Section 3 Consortium Overview

The team responsible for our bid for a new Wi-Fi system for Hereford City Centre consists of Arcom IT,
Cisco Meraki, Purple and Emcor. Together, this team was responsible for the implementation of an
almost identical solution at Woking, Surrey during the latter part of 2015.

We would be delighted to host representatives of the Hereford BID team at Woking to see for
yourselves the installation here, to discuss the common issues that prevail and to meet with the
customer, the people responsible for the ongoing support and maintenance of the system, and a
demonstration of the analytic and management tools we employ.

Responsibilities are divided amongst the team thus:

Section 5 Executive Summary


Arcom would like to thank Hereford BID for the opportunity to submit a proposal for the provision of a
new wireless network covering the city centre. We are the ideal partner to work with the BID team in
delivering the ideal solution having recently installed a public realm wireless network across the centre
of Woking, Surrey that has an almost identical set of requirements.

The Wi-Fi system installed throughout Woking town centre covers all of the major public areas and the
entire Peacocks and Wolsey Place shopping malls with over 170 shops and restaurants, 2 theatres, 6
cinemas and 3,400 parking spaces (Surrey's largest covered shopping destination). Woking Wi-Fi
provides free, fast and secure wireless connectivity for all residents, visitors and businesses
alike. Employing Purple Wi-Fi analytic software on a base of Cisco Meraki hardware, the Council and
Woking Shopping now benefit from detailed customer insights and analytics, whilst visitors will get
more value from their shopping experience.

Woking Borough Council has always recognised that Wi-Fi is a core component of their digital delivery
strategy. Woking Shopping appreciates that their customers’ shopping experience is a priority, and that
free Wi-Fi is not only needed, but expected. Management were also aware that other towns and
competing shopping centres were already offering a free Wi-Fi service. Arcom was able to offer a
solution that allows the Council to see a tangible return on its investment in the Wi-Fi infrastructure.

Arcom discussed the Council and Woking Shopping’s requirements in detail, and decided that Cisco
Meraki equipment running Purple Wi-Fi custom firmware would be the best solution. This also meant
that remote management and monitoring was easily enabled.

Arcom designed the network to provide optimum coverage and performance across the town centre
and installed 31 Access Points all linked via a switching network to the fibre infrastructure. Internet
connectivity is via the redundant Gigabit service located at the secure Arcom data centre situated at
Export House in the heart of Woking.

One aspect of the solution that is very important is the ability to log on via either a registration form,
Facebook, Twitter or other social media applications. Using Purple Wi-Fi, users simply select the Wi-Fi
network, or they are prompted to log-in using a social media account or a short form. Woking Shopping
are able to ask customers for a Facebook ‘like’ or a Twitter ‘follow’, boosting their exposure on social
networks and creating a real buzz about the centres.

Each customer logging in to the free Wi-Fi gives their consent to allow data capture during the login
process. This data is then securely stored in line with all current legislation and best practice.

Woking can now offer visitors and shoppers a WiFi solution that’s free, fast and easy to use, whilst being
able to access a built-in reporting and insights platform.

The data builds on the existing database to communicate more effectively with users through e-
newsletters, promotions and offers. This increases time spent in the town centre and gives visitors more
reasons to shop in Woking.

Section 7 Equipment Specifications

Arcom proposes Cisco Meraki MR72 external access points connected via copper cabling (Cat 5e / Cat 6)
or or via advanced mesh technologies (to cover hard-to-wire areas and improve network resilience in
the event of a switch or cable failure) to distribution switches comprising of Cisco Meraki MS220-8P
devices. These provide power over Ethernet to the access points and connectivity back via fibre to the
central core, consisting of a pair of redundant Cisco Meraki MS420 aggregate switches connected to
Watchguard M500 XTM firewalls.

Section 8 Wireless Coverage

From our experience of other city wide Wi-Fi deployments which we have in place there isn’t a standard
algorithm that can be applied to determine the density of access points.

At the densest end of our spectrum is Camden Town who have access points roughly every 10-15
meters within their stables market area which is providing lots of triangulation points and very accurate
data.

On the other end of the scale we have a customer who has access points placed 80+ meters apart in a
linear street-based deployment format. What we find in this scenario is “pockets of dots” with a few
points in-between where a probe has managed to be seen by two distant access points. This works in
this customers scenario as they are already aware of where users are congregating but would like an
understanding of the numbers.

We believe that the BID team at Hereford would like to achieve something in-between these two
extremes where there is a steady flow of users traversing the streets. This will keep costs realistic yet
provide ample coverage and accurate reporting.

Reading the terminology used in the tender document “footfall data across the BID area” and “and
analyse movement around the bid area, including length of stay and zonal dwell time” suggests that the
kind of analytics the BID team would like from Purples zone analytics would be “X users first start their
journey on High Street West, if these X are then seen on High Street Central then X on Chruch Street
etc)”. We can measure traffic flows through the wireless area identifying any “hot-spots” of large user
concentrations. This is what we do at Woking.

Data capture may include but not be limited to: Name / Gender / Age / Email Address / WiFi locations /
Venues visited / Date / Time and Last seen, X Y Location as calculated by 2 or more Meraki AP’s, Logon
Method: Registration Form / Social Media, Social Interests as per Social Profile.

Purple Wi-Fi is fully ISO 9001 and ISO 27001 to protect corporate information and data. Access to the
Purple Wi-Fi data shall be authorised by the BID team and limited to only named personnel for a
specified purpose, thereby reducing the risk of inappropriate use of collected data.

The ‘splash’ pages and initial web page can be specified by the BID team for an ‘area’ of the network
relating to specific SSIDs. ‘Splash’ pages and redirection to web pages to be initially created and
subsequently updated by Arcom.

From the Meraki equipment, data capture may include but not be limited to: Mobile device type / OS,
Web Application Usage / Length of time, Data Usage, Connected AP. CMX location analytics from the
Meraki units are delivered to Purple Wi-Fi to map footfall in areas/zones and for devices to be mapped
to areas/zones as they pass through, which can then be utilised as a marketing and advertising tool for
retailers for number of visitors, time spent in the areas / zones email, marketing tools, for promotional
voucher creation, etc.

Section 9 Infrastructure

From our experience the development of the infrastructure is subject to how the BID team want to
develop Hereford city centre. For example, Woking has a very progressive council and wants to own
every component in its network. However, this does not suit everybody. We would be pleased to offer
the benefit of our experience to guide the BID team through the various regulations and bureaucracy
that govern the installation of sub-terrarium services.

Arcom would review and survey subject to a number of options summarised below:

 Does the BID team have access to ducts? If you do then it is about establishing the routes and
where the central distribution will be (recommend BID offices).
 What type of fibre? As the BID team wants to expand into other services and have the capability
to scale upwards, then we propose multi-core fibre.
 How much influence does the BID team have with the highways authority and what mandates
are applicable that effect any civil works?

This information would best be resolved in a meetings or number of meetings to develop the appropriate
solution.

At this stage, costs are subject to the above as we require greater clarity on the make up of the city centre
and the overall plan. Civil work is required to run fibre with the highest cost being in the actual highways
(unless micro bore is approved). Expandability and future capacity will effect the type and cores of fibres
to be used and then there is the question of where break-outs can be established for equipment and
distribution.

We caution the Hereford BID team strongly against selecting a fully meshed Wi-Fi solution that requires
reduced wired connectivity to access points than a standard system as proposed by Arcom. This is because
significant degradation in bandwidth and performance occurs with every hop back to the switch and
consequently these types of Wi-Fi networks are absolutely NOT SUITABLE for a city centre deployment.

Cisco Meraki recommend a maximum of 2 hops for meshed connectivity – only use for APs in locations
that are unsuitable for cabling.

A mesh network will not guarantee the uniform and consistent service levels as per the stated requirement.

Another revenue opportunity that arises from installing its own Wi-Fi network (rather than take one
from a mobile airtime provider), Hereford BID will have the opportunity to charge the mobile operators
for offering their service through your network. This is where the new 802.11u or " Passpoint " comes
into play. All of the devices we have proposed support this standard.

If you install your own WiFi service you will be able to charge each mobile operator for using your WiFi
platform holding control of the service and more importantly keep a revenue stream rather than
sacrificing this lucrative income for the deployment of an inferior network.

Section 11 Capital Costs


Capital costs constitute three main areas comprising:

1. Infrastructure
2. Networking & Wireless Equipment including software and licences
3. Mobile Analytic software and licences

Infrastructure

As the BID team will appreciate, it’s impossible at this stage to offer detailed costs for the infrastructure
required (fibre circuits, cabinets etc.) without further in-depth discussions regarding the nature of any
ducting and conduits already in-place. Subsequent to this we would look to conduct a detailed site-survey
across the city centre identifying the most appropriate routes and locations for access points and data
cabinets to house the distribution switches.

The output from this exercise would be a detailed cost breakdown of both the civils works and materials
required to implement the city-centre Wi-Fi as per the specified requirement.

Networking Equipment

As per our preliminary paper-based survey, we have specified 36 external access points to cover the
primary area together with 10 distribution switches housed in cabinets across the city centre. These are
linked back to a pair (for redundancy) of Cisco MS420 aggregation switches at the core. These in turn are
linked to a pair of firewalls and onwards to the internet.

Section 12 Service Charges

Our service includes the Initial phase of the design, installation, configuration and testing of the Wi-Fi,
access to the data centre and allocated rack space and internet connectivity and bandwidth allocation.
This Initial set-up is separate to the ongoing service charge which covers the provision of service to
ensure maximum availability and performance of the Wi-Fi system post-installation.

The coverage for each WAP to be 100% within an agreed distance from the device thereby providing full
coverage within the areas identified unless this cannot be achieved due to reasons out of Arcom’s
control. Equipment will be covered by manaufacturer warranties.

The network equipment shall be installed in secure locked racks designed for such use. Racks should be
in secure locations with access security and will be located either in the Hereford BID central location
and / or other locations within the city centre.

Arcom will provide internet connectivity through an the Approved Internet Service Provider(s) from the
equipment at the core facility The connectivity shall include routed high-speed connections a firewall
for security and speed optimisation. Diverse routing and additional resilience shall be included under
change control for future requirements

Data access security shall be provided through managed firewall services with security on all web pages,
a private network path for administration and SNMP monitoring, and fully hardened servers. Arcom will
undertake the management of these services.

The availability of all access points shall be monitored and managed by Arcom and we will be
responsible for monitoring the compatibility of the equipment (including the software) used by the ISP
and the equipment (including the software) used by end-users.

The continuing services provided by Arcom include internet connectivity, load distribution
management, security services, monitoring, back-up, release management and change control, and
administration services.

Arcom will provide, 24 hours a day and seven days a week, monitoring of the Wi-Fi service to detect and
resolve outages. This includes firewall monitoring and intruder detection. We will develop the back-up
schedule, perform scheduled back-ups, provide routine and emergency data recovery, and manage the
archiving process for all data or configuration used to deliver the services. The back-up schedule shall
include at least weekly full back-ups and daily incremental back-ups. In the event of data loss, Arcom
will provide recovery services to try to restore the most recent back-up.

Arcom will provide release management and change control services to ensure that versions of servers,
network devices, storage, operating system software and utility and application software are audited
and logged, and that new releases, patch releases and other new versions are implemented as deemed
necessary to maintain the Wi-Fi Services.

Arcom will be responsible for the administration of the Wi-Fi services in respect of arranging meetings,
liaising with third party suppliers, the Hereford BID team and nominated partners. Production and

Section 13 Backhaul Circuits

Arcom can provide backhaul circuits through any of our partner telecoms companies – BT, Exponential-e,
Gamma or Virgin Media Business.

We suggest that a 1GB fibre bearer leased line is more than adequate to start with and will provide for
scalability as usage grows. The throughput on this line can be anything from 100MB to the full 1GB. We
have provided some examples in this document.

The BID team may consider duplicate lines from alternative providers to ensure redundancy.

Our experience at Woking and other places has shown that the vast majority of public users do not utilise
vast amounts of bandwidth from their surfing, email and social media activity. There are however some
users who – having gleaned the free nature of the service – have significant data consumption over a
period of time, though their bandwidth remains relatively low.

Capacity for individual connections can be limited to a size and time period which would discourage
excessive data downloads in a particular area, i.e. people streaming films. This can be adjusted by
Arcom based on usage and monitoring and can form part of the monitoring information.

Each new fibre leased line is subject to survey and the process for installation can take anything up to 60
working days. We recommend that Hereford BID make this one of their earliest decision points in the
process for the new Wi-Fi network in order to achieve the timescales as stated in the RFP document.

Section 14 Time Schedule

The installation of the new Wi-Fi network across Hereford can be achieved in a realtively short timescale
if the necessary infrastructure is in place. Once again, we caution against a mesh network as the
topography of the city centre is particularly unsuited for the type of technology and service levels will
vary widely. Mesh is only suitable for a maximum of 2 hops and can be used in those “difficult to reach”
areas.

Our experience at Woking has demonstrated that a solid infrastructure lends itself to a consistently
high-level of service and easy expansion of the network to new areas and, if required, new technologies
as they become available. The appropriate infrastructure can also carry traffic for other services such as
CCTV and ANPR.
