The first and largest part of this submission pertains to the international law issues that would arise from amending the Constitution to allow for expropriation of land without compensation (“EWC”). Second, whether S25 of the Constitution requires compensation to be paid to those that directly stole land. Third, an explanation of why 92% of people that have received compensation for their land have chosen money instead of the original land. Fourth, the concern that EWC could be used by future governments to punish citizens as opposed to assisting the poor and vulnerable.
