Topic: Expansion of Animal Rights in the Philippines

P.A.W.S or the Philippine Animal Welfare Society has been heavily lobbying the
enactment of R.A. 8485 the Animal Welfare Act which was enacted in 1998. Filipinos are well
known to take care of their family pets even treating them as part of the family but some of the
citizens of the country take advantage of these animals for their own personal gain or for fun
utilizing inhumane acts on them that might cause their death.

There have been reported cases of people skinning animals or hanging them on a tree
without cause, even though the animal welfare act is enacted and is in full effect in the country
these offenders have not been served justice in the inhumane and cruel acts they have
committed against these defenseless animals. Other cases of animal cruelty reported are
horses used in pulling a “Kalesa” breaking down along roads of manila due to starvation and
fatigue.The Philippine government has not established a proper agency in the enforcement of
the law set out by R.A. 8485, P.A.W.S is the only an NGO and cannot keep up with the
enforcement of these laws without the aid of the national government.

The purpose of this paper is the expansion of the current laws concerning the proper
treatment of animals in the country and proper enforcement of the laws to protect our fellow
beings. Other countries have been treating animals just and afforded them with their own right
to live and avoid suffering through the acts of citizens in the country. By expanding the animal
welfare act animals will also be afforded the rights given to them by the governments of other
countries.
