A PROJECT PROPOSAL

Abstract or Summary
St. Anthony School, a member-school of the Roman Catholic Archbishop of Manila-
Educational System (RCAM-ES) and belongs to Cluster 2, is currently engaged in helping
unfortunate learners who desire to experience fullness of life (RCAM-ES Vision Statement)
through education. These learners hail from the depressed community around the school. The
school is located in the corners of Singalong and San Andres in Malate Manila. Adjacent to it is
the Parochial Church of St. Anthony. The school is located in a diverse populated area, a mixture
of who haves and have nots.
St. Anthony School identified itself as a catalyst of change, recognizing the need to
become a dynamic partner to the evangelizing mission of the parish through holistic formation.
True to its core-value “Charity”, the institution responds to the call of the Master of not only tending
the sheep under its care but also those sheep outside its boundary. The School keeps a
relationship among its recognized partner-community. the community is the venue for its learners
to learn more and be informed of the first-hand problem encountered by the community.
Living its Institutional goal to provide opportunities…for dynamic involvement, and to
respond to the call of the church of the poor, it seized the opportunity to respond to the need of
the community. The teaching and non-teaching personnel of the school, its human asset, put
together resources to aid the needs of the young who dreamt to uproot and be planted to a more
humane environment, free from oppressive and hazardous situation.
Looking into this endeavour, I am proposing to create a more substantive and holistic
program that will not only help scholars financed their daily educational needs but as well as to
look into their holistic development. By this, the school’s personnel will not only cater into
supporting the educational needs of the person but also to mold him/her to become a person of
character and conscience.
BIGKIS-ISIP, DUGTONG-DANGAL project will encapsulate the vision of RCAM-ES, that
is for everyone to experience fullness of life. What is fullness of life? In the gospel of John 10:10,
the verse describes the coming of Jesus not like a thief that destroys but as a shepherd who
protects and gives life and have it abundantly. Our service of charity is an expression of our
sharing in Christ’s royal mission through personal witnessing, volunteering and social activity
commitment (evangelium vitae, no.87) …as a vocation of service among the young…
implemented through a long-term practical projects and initiatives inspired by the gospel (no. 88).
BIGKIS-ISIP,DUGTONG DANGAL is a symbolic name that describes the endeavour. In a
nutshell, the name calls for a unified mind, strengthened to form and build the persona of an
individual, carrying in him the esteem of being a citizen of the land and an adapted sons/daughters
of the Lord. Although result will not be felt immediately, here, they will learn the long-term fishing.
Statement of Need, Problem Statement
The recent implementation of the TRAIN law makes the country’s economy impoverished.
All aspects in the Philippine economy surge to the point that it endangers its reserves. To Manny
Villar (business mirror, June 2018) the unstable inflation could lead BSP to tighten monetary
policy. He said that the movement of prices of goods and services impacts on household income
and spending.
In the recent SWS survey (June 2018) 10 million Filipinos rated themselves as poor. From
44 percent in 2016, it rose to 46 percent in 2017. The same report stated that for a family of five
members, it must earn 20,000 (manila) in order not to be considered poor. For the government,
mitigating this problem is through the CCT project, a social pension program for qualified citizens.
The National Economic and Development Authority (NEDA) reported through Philippine Star that
for a family of 4 to live a “simple life”, it must at least earn a gross income of 120,000 (June, 2016).
Looking at this, it seems now impossible to live for minimum wage earners. In the 2016 report of
the Philippine Statistics Authority, the Poverty Incidence in the Philippines was registered at 26%
during the 1st semester of the year 2015. The food threshold for a family of five during that same
semester is peg around 6, 365 pesos a month and 9,140 for both food and non-food needs. This
is based on what is ideal, however, different story when you are in there real-life situation. In the
report made by DJ Yap of Inquirer (2016), it showed some contradicting views between National
Poverty Threshold and National Food Threshold. For a family to eat regular meals, they need
P7, 638 presuming that the regular meals is 3-times a day while P10,969 for supporting the basic
needs of the family. Looking at the figures, roughly P3,331 is left for the rest of the basic needs.
Remember that the family has five members. The remaining amount, if equally allocated to each
member of the family is P666.20 with P22.26 daily spending.
Given the economic situation of the country, minimum wage earners really needs to
double their effort so that at least they can provide the basic needs of the family. The situation
prompted NGO’s, and private institution to create a way to extend service to the community. Most
of the companies now include “corporate social responsibility” to their agenda and organizational
structure. That is how they give back to the community who are the main stakeholders and users
of the products they produce (https://www.investopedia.com/terms/c/corp-social-
responsibility.asp).
The Catholic Church according to Pope John XXIII presents herself as she is and wants
to be: the Church of all, and in particular the Church of the poor; a Church that is called to
witness to spiritual or evangelical poverty and at the same time “bound to material poverty”, that,
according to the Latin Bishops. The Philippine Bishops particularly made mentioned that the
Church…must make an option for the poor for they constitute the vast majority. The Church
commitment to the poor must be concretely seen in the life of the poor.
St. Anthony School, as an institution affiliated to the Catholic Church also embraced the
call to the preferential option for the poor. St. Anthony School’s Faculty Coordinating Body
showed solidarity for the love of the poor by setting aside a part of their salary as their
contribution and commitment towards educating the poor yet deserving students in the
community. It is the collective belief of the body that through education can these learners
alleviate their present status into a more humane and just community.
Goals, Objectives and Outcomes
The Goal of the program:
To see the community around the Institution Living in the Fullness of Life. And make
education a means of alleviating Social Condition
The Objective and Outcome of the Program are as follow:
a) assist beneficiaries finance their education’s daily needs.
- through the allocated funds, the beneficiaries will be able to support their daily school
needs.

b) formation not just of the mind but as well as the heart through monthly formation
program.
- Aside from the need to learn, the beneficiaries will also undergo character formation
and values education through series of activities that will happen on a monthly basis
with the help of other stakeholders.

c) realized their value through participation in various activities as identified by the


program.
- Beneficiaries will be ask also to join ministry in the church depending on their skills
and talents. They will be going to attend mass in order to give thanks and to build
relationship to the God who looks on them with mercy through others.

d) create venue for other members of the beneficiary to find sustenance and prevent
diversion of allocated funds.
- The program will also aid other members of the beneficiary find means to support
their daily needs. Through this, they will learn to find fish and will not only wait for
fish to come.

e) promote partnership with other stakeholders to help in the endeavour.


- The program will look for support and tap resources of other stakeholders. This
can now be there time to actualize the core values they learned from their alma
mater.

Plan of Work, Narrative or Project Description


The application of the program will be done in phases. Although, supporting deserving
students is currently on-going, that remain a status quo until the crafting of the program is done
and implemented.
Phase 1: Planning and Data Gathering Stage
- Preparation of Documents
o Prepare Information Sheets
o Craft Interview Questionnaire
o Draft and Finalize Memorandum of Agreement
o Evaluation questionnaire
- Crafting of Formation Topics
o Collaborators will talk about how the formation will go and what should be
included in the topic
o Venue of the formation shall be determined and deciding on which

- Ministry Availability through Parish Involvement


o Visit the parish and check the available ministries or organizations which
the beneficiaries can be affiliated.
o Talk to ministry leader/s regarding the intention for “tie-up” program

- Extension program for some members of the family


o Part of the interview is to check whether members of the family can perform
or can work so that the program might be able to extend assistance also
through partnership with other stakeholders who can offer job.

- Community Involvement
o Students - design their extension program involving the beneficiaries
o Faculty - spend time like tutorial aside from the regular contribution
o Administration – extending school as one of the venue of the program
o Parents – to check applicable activities for students and parents
o Alumni – extending service through their business and other ventures
Phase 2: Program Implementation Stage
- Planned activities will now be implemented and it will ran for a 10-month
implementation period.
Phase 3: Program Evaluation
- The program will be evaluated every third, sixth, and ninth month. This is to make
sure if the planned activities has been carried out properly
- Using Scriven’s Goal Free Model as a tool of evaluating the program
- There will be round table discussion among the beneficiaries to see and hear their
thoughts and to know from the grass-roots what activities could best fit them.
