Land degradation (LD) is a problem that affects the environment, and it is an obstacle to sustainable development. Faced with this situation, neutrality in terms of degradation LDN comes as a concept, which must reverse this environmental and socio-economic degradation. In this context, we were interested in this concept, and in the issues related to its inclusion in the environmental and development problematics.
Our analysis focused on LDN links with conventions and concepts of Rio + 20, which will be a conceptual, institutional and organizational framework to facilitate the operationalization of the concept.
In a context of LDN implementation several tools in connection with neutrality present at the same time opportunities and limitations. An analysis of these tools was necessary, which took us to present this concept as part of a sequence of "Avoid, reduce and offset".
The practices of sustainable land management (SLM) would be a reduction tool, and the restoration of natural capital (RNC) through a consideration of environmental and socio-economic aspects can be useful as a compensation tool in NTD frame.
The analysis of the pilot projects led us to project this concept into a local scale, because of the contextual specificities related to land degradation, a scale that could favor complementarity between SLM and RNC, in order to reduce LD and restore the land degraded, so that we can achieve a neutral world in terms of land degradation.
