CORPORATE QUALITY PLAN


SECTION 1: INTRODUCTION AND SCOPE
A. Introduction
This ACM quality plan is specific. Although the content of this quality plan can be internally
generalized, it is project specific to ACM projects. The ACM team is required to review the
quality plan with its prospective client to ensure it accurately reflects the project’s work scope
and requirements. This corporate plan sets ACM’s foundation, and process and staff are
encouraged to use it.

B. Organization’s Background
Ardesia Construction Management (ACM) is the construction sub-trade management subsidiary
of Ardesia Developments, a real estate development company founded in 2002. Ardesia
Developments established ACM in 2012 in response to high demand for construction
management services brought on by the public’s recognition of Ardesia Development’s
impeccable build quality and aesthetic appeal. Within five years of operation, ACM has built a
solid reputation in the industry for its quality, integrity, and professionalism. Although its team
size is modest, it offers experienced and client-focused professionals, serving and building the
community.

C. Mission Statement and Quality Policy


ACM is a British Columbia development and general contracting enterprise. Its team committed
to innovating real estate developments that are suited to the needs of the clients generate an
attractive return on shareholders' invested capital and make ACM synonymous with superior
standards of construction, customer service, and community values.

D. Quality Management Objectives


The purpose of the quality plan is to ensure project success. ACM aims to fulfill client and
company goals by implementing a set of a quality management system and processes (Section
4). This quality plan breaks down how ACM acquires new contracts, manages both its internal
and external team, track progress and update its policies. The plan later shares its leadership,
support, operations and performance evaluation.

SECTION 4: QUALITY MANAGEMENT SYSTEM & ITS PROCESSES

The following are the list of ACM’s processes required for the QMS and their application in the
organization which determines:

 inputs required and outputs expected,


 sequences and interactions of processes,
 criteria and methods needed to ensure adequate operation and control,
 resources required and their availability,
 assignment of the responsibilities,
 risks and opportunities
 evaluation of the processes and changes needed
 improvement of the methods and system.

ACM requires its staff and everyone involved in the project to read and be familiar with all the
items and their processes.

Majority of ACM contracts are through referral, and alternatively, ACM seeks contracts through

4.1 Contract Review

partners and PM, and the chief estimator will go through the contract to analyze it complies with
ACM’s contract review checklist (Appendix 4.1.1)

4.2 Risk Assessment

After reviewing the contract, the PM, Super and CSO meet to predict the potential financial,
construction and safety risks of the job and to analyze if it is safe for the company to bid on the
project. The president will email the correspondence to show their interest to bid if they did not
find significant risks that ACM cannot handle.

4.3 Estimating and Scheduling

After ACM receives the owner's invitation to bid, ACM’s estimators review the specification and
drawings. ACM team familiarize themselves with the work scope, provide quantity takeoffs for
some of the divisions such as concrete, masonry, metals, thermal and moisture, openings,

finishes, and landscaping. They provide an excel budget sheet including unit prices. In the
meantime, the PM collaborates with the chief estimator to prepare a construction schedule. The
schedule provides a better understanding of the project duration, tasks, and resources pool.

4.4 Site Plan

The Super prepares a site plan which indicates the number of the cranes required and their
location, the site security, site access traffic control, tree protection, etc. The estimator will
include all the related costs in the budget.

4.5 Project Work Breakdown Structure

ACM prepares a project specific work break down with all the activities listed and people
responsible for each task (Appendix 4.5.1).

4.6 Subcontractor Invitation to Bid

ACM’s estimating team sends the tender drawings and specifications to the sub-contractors and
give them two weeks to submit their prices. After receiving sub-contractors quotes, the
estimators will review the scope of work as well as the final cost for each quote. He will finalize
the amounts received into their budget sheet to compare the numbers. The estimator selects the
top three trades with reasonable prices to interview them.

4.7 Contract Acceptance

After being selected for the project, ACM will sign the CCDCII contract. All the ACM team that
will be involved in the project should go through the Project Specific Quality Plan which is
explicit to each project to have a clear understanding of their tasks and have a guide to achieve
their goals.

4.09 Team Formation

After reviewing the project specific work break down. All the people involved in the project will
have a meeting to review the project drawings and specification, work method and quality plan
to have a better understanding of the project, their task, and the processes.

4.10 Project Documentation and Specification

ACM keeps all the related documents such as drawings, specifications, schedules, etc. in hard
copy and also electronically. All the post-tender drawings, change orders and schedules will be
uploaded to ACM’s member website as soon as they are received. PC is responsible for

distributing ACM safety package and WHMIS handouts. Trade foreman is responsible for
distributing these documents to his team.

4.11 Subcontractor Pre-Award Meeting and Status Report

The super and PM are responsible for making a schedule for trade work and identifying their
tasks and per QMP 002A. Before awarding the contract to the trade, PM and estimator conduct a
one on one interview with chosen trades per QMP 027; trades are required to bring their
portfolios, WM or quality checklist (PA, sends email to interviewees with which items to bring
with them). In case a trade does not have a QP or WM, the ACM PM or estimator provides an
applicable QMP 002A checklist with the limitation of liability clause. The trades are informed of
the submittal process per Handout 3-1-5, tab 2 with which they are required to provide a quality
checklist in conformance to drawings and specifications.

4.12 Work Methods Update

Before awarding the contract to the trade and after the preliminary trade interview, the PM and
estimator conduct a follow-up interview. If the interviewed trade had no checklist and received a
general QMP 002A, which the sub-trade is asked to review in accordance with project plans and
specifications and update the checklist to suit this step is identified in Handout 3-1-5 tab 2. PM
and estimator select the most qualified trade once they collect all the QP's and WMs or
checklists.

4.13 Project Controls

ACM controls each project by following work methods, monitoring logs, updating schedules,
setting up weekly management meetings and trade meetings, inspection checklists, quality
checklists and field level risk assessment checklists.

4.14 Subcontractor Kick-Off Meeting

Foreman and trades attend kick-off meeting which covers the work scope, safety orientation, site
walk, etc. Attendees are obligated to sign attendance or training sheet and only after can formally
sign the CCA-1 with ACM. Note: it is crucial selected trades attend the complete safety
orientation before being awarded the contract - revealing their commitment to ACM's WM and
quality checklist requirements.

4.15 Award of Sub-Contractor

After sub-contractors signing the attendance sheet, ACM and subcontractor will sign the CCA1
contract.

4.16 Subcontractor Pre-Work Meeting After selection of the trades, the supersets a pre-
mobilization meeting before each task with each trade to go through the scope of work and
specification in more detail and to have an initial inspection to assure that ACM standards are
met (QMP 004B).

4.17 Project Schedule & Trade Meetings

The super is responsible for monitoring the trade work based on the schedule to make sure each
trade is following the meeting the deadlines and are aware of the latest change orders. The super
and PM have weekly trade meetings to have better control for managing the trades.

4.18 Inspection & Records

ACM management team collects and keeps all the signed initial and final inspection checklists
prior and after each task. All the information and checklist will be documented electronically and
in hard copy.

4.19 Subcontractor Accountability & Non-Conformance

On start date: CSO walks new trades through the site again. Project safety board location
(entrance), stapled WHMIS and safety handbooks are available throughout the site. Finally, the
CSO provides a schedule of weekly safety/toolbox meetings.

4.20 Audits (Internal & External)

Trades, CSO and appropriate ACM team members meet weekly and cover ongoing activities.
Attendance is recorded. ACM team will continue to do daily safety /quality housekeeping,
FLRA and update/improve ACM safety policies.

4.22 Subcontractor Substantial Completion Review (QMP 025):

Each subcontractor signs and submits a quality checklist which includes all the activities that are
required to be done after completion of their tasks. The super approves and agrees by signing the
quality checklist if all the tasks are correctly completed based on the specification (Assignment
1- WM Appendix 26000 Electrical Checklist.

SECTION 5: OPERATION
Operational planning and control (option for design)

ACM uses the following tools and techniques to plan, implement and control its processes. To
build efficiencies and increase quality to meet and exceed current and future customer
satisfaction.

1. Work Methods: to select and manage sub-trades for the construction of different projects.
ACM awards contracts to sub-trades based on their portfolio of previous work completed
ability to satisfy specifications quoted price and interview. ACM inspects and evaluates
the sub-trades work at regular intervals and milestones to make decisions based on
evidence. The work method defines the roles, responsibilities, and authorities of the
project’s principal members. It also sets forth safety and environmental requirements
(Refer to Assignment 1- ACM WM).
2. Quality Checklists: To specify the procedure for everyone involved in the project.
3. Inspections: Trades and suppliers must make necessary provisions so ACM can inspect
the project at any time during the project's progress. ACM can supply a Quality
Management Inspection checklist (QMP 002A) to its' suppliers and trades if they do not
have one. As well, each subcontractor and supplier must review and sign off the checklist
related to their work activities.
4. Schedules: the PM and super work together to prepare the construction schedule for each
project to have a better understanding about activities, orders in which they have to be
completed, persons responsible for each task, duration, and deadlines.
5. Meetings: PM and Super setup weekly meeting with trades to make sure they are aware
of all the change orders and are following the schedule.

Requirements for product and services (customer requirements)

ACM submits the company’s portfolio booklet and the project work method to the client when
submitting the proposal to give the client a good understanding of ACM’s background and
improvements.

Control of Suppliers and Subcontractors

ACM requests trades to submit their company quality inspection checklist before signing CCA-
1. Should the trade fail to provide a checklist, ACM provides a general checklist and add the
limitation of liability clause. However, all checklists are required to be project specific to project
specs and requirement and thus, require a meeting between the PM and construction foreman.

SECTION 6: PERFORMANCE EVALUATION


6.1 Customer Satisfaction

As the improved processes and produces become the new baseline, ACM continues to look for
ways to improve and strengthen its relationship with its customers. ACM acknowledges that
customer satisfaction is essential in the construction industry and is constantly seeking best
quality results. The business relies heavily on reputation. By valuing our customers, we establish
a relationship, trust, and loyalty, which transfers to more business for ACM. Thus, ACM takes
customer feedback seriously; we are always looking for ways to improve internally and
externally. ACM collects the majority of the customer’s input before the project begins. It keeps
its customers involved throughout the construction. ACM incorporates the customer’s feedback
to the best of their ability for the final product. At the end of the project, ACM schedules a
conclusion meeting in which the staff discusses items that went smoothly and did not, and
strategize how to do better next time.

6.2 Internal Audit (QMP 010)

For each of its projects, the ACM PM schedules a bi-annual audit. An audit program is prepared
in advance by the PM and PC. The audit frequency can vary depending on the importance and
difficulty of an activity. ACM uses the internal and external audit to determine if it has achieved
the specified quality in its first WM.

Although, internal and external audits are similar, the external audit measures compliance while
internal audits emphasize on the compliance and improvement. The internal audit requires a
collaboration between the auditor and ACM to achieve improvement.

To avoid an act of bias, ACM contracts an external auditor who reviews the company WM,
quality plan, and quality standards. By reviewing ACM documents, the auditor forms a checklist
specific to each job. Because the audits are randomly scheduled, and ACM has 1-2 weeks to
prepare, it is essential that ACM continually remains on top of its quality plan and WM. ACM
staff is to keep in mind all audit findings and observations are documented and evaluated. After
the audit, the PM signs the Audit form. In case of non-conformances, ACM must prepare/write
both resolutions to fix the problem and corrective action; the PM must submit the proposals
within a week or per the auditor's request (Appendix 6.2).

6.3 Quality Management Monthly Report

ACM project coordinator coordinates a bi-monthly management meeting. The PC drafts and
issues a meeting agenda (Appendix 6.3.1) two week before the commencement of the meeting
giving staff an opportunity to bring their concerns to the table. A final meeting agenda is issued
on a Friday. It should be noted management meetings are held on the second Tuesday of every
other month. This semi-established schedule allows for staff to accommodate their schedules
around the management meeting. ACM sees Mondays and Fridays as unfit/holiday days thus, for
productivity and participation reasons ACM calls Tuesday a suitable day.

In addition to the meeting date and its agenda, the PC is responsible for recording Minutes
(Appendix 6.3.2). The PC records the minutes and has 24 hours to share/make the document
public for all the attendees. The attendees have two business days to revise the document. The
PC receives the edits Friday morning and prepares an official Minute document by Friday
evening.

SECTION 7: IMPROVEMENT
7.1 Non-Conformance - OFI- Deficiency Procedure (QMP 005)

To ensure that this procedure is both effective and efficient, the ACM PM is required to monitor,
record, photograph track and resolve non-conformance and deficiencies on his site. At ACM,
this responsibility is split between the PM and Super. Later, an outside audit is performed to
avoid any bias.

As the auditee, ACM has implemented best-fit quality measure for each of its projects. Items that
fail to conform to project specifications and plan have predetermined remedial action, and
personnel is to stop working on the non-conforming work activity immediately. Once, the PM
and Super (Owner’s rep.) are informed of the deficiency/ies; the staff is obligated to record all
non-conformances and deficiencies within 24 hours. The project coordinator logs deficiencies
(with rework) and non-conformances under current NCR/Deficiency (Appendix 7.1.2). The PM
implements a corrective action to prevent recurrence; this includes improving the process and
training personnel. ACM PM conducts an assurance testing and re-inspection to determine if the
Corrective Action provides an acceptable product. Also, ACM issues an opportunity for
improvement (OFI), when an audited process is considered at risk for delivering a
nonconforming product (when procedure/plan are poorly defined/vague and considered
insufficient). Once the OFI is signed, ACM implements its corrective action to each parties work
method, field and provides each team a signed copy of the resolution.

7.2 Corrective Action (QMP 022)

As per QMP 022, ACM defines non-conformance items as items that fail to conform to specified
quality. Corrective actions are taken to correct procedures that require improvement to ensure
specified quality is met and prevent the non-conformance from reoccurring. ACM requests for a
deficiency list when items or conditions fail to comply with plans and specifications so that
ACM can rework and achieve specified quality specified in the original contract with subs. Refer
to Appendix 7.1.1. for a standard ACM Corrective Action Request Form.

ACM PM ensures that the necessary corrective action is initiated to prevent recurrence of non-
conforming product and verify the effectiveness of the corrective action. The Super,
subcontractors, and suppliers implement the corrective action before adverse conditions can be
identified.

The PM documents and reviews Non-Conformance Report (Appendix 7.1.2) trends and
implements corrective actions to prevent non-conformances from recurring. A corrective action
request form is made available to the ACM team. The team documents their suggestions for the
PM to review and implement. A CAR may result from failure/malfunction of incoming
materials, inadequate construction process control, tools, equipment or facilities. As well, project
management systems with inadequate or no procedures, training of construction or project team
personnel. However, all NCR’s must be measurable and specific quality measures with respects
to the project. Once the condition is corrected, the PM verifies and signs the original CAR. The
CAR is approved for close out with the PM’s signature; this document is stored as quality
records.
