Teacher's Perception of the Protection of Professional Educators and Education Staff

As an Effort to Increase Teacher Professionalism

Abstract
In the Industrial Revolution 4.0 era, protection of teachers and teaching staff was considered
to be minimal, followed by the problem of violence against teachers in Indonesia. All parties
must provide protection to the teacher in carrying out their duties as stated in article 39
paragraph 1 of the Constitution No. 14 of 2005, namely: government, regional government,
community, professional organizations and / or educational units. Today, education has entered
and become an inseparable part of the public sphere. If there is a case that occurs to a teacher,
the community will pay more attention. As a form of protection for educators and educators in
carrying out their professional duties the Ministry of Education and Culture issues regulation
No. 10 of 2017 concerning protection for teachers. The existence of this rule is expected to
provide serenity for the teacher in carrying out his duties and profession professionally. But
the understanding of teachers and educational institutions is still low, so that the teachers when
carrying out their profession tend to feel afraid if you want to act.
This study used qualitative research methods. The location of the study in the educational
environment in Semarang city. Primary data in this study is Head of PGRI organization,
Educators and Education Personnel and Educational Unit. Data analysis methods using
Interactive Analysis.
The results of this study are teacher perceptions of Permendikbud No. 10 of 2017 that teachers
feel safe and comfortable when the rules can be realized. However, the function of these rules
is still not maximal, it is indicated that there are still teachers, educators and principals who
still have not received protection from the regulation. In the aspect of legal protection,
professional protection, and the protection of intellectual property rights become part that has
not been understood by the teacher so that in running their profession they are still hesitant to
act and feel ownership of what they create in supporting professionalism as a teacher. In the
aspect of safety and health protection the teachers have been satisfied and understood and
received protection in accordance with these regulations.
