UE Attach procedure:

 The UE reads the System Information, broadcasted in the cell.


 The UE performs cell selection, based on the cell selection
parameters received from the system information and reads
the rest
of system information in the selected cell. Information available
in
the system info is also the available set of PRACH resources and
their corresponding RA-RNTIs. The UE will randomly select
Random Access Preamble and send it to the eNodeB (MAC
Protocol).
 eNodeB answers with Random Access Response (MAC
Protocol).

11 The UE requests establishment of the RRC connection by
sending
the message RRC Connection Request to the eNodeB. The UE
provides the UE id (S-TMSI, IMSI or a random identifier) and the
Establishment Cause of the RRC connection establishment.
Note! The UE is identified by the S-TMSI if the UE is registered
in
the TA of the current cell.
 The eNodeB creates SRB1 and its low layer entities and initiates
establishment of the RRC connection by sending the message
RRC
Connection Setup to the UE.
 13 The UE finalizes the establishment of the RRC connection by
sending the message RRC Connection Setup Complete to the
eNodeB. The UE indicates the selected PLMN and provides a
NAS
message to the eNodeB. In this case the NAS message is Attach
Request.
 The Attach Request message is provided to the MME in the
“Initial
UE Message”. The UE is identified either by the GUTI or the
IMSI
(in the Attach Request message). More about S1 signaling is
provided in S1AP chapter.
 15 MME sends Authentication Information Request to HSS
including
the IMSI to identify the UE/Subscriber. HSS responds with
Authentication Information Answer including the requested
number
of Authentication Vectors (Kasme, RAND, AUTN, XRES) used for
security and authentication between the UE and the network.
The
MME requests Authentication of the UE by sending the NAS
message “Authentication Request” to the UE including the
selected
RAND and AUTN, using the RRC DL Information Transfer.
 The UE verifies the AUTN, calculates the Kasme and sends
calculated
RES to the MME in the NAS message “Authentication
Response” to
the MME, using the RRC UL Information Transfer procedure.
 If the RES from UE corresponds to the value XRES received from
HSS, the MME sends the NAS message “Security Mode
Command”
to the UE to activate the NAS security functions (ciphering and
integrity protection), using the DL NAS Signaling Transfer
procedure.
 The UE acknowledges the activation of the NAS security
functions
by sending the NAS message “Security Mode Complete” to the
MME, using the UL NAS Signaling Transfer procedure.
 The default Radio Bearer, i.e. the Radio Bearer supporting the
default
EPS Bearer, is established using the Initial Radio Bearer
Establishment procedure. The Tunnel Endpoint Identifier (TEID)
and
the IP address for the UL (Serving GW) of the user plane
received
from the Serving GW are used. The NAS message “Attach
Accept”
(including the session management message “Activate Default
EPS
Bearer Context Request”) is transferred to the UE using Initial
Context Setup Request.
 eNodeB can initiate Integrity protection of RRC signaling and
NAS
signaling and encryption of the data using RRC Security Mode
Command.
 UE response using RRC Security Mode Complete.
 eNodeB will piggy back NAS Attach Accept message in RRC
Radio
Reconfiguration message.
 The default Radio Bearer, i.e. the Radio Bearer supporting the
default
EPS Bearer, in the UE as well and the answer is sent to eNodeB
using RRC Connection reconfiguration Complete.
 24 The confirmation is also sent to the MME in Initial Context
Setup
Response.
 Finally, the NAS message “Attach Complete” (including the
session
management message “Activate Default EPS Bearer Context
Accept”) is transferred from the UE, using the UL Information
Transfer procedure.
 And further to the MME using UL NAS Transport over S1
Interface.

In L12 there is the possibility to change only one parameter
related to the
Random Access.
