FICIS 2018
Enfrenta o Desafio
Para discutir Smart Cities, teve lugar, de 3 a 5 de abril de
2018, a quarta edição do FICIS - Fórum Internacional das
Comunidades Inteligentes e Sustentáveis, um evento de
referência no âmbito das Smart Cities, em Portugal, e no
qual estiveram protagonistas da sociedade – governo
das cidades, empresas, universidades e sociedade civil -
a partilhar e discutir as tendências emergentes.
Enfrenta o Desafio foi o lema do Fórum onde, durante
três dias, se discutiram as tecnologias desenvolvidas
pela inovação digital, as políticas dos territórios e a
cultura.
O FICIS 2018 contou, na sessão de abertura, com a
participação da diretora executiva do FICIS Ana Fragata,
do Presidente da Câmara Municipal de Braga, Ricardo
Rio e do Vice-presidente da Comissão de Coordenação e
Desenvolvimento da Região Norte, Ricardo Magalhães.
O FICIS promoveu três debates sobre inovação nos
territórios em sessões Smart City Lab: Mayors Dialogue.
A sessão sobre o tema “Parque Nacional da Peneda-
Gerês” contou com João Esteves - Presidente da
Câmara Municipal dos Arcos de Valdevez, Augusto
Marinho - Presidente da Câmara Municipal de Ponte da
Barca, e Manoel Batista - Presidente da Câmara
Municipal de Melgaço.
A sessão com o “Rio Douro” como mote teve a presença
de Gonçalo Rocha - Presidente da Câmara Municipal de
Castelo de Paiva, Marco Martins - Presidente da Câmara
Municipal de Gondomar e Carlos Carvalho - Presidente
da Câmara Municipal de Tabuaço.
Já na sessão que juntou autarcas que tinham em
comum o “Rio Minho” o FICIS’18 contou com a presença
de Fernando Nogueira - Presidente da Câmara Municipal
de Vila Nova de Cerveira, Miguel Alves - Presidente da
Câmara Municipal de Caminha e António Barbosa -
Presidente da Câmara Municipal de Monção.
O programa de conferências contou com vários temas
em agenda. Investigação & Desenvolvimento
e Tecnologia & Inovação foram os destaques do dia de
arranque do FICIS; no segundo dia, a Criatividade & Arte
Urbana tomaram o palco, seguindo-se sessões
sobre mobilidade e a inteligência nas cidades.

No terceiro e último dia, a agenda foi dedicada
à sensorização e inovação urbana, regeneração urbana
e o futuro das cidades e ainda energia e ambiente.
A “Investigação & Desenvolvimento” recebeu os
contributos da Universidade do Minho, do IPCA –
Instituto Politécnico do Cávado e do Ave e do INL –
Instituto Internacional Ibérico de Nanotecnologia.
Também a “Tecnologia & Inovação” esteve presente com
comunicações da Cisco, Efacec e da Altice,
A atenção crescente da sociedade à “Criatividade & Arte
Urbana” levou-nos a ouvir o Museu de Arqueologia D.
Diogo de Sousa, a Signinum e as Media Arts.
Determinante para o sucesso de uma Smart City a
“Mobilidade” contou com a presença de empresas
tecnológicas e operadores com novas abordagens como
a Armis, TIP – Transportes Intermodais do Porto e a
MobiCascais. Houve ainda a participação da Siemens e
da IBM sobre o futuro que estão a construir na sessão
sobre Inteligência nas Cidades.
A crescente “Sensorização e Inovação Urbana” contaram
com a participação da BSB, da Enermeter e da UpNorh.
Depois das intervenções sobre “Regeneração Urbana: O
Futuro das Cidades”, no FICIS 2018 tivemos a sessão
sobre “Energia & Ambiente” onde podemos ouvir a
Deloitte, a REN Portgás Distribuição e a EDP
Distribuição.
Foi um programa de conferências que evidenciou uma
visão integrada e transversal das principais áreas no
domínio das comunidades inteligentes e sustentáveis.
Em simultâneo, na zona de exposição, as empresas e
instituições deram a conhecer soluções que estão
desenvolver no sector das cidades inteligentes.
Foi isto que nos ofereceu o FICIS 2018, um espaço de
debate sobre o futuro das nossas cidades onde as
pessoas estão no centro.
Em 2019, o FICIS está de volta com o lema “As Cidades
do Futuro / Future Cities”, porque o futuro depende das
pessoas, da cultura e dos valores, criando uma
consciência coletiva de um destino partilhado.
Face the Challenge
The fourth edition of FICIS - International Forum for
Smart and Sustainable Communities is a reference event
about Smart Cities in Portugal. It has been counting since
its first edition with the constant participation of the main
protagonists of the Portuguese society, among them the
city governments, several companies, universities,
investigation centres and the civil society. This year,

FICIS took place on 3 and 5 April 2018.
Facing the Challenge was the motto of FICIS where,
during three days, technologies developed by digital
innovation, territorial policies and culture were discussed.
The opening session was marked with the presence of
Ana Fragata, FICIS’ Executive Director, Ricardo Rio,
Mayor of Braga and Ricardo Magalhães, Vice-President
of the Commission for Coordination and Development of
the Portuguese Northern Region.
FICIS 2018 has promoted three debates about innovation
in territories during the “Smart City Lab: Mayors Dialogue”
sessions.
The first session about "Peneda-Gerês National Park"
counted with João Esteves - Mayor of the Arcos de
Valdevez City Council, Augusto Marinho - Mayor of Ponte
da Barca City Council and Manoel Batista - Mayor of
Melgaço City Council.
The second session with "River Douro" as motto was with
Gonçalo Rocha - Mayor of Castelo de Paiva City Council,
Marco Martins - Mayor of Gondomar City Council and
Carlos Carvalho - Mayor of Tabuaço City Council.
Regarding the third session that brought together
councils that have in common the "Rio Minho", FICIS'18

The conference agenda discussed several themes:
Research & Development as well as Technology &
Innovation were the highlights of the first day of FICIS.
On the second day, Creativity & Urban Art were
discussed, followed by sessions on “Mobility” and “Cities
Intelligence”. On the third and last day, the agenda was

dedicated to “Urban Innovation & Sensors”, “Urban
Regeneration: the Future of Cities”, as well as “Energy &
Environment”.
The theme "Research & Development" received the
contributions of the University of Minho, IPCA -
Polytechnic Institute of Cávado and Ave as well as INL -
International Iberian Institute of Nanotechnology.
"Technology & Innovation" was part of the agenda thanks
to the presence of Cisco, Efacec and Altice.
The growing attention of society dedicated to "Creativity &
Urban Art" led us to listen to the Museum of Archeology
D. Diogo de Sousa, Signinum and Media Arts.
Mobility is determinant for the success of a Smart City
and “Mobility” session gave voice to technology
companies and operators with new approaches such as
Armis, TIP – Intermodal Port Transport and MobiCascais.
Noteworthy is also the participation of Siemens and IBM
on the future they are building in the session about Cities
Intelligence.
The session "Sensors & Urban Innovation" was attended
by BSB, Enermeter and UpNorh.
After the interventions on "Urban Regeneration: The
Future of Cities", FICIS 2018 was granted with a session
on "Energy & Environment" with Deloitte, REN Portgás
Distribuição and EDP Distribuição.
This year’s conference program demonstrated an
integrated and cross-cutting vision of the key areas in the
domain of intelligent and sustainable communities.
At the same time, in the exhibition area, companies and
institutions presented solutions that are being developed
in the smart cities sector.
This is what FICIS 2018 offered throughout this last
edition in a shape of a debate space about the future of
our cities where people are in the center.
In 2019, FICIS will be back with the motto "Future Cities"
because the future depends on people, culture and
values, creating a collective awareness of a shared
destiny.

Reguladora dos Serviços Energéticos (ERSE), em Portugal Continental, sendo titular da concessão para a
exploração da Rede Nacional de Distribuição (RND) de energia elétrica em Média Tensão (MT) e Alta
Tensão (AT) e de concessões municipais de distribuição de energia elétrica em Baixa Tensão (BT). Pautada

de energia elétrica engloba: Ligações à rede elétrica; Assistência técnica à rede e a clientes; Apoio na

ligações por ano, sendo que no caso das redes AT (Alta Tensão) e MT (Média Tensão), é operada através
de uma concessão exclusiva atribuída pelo Estado Português à EDP Distribuição, em 2009, por um período
de 35 anos. Por outro lado, as redes de distribuição de BT (Baixa Tensão) são operadas mediante
concessões atribuídas pelos municípios, estando previsto na atual legislação a atribuição através de
concurso público, com duração de 20 anos.

EDP Distribuição is responsible for carrying out the activity of Distribution Network Operator, regulated by the
Regulatory Entity of Energy Services (ERSE), in Portugal Continental. It holds the concession for the
operation of the National Distribution Network (RND) for Medium Voltage (MV) and High Voltage (HV), as well
as municipal concessions for the distribution of low voltage electricity (LV).Guided by high standards of quality
and efficiency, independence and transparency, the activity of electricity distribution includes: Connections to
electric network; Technical assistance to electric network and customers; Support in the choice of efficient
energy solutions; Meter reading. EDP Distribuição ensures thousands of connections per year. In the case of
the HV (High Voltage) and Medium Voltage (MV) networks, it is operated through an exclusive concession
granted by the Portuguese State to EDP Distribuição in 2009, for a period of 35 years. On the other hand, LV
(Low Voltage) distribution networks are operated through concessions granted by municipalities, and the
current legislation provides for the award through a public tender, lasting 20 years.

Turismo do Porto e Norte de Portugal
A Entidade Regional de Turismo do Porto e Norte de Portugal surgiu no âmbito do novo regime jurídico que
prevê a divisão de Portugal Continental em 5 áreas Regionais de Turismo. Adotando a designação oficial
de “Turismo do Porto e Norte de Portugal, E.R.”, este é o novo organismo responsável pela gestão e
promoção turística da área Regional de Turismo do Norte, papel que até agora cabia às extintas Regiões de
Turismo. Sediada em Viana do Castelo, a Turismo do Porto e Norte de Portugal tem delegações nas cidades
do Porto, Guimarães, Chaves, Bragança e Braga, cada uma delas responsável pela dinamização de um
produto estratégico.
The Regional Entity of Tourism of Porto and North of Portugal emerged within the scope of the new legal
regime that foresees the division of Continental Portugal in 5 Regional Tourism areas. Adopting the official
designation "Turismo do Porto and Norte de Portugal, E.R.", this is the new body responsible for the

O Museu de Arqueologia D. Diogo de Sousa é um organismo público, dependente da Direção Regional de
Cultura do Norte definido na sua Lei orgânica como um museu regional de arqueologia. O Museu foi criado
em 1918, como museu de arqueologia e arte geral, como o objectivo de obstar à dispersão do património
local até então na posse de particulares e outras instituições. Em 1980, com a sua revitalização a missão do
Museu foi redefinida como um organismo científico-cultural no âmbito disciplinar de arqueologia, passando a
exercer as suas actividades básicas nos domínios do apoio à investigação, da museologia, da divulgação
cultural, do apoio ao ensino e à defesa e preservação do património arqueológico regional.
The Museum of Archaeology D. Diogo de Sousa is a public body, dependent on the Regional Directorate of
Culture of the North defined in its Organic Law as a regional museum of archaeology. The Museum was
created in 1918, as a museum of archaeology and general art, as the objective to prevent the dispersion of
local heritage hitherto held by individuals and other institutions. In 1980, with its revitalization the mission of
the Museum was redefined as a scientific-cultural body within the disciplinary scope of archaeology, starting
to carry out its basic activities in the fields of support for research, museology, cultural dissemination, support
for teaching and to the defence and preservation of the regional archaeological heritage.
