Culver - He claims that Staff did a great job in promoting Home Rule. He also does not
want a Gentlemen's Club in Matteson, He said with his proposal for Lincoln Mall would bring in
‘more revenue than that type of establishment, and is sure the residents would be happy to have
that kind of entertainment.
Andre Satchel - He also was sorry Home Rule did not pass and that he does not favor a
Gentlemen’s Club in Matteson, He also wanted to know when Lincoln Mall would be closing.The meeting was adjourned at 9:00 P.M.
