I believe there is probable cause to charge the defendant with these charges because:
On 01/12/2019 at approximately 1756 hours I was dispatched to a reckless driver in the area of I-215 South,
Westbound, to I-15 Southbound.

The reporting party described the driver as weaving in between lanes. The reporting party gave the license plate
as UT - E410BH and described the vehicle as a gray Nissan sedan.

Another Trooper located the vehicle as it drove through the gore area for the 12300 South on ramp, I-15
Southbound. The vehicle drove wrong way, off the on ramp. The other trooper located the vehicle at the bottom
of the 12300 South on ramp. The vehicle went wrong way on the off ramp, to I-15 Northbound. The trooper
again located the vehicle in the 12300 South off ramp gore area.

I arrived a short time later. The trooper informed me he asked the driver he had consumed alcohol and his
response was "some." I saw the driver was in the driver's seat of the vehicle and the sole occupant. I spoke to
the driver, Claudio Franceschi, whom I identified with his Utah Driver's license. Mr. Franceschi said he takes
prescription medication due to a back surgery. I could detect the odor of an alcoholic beverage emitting from
the suspect in an open air environment. I could see his eyes were red and glossy and his facial features
appeared to be relaxed. The driver consented to the Standardized Field Sobriety Tests.

Upon completion of the tests I determined Mr. Franceschi may be impaired.

I placed Mr. Franceschi under arrest. Upon inventory of Mr. Franceschi's vehicle, I located an opened and
partially consumed bottle of Vodka in the driver's door pocket.

I submitted a warrant for a blood draw, since Mr. Franceschi refused the DUI admonitions. Two vials of blood
were retrieved. I transported Mr. Franceschi to the Salt Lake County Jail and booked him.
