ANNEXURE I
SCOPE OF WORK
1. System Installation Details:-
The power to this 11/0.433 kV Substation is received from 33/11 kV substation of the
UPPCL. There are 20 nos. transformer of 1000/2000 kVA, HT/LT Switchgears panels in
06 (six) Nos. Of sub-stations at different locations but inside HAL factory. The scope of
work of this tender starts from the 11kV VCB/ACB panels at 11/0.4kV sub-Stations
including Earthing system to shop side distribution panels.
2. Operation of Electrical Sub-stations:-
The Six nos. of sub-stations to be operated in three shifts (A,B & C Shift) round the
clock basis. The sub-stations are equipped with HT/LT Panels for power distribution,
capacitors/ capacitors Bank etc. The contractor have to engage semi skilled electrician
with qualification of ITI in Electrical trade with adequate experience in electrical
maintenance work and unskilled electrician helper with adequate experience in electrical
maintenance work to run all the six sub-stations as per safety and factory rules.
Deputation of persons in duty shall be as follows:-
1st shift from (06:30 hr to 14:30 hr):- 3 semi skilled + 2 helper

2nd shift from (14:30 hr to 22:30 hr):- 3 semi skilled + 2 helper


3rd shift from (22:30 hr to 06:30 hr):- 3 semi skilled + 2 helper.
The capacity of six sub-stations located inside factory is as detailed below:

Sub-Station #1 capacity of 2000 KVA, 11KV/433 Volts, consisting Two Transformers of


1000 KVA each.

Sub-Station #2 capacity of 4000 KVA, 11KV/433 Volts, consisting Four Transformers of


1000 KVA each.

Sub-Station #3 capacity of 3000 KVA, 11KV/433 Volts, consisting Three Transformers of


1000 KVA each.

Sub-Station #4 capacity of 3000 KVA, 11KV/433 Volts, consisting Four Transformers of


1000 KVA each.

Sub-Station #5 capacity of 8000 KVA, 11KV/433 Volts, consisting Four Transformers of


2000 KVA each.

Sub-Station #6 capacity of 4000 KVA, 11KV/433 Volts, consisting Four Transformers of


1000 KVA each.
The work also includes ON/OFF switching of Machine Shop and Tool Room lights during morning,
lunchtime etc as directed by Engineer -In - Charge.
One Supervisor who is well experienced to attend in operation & maintenance and
trouble shooting of power system possessing a valid electrical license/electrical
competence certificate up to 11kV has to be made available at short notice for
maintenance work as and when require this will be deemed to be covered in the quoted
cost. He should visit the installation quite often for supervision. He must be very much
accessible for the staff so that he can extend his services at any time. This engineer
should visit the site and see the installation at least once a month to ascertain proper
supervision. He will be responsible and shall be supervising the system and other
activities and record the findings in logbook. Any other man power required shall be
made available by the contractor for the proper functioning and maintenance of the

system & this will be deemed to be covered in the quoted price. (Reliever should be
arranged by the contractor in quoted rates).
Care should be taken so that the system does not lead to major breakdown and in case
the system goes into fault, it should be rectified within the shortest stipulated period. If
the power supply to any of the services due to which the work suffers even for a day, an
amount equal to 1/30th of the monthly contracted amount per day (reckoned from the
day of breakdown up to restoration) will be deducted from the monthly payment.

Substations need to operate and maintain round the clock i.e.24x7 modes (365
days).The contractor is required to maintain the whole power system available
right from receiving power at 11KV VCB panel and up to shops/building
including earthing.

3. Preventive Maintenance:- The scope of preventive maintenance in general is given


below for guidance. Any other work necessary for the proper maintenance of the system
as per good engineering practices will have to be done by the contractor in consultation
with the Engineer-in-charge, so as to keep the system in a trouble free operational
conditional condition and supply power to shops/buildings.

A. Work to be done daily:-


i. The readings of the voltage, power factor, real power, and other
related parameters through various meters/static power monitors
etc. shall be checked and recorded in the Log-book/Register
(provided by contractor) as per norms. Necessary action is to be
taken if the readings are not normal. The technical staff deputed at
site by the service agency should mention work performance and any
other work required by the equipment for proper functioning.
ii. To see for any lighting system flickering or fused bulbs/indicator lamp
etc.
iii. The substation will be kept in safe/clear condition. The substation will
be cleaned daily by engaging cleaning staff with in quoted rates.
iv. Engineer-in-Charge is to reported in writing for any malfunctioning of
the Equipments to take appropriate action.
B. Work to be done weekly:-
i. To check the fuses and other panel components at least visually.
ii. To check the lugs/thimbles/terminals points of the electrical panels,
switches, starters, indication lights, contactors, switchgear etc. and
to be replaced whenever required. Spares will be provided by HAL.
iii. Cleaning of all the equipment and keeping them in neat and clean
condition.
C. Work to be done monthly:-
i. Cleaning of the interiors of the switchgears panels by vacuum/air
blower /wiping them to make neat and dry condition.
ii. To check the contacts of various contactors, cleaning/rubbing and
changing of contacts with necessary permission for shutdown from
the Engineer-in-charge.
iii. To check the inter-locking of the various equipment and trip circuits.
iv. To water the Earth pits for proper Earth resistance and checking the
joints and continuity of Earth conductors visually and measure the
earth resistance of Earth pits and to ensure that they are in the
tolerance range.

D. Work to be done six monthly:-


i. To check the entire switch boards and tightening the cable joints,
SFU’s and any other activity to be carried out for proper maintaining
the electrical installation.

ii. Cleaning of panels, cable trenches and cable ducts etc. concerned
with the power control systems.
E. Work to be done within a year:-
i. To check and to carry out servicing of the VCBs/ACB/SFUs if
required.
ii. Filtration, dehydration including topping up transformer oil of all
transformers.
iii. Overhauling of each equipment (including Relays/Transformers) as
and when required or as per requirement of the OEM/OEM’s manuals.

Note: Logbooks and jobs carried out based on daily basis and the contractor shall maintain
prescribed preventive schedule.

4. Repair, Maintenance of Equipments installed in sub-stations:-


i) Repair and maintenance of HT & LT switchgears, connections of transformers,
distribution panels, bus-bars, capacitor/capacitors Banks/APFC Panel of entire factory,
cables controls etc. on routine and preventive maintenance schedule with attending all
breakdowns & replacement of any items.
ii) Checking, overhauling and breakdown maintenance of LT panels of sub - stations,
APFC Panel /Replacement of faulty capacitors bank etc.
iii) Repairing the faults including terminations/ jointing of cables & complete replacement
of T.P.N. switches with modification of system if required.
iv) Checking of Battery charger & batteries gravity, charging, joints, termination, controls
with repair/replacement if required/available in existing system.
v) Any breakdown work or essential maintenance work including cable joints, cable end,
lugs failure etc. should be attended on most urgent basis and spares/consumables will
provided by HAL.
vi) In case of any UG Cable fault, it’s locating and rectification is beyond the scope of
this contract. However, the contractor will maintain the UG cabling and arranging for UG
cable rectification, which will be paid as per cost involved and to the satisfaction of Ch.
Manager (Maint.).
viii) The works as mentioned above are the minimum expected from the firm/agency/
contractor apart from break down maintenance and any other work required for
operation and maintenance of entire 11/0.433KV electrical power system in proper way,
as per good engineering practices. Successful bidder will make Performa for recording
the above mentioned minimum work schedule/parameters and show to Engineer-in-
charge to ensure proper accomplishment of these tasks. Any associated work not
explicitly covered as in above, but needed to maintain the system will deemed to be
covered under the scope of work and no extra payment for the same can be claimed.
NOTE:- All Materials required for clearing the breakdown/works shall be
provided by HAL And following Maintenance works will not be included in the
contract.
- Contract does not covered the Repairing work of Transformers winding and cores but
Contractor shall do checking/testing of fault.
- All other new installations.
5. Factory/LABOUR/Security rules, Passes and attendance:

i) After award of the contract, contractor shall submit details of operators including their
group insurance etc. to H.A.L. Extra number of operators/electricians/electrician helper
required to meet the proposed scope of work shall be arrange by the contractor without
any extra cost.

ii) All personnel engaged in the contract even for short duration must insured against all
claims as per Compensation act 1948. Similarly contractor shall be solely responsible for
payment of wages/salaries and allowances to their personnel as per the rules/act
applicable under government order and HAL, Lucknow will be indemnified of such
payable by the contractor.

iii) The contractor shall comply with the statutory provisions of Contract Labour
(Regulation & Abolition) Act 1970, Employees State Insurance Act, Workman’s
Compensation Act 1923, payment of Wages Act 1936, The Employees Provident Fund
(and Miscellaneous Provisions) Act 1952, payment of Bonus Act 1965, The Minimum
Wages Act 1948, Employers Liability Act 1938, and/or any other rules/regulations that
may be applicable to them. The contractor shall indemnify HAL against all claims which
may be made upon the HAL whether aforesaid statues in force during the currency of
this contract.
iv) Entry of contractor’s staff engaged for this work shall be controlled as per HAL Security rules and
regulations. Entry passes shall be issued by the security deptt. on recommendation from the
Engineer-in-charge. The Engineer-in –charge shall have the right for the admission of the contractor,
his operator and working people in the sub-stations or any part thereof. The contractor shall submit
a list of concerned personnel etc. and shall satisfy to the E.I.C. or his authorized representative.

v) For the purpose of the proper identification of the employees of the contractor
deployed for the work, contractor shall issue identity cards bearing their
photographs/identification etc. And such employees shall display their identity cards at
the time of duty. No unauthorized people would be allowed in the sub-station and there
should not be gathering of people at the sub-stations.
vi) Daily attendance of the staff shall be maintained by the contractor and contractor
shall make it available to Engineer-in-charge for inspection as and when required.

6. Damage caused to the system:


i) Due to negligence of operators detailed, if the system’s parts are found damaged, the same will be
made good by the contractor without any extra cost to the factory. If the damages not cleared, then
the same damages may be got cleared from the other contractor/agencies & the amount claimed
shall by recovered from the bill.
ii) The persons engaged by the contractor should be responsible for their act and behaviour. After
award of the contract, contractor shall submit details of operators including their group insurance
etc. to H.A.L.

7. Theft of Parts: - Contractor shall be fully responsible for theft, burglary, fire or any
mischievous deeds by his workers/staff and shall replace the items under such category.
Any loss occurred due to negligence will be recovered from the contractor.
8. Materials, Consumables, Spares & Tools etc.:-
i) For performance of contract, the Contractor will arrange all tools & machines/testing
equipment’s required for execution of said jobs (maintenance/operation), which will be
included in quoted rates. No extra payment for the same will be made by the HAL.
ii) During the period of maintenance contract, payment for only emergent nature of
work towards replacement of parts, spares or consumables etc. shall be entertained. The

firm will hand over the complete system fully functional back to the department on
completion of work. Maintenance work is to be performed through either OEM or
Engineer-in-Charge certified vendors. Post facto bills will not be entertained.

9. Payment Terms:
i) Contractor will submit the bill in triplicate every month along with monthly report after deducting
the applicable rebate/deductions. Contractor will also submit the proof of payment of statuary dues
like EPF, ESI etc. The payment shall be made as per the certificate of E.I.C. will be given on the bill.
ii) Sales tax/Income tax/service tax etc. on works contract will be applicable as per the U.P. Sales tax
act and that shall be directly deducted by the accounts department from the bill.
10. General:
i) If any activity, which is not covered in the contract. & it, may affect the performance of the sub
stations is to be included & shall be treated as the part of contract.
