1 INTRODUCTION
Where referenced in this document, The Company shall mean Fairview Estates (Housing) Ltd
and the Contractor shall mean the Principle Contractor, the appointed Demolition Contractor.

Fairview New Homes Ltd is planning to redevelop the current Sainsbury’s Depot site off the
London Road Buntingford for residential use. The proposed development will comprise of 327
residential dwellings consisting of 61 apartments in 6 Blocks of flats and 266 houses,
extending to a maximum 3 storeys in height.

It is also proposed to construct 12 number B1 single storey commercial units.

Throughout this document attention is drawn to the main principle of preserving the
integrity of the sub-soils to maintain the economic foundation construction of the
proposed development.

2 DEMOLITION PREAMBLE

2.1 SITE DESCRIPTION


The site is located South of Buntingford on the eastern side of London Road and is accessed
off the Roundabout at the junction of the A10 and London Road.

The site slopes approximately 7 meters from the north to the lower southern end of the site and
approximately 1.5 metre from the east to the lower west of the site (refer to site topography
drawing in Appendix A).

The majority of the site comprises a vacated supermarket distribution centre, incorporating
warehousing, cold storage and vehicle maintenance facilities with the remaining areas of the
site covered in hardstanding. Underground storage tanks are located at the North East corner
of the site.

A sports field and associated club house occupy the Southern end of the site and will be
excluded from the demolition process. The south west corner of the site is to be hoarded off
whilst providing vehicular and pedestrian access at all times and adequate parking spaces for
the club (refer to Appendix G)

2.2 EXISTING ACCOMODATION


The main warehouse is a combination of heavy reinforced concrete and steel frame
construction with a combined structural steel, post tensioned reinforced and precast concrete/
north lit roof and for the most part was built in the late 1960’s with later extensions. The
building includes 2N chilled storage areas. Outside the chilled storage areas the maximum
eaves height in the building is 7.85m. A mezzanine area is situated above part of the
warehouse area. A goods lift services the main warehouse, and dock level vehicular access
loading doors. A detached office block is situated over 2 storey’s to the southern elevation with
a walkway over the service yard connecting both the main warehouse and the office.

A reinforced concrete tunnel links the main warehouse to the Boiler/plant room attached to the
vehicle maintenance building.

A steel portal framed satellite warehouse is sited south east of the main warehouse building
with internal eaves height of 10m with a raised dock level loading area and is fully racked out.
Additionally the building provides office accommodation situated over 3N floors.

A high bay warehouse sited to the east of the main warehouse building comprises of a steel
portal frame building with a canopy and was constructed approximately 15 years ago with
eaves heights of 6.8m to 23.77m over the low and high bay sections respectively. The floor in
here in parts is 2.5m below existing ground levels. Again level access loading doors are
included. And the storage area has an automotive racking system. The building includes a 2
storey office facility.

A single storey structure to the north east of the site with ground level access loading doors, an
internal eaves height of 6.8 and 2N  inspection pits provides accommodation for vehicle
maintenance, boiler and plant rooms and a detached chimney to the southern end of the
building

A detached single storey brick and glazed security gatehouse is sited at the main entrance road
into the site.

Electricity
UK Power Networks has a sub-station located in the northwest corner of the site with the
benefit of a long lease.

The sub-station feeds a single Sainsbury’s intake chamber which then distributes to 3N
Sainsbury Consumer’ sub stations within the development boundaries. All on-site transformers
are to be decommissioned prior to demolition/site clearance.

Gas
National Grid has low and medium pressure mains in London Road that terminate within a gas
governor adjacent to the ‘Hillside’ sub-station in the northwest corner of the site. The governor
also benefits from a long lease

2.3 HISTORY
Earliest records dated 1878 show the site to comprise Downhall Field, with a small windmill
(Corn) located adjacent to the northern site boundary. The existing London Road was located
in the same location as present day. The first development of the site is noted on the 1947-
1950 maps with the construction of a collection of buildings in the western half of the site,
denoted as Depot on the 1960 plan. The site remains unchanged until the construction of the
existing depot building, noted on the 1975 record. The configuration of the main depot building
is the same as the existing layout and the building currently located in the north eastern corner
of the site. Expansion is noted on the 1992 map, with the construction of further buildings and a
large area of hardstanding in the south eastern corner of the site. Post 1992 the site remains
relatively unchanged until present day. A shape representative of the current football pitch

does not appear on any record until 2013, with the published 20-6 document not showing the
pitch.

There is anecdotal evidence suggesting the 1940’s buildings were used by the MOD for tank
building purposes. From inspection of Vendor supplied drawings, there is not evidence of any
remaining associated structures. A reinforced concrete (RC) tunnel exists linking the main
warehouse to the boiler house. The tunnel is approximately 4.3m wide and 4m deep, with
300mm thick walls, a 300mm thick roof slab and 500mm thick base slab.

2.4 SCOPE
This document must be read in conjunction with all drawings / documents located in the
Appendices.

The Demolition Contractor will be appointed as Principle Contractor and must make full
provision to undertake that role.

All buildings on the site are to be demolished with the exception of the sports pavilion to the
Southern end of the site and the sub-station and gas governor to the North East corner of the
site.

There is no restriction on the Contractors preferred method of superstructure demolition subject


to normal compliance with Health & Safety and Environmental regulations. However due to
the relatively shallow and ground bearing nature of the existing foundations, the
grubbing up of the existing sub-structure is to be strictly controlled to minimise
disturbance to depth and to facilitate construction of reasonable depth mass concrete
foundations for the majority of the new buildings on the proposed development.

To this end Section 4 and Appendix I contain detailed requirements and overlay drawings
showing the proposed buildings in relation to the existing structures and indicating foundations
that are to be carefully grubbed out and those that are to remain.

The Contractor will carry out all surveys and investigations necessary to ensure the safe and
timely execution of the demolition and clearance works.

The contractor will devise, implement, maintain and adapt throughout the works a traffic
management system to maintain safe access to and around the site from the existing access off
London Road, safe access for vehicular (including coaches) and pedestrian access to the Bury
Sports Ground.

Throughout the duration of the works the Contractor will clean the site access and immediate
public highway frontage using a road sweeper as necessary to keep the public highway clean.
Between scheduled sweepings the Contractor is to deal immediately with any spillages, mud
and other debris deposited on the public highway. Attention is drawn to the provisions of
section 151 of the Highways Act 1980 which requires that all construction vehicles leaving the
site must be cleansed as necessary to avoid depositing mud and other material on
neighbouring roads.

The Contractor will be deemed to have satisfied himself prior to submitting his tender as to the
nature and extent of the demolition and associated works, by reference to the enclosed
drawings and documents, by inspection of the site and by making independent observations
and enquires as to the nature and extent of the works, means of access, space for equipment
and plant, location of services, installation and all the other relevant matters.

During the grubbing out of existing sub-structures in accordance with section 4 of this
document, Fairview will require accommodation with lighting power and a BT connected double
telephone socket for a site based engineer; who will set out the proposed new buildings and
record the depths of all grubbed out sub-structures in accordance with section 8 of this
document.

2.5 OUTLINE OF THE WORKS


 Vegetation/tree removal and protection to retained trees (refer to Section 3.0).
 Termination of existing utility supplies at site boundary (refer to Section 16 and Appendix D
 Removal of all residual rubbish, fly tipping etc both internally and externally including the
existing spoil heap to the south east corner of the site.
 Removal and clearance of all asbestiform materials (refer to Section 3.0 and Appendix B.
 Dismantling and demolition of superstructures, retaining and freestanding walls, above
ground bunds tanks chimneys etc (refer to Section 4).
 Grubbing up, removal and trimming of specific foundations and sub structures as identified
in this document. Removal of hardstandings and other buried obstructions, drainage etc
again as specifically identified within this document (refer to Section 4 and Appendix I).
 On-Site crushing of bricks and concrete stockpiling a specified quantity on site for future
use with remainder of material taken off site. (refer to Section 7.0 and Appendix H).
 Backfilling and reinstatement of voids following removal of below ground obstructions
(refer to Section 4.8 and Appendix E).
 Securing of boundaries and maintaining safe pedestrian and vehicular access for the
duration of the works to the Bury Sports Pavilion (refer to Appendix G).

2.6 CONSTRAINTS
The constraints affecting the works on this site are:-
 Protection to and provision of vehicular and pedestrian access to the Bury Sports Pavilion
to the South West corner of the site.
 Protection of the UK Power Networks Sub-Station and National Grid UK Gas Governer
both sited to the North West corner of the site.
 Working times and environmental measures (refer to Section 14)
 Required methodology of sub-structure removal (refer to Section 4 and Appendix I).
 8 metre exclusion zone to Hayley's Ditch along the Eastern boundary (refer to section 1)

2.7 APPROVALS, PERMITS AND LICENCES


The contractor will obtain all Licences, exemptions, and permits to complete the required
clearance and demolition works.

2.8 PROGRAMME OF WORKS


Fairview’s Construction Management will confirm/agree the maximum time allowance for the
works to be carried out including mobilisation and demobilisation.

3 PRELIMINARY ACTIVITIES

3.1 VEGETATION CLEARANCE


 All hedges, vegetation and trees as identified in Appendix F to remain are to be protected in
accordance with the details shown.

3.2 UTILITIES
All incoming services are to be made safe and terminated at the site boundary.

With regard to the electrical supply the two existing 11kvA cables are to be terminated at the
UK Power Networks Substation in the North West corner of the site.

The existing water supply is to be shunt-closed for use in dust suppression and reuse during
demolition and the proposed new build construction works, until an alternative supply is
established. Refer to Appendix D for Utility Company records.

3.3 GENERAL SITE CLEARANCE


All general rubbish/debris unassociated with the demolition process i.e. fly tipped material and
the spoil heap located in the south east corner of the site is to be removed from site and taken
to an off site tip.

3.4 ASBESTOS REMOVAL


An asbestos demolition survey by Manestream, referenced 075834 (refer to Appendix B) has
been undertaken to all the vacated buildings on the site in accordance with the control Asbestos
Regulations 2006 and the Health and Safety Executive Guide HSG248 “Asbestos”, The
Analysts Guide For Sampling and Clearance Procedures.

In the main warehouse, Boiler/Vehicle workshops and neighbouring satellite warehouse


buildings Asbestiform materials were detected consisting of “Amosite” “Chrysolite” and
“Crocidolite” in the form of rope, gaskets, insulation, insulation boards, woven textiles, some
painted coatings and dust/debris on floors, shelves and ledges. The asbestiform materials
were not encountered in the high bay Warehouse.

The survey has therefore identified the presence of asbesiform material within the existing
buildings except as noted above and the Demolition Contractor is to allow for the subsequent
removal by a specialist contractor including additional investigations, testing and analysis as
deemed necessary.

4 DEMOLITION
Due to the relatively shallow depth of the foundations to the existing structures on the site super
structure demolition and grubbing out of the sub-structures is to be controlled to restrict any
disruption of the subsoils to depth and enable economical mass concrete foundations to be
adopted over most of the site for the proposed development. The following methodology and
details contained in Appendix I are to be strictly adhered to and monitored by the Fairview site
engineer.

4.1 SUPERSTRUCTURE

4.1.1 MAIN WAREHOUSE STRUCTURE AND ADJACENT OFFICE AMENITY BUILDING

The main warehouse building was constructed during the mid to late 1960’s and is
approximately 29,500m2 in plan area and occupying approximate 75% of the Northern half of
the site.

Construction is generally of reinforced concrete frame with a partial first floor of reinforced
concrete waffle slab design 450m deep.

The roof structure consists of post tensioned reinforced concrete vierendeel type
girders supporting a system or precast concrete panels forming a north light roof.
Structural steel frame structures are constructed within the building forming various
compartments. A steel framed walkway is located within the roof.

The girders span 24.5 metres, constructed in two halves and post tensioned together.
The precast concrete roof units are supported on and are in-situ concrete stitched onto
the girder (refer to existing structural details Appendix J).

Ground floor slabs are all ground bearing ranging from approximately 275mm thick to 525 mm
thick consisting of reinforced concrete, insulation and finishes. The ground floor slab to the
Southern third of the building is constructed on engineered fill due to the building being cut into
the natural slope of the site and to form the raised loading bays to the Southern elevation. A
reinforced concrete exhaust duct system appears to run under the loading dock slab.

A reinforced concrete tunnel is constructed partially under the main warehouse linking to the
boiler/plant room attached to the vehicle maintenance building.

The superstructure will be demolished to existing surrounding ground levels, including


grubbing up of the existing ground floor slab, levelling of the underlying fill material to the
external ground levels, removal of the top of the R.C. tunnel breaking down of all walls plinth
etc of reinforced concrete or otherwise to external ground level and grubbing up surrounding
hardstandings.

The adjacent office/amenity block is a combination of reinforced concrete and encased steel
frame construction. Superstructure demolition is to be all as highlighted above.

Following completion of this work, the Fairview Site Engineer is to set out the outlines of the
proposed building before commencing sub-structure grubbing up in accordance with section
4.2 and Appendix I

4.1.2 VEHICLE MAINTAINANCE, BOILER AND PLANT ROOM


The vehicle maintenance, boiler and plant room block was constructed at the same time as
the main warehouse and consists of a varied height single storey, steel framed building with
masonry infill, a lightweight concrete slab roof and 225mm thick ground bearing ground floor
slabs. As already highlighted above there is an R.C tunnel linking the boiler room with the
main warehouse building, a chimney to the Southern end of the building and surface bonded
tank areas, all to be removed. Demolition for the superstructure will follow the general
procedures outlined for the main warehouse building.

4.1.3 HIGH/LOW BAY WAREHOUSE.

Located to the Eastern side of the main warehouse the high/low warehouse was constructed
in the late 1980’s and is of steel frame and metal cladding construction. The high bay section
of the warehouse has a 300m thick RC ground bearing ground floor slab approximately
2.5meters lower than the southern low bay/office section of the building.

Superstructure demolition is to include grubbing up of the high level ground floor slab to the
low bay warehouse and the retaining wall sides of the high bay area down to the lower ground
floor slab, leaving the slab in place and grading back to ground level at a gradient of 35.

Following completion of the above works the Fairview Site Engineer is to set out the outlines
of the proposed buildings before commencing sub-structure grubbing up in accordance with
section 4.2 and Appendix I.

4.1.4 SATELLITE WAREHOUSE

The Satellite warehouse located south east of the main warehouse is again a single storey
steel framed structure with metal cladding.

Superstructure demolition to be undertaken all as for the other buildings including grubbing up
the existing ground floor slab.

As with all the other buildings on the site once superstructure demolition has been competed,
the Fairview Site Engineer is to set out the outlines of proposed buildings before commencing
sub-structure grubbing up in accordance with section 4.2 and Appendix I.

4.2 SUB-STRUCTURE
All sub-structure grubbing out and removal is to be carried out in strict accordance with the
following and drawings in Appendix I. To enable economic mass concrete strip foundations to
be adopted for the majority of the new buildings on this site, minimal disruption of the ground
to depth is to be avoided. It is therefore essential that not all existing sub-structure elements
are to be grubbed out and removal limited only to those elements of sub-structure that conflict
with proposed new foundations and proposed new underground services.

Where existing foundations, bunds, tanks, plinths, walls, manholes etc are to be grubbed out;
they shall be removed as carefully as possible with excavations going to the minimum depth
and width possible to remove the buried obstruction.

All reinforced concrete columns, walls, plinths etc integral with foundations that are designated
to remain shall be broken out to 1.5 metres below existing ground level or the top of the
retained foundation if less than 1.5 metres.

Where indicated within Appendix I the section of underground tunnel that is not fully grubbed
out is to have the RC lid removed, the side wall broken out to 1.5 metres below existing
ground level and the base perforated.

Where buried obstructions are known to be at such depth that new traditional mass concrete
foundations cannot be economically formed, piled foundations will be adopted, again only the
sub-structures that obstruct any piling will be required to be completely removed to depth.

All ground floor slabs are to be broken out except the low level slab to the high bay
warehouse, which is to be partially broken out as the drawing contained in Appendix I and the
remainder perforated.

The extent and depth of the excavations following removal of buried obstructions shall be
surveyed and recorded by the Fairview Site Engineer before backfilling in accordance with
Section 8 and Appendix E.

All hardstandings, concrete, asphalt etc are to be completely removed with the exception of
the area to the South West corner as identified within Appendix C which is to be retained for
the access and carparking for the sports pavilion.

There are four to six buried fuel tanks located to the North East corner of the site adjacent to
an existing retaining wall along the eastern boundary. The tanks found at approximately
3.5meters depth, therefore enabling works will be required consisting of the installation of a
permanent sheet piled wall immediately in front of the existing retaining wall to maintain the
stability of the existing retaining structure during the removal of the tanks.
The tanks are to be decommissioned and removed in accordance with the Health and Safety
Executive Guide CS:I5 Cleaning and Gas Freeing of Tanks Containing flammable residues.

All decommissioning and removal works are to be supervised by a competent foreman at all
times and all leaks and spills maintained and controlled to prevent spread of contamination.

Refer to section 6 for further Environmental issues to be taken into consideration in this
regard.

5 GROUND CONDITIONS
A Geological/Geoenvironmental investigation has been carried out by Card Geotechnics Ltd
and a full interpretive report is contained in Appendix C.

Generally the geology of the site consists of a tarmac/concrete hardstanding, site wide with a
variable thickness of 100mm to 500mm. A greater thickness of 1m was found in the northwest
corner. Made ground beneath the hardstanding was of variable thickness ranging from 80mm to
2.15m thick.

Shallow chalk was encountered in the northeast corner of the site at depths of between 400mm
to 950mm below ground level. However, chalk was only encountered at two other locations, to
the immediate north and south of the roundabout on London Road at depths of 8.3m and 2.7m
below ground level respectively. The borehole in the east of the site was extended to a depth
of 28m below ground level, with no chalk encountered. This indicates the presence of a deep in
filled glacial channel beneath the site.

Clays/gravels were found across the remainder of the site.

Groundwater strikes were recorded during the intrusive works at 27.6m and 21.2m below
ground level within boreholes constructed in the east and west of the site respectively. In both
locations levels rose to 19.5m and 19.8m after 20 minutes. Subsequent groundwater
monitoring recorded shallow standing groundwater levels between 1.49m and 1.72m below
ground level at borehole BH1 to the South East boundary.

There is a large spoil heap of soil located at the southeast corner of the site. Access to this
area was not gained prior to acquisition and therefore the material not investigated. However it
is believed that the material is a result of stockpiling the excess spoil from the creation of the
football club facility and is therefore likely to be material similar to that described above. It is
estimated that there is a total volume of 600m3 of material, which will need to be removed from
site to accommodate the current proposals.

6 CONTAMINATION
As highlighted in section 5 a Geo-environmental report has been undertaken and is contained in
Appendix C.

6.1 Generally the made ground can be classified as inert or non hazardous except for a localised
hot spot identified by window sampler borehole Ws7, however the area covered by Ws7 is to
the South west corner of the site and within the area to be fenced off to maintain access to and
provide car parking for the Bury sports pavilion and is therefore outside of this phase of
demolition.

The underlying natural soils can also generally be classified as inert.

The risk to construction workers supplied with standard personal protection equipment (PPE)
and standard hygiene facilities is considered to be low.

6.2 UNDERGROUND FUEL TANKS

As identified within section 4.2 there are a number of underground fuel tanks to be
decommissioned and grubbed out.

Prior to any removal activities, the unknown contents of the tanks must be assessed by analysis
as necessary to ensure appropriate disposal classification.

All liquid or sludge wastes must be removal to a suitable container or tanker for disposal. A hand
pump will be utilised if necessary to remove all liquid contents.

Once the tanks and pipework are empty, checks must be made for vapours and if necessary
venting facilitated before moving any tanks.

Once broken out from the concrete surround the tanks can be dismantled or transported whole by
a registered waste carrier in accordance with all applicable regulations, including Environmental
protection (duty of care) Regulations – Copies of Duty of care records shall be retained from the
carrier and disposal facility.

Once the tanks and contents have been removed, and the concrete surrounds grubbed out, any
areas of visual or olfactory evidence of spillage will be targeted for validatory soil sampling and
testing.

In situ testing using ’Petroflag’ or similar equivalent test kit can be used to obtain immediate
data to assist in assessing whether there is residual soil contamination. Laboratory testing
for TPHCWG plus speciated PAH and BTEX will be scheduled on suspected
contaminated soils to confirm the soil quality.

The results of testing will be assessed to indicate whether the soils would pose a risk to the
environment, future occupiers and the proposed development. If unacceptable, such soils
will be identified for remediation.

Any identified contaminated soils will be ‘chased out’ beyond the suspect
material, such that all excess contamination has been excavated and removed and to
provide preliminary data, using Petroflag or similar, to validate the extent of the
excavation.

Once all evidence of hydrocarbon contamination has been removed, additional samples will be
collected from the base and each side of the final excavation. These samples will be sent to an
MCERTS accredited laboratory for formal validation analysis.

The laboratory test results for the residual soils will be assessed against the relevant acceptability
criteria for residential soils with plant uptake, subject to organic matter content.

If the residual soils are proven to be contaminated with leachable hydrocarbons, they will be
removed off site. The available test data will be required by the treatment centre/landfill prior to
agreeing acceptance.

7 CRUSHING OF BRICKS AND CONCRETE


The Company requires approximately 9930m3 of crushed concrete to be retained on site over
and above material required by the Contractor for general backfilling as section 8. Compliant

with Grade 6F2 of Table 6/1 of the specification for Highway Works. Location of stockpiles are
to be as indicated within Appendix H. The sloping sides of the stockpiles are not to exceed 35.

Bricks, bituminous external hard landscape road material, asbestiform material, metals, vegetive
materials, including trees, Japanese knotweed etc is to be removed from any stock piles
intended for crushing and is not to be mixed or allowed to contaminate material intended for
crushing and reuse.

Stockpiles are to be regularly damped down during the works and on completion of the contract
are to be covered with weighted down tarpaulins.

Any Plant used for the crushing of materials will require the issue of a permit by the Local
Authority under the pollution prevention and Control Regulations 2000, and all works carried out
in strict accordance with the conditions of the permit.

NOTE: No stockpiles, demolition debris or static equipment is to be sited/located within 8


metres of the Haley Hill Water course to the eastern boundary.

8 REINSTATEMENT AND BACKFILLING


Selected excavated spoil may be used as suitable backfill provided it is fully compacted and
free from contamination, complying with the backfill specification provided in Appendix E.

All voids can be backfilled with clean arisings subject to the above compliance to the external
ground and topped up where necessary with granular fill complying with 6F2 of Table 6/1 of the
Specification Highway Works. The fill material shall be compacted in layers in accordance with
the relevant method compaction requirements of Table 6/4.

Materials containing peat, organic matter, metallic fragments, logs, stumps or other
deleterious matter and frozen materials or materials susceptible to spontaneous
combustion are UNACCEPTABLE for the use as backfill.

The Contractor shall instigate and undertake all necessary testing and supply The Company
site Engineer with test results to ensure fill materials and compaction meet with the required
specification. The contractor shall use The Company's preferred environment consultant which
is to be Card Geotechnics Ltd (CGL), 4 Godalming Business Centre, Woolsack Way,
Godalming Surrey GU7 1XW, Tel - 01483 310 600

9 WASTE DISPOSAL
The Contractor will take full responsibility for complying with all relevant statute and other
requirements of all Regulatory Authorities.

It is generally taken that all material leaving site is “waste”. Therefore, to avoid confusion The
Company’s Construction Management will obtain from the Contractor prior to commencement
of the works details of all of the materials to be removed from site, identifying which materials
will be salvaged for re-use either on site or off site e.g. crushed concrete, hardcore, topsoil,
etc. and which material will be disposed of as waste, e.g. demolition debris, soil arisings, etc.

In the event that Hazardous Waste is removed as part of the Demolition works, the Contractor
is to confirm in writing that he will comply with the requirements of the Environment Agency as
set out in the Hazardous Waste Regulations, with particular regard to the pre-notification
procedure.

10 WASTE DISPOSAL AND SITE WASTE MANAGEMENT PLAN


The Site Waste Management Plan (SWMP) will be developed in accordance with the Waste
Regulations 2011, including the application of the Waste Hierarchy set out in Regulation 12.
Full details of the proposed waste routes will be provided by The Contractor prior to start on
site, with any departure from the hierarchy communicated in writing to The Company,
demonstrating the considerations in allowing a deviation.

All waste will be legally managed. Any waste operations that The Contractor carries out on site
needs to be authorised by the appropriate exemption letter, licence or permit. A copy of a valid
Environmental Permit, Waste Management Licence or Waste Exemption registration letter
(including a schedule of the waste categories and activities authorised as part of the licence/
exemption) will be provided to The Company for all disposal sites prior to any waste being
removed from site. All carriers and brokers will be licensed and a valid copy of their Waste
Carrier Licence will also be provided to The Company prior to any waste leaving the site.

In the event that hazardous waste is produced on site, The Contractor will comply with the
Hazardous Waste Regulations. They will either register or renew the registration of the site as
a hazardous waste producer, providing a copy of the Hazardous Waste Producer Certificate to
The Company.

As the SWMP is implemented, The Contractor will obtain evidence of actual waste
management routes and provide this information to The Company. Waste Transfer Notes
(WTNs) and Hazardous Waste Consignment Notes (HWCNs) must be completed with full
details of the waste being removed, in accordance with Duty of Care legislation and
Hazardous Waste Regulations. A copy of all WTNs, HWCNs and any other supporting
evidence will be provided to The Company on a weekly basis.

11 POST DEMOLITION SURVEY


The Company’s engineer will complete a Post Demolition Survey showing the new site
topography with a grid of levels at spacing not exceeding 15m x 15m and at closer points on
features and stockpiles. Locations of disconnected drains and mains services together with
the locations of removed and remaining obstructions, etc. are to be identified.

The survey is to be issued to the business by the Variation Order/Addendum system. In


addition the drawing is to be provided to the Technical Department in AutoCAD format.

12 POLLUTION PREVENTION
The Contractor will develop a Pollution Incident Emergency Response Plan in accordance with
PPG21 Pollution Incident Response Planning to be kept in the Site office. The location and
content of the Emergency Response Plan must be made known to all employees and

operatives working on site. An additional copy is to be provided to The Company’s


Construction Management. Draw attention to sensitive receptors on or near the site.

13 DUST, NOISE AND VIBRATION CONTROL


The Contractor shall adopt measures to ensure the least disturbance to and maintain
relationships with local residents, businesses and visitors to secure the protection of the
environment both local to the site and further a field and to ensure the safe operation of the
site.

The Contractor shall provide all necessary method statements to demonstrate compliance to
both the Local Authority and The Company.

The contractor is to comply with the provisions of:-

 The control of pollution Act 1974 Part IV


 The Health and Safety of Work Act 1974
 The Clean Air Act 1993
 The Environmental protection Act 199
 North Herts Local Legislation with regard dust, noise and vibration.

All plant and equipment belonging to or hired to the contractor is to be well maintained,
properly silenced and used in accordance with manufacturers instructions and BS5228.

All operations are to satisfy the requirements of Fairview Estates (Housing) Ltd environment
guidance notes.

14 HOURS OF OPERATION

The demolition works shall not take place other than between the following times subject to
amendment by the Local Authority:

0800 – 1800 hours (Monday to Friday)


0800 – 1200 hours (Saturday)
No Sunday or Bank Holiday working will be permitted.

Furthermore, any impact breaking required shall only take place between 1000 – 1600
hours Monday to Friday, and not at all on Saturdays, Sundays or on Bank and Public
holidays.

15 UTILITY ORDNANCE SUMMARY

15.1 FOUL AND SURFACE WATER


Foul existing – Thames water has a 225mm diameter public foul water sewer in London Road
to the Northwest of the site.

Currently the foul drainage outfall from the Bury Football Club facility utilises the existing
Sainsbury’s foul drainage network.

Prior to demolition a separate enabling works contract by The Company will be carried out
during the demolition contract to install a temporary cesspit/septic tank for the club until it can
be re-connected to the proposed development foul drainage systems.

Locate and disconnect all disused drain connections and provide concrete plugs at site
boundaries.

Surface Existing – Thames water does not have a public surface water sewer within the
immediate vicinity of the site, currently all surface water drains to the southeast corner of the
site including the Bury Football club buildings and discharges to the Haley Hill Ditch, via a
750mm diameter outfall and associated headwall.

All surface water drainage is to be located (with the exception of the Bury Clubhouse drainage
including the car park area) and disconnected at its junction into the outfall pipework and
provide a concrete plug at disconnected manhole positions.

15.2 ELECTRICITY
UK Power Networks has high and low voltage cables in the near footway/verge and far footway
of London Road, to and from the hillside substation located in the Northeast corner of the site

and which benefits from a long lease. The site is served from the substation by two number
11Kva cables into a Sainsbury intake room and then distributed to three number private on site
substations.

Prior to demolition the incoming service is to be disconnected in agreement with UK Power


Networks.

Currently the Bury Football Club is served from the Sainsbury Site and will be provided with
temporary/permanent supply under an enabling works contract by The Company prior to
demolition.

15.3 GAS
National Grid Gas has low and medium pressure mains in London Road with a gas governer
adjacent to the hillside substation in the northwest corner of the site, as with the substation the
gas govorner also benefits from a long lease.

All redundant service pipes are to be located and purged prior to the removal with disconnection
at the boundary.

15.4 WATER

Affinity Water has a 150mm and 75mm diameter mains in the near and far footways of London
Road respectively.

The site has three number connections off the 150mm diameter mains for general water supply
and for servicing fire fighting sprinkler systems and hydrants.

Currently the Bury Football Club is serviced from the Sainsbury site and prior to demolition an
enabling works contract by The Company will be carried out to provide the club with its own
independent water supply.

All redundant water pipes are to be traced and disconnected at the boundary.

15.5 BRITISH TELECOM

Openreach (BT) has underground apparatus in the near verge and far footway of London Road.
Services are to be traced and terminated at the boundary.

15.8 BASIC RISK ASSUMPTION FOR ALL SERVICES


When dealing with existing services the following assumptions must always be accepted:

a) All existing buildings, private substations have gas, water, electric and telecoms supplies
to them until proven otherwise.
b) Any supply to an existing building, no matter how old the building is or how deteriorated
the supply may appear, is taken to be ‘live’ until proven otherwise.
c) All open land, vacant lots and derelict sites are deemed to have services beneath them
until proven otherwise.
d) The only acceptable proof that a service is ‘dead’ and can be removed is written
confirmation from the owner of the service.
e) The quality and accuracy of information provided by utilities (Appendix D) about their
existing plant is indicative and no warranty is made as to its accuracy. Therefore, any
ordnance extracts and/or marked up drawings provided by each utility must only be used
as a guide and the actual location of plant should be verified by open dialogue between
the contractor and the utility companies, CAT scan or trial holes before works commence
on site.
f) Please note not all service connections are shown on the ordnance extracts.

16. All demolition will be undertaken in accordance with current British Standards B6187:2011
“Code of Practice for Full or Partial Demolition.”
