I.

Objectives:

1. Insure the continuity of the project development;


2. Avoid or reduced negative impact on the community and maintain
constructive relationship between local communities and workers; and
3. Established standards on workers welfare and living condition at the
camp/ project site that provides a secure, healthy, safe, peaceful and
comfortable environment.

II. Mission:

To deter, protect and secure the workers, facilities and equipment


from all threats that may cause injury and prevent disruption in the project
site in order to create a peaceful working environment conducive for
development.

III. Concept:

a. General concept;

To ensure peaceful environment, the concept will be executed as


Follows: Established intelligence network at the barangay level (BIN);
Established intelligence network with the formal and informal intelligence
and information agencies; Manage the movement of workers, visitors and
other people that may cause security threats; Established a coordination
mechanism. Set up meetings, information sharing and referral mechanisms
for service providers and camp committees. Map links with other clusters
and sectors. Agree cross-cutting issues, and prepare and formally share this
information; and Establish two-way communication with the camp
population. Frequent predictable two-way communication between camp-
based populations and the community to create trust, accountability and
participation. A complaints mechanism shall be created.
b. Specific concept;

The Camp Commanders’ intent – is to harness all resources within


the project site and workers camp, coordination with other national
security sectors and emergency government agencies is very essential, a
proactive organization is at most important to mitigate and deny threat
groups in disrupting the construction activities in the project site.

I will do this by pooling the different security teams assigned in the


Project Site and workers camp into a single force in their 24/7 hours
security duties. An operations center will be activated to serve as the hub
of all reports and communications and will provide command and control
to all security units within the NGAC project.

1. Each contractor’s assigned security personnel will man the inner


security requirements 2 guards will manned their respective gates to
control traffic flow and inspection for the incoming and outgoing people
and deliveries, and 2 guards will serve as roving watch within their
individual area of responsibilities, and will render situation reports at the
operation center every four hours by radio and written report every 1730H.
Further, each project site will provide a watch tower station strategically
located in order to have a wider range of observation horizon. (Refer to
Annex C- Guide lines on Project site and camp security regulations)

2. AlloyMTD security guards will be responsible in manning the


operations center consolidate all security and other related incident
reports, man the main gate of the NGAC project and the workers camp.
They will be responsible on the security of the NGAC project perimeter,
road network and workers Camp.

3. On external security, in coordination with BCDA security


department, I will seek the assistance of the deployed SCAA in our Area of
Responsibility (AOR) since their mandated tasks is insurgency, the mere
presence of this para military unit is a big boost in deterring any sabotage
intent of any threat groups in the AOR.
4. On Intelligence, all personnel employed in the project will be
utilized for intelligence gatherings, aside from seeking assistance from
legitimate intelligence agencies of the government and other information
agencies. Intelligence information whether rumors or facts shall be given
outmost careful analysis, since it is the first step in making estimates as to
what protection level should be applied. Further, I will do this by
conducting lectures to selected personnel on the site and constant dialog
with the workers on the importance of intelligence information related to
the NGAC projects and its implications and effect should it result to the
stoppage of the project.
