GENERAL REQUIREMENTS
SCOPE OF WORK
This Specification shall cover supply of all labor, material and equipment and the
performance of all works necessary for construction of the Border Control Facilities in
accordance with the Contract Drawings of the Specification and as may be further directed
by the Engineer.
This Specification shall be read in conjunction with all the other documents forming the
Contract. Any ambiguity between the documents forming the Contract shall be referred to
the Engineer for clarification in accordance with the provisions of the Contract.
The Contractor shall supply all materials required for completion of the works in
accordance with these Specifications.
If the Drawings do not contain particular materials and works which are obviously
necessary for the proper completion of the works, all such materials and works shall be
included for the appropriate items of the building construction works.
Unless otherwise specified, all materials and equipment which will become a part of the
permanent works shall be new and of good quality, and shall be subject to inspection,
examination and/or test according to the proper industrial standards as specified.
Working drawings, shop drawings and record, as built, drawings shall be prepared and
submitted by the Contractor to the Engineer for his approval as specified herein at no extra
cost. The Contractor shall also submit samples or catalogues of construction materials for
approval as specified without extra cost. The Engineer will check such samples or
catalogues for the assurance of compliance with the design concept and the Specification.
Civil and building works and services shall be designed and constructed in accordance with
recognized authoritative current international or national standards and codes of practice.
The standards and/or code of practice employed throughout the Works, where they do not
conflict with local by-laws, shall be of the approved standards issued by an internationally
recognized authority.
As far as is practicable, the standards or codes adopted shall be consistent throughout any
section of the works except in meeting superior specified requirements.
The Contractor shall investigate the existence of any local by-laws governing the proposed
works in Cambodia and he shall be deemed to fully comply with such requirements that are
effective 30 days prior to the date of bid submission.
The bidder shall include with his bid a schedule of standards and codes to be followed in
the design and construction of the works. Copies of these codes and standards shall be
made available to the Engineer and Employer.
1. EARTHWORKS
This section of standards and regulations concerns the handling, loading, transporting,
backfilling, and compacting of earth. In addition, this section applies to the construction of
buildings and structures and to the carrying out of earthworks for infrastructure elements,
such as: cable trenches, drainage, all types of embankments etc. When earth is being
excavated, these standards and regulations apply as far as the upper edge of the slope
regardless of distance from structure. These standards and regulations also apply to pile-
supported foundations and to earthworks for road building, and also to works in conditions
where there is subsoil or underground water.
Unless otherwise specified, the quality of materials, equipment and workmanship shall
comply with accepted international standards agreed with the Engineer.
All laying-out and measuring, both for Engineering preparation of the site and for all
structures, shall be carried out by the Contractor after studying documents describing any
investigations carried out. It is possible when carrying out work that difficulties, or
underground structures for which there is no documentation, may be encountered. The
Contractor's attention is drawn to the fact that he is required to notify the Engineer
immediately in writing of difficulties of this nature. The Contractor bears sole responsibility
for evaluating information provided and for estimating amounts of work to be done. If
necessary he shall carry out additional investigations with the aim of obtaining a clear
picture of the situation at the building site.
The contractor shall clear the site of all vegetation, rubbish, debris and other unsuitable
materials. The contractor shall dispose of all materials in a controlled manner off-site to a
location approved by relevant authorities.
The contractor shall check with the relevant authorities to determine what services are at
present on the site. The contractor shall locate and effectively seal of drain ends. When
necessary, contractor shall divert services still in use and provide all temporary works
necessary to maintain such services in full functional order. He shall reinstate such
services to the approval of the relevant authorities at the earliest opportunity and comply
with regulations and obtain necessary permits.
After the pipe is tested and accepted by the Engineer, backfilling with the sand shall be
carried out to cover the pipe by not less than 15cm. The remaining space up to the grade
may be backfilled with the ordinary soil as specified hereinbefore.
The sand shall not contain stones larger than 9mm diameter.
Care shall be taken in compacting the backfilled material not to damage the pipe by
excessive or concentrated compaction work.
For concrete structures of building, equipment foundations, tanks or the like, a rubble
foundation course shall be constructed on the excavated or embanked ground as shown
on the Drawings or where directed by the Engineer.
The rubble foundation shall be made of approved rubble or crushed stone having a
nominal size of larger than 65mm to a total thickness of 10cm or 15cm. The rubble or
crushed stone shall be well compacted with jumping rammer, vibrating soil compactor or
roller depending on the place to the satisfaction of the Engineer. Top faces of the
foundation shall be filled up with gravel or crusher-run of suitable size and made smooth
while compaction work proceeds.
These instructions give directions for laying masonry/brickwork using appropriate building
mortars.
Building mortar and bricks delivered must be checked for compliance with the original
order.
Materials must be stored in a dry place. Storage temperature shall not be lower than 10 C.
In all other matters the manufacturer's recommendations for storing the materials must be
observed.
Care must be taken that the use-by dates on building mortar are observed. The
manufacturer's information must be taken into account.
While work is in progress, laboratory tests must be carried out on building bricks for their
load-bearing capacity if more than 80% of the load-bearing capacity of the structure is
being used.
Tests for ease of laying and consistency of mortar shall be carried out 3 times per
shift. Here, depending on the purpose for which the mortar is being used, it shall be
necessary to guarantee that the mortar has the following consistency values
(slumping of standard cone):
- for laying walls using large blocks and slabs, and for embedding seams in
such walls - 5-7 cm;
- for normal work made from hollow bricks and ceramic stone - 7-8 cm;
- for work made from normal bricks, concrete stones and stones made from light
concrete - 9-13 cm;
- during transport of mortar - 14 cm.
For work made of natural stone, consistency of mortar shall be 4-6 cm, while for
filling in cavities it shall be 13-14 cm.
The strength of building mortar when compressed must be checked before starting
work and during work. When mortar is being made at a central location, these
checks shall comprise:

masonry and brickwork:
In accordance with the agreed international standards, the Contractor shall impose
the following directions which shall guide the construction laboratory when
performing quality control:
- Quality control instructions for materials to be used, their type, strength class,
and density limits (for items made of light concrete);
- Grades of building mortar (taking account of outside air temperature), and
grades for use when installing supports and elements between them and also
for use in reinforced masonry/brickwork;
- Requirements for reinforced masonry/brickwork; type of reinforcement, grade,
class and positioning;
- Instructions for systematic laboratory monitoring of the strength of bricks and
mortar as used on a structure, if required (where more than 80% of the load-
bearing capacity of the structure is being used).
Fresh building mortar being delivered to the site shall be accepted on the basis of a
technical data sheet or extracts from one.
2.4 MATERIALS
Building mortar and bricks to be laid shall be chosen in accordance with the agreed
international standards in accordance with the type of use and the requirements of the
plan.
Mortar shall only be prepared in the amounts that are needed for immediate use.
Grooves and openings shall be cut using suitable tools. Positions and sizes shall be as
required by other work that is to be done.
Joints between concrete parts and masonry/brickwork shall be tight and clean.
Small openings and toothing, if made subsequently, may only be made by drilling or
milling.
Stone segments for laying shall not be broken off from whole stones, but sawn off.
3. PLASTERWORK
• soundproof plasterwork;
• anti-radiation plasterwork;
• heat-insulating plasterwork;
• decorative plasterwork.
Norms for the following types of work must be taken into account:
The quality of finishing work shall comply with the agreed international standards.
Mortar used shall be checked in accordance with the agreed international standards.
3.4 MATERIALS
Plasterwork shall be done in accordance with the agreed international standards. The
standards given in those norms are in force as appropriate.
Allowance must be made for correct installation and inspection of all openings, built-in
items, interior sanitary and electrical networks, and other types of work.
Plasterwork bases (netting) shall be firmly fixed so that they does not sag or bend.
Fastenings shall be strong and no damage from corrosion shall appear.
Preparation of bases for plasterwork shall be appropriate for the particular features of the
plasterwork to be done.
Netting must be installed at places where plasterwork borders on door frames or built-in
wooden components.
Steel structures, steel fasteners etc. which are to be incorporated shall be hot-galvanized.
Surfaces of dissimilar metals which come into contact shall be protected against contact
electrolytic corrosion.
4. METALWORK
Standards and regulations for the following associated types of work must be taken into
account:
- Drawings and descriptions, on the basis of which designs, dimensions, installation and
securing of structural elements are specified;
- Technical data sheets for items, and manufacturers' certificates for ready-made
structural elements;
- Statics data.
All materials supplied shall be protected from damp, corrosion, and other harm.
4.4 MATERIALS
All structural elements that are to be installed shall comply with the norms specified.
All steel elements that are to be installed on the outside or in damp places shall be hot-
galvanized.
Long-term protection from corrosion shall be provided for structural elements to which
access is not possible after installation.
Components used for joining and fastening shall be made in such a way that the
construction units may freely expand, contract, and move with temperature variations.
When dissimilar materials touch, provision must be made for suitable measures to prevent
contact corrosion.
Quality of welding work must be guaranteed. If zinc-coated items are welded, the places
shall be painted with zinc-powder-based paint after welding.
All visible edges and joins shall be carefully deburred and fully polished.
Anchor fastenings for structures shall be installed in such a way that correct transfer of
forces is provided.
5. WOODEN STRUCTURES
Norms and regulations for the following types of work shall be taken into consideration:
Working drawings and strength and rigidity ratings for load-bearing structures. Data shall
be given in the drawings about materials, structural elements, methods of joining, use of
preservatives, fire and water resistance, and installation instructions.
They shall be stored in enclosed premises with good ventilation and shall be protected
from sharp variations in temperature and moisture.
5.4 MATERIALS
Nails. Sizes and lengths shall be suitable for the conditions. Nails for exterior work shall
be galvanized. In cases where nails are not suitable, bolts shall be used.
All materials shall comply with delivery norms with regard to strength, quality, moisture
resistance etc.
5.5 FITTINGS
Fittings and joining components shall be supplied according to the Contractor's choice.
Veneer elements are fitted in complete sheets or in strips across an entire surface. Joins
shall be as fine as possible. Unevenness shall be smoothed out.
If partitions are to be installed in washrooms and toilets, they shall be made in accordance
with data provided by the manufacturer.
All surfaces must be evenly polished. Nails and bolts which project out shall be
countersunk.
Surfaces in places where a transparent coating is to be applied must be treated with a filler
that matches the colour of the coating.
Surfaces in contact with materials containing cement must be treated with preservative.
Openings must be provided for pipes, items to be installed, sockets, etc. Positions of
openings must be checked on the spot.
If built-in elements are to be adjusted on site, sufficient allowance must be left for trimming.
Electrical work and sheet metal work must be carried out prior to this stage.
Carpentry / joinery:
- Benches
- Cupboards and shelves
- Fittings.

- Partitions for washrooms and toilets.
6. PAINTWORK
- Silicate paints;
- Paints based on polymer cement;
- Water-soluble paints for interior use;
- Water emulsion paints;
- Oil and alkyd paints;
- Enamel paints;
- Stable-intermediate-products paints based on polymers made from petroleum
hydrocarbons;
- Organic silicon paints.
Norms and regulations for the following associated types of work must be taken into
account:
- Plasterwork;
- Concrete work - cast-in-place concrete;
- Concrete work - concrete for precast items;
- General metalwork.
Paints are to be delivered immediately before use in order to avoid prolonged storage.
Paints must be stored in a manner appropriate for their purpose and composition.
Manufacturer's name and type of contents shall be shown on drums delivered. When
receiving materials, this data must be checked against quality certificates.
When deliveries are made to the storage place, paint is to be inspected to check that it
complies with the standards for the particular material.
6.4 MATERIALS
All types of paint that meet the requirements of these instructions may be used.
Before starting work care must be taken that the work surface is dry and clear of dust and
grease marks, and free of cracks and dirt.
Methods used for applying paint depend on type of paint, surface, and external influences.
Paint shall be applied in accordance with the instructions for the particular paint and in
accordance with the regulations for doing the work.
In certain types of work, a subsequent coat of paint shall be applied only after the previous
coat has dried and hardened.
6.6 APPLICATION
All metal components, other than galvanized steel, shall be prepared and primed in the
shop and finish painted after erection. Metal cabinets and machinery shall be prepared,
primed and given two coats of paint in the shop and all damaged places shall be cleaned
and touched-up after installation is completed.
7. FLOOR-BASE WORK
- Floor bases
- Mosaic floors
- Coatings using synthetic resins
Norms and regulations for the following associated types of work must be taken into
account:
- Concrete work
Samples are to be taken daily from prepared floor-base mixtures and analysed; also, after
hardening, samples are to be tested after 7 and 28 days.
Materials stored on site shall be protected from moisture by film or similar material.
Floor base from an individual production run shall be of uniform structure and colour and,
as appropriate, shall have exactly the same markings applied by the manufacturer in
exactly the same places.
- Manufacturing number
- Manufacturer
- Quality group
- Strength class
- Date of manufacture.
Coating of concrete or of cement floor base with synthetic resin is done using chemically
active resins. Chemical composition of resin, thickness of layer applied (normally 2.0 mm),
and also use of compounds to make surfaces non-slippery, are to be agreed in detail with
the supplier depending on the specific requirements for the individual premises.
Supplier's/manufacturer's instructions for use must be taken into account.
7.4 MATERIALS
The load-bearing covering shall be dry before laying takes place, and any holes shall be
carefully sealed.
All walls shall be separated off using a spacer made from a suitable material which shall
reach at least 3 cm higher than the upper edge of the floor base.
Metal structural elements below the floor base shall be protected using coatings, facings
etc.
Floor base may only be installed where the temperature is at least +10 C, unless binders
used require or permit other temperatures.
Floor base, even if made with a slope, shall have an even surface.
All areas shall be rubbed over and smoothed out for laying the upper layers of the floors.
Anhydride, magnesian or cement floor base, and overall insulating layers to be covered by
stonework or tiling, shall be at least 30 mm thick, and cement floor base shall also be
reinforced.
Floor bases shall be protected from excessively fast or uneven drying. Measures shall be
taken to prevent draughts.
Floor bases shall harden sufficiently before the upper covering is laid.
All cut joints in floor bases shall be filled with a long-lasting elastic material before the
upper covering is laid.
Mosaic floors shall be ground, treated with compound, and polished during hardening, to
obtain a large-grained effect.
8. CERAMIC-TILED FLOORS
- Preparation of surface
- Laying tiles on a layer of mortar or using adhesive
- Sealing of joints.
Norms and regulations for the following associated types of work must be taken into
account:
- Technical data sheets for products, specifications, instructions for adhesives and
mortars for use when laying tiles
- Samples of tiles
- Certificate from manufacturer who is delivering tiles in accordance with delivery
specifications.
Quality control of materials shall comply with the agreed international standards.
8.4 MATERIALS
Tiling, adhesives and mortars shall comply with the quality requirements of the standards
given.
Tile adhesives shall be selected depending on the surface and the purposes for which the
premises are to be used.
Compounds for sealing joints are applied without shrinking on a cement base.
The colour of compounds to be used for sealing joints shall depend on the colour of the
tiles.
If used in laboratories, compounds used for sealing joints shall be resistant to the effects of
chemicals. Ceramic Non-Slippery Floor Tile : Tile for all floor areas indicated as ceramic tile
on the drawings shall be natural clay, vitreous, non-slip type ceramic 8”x8” for Water closet
size and 16”x16” for Floor with plain or cushion edges. The color of floor tile shall be
selected and approved by the Engineer. The tile shall contain not less than 7.5 per cent of
abrasive by weight and be a minimum 7.5 mm thickness.
Width of joints shall be uniform, and joints shall be watertight and without cavities, cracks,
excess mortar/adhesive or excess filler.
Expansion joints shall not contain excess mortar or excess joint filler.
Sealing of joints between tiles shall be done after the mortar or adhesive has set. The
manufacturer's instructions shall be followed.
Newly-laid ceramic tiling shall not be allowed to bear loads until the adhesive or mortar has
set, and it shall also be protected from damage if other work is to be done in the relevant
area.
8.6 SAMPLES
The following samples of materials proposed for use shall be submitted to the Engineer
approval before materials represented by the samples are delivered to the project site:
- Floor Tile : Duplicate sheets of tile, showing colours and patterns to be used.
Norms and regulations for the following associated types of work must be taken into
account:
- Floor-base work
- Laying ceramic-tiled floors.
- Drawings and descriptions of floorings and facings selected, and methods for laying
them.
Concrete slabs and factory-made natural stone slabs shall be manufactured, delivered and
laid in accordance with the specified norms.
9.4 MATERIALS
Factory-made natural stone slabs may be used. Variations in colour and structure caused
by different production methods, but where concrete composition is identical, are allowed.
This also relates to natural differences in colour in a single aggregate.
Mortar for laying slabs shall be prepared in accordance with the agreed international
standards. Its composition shall depend on the use to which it is to be put and the products
that are to be used.
Slabs shall be laid to one horizontal straight line, to a vertical line, or with a slope if
necessary.
Slabs with dimensions up to 50/70 cm shall be laid on a layer of mortar, while slabs of
larger dimensions shall be laid directly.
Different types of flooring shall be separated by seams (separators made from non-
corroding metal).
Transitions between one material and another shall not be visible under doors when the
doors are closed.
After laying and before acceptance, slab surfaces shall be provided with suitable
protection.
Mortar shall be used when laying floors or paving steps in the open air.
These instructions relate to the facing of walls with ceramic tiles in the following way:
- Preparation of base
- Dealing with joins
- Laying onto mortar layer, or using adhesive
Norms and regulations for the following associated types of work must be taken into
account:
- Stonework/brickwork
- Plasterwork
- Technical data sheets for products, specifications, and instructions for adhesives and
mortar for use when laying tiles
- Samples of tiles
- Manufacturers' certificates
Quality control of materials shall comply with the standards specified. Work shall be
monitored in accordance with the agreed international standards.
10.4 MATERIALS
Tiling materials, mortar and adhesive shall comply with the quality requirements of the
standards given.
Adhesives for use when laying tiles shall be selected depending on surface to be covered
and purpose for which premises are to be used.
Compound for sealing joints shall be applied without shrinking on a cement base. The
colour of compound used for sealing joins shall depend on the colour of the tiles.
In laboratories, compound used for sealing joins shall be resistant to chemical attack.
Glazed Wall Tile for wainscots shall be nominal 8”(20 cm) square, approximately 3/8 inch
(0.95 cm) thick and shall have a non-vitreous body, glazed surface with a high gloss finish,
Special shapes are required for sills, jambs, and recesses or offsets to produce a complete
and neatly finish installation.
Width of joins shall be uniform. Joints shall be waterproof and without cavities, cracks,
excess mortar/adhesive or excess filler.
Expansion joints shall not contain excess mortar or excess sealing compound.
Joints between tiles shall be filled after the mortar or adhesive has set. The manufacturer's
instructions shall be followed.
Freshly-laid tiles must not bear loads until the mortar or adhesive has bonded.
10.6 SAMPLES
The following samples of materials proposed for use shall be submitted to the Engineer for
approval before materials represented by the samples are delivered to the project site:
- Wall Tile : Duplicate panels of 4 tile each, showing range in shades of each color.
These instructions concern the making of light partitions, suspended ceilings and wall
facings. They relate to:

account:
The materials and designs of walls and ceilings made from separate components shall
guarantee that structures with uniform surfaces are obtained.
Plasterboard materials and other facing materials shall be supplied shrink-wrapped in film
and shall be stored in a horizontal position.
Slabs and suspended structures shall be protected from damp and wetting.
11.4 MATERIALS
Boards for light partitions and for ceiling facings shall comply with the norms specified.
Surfaces of light partitions and suspended ceilings may be made from materials other than
plasterboard. If this is done, the relevant requirements of the norms specified shall apply.
Plasterboard slabs shall not be used in damp or wet situations; in these situations, other
boards may be used, but only if they are clearly marked as being water-resistant.
The making and installation of suspended structures for light partitions and ceilings, and
the facing of them, shall be done in accordance with the norms specified and with the
manufacturer's instructions.
Damage to wall facings shall be removed using the appropriate material, and the places
where the damage was shall not be obvious.
Walls shall be coated (so that they are ready for painting and wallpapering or for facing
with tiles).
The surface finish on ceilings depends on the material used and shall be agreed with the
Engineer.
12. ROOFING

Norms and regulations for the following associated types of work must be taken into
account:
In temperatures lower than +5oC, rain, or wind, roof insulation work using material in rolls
shall only be done if additional protective measures are carried out.
12.4 MATERIALS
The materials that the Contractor proposes to use shall comply with the norms specified.
Roof tiling shall be “CPAC MONIER” red colored, centurion model as manufactured by
Siam Cement co., Ltd. or equivalent approved by the Engineer. Installation shall be strictly
in accordance with the manufacturer’s instruction.
The suitability of the roofing work surface shall be established before work starts.
When sealing a roof using roll materials, local overloading of load-bearing structures and
damage to the roll materials must not be allowed to occur while work is in progress
(suitable footwear!).
Work in places where the roof meets walls or where connections are made with
installations passing through the roof must be done especially carefully.
Places where interior drains connect with the roof shall be provided with extra
waterproofing.
When doing this work, guidance shall be taken from the agreed international standards.
13. WATERPROOFING
Norms and regulations for the following associated types of work must be taken into
account:
The quality of waterproofing work shall comply with the requirements of the plan.
In temperatures lower than +5 C, rain, or wind, waterproofing work shall only be done if
additional protective measures are carried out.
13.4 MATERIALS
Materials shall comply with the norms specified, shall be used as instructed by
manufacturers, and shall be suitable for the purposes for which they are being used.
Preliminary acceptance shall be carried out in accordance with the criteria given in the
agreed international standards.
Waterproofing work shall be carried out in accordance with the agreed international
standards and the requirements of the plan.
Waterproofing to deal with water under pressure shall be carried out by competent
specialized firms.
Vertical waterproofing mats coming into contact with the ground (backfill) shall have
physical protection (tiles, masonry etc.).
14. WINDOWS
These instructions concern the manufacture and installation of windows made of:
- Metal
- Plastic
- Wood,
including:
- Window fittings
- Window sill slabs
- Fixing components
- Roller-type shutters
- Glazing work
- Glass building blocks.
Norms and regulations for the following associated types of work must be taken into
account:
- Metalwork
- Paintwork.
- Drawings of designs, catalogues for each window type, specifications for windows,
details of methods for fixing windows
- Manufacturers' certificates.
Windows to be supplied shall be made by a suitable firm with experience in this field.
Two months before the windows are to be delivered, the Contractor shall provide the
Client, at a place specified by the Client, with a sample window together with a certificate
for that window from a recognized test institute.
The type of window that is to be provided as a sample shall be selected by agreement with
the Engineer. When the Client approves a sample window, all subsequent windows shall
be supplied at that quality.
All expenses connected with inspection and agreement of documentation shall be borne by
the Contractor.
14.4 MATERIALS
When manufacturing windows, only materials which guarantee that end products comply
fully with norms specified may be used.
The windows shall be made so that they are capable of withstanding the loads imposed by
exterior forces. Special care must be taken that frames and glass in the middle can
withstand wind loads and are not liable to be damaged.
Misting, condensation, and moisture that penetrates from outside shall be able to flow
away through drainage holes.
Window fittings shall be delivered together with the windows (as standard).
The surfaces of window frames shall be even and without sharp edges and knots.
Care must be taken that apertures are of sufficiently large sizes and that suitable fixing
components are used.
Sizes of apertures in the building prepared for alignment shall have tolerances such that
loads from temperature variations do not affect window frames.
Before a window is installed, checks must be made that there are no flaws and that all
fittings are present.
Care must be taken that window frames are not deformed during installation.
After setting, excess heat-insulating material shall be removed. The joins left shall be
plastered.
After work is completed, window glass shall be cleaned. Only non-aggressive cleaning
materials shall be used.
These instructions concern the manufacture and installation of all types of doors and
entrances, which must be:
- Standard
- Semi-fire-resistant
- Soundproof
- Anti-fire
- Smokeproof
- Frames
- Fittings
- Glazing,
Norms and regulations for the following associated types of work must be taken into
account:
- Metalwork
- Paintwork.
- Drawings, catalogues, and technical data sheets for products. Documentation shall
show shapes of door frames, dimensions, methods for ensuring rigidity, attachment of
door locks, glazing apertures, and fastening with pins

- Manufacturers' instructions for installing doors.
Each door shall carry a label showing building and number of door.
15.4 MATERIALS
Only materials which guarantee that end products comply fully with the norms specified
shall be used for manufacturing doors and entrances.
Care must be taken that all apertures are sufficiently big and that suitable fixing elements
are used.
Sizes of apertures in the building prepared for alignment work shall have tolerances such
that loads from temperature variations do not affect door frames.
Before doors are installed, checks must be made that there are no flaws and that all fittings
are present.
Care must be taken that door frames and door fabric are not deformed during installation.
After setting, excess heat-insulating material shall be removed. The joins left shall be
plastered.
After installation, doors shall be checked for easy opening and closing, and adjusted.
After installation, the doors shall be cleaned. Only non-aggressive cleaning materials shall
be used.
Wooden door leaves shall be flush and assorted panel types 40mm in total thickness,
installing panes, wood louvers and panels as shown on the Drawings.
The plywood shall be covered with teak laminate, and varnished. Panes or louvers, if
provided, shall be fixed with adequate beads.
15 7 HARDWARE
The Contractor shall supply and install the hardware for the wooden doors as listed in the
Drawings.
The Contractor shall submit catalogues or samples of the hardware to the Engineer for his
approval.
Hinges : Bronze or stainless steel, 13cm in approximate size, 3 hinges for each
door leaf;
Knobs : Stainless steel;
Lock Sets : Bronze, cylindrical lock, 3 sets of key to be furnished;
Door Closer : Die-cast aluminum body, oil and spring activated with 90 degree stop
device;
Push and pull : For toilets door, plastic made 15cm x 25cm in handle size.
These instructions concern the delivery, laying, and installation within the construction site,
of the following systems:
and also sanitary fixtures and fittings with all accessories needed for the system to work.

In addition, the Contractor shall submit documents confirming compliance with all safety
requirements. Statements and records shall be attached to the working documentation.
The Engineer's Representative shall be informed a week before acceptance is due to start.
In accordance with the terms of the Contract, acceptance of engineering work shall be
carried out jointly with a competent representative of the Engineer.
Prerequisites for acceptance to take place are that tests have been carried out faultlessly
as specified above, and that operating staff have been given instructions.
16.4 MATERIALS
Pipeline networks in buildings shall be made from hot-galvanized steel pipe with hot-
galvanized fittings, and sanitary units must be connected to the steel pipes with brass
connectors.
The point where the cold-water pipe enters the building shall be equipped with all
necessary devices and fittings.
Air valves on hot and cold-water pipes shall be fitted at the highest points. Water shall be
removed from the air valve by a pipe (minimum diameter 20 mm) through a hydraulic shut-
off into the drains.
Pipes shall be coated with layers of preparatory and coating paint as prescribed by norms.
If necessary they shall be provided with heat insulation and condensation-proofing.
Cold-water pipes shall be led a sufficient distance away from parallel hot-water and heating
pipes.
When cold and hot-water pipes are being laid one on top of the other, the cold pipe shall be
at the bottom.
Cold-water pipe systems outside buildings shall be made from pressure-bearing cast iron
pipes, and all other pipe systems shall be made of hot-galvanized steel pipe.
Domestic drainage from buildings shall be provided using plastic or cast-iron drainage
pipes.
Sanitary fittings shall be connected to heat-resistant plastic pipes. Drainage risers in the
basement or in the floor of the ground floor shall lead down into cast-iron drainage pipes.
Air shall be led away through vents in the risers leading through the roof.
Beyond outlet sumps, pipelines for rainwater and domestic drainage shall consist of
earthenware pipes, or, for large nominal sizes, of concrete pipes; minimum diameter shall
be 150 mm.
The following equipment and sanitary and other fittings shall be supplied and installed:
- Taps for shutting off hot and cold pipelines up to 'Du' 50 made of cast tin-zinc bronze
with threaded connectors for steel pipes
- Pumping equipment
- Fire-fighting stopcocks
- Chrome mixer taps for washbasins
- Porcelain washbasins
- Mirror and bracket for mirror
- Paper-holder
- Porcelain lavatory pan with flushing tank and lavatory seat and lid
- Porcelain urinal with flushing valve
- Drains in the floor
- Downpipes on the roof, protected against frost or even heated, with grating
- Flange parts for scouring
- Non-return valves
- Grease trap
- Shafts leading to networks
- Rain gutters on roads
- Fire-fighting facilities.
Sanitary wares shall be “COTTO” as manufactured by The Dynasty Ceramic Co., Ltd. or
equivalent approved by the Engineer. The color of sanitary wares shall be standard color
and installation shall be in accordance with the manufacturer’s installation.
The contractor shall submit the catalogues of the sanitary wares for the approval of the
Engineer.
In his Proposal, the Contractor shall indicate the main manufacturers and suppliers of the
equipment that is to be used, attaching the relevant catalogues and brochures.
The minimum depth for laying pipes shall be established depending on the climate zone
and risk of physical harm, and shall be measured from the top of the pipe for pressurized
pipes, and from the bottom of the pipe for gravity-flow pipes.
All drainage pipes shall be laid in accordance with section 2 "Earthworks" and with the
agreed international standards. Degrees of slope as given in the agreed international
standards shall be observed. Backfill shall be carried out in accordance with section 2
"Earthworks".
Fastening devices shall be long-lasting. Here, care must be taken that noise transmission
is definitely excluded and that excessive forces are not transmitted to building structures.
Pipes in sanitary units which will become inaccessible shall be protected with special care.
Making openings by gouging is not allowed. If there are no slots, they shall be milled using
a special tool or drilled out.
Points of entry into buildings shall be made in accordance with agreed international
standards. Unless otherwise required, a metal housing shall be built into the exterior wall
and its inner diameter shall be 40 cm greater than the outer diameter of the connecting
pipe, and the intervening space shall be filled with an elastic material.
Pipes being led along hidden grooves in walls must be provided with heat insulation.
Changes in direction in drainage pipes are only permitted using 15 , 30 or 45 pipe bends.
The joining up of 15 and 30 bends to obtain 45 bends is not allowed.
Grease traps shall be situated outside the building but as near as possible to the places
where the grease-bearing pipes come in. If necessary, pipes shall be provided with heat
insulation or with heating. Discharge pipes shall be earthenware.
These instructions cover the delivery and installation of ready-to-run air conditioning and
ventilation systems.

Bidder shall indicate the main manufacturers and suppliers of the equipment that is to be
used, attaching the relevant catalogues and brochures.
Fixing arrangements for pipelines, air ducts and air conditioning components shall be long-
lasting and consist of steel fasteners on pins or screws, including wood-screws. Care shall
be taken that transmission of noise is prevented and that excessive forces are not imposed
on structures.
Pipes and air ducts that will become inaccessible shall be fixed with special care.
The ratios for height and width dimensions of ventilation channels shall be complied with
the current agreed international standards
All channels shall be made in such a way that they offer a minimum of air resistance.
Noise of air movement shall not exceed the values laid down by the relevant norms.
Intake channels positioned before heat exchangers shall be made condensation-proof, and
air channels lying beyond heat exchangers shall be heat-insulated.
Pipeline connections shall be welded or threaded, while air-duct connections shall be made
using grooves or flanges.
At places where pipes pass through walls or overhead coverings, steel liners shall be
provided.
To achieve the required level of fire resistance in transit air ducts, fire-safety measures
shall be provided.
These instructions concern supply of materials and equipment, and also work as follows:

done under the Tender.

shall be hot-galvanized. Welded joints on surfaces of items which have been hot-
galvanized shall be cold-galvanized.

- Cable broadcasting
- Television broadcasting
- Fire alarms
- Cable networks
Norms and regulations for the following associated types of work must be taken into

- Making good the site.

shall be hot-galvanized. Welded joints on surfaces of items which have been hot-
galvanized shall be cold-galvanized.
Places where cable ducting and cables enter buildings shall be sealed.
20.1 GENERAL
The work under this Section shall comprise the supply of all labor, materials and plant and
the performance of all work required for waterproofing and damp proofing for the buildings
as shown on the Drawings or as directed by the Engineer and as specified herein.
20.2 MATERIALS
All materials shall be best quality and shall comply with the agreed international standards.
The Contractor shall submit samples or catalogues of the waterproofing and damp proofing
materials to the Engineer for his approval.
The membrane waterproofing shall be of polyvinyl chloride membrane roofing for the
roof and the interior floor with the thickness of approximately 2.0mm.
20.3 WORKMANSHIP
Membrane Waterproofing:
The membrane waterproofing shall be laid onto smooth, primed 15mm thick base
mortar placed on the concrete slabs by applying epoxy resin or urethane resin
adhesive.
The membrane shall be well rolled with minimum 65mm overlaps and laid strictly in
accordance with manufacturers instructions.
The extruded aluminum flashing shall be provided on the parapet walls to cover the
end of membrane waterproofing by using plastic screws and sealed all around the
flashing and the end of waterproofing as shown on the Drawings. Aluminum surfaces
in contract with masonry, concrete, dissimilar metals shall be coated with bituminous
paint, vinyl primer or zinc chromate paint.
The Contractor shall submit the guarantee certificate of each materials to be obtained
from manufacturer to the Engineer.
Damp proofing:
The polyethylene film shall be laid onto 30mm thick lean concrete placed on the well
compacted backfill with not less than 150mm side and end laps.
A layer of protection concrete shall cover the entire surface of the roofing waterproofing
membrane with a minimum thickness of 5 cm and finished by steel trowel.
The concrete shall be reinforced with 6 φ, 100 by 100mm steel welded mesh and provided
with expansion joints to the full depth in a grid pattern of not larger than 3m. Top of the
joint shall be filled up with asphalt compound to a thickness of 25mm on top of bituminous
or foamed plastic board.
21.1 GENERAL
The work under this Section shall comprise supply of labour, materials and plant and the
performance of all work necessary to supply and install aluminium doors, windows, louvers
and frames in the buildings. The work shall be performed as shown on the Drawings or as
directed by the Engineer and as specified herein.
The Contractor shall submit shop drawings showing details of various parts, method of
anchoring and any other pertinent details for the approval of the Engineer.
Before placing orders, the Contractor shall submit catalogues of hardware to the Engineer
for his approval.
All aluminium sections shall be of extruded aluminium satin anodized color finish and
before delivery shall be protected with strippable plastic. The plastic shall be removed after
the major construction work has been completed.
Doors and windows shall be furnished and installed complete with door and window
frames, fixing lugs and glazing beads. Fixing lugs shall be firmly secured in the openings
and the frames attached to the lugs so that glazing surfaces are vertical.
Prior to installation of doors, windows and louvers, the Contractor shall ensure that the
surface of the concrete or steel to receive the frames are free from all loose and foreign
material. All surfaces of the aluminium in contact with cement mortar, concrete or dissimilar
metals shall be coated with bituminous paint or provide polyethylene film. The frames shall
be installed in vertical planes without warping and shall be adjusted before glazing is
commenced. Spaces between the frames and the surrounding concrete shall be grouted
with cement mortar and outdoor perimeters sealed with approved caulking materials.
Insect screen shall be fabricated of extruded aluminium frames with wire secured in frames
to the inner side of windows and louvers by means of splint or galvanized screws. Screen
unit shall be removable and revisable. Screen wire shall be aluminium mesh, stainless
mesh or other approved wire.
The Contractor shall submit catalogues or samples of the hardware to the Engineer for his
approval.
- Floor Hinge : Cast iron body with stainless steel cover, oil and spring
activated with 90 degree stop device;
- Push and Pull Handle : For entrance door, stainless steel, 20cm x 20cm in size;
- Hinge : Bronze or stainless steel, 13cm in approximate size, 3
hinges to each door leaf (less than 2.1 meters high);
- Knob : Stainless steel;
- Lock Set : Bronze, cylindrical lock, 3 sets of key to be furnished;
- Door Closer : Die-cast aluminium body, oil and spring activated with 90
degree stop device;
- Door bolt : Bronze, surface or flush type;
- Sash fastener : Die-cast aluminium.
22.1 GENERAL
The work under this Section shall comprise the supply of all Labour, materials and plant
and the performance of all work necessary for the glazing work in the buildings. The works
shall be performed as shown on the Drawings or as directed by the Engineer and as
specified herein.
22.2 GLASS
Door and window panes shall consist of the following types of glass:
The brand and quality of glass shall be subject to the approval of the Engineer.
22.3 GLAZING
All panes shall be accurately cut to fit in the frames with 3mm clearance all around. Panes
in windows or door leaves shall be set in glazing mastic applied on all four sides for the full
length by using spacer shims and vinyl splinted glazing bead as recommended by the
manufacturer.
All door and window panes shall be cleaned and polished when the building work is
completed.
23. CEILINGS
23.1 GENERAL
The work includes providing all material and related items necessary to complete the works
indicated in the drawing and specification.
23.2 MATERIALS
1.1 Gypsum Board shall be the agreed international standard products thickness as
shown on drawing.
1.2 Grid frame shall be galvanized steel, type size and thickness as standard design on
ceiling manufacturer.
1.3 Ceiling opening for electric and mechanical works shall reinforced by addition
members of the same size as main frame.
1.4 Acoustic ceiling shall absorb sound energy at reflectance at least NRC 0.9 when
tested.
23.3 WORKMANSHIP
Suspension ceiling shall be installed by as shown on the drawing in accordance with the
manufacturers recommendations and with approval of the Engineer.
