SPECIFICATIONS OF 16 DIVISIONS

A PROPOSED LIBRARY BUILDING OF BATAAN PENINSULA STATE UNIVERSITY (DINALUPIHAN CAMPUS),


LOCATED IN DINALUPIHAN, BATAAN.

PROJECT PROPOSED LIBRARY BUILDING

LOCATION DINALUPIHAN, BATAAN

The Scope of Work covered within these specifications is the complete construction of the PROPOSED
LIBRARY BUILDING (DINALUPIHAN CAMPUS), located at DINALUPIHAN, BATAAN.

DIVISION 1: GENERAL CONDITIONS

I. Under this section this paper shall be known as the standard specifications for and shall be the
basis of interpretation of the plan for the proposed LIBRARY BUILDING.

II. Under these specifications, the Contractor shall furnish all the materials, labor, tools and
necessary equipment for the construction of the said project as shown indicated in the plans and
drawings.

III. The entire work and the construction, of the proposed project shall be under the supervision of
the Architect or his/her representative

IV. All changes in the approved plans such as additions, alterations and substitute materials to be
used shall be approved by the Architect or his/her representative.

V. All permits, licenses, fees and deposits pertaining to the project shall be secured and paid by the
Owner.

VI. It is important that the Contractor carefully examine, compare and verify the data furnished by
the Architect and in case of doubt, he must refer the matter promptly to the Architect for his decisions
because unless such doubts are referred to the Architect, Contractor shall be held responsible for all the
imperfections done.
DIVISION 2: EXCAVATION, BACKFILL AND FILL

Foundation trench shall be dug to the exact width and depth and levels as indicated in the
drawings or to such lesser or greater extent as the Architect may advice. Sides of trenches shall be
vertical. In case the soil does not permit vertical sides, the Contractor shall protect side with timber
shoring. Excavated earth shall not be placed within 1.5 meter of the edge of the trench. The Architect
may direct the Contractor to place excavated earth at a particular site up to 30 meter away from the
building. The bottom of the trench shall be perfectly levelled both longitudinally and transversely. The
bed shall be lightly watered and well rammed. Excess digging if done through mistake shall be filled with
1:4:8 concrete. Water, if any accumulated in the trench, shall be bailed out and all necessary precaution
taken to prevent surface water from entering the trench. Soft and defective spot in the trench shall be
dug out and removed and filled with concrete or materials prescribed by the Architect. If rocks or
boulders are found during excavation, they should be removed and the bed trench shall be levelled and
made hard by consolidating the earth, at no extra cost. Above mentioned items or any variation thereof
from the Bills of Quantities shall be measured and valued by the Engineer as a variation. After the
completion of foundation masonry, the remaining portion of the trench not filled by masonry shall be
filled up with earth in layers of 15cm, watered and well-rammed. Such filling shall be free from rubbish,
refuse matters and clods, surplus earth, if any shall be removed and site shall be levelled and dressed.
Trenches shall be measured as per drawings and rate shall be for complete Work including trench filling,
for 30-meter lead and 1.5-meter lift including all tools and plants required for the completion of the
work, removal of boulders, side shoring, pumping, and filling in voids by mass concrete (1:4:8). No
excavation or foundation work shall be filled in or covered up before the inspection and approval of the
Project Engineer. The starting level for excavation shall be deemed to be ground level or such level as
may be specified by the Project Engineer, before the commencement of the Work.

A. VISIT AND ACCEPT SITE, AS IS. The following works shall be included:

1. Site Clearing: Protection and/or removal of existing structures with the approval from the Procuring
Entity and or lessor.

B. SITE SAFETY REQUIREMENTS:

1. The Contractor shall, maintain a temporary board – up, security for the proper execution of site up-
keeping. The contract private company shall be built where necessary and required by EPPI for its full
length except for such openings as may be necessary for the proper execution of the work, in such case,
openings shall be provided with doors which shall be kept closed at all times except in actual use. Which
shall be made of painted 12mm thick GYPSUM BOARD on METAL STUDS FRAMING with complete
accessories, structurally stable.

C. TEMPORARY SITE FACILITIES

1. Temporary Facilities: The contractor shall provide An office for the following: Construction site office:
complete Resident Architect’s / Engineers office for business related to the supervision of the project.

2. Other Temporary Provisions:


• The General Contractor shall provide all temporary lighting, power, water supply and all
necessary facilities sufficient enough for the simultaneous use of all possible fields of work to complete
the project.

• The General Contractor shall provide the necessary number of warehousemen to ensure
security of construction site.

• The General Contractor shall provide at necessary no of units of Fire extinguishers.

• The General Contractor shall provide Billboards for precautions for Public Safety.

• Other provisions as required by the National Building Code and BESC.

D. STORAGE AND BACKFILLING OF MATERIALS

1. Delivery: General Contractor shall ensure that materials are properly turned over and delivered on
site in good quality and condition. A time and delivery record shall be available.

2. Storage: General Contractor shall designate and/or allot a space to sub-contractors for storage of
their materials and for erection of their sheds and tool houses (if necessary). Materials shall be arranged
properly and accordingly in terms of sizes, quality, quantity, category and time of use.

3. Warehouse shall be maintained properly by a designated person of the General Contractor.

4. All cement, lime and other materials affected by moisture shall be stored on platforms and protected
from weather. Materials shall be stored as to insure the preservation of their quality and fitness for their
work. Stored materials shall be located so as to facilitate prompt inspection.

5. Should it be necessary at any time to move materials, sheds or storage platforms, the Contractor shall
do so at his own expense.

I. Adequate pumping facilities shall be provided for the water accumulating in the excavation.

II. Excavation for footings shall be done strictly in accordance with the given sizes and depths as
shown in the drawings.

III. Bottom footing elevations as noted in the drawings are approximate and subject to adjustments
in the field depending upon the soil conditions encountered. For relatively soft ground, provide at least
0.10 m compacted gravel base under the concrete footings. Excavation shall be carried down to firm
ground.

IV. Backfill shall be done in well-tamped layers.


V. Earth fill shall be likewise, be in well-tamped layers.

VI. At least 0.10 m compacted gravel base shall be placed and moistened before slab on fill.

DIVISION 3: FORMWORKS/ SCAFFOLDING

Formworks shall include all temporary or permanent forms required for forming the concrete together
with all temporary construction for their support. It shall be as specified in the plan.

General Requirements:

Form for column, beam, and scaffolding

Plywood is a versatile construction materials used as wall partitions, cabinets, and furniture.
Plywood is also utilized in both building as well as forms for reinforced concrete constructions.

Materials:

Plywood as form is economical in terms of labor cost. It is lightweight and handy. It has smooth
surface which may not require plastering and less consumption of nails. It also eases of assembling and
disassembling and always available in the market.

Materials to be used:

• 1/4” x 4” x 8’ plywood

• 2” x 2” x 12’ lumber

• 2” x 3” x 12’ lumber

• 4” x 8” x 14’ marine plywood

Execution:

Forms must be simple and economically designed in such a manner that they are easily removed
and reassembled without damage to themselves or to the concrete.

Scaffolding is a temporary structure of wooden poles and planks providing platform for workers
to stand on while erecting or repairing of building it is defined as a temporary framework.
CONSTRUCTION OF FORMWORKS

All forms for concrete works shall be properly braced or tied together so as to have the sufficient
strength, rigidity, shape and surface smoothness. Concrete forms shall be mortar-tight or sufficiently
tight to prevent seepage of water.

All joints in formwork shall be water-tight. Where reinforcement projects through formworks, the form
shall fit closely round the bars. Formwork shall be so designed that it may be easily removed from the
work without damage to the faces of the concrete.

Form fasteners consisting of form bolts, clamps or other devices shall be used as necessary to prevent
wrecking the forms during concrete placement. The use of ties consisting of twisted wire loops to hold
forms in position will not be permitted.

Formworks shall not be reused after it has suffered damage, which is sufficient to impair the finished
surfaces of the concrete.

PREPARATION OF FORMWORKS

Before each concrete operation commences, formworks shall be cleaned of all rubbish and other foreign
particles. The Contractor shall not use an emulsion of oil suspended in neither water nor any release
agent, which causes staining or discoloration of the concrete or affect the strength of the concrete.

In cases, where it is necessary to fix reinforcement before placing formwork, all surface preparation of
formworks shall be carried out before it is placed into position.

Special care shall be taken to maintain the stability of the form works and the tightness of the joints
particularly during concrete vibrating operations. The Contractor shall maintain a watch on the
formworks during placing to ensure that no movement occurs. If any movement noticed, the formwork
shall be set right immediately.

REMOVAL OF FORMWORKS

Formworks shall be carefully removed without shock or disturbance to the concrete. No formworks shall
be removed until the concrete has attained sufficient strength to support its own weight and any loads
that maybe placed on it. Side forms of beams and girder maybe removed earlier than the bottom forms
but the additional posts or shoring must be placed under the beam or girder until its attains the
sufficient strength.

The minimum periods, which shall elapse between completion of placing concrete and removal of
forms, are given below:

DIVISION 4: CONCRETE AND MASONRY with REINFORCEMENT

Before any batching, mixing, transporting, placing, compacting and finishing and curing the
concrete ordered or delivered to site, the Contractor shall submit to the Engineer full details including
Drawing of all the plant which he proposes to use and the arrangements he proposes to make. Concrete
for the works shall be batched and mixed in one or more plants or concrete mixer unless the Engineer
agrees to some other arrangement. If concrete mixers are used, there shall be sufficient number of
mixtures including stand by mixers.

The concrete shall be discharged from the mixer and transported to the works by means which
shall prevent adulteration, segregation or loss of ingredients, and shall ensure that the concrete is of the
required workability at the point and time of placing. The loss of slump between discharge from the
mixer and placing shall be within the tolerances. The capacity of the means of transport shall not be less
than the full volume of a batch. The time elapsing between mixing transporting placing and compaction
altogether of a batch of concrete shall not be longer than the initial setting time of the concrete. If the
placing of any batch of concrete is delayed beyond this period, the concrete shall not be placed in the
works.

Structural concrete is any class of concrete which is used in reinforced, pre-stressed or


unreinforced concrete construction which is subject to stress. Non-structural concrete is composed of
materials complying with the Specification but for which no strength requirements are specified and
which is used only for filling voids, blinding foundations and similar purposes where it is not subjected to
significant stress. A pour refers to the operation of placing concrete into any mould, bay or formwork,
etc. and also to the volume which has to be filled. Pours in vertical succession are referred to as lifts.

A. CONCRETE MASONRY UNITS

1. Masonry Units (CHB): 100mm thick for all interior walls unless otherwise indicated. Use 400 psi for
non-load bearing blocks and 700 psi for load bearing blocks where required.

a. Supplier: Allied Concrete, Rock built or Jack built

b. Where full height walls are constructed with concrete hollow blocks, these shall extend up to the
bottom of beam or slab unless otherwise indicated on plans. Provide stiffener columns & lintel beams as
specified in the structural drawings or as specified or as deemed required to assure a stabilized wall due
to height & other considerations.

2. Sand: S-1, washed, clean and greenish in color.

3. Mortar: One part “Portland” cement and two parts sand and water but not more than three parts
sand and water.

4. Plaster bond: N and H Plaster bond - Apply to all wall areas prior to plastering.
Notes on concrete mixes and placing:

I. All concrete shall develop a min. compressive strength at the end of twenty eight days with
corresponding max. size aggregate and slumps as follows:

II. Maintain minimum concrete cover for reinforcing steel as follows:

Suspended Slabs 20mm

Slab on Grade 40mm

III. Concrete shall be deposited in its final position without segregation, handling or placing or
placing shall be done preferably with buckets or wheelbarrows, no chutes will be allowed except to
transfer concrete from hoppers to wheelbarrow or buckets in which case they shall not exceed (6)
meters in aggregate length.

IV. No depositing of concrete shall be allowed without the use of vibrators unless authorized in
writing by the designers and only for unusual conditions where vibrations are extremely difficult to
accomplish

V. All concrete shall be kept moist for a min. of seven consecutive days immediately after pouring
by the use of wet burlap, fog spraying, curing compounds or other approved methods.
VI. Proportions of concrete to be used shall be as follows:

CLASS A (1:2:4) for all column and column footings.

CLASS B (1:2:5:5) for CHB footings and slabs on fill

Use (1:2 and 1:3) mixtures for all plastering and mortar respectively.

VII. All reinforcing bar size 10mm or larger shall be deformed in accordance with ASTM A706.

VIII. Unless otherwise shown, reinforcement in continuous elevated slab shall be cut as follows:

IX. Concrete hollow blocks: Load bearing walls shall be 5” x 8” x 16” CHB for approved quality with
concrete mix in the core and with reinforcing bars as indicated in the plan. Plain cement plastered
finished on both side unless otherwise specified. For interior walls, refer to plans.

All exterior ceilings shall be of preformed metal ceiling.

All interior ceilings shall be 3/16” thick fiber cement board unless otherwise specified in the
plan. Provide 0.6 x 0.6 m manhole at the ceiling toilet/storage.

DIVISION 5: METALS

General Requirements:

Under other sections of these specifications, provide all materials which is critical to the successful of
the design of trusses, roofing and railings. The work shall be carried out according to the following
specifications of the materials used. No other substandard work shall be approved unless it is supervised
by the architect and engineers.

1. Use Aluminum stainless steel 3” diameter railing (2” diameter for the inside railing with 3” spacing
every steel railing).

STAINLESS STEEL

Stainless steel shapes shall be AISI Type 304 or 316 in accordance with ASTM A‐276. Miscellaneous bar
stock products such as pipe straps shall be 400 Series stainless steel. Anchor bolts, nuts and washers
shall be AISI Series 300 stainless steel.

ALUMINUM

All structural and miscellaneous aluminum shall be Alloy 6061 (Alloy 6063 for extrusions), Temper T6,
unless otherwise noted, indicated or accepted by the Engineer. Where welding is necessary in
fabrication, it shall be done in conformance with Section 7 "Welded Construction" of Specifications for
Aluminum Structures, referenced hereinbefore.

Execution:

The Contractor shall furnish all bolts, nuts, shims, pins, screws, straps, nails and other anchors which
may be required by the Drawings or job conditions to secure all items permanently in place, whether or
not specifically called for or shown on the Drawings.

Stainless steel shapes shall be AISI Type 304 or 316 in accordance with ASTM A‐276.
Miscellaneous bar stock products such as pipe straps shall be 400 Series stainless steel. Anchor bolts,
nuts and washers shall be AISI Series 300 stainless steel.

E. Aluminum

All structural and miscellaneous aluminum shall be Alloy 6061 (Alloy 6063 for extrusions),
Temper T6, unless otherwise noted, indicated or accepted by the Engineer. Where welding is necessary
in fabrication, it shall be done in conformance with Section 7 "Welded Construction" of Specifications
for Aluminum Structures, referenced hereinbefore.

The Contractor shall furnish all bolts, nuts, shims, pins, screws, straps, nails and other anchors
which may be required by the Drawings or job conditions to secure all items permanently in place,
whether or not specifically called for or shown on the Drawings.

DIVISION 6: ROOFING

DIVISION 7: DOORS AND WINDOWS

Refers to Schedule of Doors and Windows (Architectural Plan A – 7)

• Doors and Frames

General Requirements

This section contains material which is critical to successful door and window installations, in new
construction and renovation, but which is not the sole responsibility of any individual trade. In many
cases, the issues involved are fundamental to the basic design of the project, and the success or failure
of this element of the project is determined at the very outset of the design process.

A. Doors

1. Main Entrance and Balcony Door – 2.35m x 2.60m uPVC Sliding Door with 44mm thickness
and 1.2 mm thick frames.

2. Solid Panel Door – 0.80m x 2.10m kiln-dried Mahogany wood with 44mm thickness for staff
rooms.

3. PVC Louver Type Door – 0.60m x 2.10m plain louver type door for restrooms.

B. FINISHING HARDWARE

The following Hardware Sets are furnished for whatever assistance it may afford the Contractor. The
Contractor shall verify Plans and Specifications for hardware quality. Should any particular item be
omitted, Contractor shall provide similar or equivalent item or hardware same as required.

1. Locksets shall be Heavy duty lever type handles with locked keys and profile cylinders.

a. All locks shall have three (3) keys with the lock number stamped for identification. Verify number of
duplicates.

b. Schedule: Use extra heavy duty industrial / commercial series of door hardware.
Keyed Entrance Mortise Lock: Single cylinder with throw-deadbolt, standard full latch bolt with heavy
duty anti-friction tongue. When locked, key outside or Knob inside retracts all bolts simultaneously.
Outside Knob remains locked until thumb turn is restored to vertical position. Use Knob type.

Single Cylinder Deadbolt Lock: deadbolt thrown or retracted by key from outside or by inside turn unit.
Bolt automatically deadlocks when fully thrown

Indicator Lock: for Toilet Stalls with safety release lock.

2. Door Hinges

a. Loose pin hinge 4 ½” x 4” heavy duty, chrome finish.

b. Schedule: - Four Ball Bearing Hinges: 4 ½ ” x 4” for uPVC louver doors Stainless Steel based

- Floor Hinge: standard duty floor hinge with closer on active and inactive leaf

3. Miscellaneous Hardware

a. All other necessary hardware such as latch bolts, catch locks, door chain fasteners, door stops, wall
stops and holders, push plates, handles, etc. shall be of type, size and design suitable for the purpose.

C. WINDOWS

a. uPVC Sliding type interior Viewing Windows

Used for:

1. Reading Area

2. Stairs

3. Office

4. Pantry

5. Toilet

1. 28mm thick double-glazed glass for uPVC sliding windows on building interiors.

2. 75mm thick frames fully sculptured inside and out.

Execution

Make specific references to ensure that requirements for coordination of doors, frames, and hardware,
is clearly included in the Contractor's scope of work. This often involves the steel door and frame
supplier, the wood door supplier, the hardware supplier, and the installers of these materials. While this
type of coordination is implicit in the Contractor's scope, a specific reference provides an additional level
of comfort.

Main Entrance Door (2 sets Panel Door: 2.35m x 2.60m )- Philippine Tanguile wood frame, frame painted
with quick dry enamel finish.
3 sets Panel Door: 0.80m x 2.10m - Philippine Tanguile wood frame, frame painted with quick
champagne shade, powder coat finish

4 sets PVC Louver Type Door:0.60m x 2.10m

7 sets Sliding Window: 3.40m x 1.80m

1 set Sliding Window: 1.25m x 1.80m

7 sets Sliding windows: 3.40m x 1.65m

Note: The contractor shall exercise the utmost care in dismantling, transfer and installation of the
procuring entity supplied glass door. In case of any damage, the contractor shall replace the glass door
without additional cost to the Procuring Entity.

• Finishing Hardware

The following Hardware Sets are furnished for whatever assistance it may afford the Contractor.
The Contractor shall verify Plans and Specifications for hardware quality. Should any particular item be
omitted, Contractor shall provide similar or equivalent item or hardware same as required.

1. Locksets shall be Heavy duty lever type handles: HAFELE, Bonco or Hope Brand with locked keys
and profile cylinders.
All locks shall have three (3) keys with the lock number stamped for identification. Verify
number of duplicates.

Toilet Privacy Lock: Use Corridor or Passage Lock for unlockable lockset.

Indicator Lock: for Toilet Stalls with safety release lock.

Keyed Entrance Mortise Lock: Single cylinder with throw-deadbolt, standard full latch bolt with
heavy duty anti-friction tongue. When locked, key outside or Knob inside retracts all bolts
simultaneously. Outside Knob remains locked until thumb turn is restored to vertical position. Use
Knob type.

2. Door Hinges

Brand: Morgan or hafele, loose pin hinge 4 ½” x 4” heavyduty, chrome finish.

Schedule: Four Ball Bearing Hinges: 4 ½ ” x 4” for metal louver doors over 900 mm in width
and/or over 44 mm thickness, strictly SUS 304, Stainless Steel based

3. Door Closer:

(Only on Specified Doors) grade 1 door closer with hold open function on active and inactive
leaf. Can be surface mounted on hinge face or stop face for metal doors indicated in the Schedule,
with finish matching locust of the respective opening and a slim line look; concealed type for aluminum
doors to provide by aluminum door fabricator. Door closer shall be incorporated in the door closer.

Brand: RYOBI brand

4. Miscellaneous Hardware

• All other necessary hardware such as latch bolts, catch locks, door chain fasteners, door stops,
wall stops and holders, push plates, handles, etc. shall be of type, size and design suitable for the
purpose.

DIVISION 8: CARPENTRY AND LUMBER

General requirements

• Ceilings shall have durability and an ability to create an aesthetic finish while concealing and
allowing access to all the services that make spaces function practically including lighting and air-
conditioning and if required optimizing acoustics as well.

Execution

Ceiling joist shall be installed at 1.20m or 4 ft below the top of beam using concrete nails. Spacing of
.40m x .60m of ceiling joist shall be applied to form grid. Then attach panels of marine plywood using
finishing nails. Unavoidable spaces shall be poultice by putty.

Lumber shall be of approved quality of the respective kind required for the various parts of the work,
self-seasoned, thoroughly dried and free from large, loose and unsound knots, sap, shakes or other
imperfections impairing its strength, durability and appearance. All expose woodwork shall thoroughly
and smooth sandpapered.

1. Tanguile shall be used for door jambs and corbels.

2. Tanguile shall be used for floor joist, hangers, ceiling joist and other framings.

DIVISION 9: TILEWORKS/ FLOORING

Refer to Architectural Plans for location. Verify plans for other finishes not specified or omitted
herein. Sample of all materials shall be submitted to the Procuring Entity for approval as to color and
quality workmanship.

• Supply and installation of 30 x 30 cm polished and unpolished ceramic tiles. Study area, rooms
and other areas. See floor plan for Legend & Call out Specifications as to where to be applied. Submit
sample for Procuring Entity’s approval.

• Fully Vitrified Tiles: Supply and installation of 600 mm x 600 mm or 800mm x 800mm unglazed
tiles; polished / unpolished / textured and colored: set on tile adhesive setting with 3 - 5 mm spacing
between tile. For Main Lobby. See Design. Submit Samples for approval.

Vitrified Glazed &Unglazed Tiles: Supply and installation of 30 x 10 cm premium series for Toilet Wall &
10 x 10 cm for Floor Tiles. Refer to Schedule of finishes. Submit sample for Procuring Entity’s approval.

Surface Preparation:

New Masonry:

Allow new masonry to dry for 14 to 28 days under normal weather conditions before painting.
Surface to be painted should be clean and dry, free from oil, grease, dust, dirt, contaminants, and all
loose grit and mortar. Treat new masonry with a solution of 1 part BOYSEN® Masonry Neutralizer #44
diluted in 16 parts water, applying liberally by brush or roller. Let dry overnight before rinsing with water
to remove white crystals that form on the surface. Let dry before painting.

Repainting:

Remove all loose, scaling, flaking and peeling off paint using BOYSEN® Paint and Varnish
Remover #141, wire brushing, scraping, or water blasting. Let it dry. Sand smooth painted surfaces for
improved adhesion. In case of mildew infestation, treat with BOYSEN® Fungicidal Wash Solution #74 or
bleach solution (1:3, laundry bleach to water, respectively) by swabbing or brushing. To ensure proper
treatment, allow to stand on surface for overnight before washing off residue. Let dry.
Application:

1. All sample paint shall be submit on at least 300-mm x 300mm plywood panel, color and shade as
per approval by the Procuring Entity.

2. Application shall be as per paint Manufacturer’s specification and recommendation.

3. Provide all drop cloth and other covering requisite for protection of floors, walls, aluminum,
glass, finishes and other works.

4. All applications and methods used shall strictly follow the Manufacturer's Instructions and
Specifications. All surfaces including masonry wall shall be thoroughly cleaned, puttied, sandpapered,
rubbed and polished; masonry wall shall be treated with Neutralizer.

5. All exposed finish hardware, lighting fixtures and accessories, glass and the like shall be
adequately protected so that these are not stained with paint and other painting materials prior to
painting works. All other surfaces endangered by stains and paint marks should be taped and covered
with craft paper.

DIVISION 12: ELECTRICAL SPECIFICATION

• General Description

The work to be done under this DIVISION of the Specifications consist of the fabrication,
furnishing delivery and installation, complete in all details of the Electrical Work, at the subject
premises and all work materials incidental to the proper completion of the installation, except those
portions of the work which are expressly stated to be done by others. All work shall be done in
accordance with the governing Codes and Regulations and with the Specifications, except where same
shall conflict with such codes etc., which latter shall then govern. The requirements with regards to
materials and workmanship specify the required standard for the furnishing of all labor, materials and
appliances necessary for the complete installation of the work specified herein and indicated on the
drawings. The Specifications are intended to provide a broad outline of the requirement and are not
intended to include all details of design and construction.

• Law / Codes and Regulation

The work under this DIVISION shall be executed in accordance with the latest requirements of
the following:

Building Code of the Philippines

Philippine Electrical Code

Laws, ordinances, and regulations of the locality having jurisdiction over the project.

Power and telephone utility companies

UAP Doc. 301

The requirements of the above mentioned governing laws/codes and the requirements of the
companies having involvement/participation are hereby made part of this Specifications and the
ELECTRICAL CONTRACTOR is required to comply with the same.
This does not relieve the ELECTRICAL CONTRACTOR from complying with requirements of
specifications or drawings in excess of above laws and ordinances, codes and requirements which are
not prohibited by the same.

• Guarantee

The ELECTRICAL CONTRACTOR shall guarantee that the electrical system is free from all
grounds and defective materials and workmanship for a period of one (1) year from the date of
acceptance of the work. All defects arising within the guarantee period shall be reminded by the
ELECTRICAL CONTRACTOR at his own expense.

The ELECTRICAL CONTRACTOR shall indemnify and save harmless PROCURING ENTITY from and
against all claims, suits, actions, or liabilities for damages arising from injuries, disabilities or loss of life
to persons or damage to public or private properties resulting from fault or any act of contractor or his
representative in the execution of this work.

The partial acceptance of the work for the purpose of making partial payments, based on the
estimated cost satisfactorily completed by the ELECTRICAL CONTRACTOR, shall not be considered as
final acceptance of that portion of the work.

• Drawings and Specification

The electrical plans, which constitute an integral part of these Specifications, shall serve as the
working drawings. The plans indicate the general layout and arrangement of the complete electrical
system and other works.

The drawings and specifications are meant specifically to be complementary to each other and
where it is called for by one shall be binding as if called for by both. Anything which is basically required
to complete the installation for proper operation but not expressly mentioned on the drawings and/or
specifications shall be furnished and installed by the ELECTRICAL CONTRACTOR at no extra cost to the
PROCURING ENTITY as though specifically stipulated or shown in both. Procuring Entity shall have the
final decision on any apparent conflict between the drawings and specifications or on any under and
controversial point in either or both.

All dimensions and locations shown on the plans are approximate and shall be verified in the
field, as actual locations, distances, and levels are governed by actual conditions.

• Scope of Work

Work Included:

The work to be done under this DIVISION shall include the furnishing of all tools, labor,
equipment, fixtures and materials, each complete and in proper working condition unless one or other is
specifically excluded or stated otherwise in these Specifications but not limited to the following principal
items of work:
Furnish and install a complete wiring and raceway system for the underground power and
telephone distribution system including concrete pedestals, concrete hand holes and necessary wiring
gutters and boxes.

Furnish and install a complete grounding system.

Perform terminations for all electrical system.

Complete testing of all electrical systems.

Preparation of “As-built” drawings.

If any item of works or material has been omitted which are necessary for the completion of the
Electrical Work as outlined herein before, then such items shall be and hereby included in this section of
work.

DIVISION 13: PLUMBING / SANITARY WORKS

• Scope of Work

The work to be undertaken under this section shall consist of the furnishing of all materials,
labor tools, equipment and other facilities and the satisfactory performance of all work necessary for
the complete installation, testing and operation of the plumbing system accordance with the applicable
drawing and this section of that specifications consisting of, but not necessarily limited to the following:

1. Soil, waste and vents pipe system, within the building up to sewer line.

2. Interior fire protection system consisting of combination standpipes, valves, fire hose cabinets,
inlets, connectors and portable fire extinguishers.

3. Water service connection from main building distribution system.


4. Furnishing, installation and testing of water closets, lavatories, accessories including controls &
piping works.

5. Furnishing and installation of all plumbing fixtures, fittings, trims and accessories.

All work shall be performed in accordance with the requirements of all applicable laws of the
Republic of the Philippines and all local codes and ordinances.

The contractor is required to refer to all mechanical, electrical, structural and architectural plans
and specifications all shall investigate all possible interference and conditions affecting his work in this
section and that of the other sections.

All plumbing works to be done and sizes of pipe to be used shall be of the sizes, which are
required and in accordance with the NATIONAL PLUMBING CODE OF THE PHILIPPINES.

• Drawing and Specification:

1. The contract drawings and the specifications are complimentary to each other, and any labor or
materials called for by both, if necessary for the successful operation of any other particular types of
equipment shall be furnished and installed without additional cost of Procuring Entity.

2. All dimensional locations of fixtures, equipment, floors and roof drains risers and pipe. Chases
shall be verified on the architectural drawings and manufacturer’s catalogs.

3. Upon completion of the work as described herein, the Contractor shall at his own expense
furnish the Procuring Entity originals and three (3) sets of “AS BUILT” Plans for future reference and
maintenance purposes.

• Protection

The contractor shall protect all his work and materials loss, injury or defacement. Protection of
fixtures and materials shall be provided by boards, papers and/or cloth as required and any loss,
damaged or deface material shall be replaced by the Contractor at his own expense.

• Installation and Workmanship


1. All labor shall be performed in a first-class, neat and workman like manner by mechanic skilled
in their work shall be satisfactory to the Project Architect.

2. No piping in any location shall be closed up, furred in or covered before testing and the
examination of same by the inspector, Procuring Entity or their representatives.

• Identification of Materials

1. Each length of pipe, fitting, traps, fixtures, and device used in the plumbing system shall have
cast, stamped or indelibly marked on it the manufacturer’s trade mark or name, the weight, the type,
and classes of product when so required by the standards mention above.

2. All plumbing fixtures and fittings installed without the above trademarks shall be removed and
replaced with probably marked fixtures and fittings without any extra cost to the Procuring Entity.

• Water Supply

1. Pipes and fittings for waterline shall be as SPECIFIED BY EPPI.

2. Valves-All valves, unless otherwise specified shall be gate valves of size as indicated in the
drawings: for hot water supply, valves and fittings shall be insulated of a thickness equal to that of the
insulation on the adjoining pipe, securely fastened in place.

• Sanitary Drainage

1. Soil and waste Pipes and Fittings: Soil and waste pipes and fittings shall be PVC pipes
(POLYVINYL CHLORIDE) series 1000 Neltex.

2. Vent Pipes and Fittings: Vent pipes and fittings shall be PVC pipes

3. Shower and Floor Drains: Shower and floor drains shall be of high grade,
strong, tough, and even grained metals.

4. Cleanouts:

a) Ceiling cleanouts shall be of the same material as pipe with sealed screw type, raised head plug.
b) Floor cleanouts shall be cast-iron body with brass plug, colt-type or countersunk head; METMA
brand.

• Execution

1. General Installation of Pipes

a) Install pipe approximately as shown on the drawings, as straight and direct as possible forming
right angles parallel lines with walls and other pipes, and neatly spaced unless otherwise indicated.

b) Maintain minimum slope of 3 mm (1/8 in fall per foot) on all soil, waste and drain lines 100 mm
in diameter.

2. Installation of Water Supply Pipes and Fittings

a) All service pipes, valves and fittings shall be kept at sufficient distance from other work to
permit finished covering not less than 12.7 mm between finished coverings on the different services.

3. Installation of Soil, Waste, Vent and Drainage Piping

a) Horizontal Drainage Pipe and Vent Piping

Horizontal waste pipe 75 mm (3”) and smaller shall have minimum grade of 6 mm (1/4”) per
foot, and for 100 mm (4”) and larger, 3 mm (1/8”) per foot. Vertical vent pipes may be connected to a
vent lines carrying other fixtures, the connected to be at least 1.20 m (4 ft.) above floor on which the
fixtures shall be provided with vents, unless separate venting of fixtures noted.

b) Fittings

All changes in pipe sizes on soil waste line shall be made with reducing fittings or recessed reducers. All
changes in direction shall be made with the appropriate use of 45 wyes, half wyes, long sweep quarter
bends or elbow may use in soil and waste lines where the change in direction of flow is from horizontal
to vertical, and on the discharge from water closets.

c) Traps

Each fixture and place of equipment connection to the drainage system except fixture with
continuous waste shall be equipped with a trap.

4. Fixtures and Equipment Supports and Fastenings


a) Where secured to concrete on hollow block, walls, they shall be fastened with 6 mm (1/4”) brass
bolts with 20 threads to the inch and of sufficient length to extend at least 75 mm (3”) into solid
concrete on hollow block work

5. Cleaning and Painting

a) Prior to acceptance of the work, thoroughly clean all exposed metal surface and rid of grease,
dirt or other foreign material. Chrome or nickel - plated piping‟s, fitting and trimming shall be polished.

b) Pipe hangers, supports and all other iron work in concealed spaces shall be thoroughly cleaned
and painted with one coat of red lead and a finish coat of oil enamel paint.

c) All exposed soil, waste and vent piping or cast iron that are asphalt or tar-coated shall be given
two (2) coats of shellac and two (2) coats of oil paint.

• General Installation of Pipes

• Install pipe approximately as shown on the drawings, as straight and direct as possible forming
