Journeys can be risk ranked using the MARITME and INLAND WATER WAYS LAW ON MARINE

SAFETY, which categorizes risk as high, medium or low. While JRMP�s should be
developed which covers all journeys, priority should first be given to those that
present the highest risks.
Factors to consider when preparing Journey Risk Management Plans
Journey Timing and Duration � Is the route unsafe at particular hours of the
day (e.g. night time or during peak hours)?
� Has sufficient time been allowed to complete the journey within the required
hours, at safe speed?
Climate � What are the effects of rain or fog on the route?
Visibility � Is it good or bad?
� Is it reduced by the sun rising or setting?
Security � Is there a threat of hijacking or terrorism?
� Is there threat of sea piracy?
� Does any portion of the route fall in sensitive security zones, where
additional measures need to be taken?
Traffic Density � Is it light, medium or heavy?
Accident frequency � Does the route have a high accident frequency rate?
Environment � Does the route run close to sensitive areas or waterways?
Communications � Is there a requirement for periodic communication from the
crew?
� Are there areas from where the communication is not possible?
Emergency Support � Are there Emergency Support Facilities available along the
entire route length and are they well known to crew/support staff?

5.1. JOURNEY RISK MANAGEMENT PLANS FOR HIGH RISK ROUTES


A detailed JRMP must be completed for journeys that fall into the high-risk
category. Each of the above factors, plus any other that are identified in the
operating environment must be considered for each sector of the route, and
mitigations developed for any risks identified.

Materials and pipes need for the project shall be handled carefully by trained and
skilled personnel. All loading and off-loading shall be done in daylight and be
carried out by Fenog Nig. Ltd. this activity shall engage the use of approved and
pre-mobbed lifting equipment by NIGERIA OIL COMPANY.

3.1. IMPACT OF WEATHER ON SCHEDULE


Rain fall and high tidal difference will affect works at site. However, we will
strategise working time to suit the tidal challenges. We will also provide working
tent and canopies at site during work time.
Welding operations may be affected by the heavy rains. To mitigate that, all
welding will be done with a welded tent over the welding joint.

4. LOGISTICS MANAGEMENT SYSTEM QUALIFYING JOURNEYS


� All LIMITED journey shall be in support of client�s operations.
� All night journeys must be approved by LIMITED Director of Operations.
4.1. ROLE OF LOGISTICS MANAGER
� Fully responsible for planning, monitoring and analysis of the journey
including challenge of need for journey.
� Responsible for initiating emergency response of all sorts.
� Makes sure that the journey is being managed to close out.
� Initiates process to obtain/secure waiver for curfew violations where
necessary.
� Ensures quarter masters compliance to the journey management system.
