A Survey Report on Anna Canteen

Introduction
The Andhra Pradesh government launched the much-awaited ‘Anna Canteens’
in various parts of the state, on 11 July 2018.

Chief Minister, N Chandrababu Naidu inaugurated a canteen in Vijayawada to

mark the launch of the programme while, in all, 60 ‘Anna Canteens’ were
opened in the first phase across the state.

The Akshaya Patra Foundation will run these canteens.

Setting up ‘Anna Canteens’, where breakfast, lunch and dinner would be

offered at Rs 5 each, was one of the promises the Telugu Desam Party (TDP)
made ahead of the 2014 polls.

Ministers and officials visited Tamil Nadu and other places many times since
2014 to “study” the functioning of such canteens but the government failed to
implement the programme because of financial constraints.

In March 2016, the first ‘Anna Canteen’ named after TDP founder-president N
T Rama Rao, was opened on a pilot basis close to the Government Transitional
Headquarters at Velgapudi in Amaravati and only three more canteens were
opened at other places in the last two years.

Now, with polls just a few months away, the government came out with a plan
to set up 203 ‘Anna Canteens’ across the state.

“You can benchmark these canteens internationally. KFC or McDonald’s.

Quality, environment, cleanliness, hygiene... you name anything, nowhere you
will have such perfection,” the chief minister said.

The state government is also making the canteens hi-tech by installing CCTV
cameras and other gadgets.

“Once a person enters, his finger print or Iris is captured for facial recognition.
This will prevent entry of fraudulent people,” Naidu pointed out.

He appealed to everyone to donate liberally to run the canteens so that more

needy people could be provided food.

On the line of Amma Canteens in neighbouring state Tamil Nadu, CM Naidu

inaugurated Anna Canteens which will be serving breakfast, lunch and dinner at
just Rs 5 to common man.
Menu includes Breakfast plate consisting 3 idlis/ 3 pooris/ upma/ pongal; Lunch
and Dinner plate with rice, dal/sambar, pickle, curry and curd.
The state government is setting up 203 Anna Canteens in 110 municipalities
across the state and, in the first phase, 60 Anna Canteens have been inaugurated
in 25 municipalities.
Under Phase 2, 143 canteens will be inaugurated at 85 locations by August.
It was the Telugu Desam Party (TDP) founder Late NandamuriTaraka Rama
Rao (NTR) who introduced the scheme of Rs 2 per kg rice to feed the poor, and
now, party President and Chief Minister Chandrababu Naidu has introduced this
scheme. Under this scheme, poor can get all three meals of a day for as less as
Rs 15, said Minister for Municipal Administration & Urban Development, P.
Narayana.
Andhra Pradesh government has entrusted the responsibility of managing these
canteens to Akshaya Patra Foundation and it is estimated that over 2 lakh
people will be served cheap and healthy food once all NTR Canteen becomes
fully operational.
To gather feedback, complaint or suggestion, an IVRS system has also been
placed by the government.
Its interesting to notice that Andhra Pradesh is scheduled to go for polls along
with Parliamentary election early next year and the launch of all populist
scheme by TDP Chief Chandrababu Naidu is seen as poll preparation.

vehicles to pack and transport the cooked food to the schools. Mohandas Pai
and Abhay Jain, two of the pioneer philanthropists of the Foundation were
instrumental in bringing some relief. Mohandas Pai stepped in by donating the
first vehicle to deliver food to the schools and Abhay Jain assured to get more
donors to further the programme.

Once the Mid-Day Meal Scheme was mandated centrally by the Government of
India in 2003, Akshaya Patra partnered with the Government to serve cooked
meals at all Government schools. To be able to work towards tackling
