everal hundred of Kiwi-Indians came
together in Auckland on Saturday
evening to participate in a candle vigil
organised to honour martyred Indian troopers
at Pulwama, Kashmir.
The candle vigil also brought together
hundreds of people of Indian origin community
leaders and several local political leaders and
Members of Parliament to express the pain and
condemn the terror attack on Indian troopers.   Welcoming everyone for turning up in huge

14, there was much distress and pain within the
Kiwi-Indian community, with many wishing
for a public gathering for paying tributes to the
martyred Indian troopers.
Responding to the outpouring sentiments,

impromptu candle vigil at the iconic Aotea
Square, situated right at the heart of Auckland
city, whereby calling upon everyone to come
together and express their solidarity with the
victims of Pulwama attack.
An event was created on social media
and the message was spread amongst all
significant Indian Associations and community
organisations all around with a message of
encouraging everyone to relay the message to
others with similar sentiments and giving them
anguish and pain within Kiwi-Indian
community that within a short notice of a few
hours hundreds of people came together to
participate in the vigil. The numbers continued
to swell with reaching to around thousand as
the evening progressed.

India in Auckland, Bhav Dhillon was among
the first few people to arrive at the venue.

will do the needful to tackle the situation back
home, but we have come together here today
to express our condolences and condemn
terrorism in all forms.”
Mr Dhillon also called out to local
mainstream media in New Zealand which had
till the time of the event reported selectively
on the horror attack creating confusion in the
general public and the government of New
Zealand.
“The terrorist group JeM had duly taken
responsibility of the attack, and the entire
world knows about it. So there is no confusion
as some mainstream media reporting here in
NZ suggests,” Mr Dhillon asserted.
Subsequently, several community leaders
and the members of the public addressed the
gathering sharing their sense of frustration and
pain with the tragic attack.
Notable among them were Kiwi-Indian
MPs Kanwaljit Singh Bakshi, Dr Parmjit
Parmar and local MP from the National Party
Mark Mitchell.
Labour MP Michael Wood, who could
not personally attend the event, had sent his
condolence message that was read through
at the event. Kiwi-Indian MP Priyanca
Radhakrishnan was unable to attend this
impromptu gathering as she was mourning her
mother’s untimely demise and expressed her
solidarity message with the Pulwama victims
through her twitter account. 
After public speeches, several patriotic
songs were sung, followed by India’s national
anthem and loud cheers of Bharat Mata Ki Jai.

Dhillon led everyone for a two-minute silence,
followed by a candle vigil, right in the heart of
Auckland City.

Government advised to
implement Capital Gains Tax

he Tax Working Group has
recommended in no uncertain terms
implementation of a capital gains
tax on New Zealanders.
The Group Chair Sir Michael Cullen –
former Labour Party Finance Minister and
Deputy Prime Minister – said there is a clear
weakness caused by our inconsistent treatment
of capital gains.
“New Zealanders earning just salary and
wages are taxed on their full income but we
have several situations where you can earn
income from gains on assets and not be taxed at
all,” Sir Cullen said.
All members of the Group agreed that more
income from capital gains should be taxed from
the sale of residential rental properties.
The majority in the Group, by a margin of
8-3, supports going further and broadening
that approach to include all land and buildings,
business assets, intangible property and shares
The Group recommends that a tax on capital
gains would kick in when an asset is sold or
changes hands and would be applied with
no discounted tax rate and no allowance for
inflation. Gains would be calculated from when
any new law comes into force.
Three members prefer for this to apply only
to residential rental property.
The Group expects that the Capital Gains
Tax would raise roughly $8 billion over the first
five years with figures ramping up in successive
years.

based early childhood
education

education and
care of young children that
takes place in the educator’s
home or in the child’s home
will become professionalised,
to ensure better and more consistent
quality, Education Minister Chris Hipkins has
announced.
The move to a fully-qualified workforce is
the major change coming out of a review of the
home-based early childhood education.
Home-based early childhood education
has been the fastest growing part of the early
learning sector, receiving over $150 million
each year in public funding. 18,267 children
received education and care from a home-based
educator in 2018, a 65 percent increase since
2007.
“The Coalition Government is committed
to making New Zealand the best place in the
world to be a child. High quality early learning
is a right of every child and their parents and
whānau, to give them the best possible start in
life,” Mr Hipkins said.
“We’ve heard from educators and parents
about the unique place that home-based
learning holds, in particular, the family-
feel it provides, with small groups and close
relationships. But we have also heard concerns
about inconsistent quality across the sector, due
in part to inadequate government oversight.

of changes to tax rules which currently
allow multinational companies in the
digital services field to do business here without
paying income tax.
Finance Minister Grant Robertson and
Revenue Minister Stuart Nash say Cabinet has
agreed to issue a discussion document about
how to update our tax framework to ensure
multinational companies pay their fair share of
tax in this country.
“Highly digitalised companies, such as
those offering social media networks, trading
platforms, and online advertising, currently
earn a significant income from New Zealand
consumers without being liable for income tax.
That is not fair, and we are determined to do
something about it,” Grant Robertson said.
“International tax rules have not kept up with
modern business developments. In the longer
term this threatens the sustainability of our
revenue base and the fairness of the tax system.
“The current tax rules also provide a
competitive advantage to foreign companies
for including the digital economy within tax
frameworks,” Stuart Nash said.
“Our preference is to continue working within
the OECD, which was also recommended last
year by the interim report of the Tax Working
Group. However, we believe we need to move
ahead with our own work so that we can
proceed with our own form of a digital services
tax, as an interim measure, until the OECD
reaches agreement.
“This is the same approach being considered
by Australian authorities, who released a
discussion document late last year. The OECD
has also released a discussion document on
its proposals. Officials will now finalise the
New Zealand document which is likely to be
publicly released by May 2019.
“The document will make it clear we are
determined that multinational companies pay
their fair share of tax. We are committed to
finding an international solution within the
OECD but would also consider an interim
option till the OECD finalises a position,”
Stuart Nash said.

Ten things the PM didn’t mention
in her statement to Parliament

he Prime Minister’s statement to
Parliament, more than a third of the
way through the term, would’ve been
a great opportunity to come clean with New
Zealanders about the Government’s progress
with its vision for our country. It was a wasted
opportunity more notable for its omissions than
what was included.
 Here’s 10 important issues that the PM
avoided mentioning:
1. That job creation has slowed from
10,000 a month under National to just
650 a month.  No surprise there since
the Government’s job creation schemes
have been exposed as smoke and mirrors.
Example: Just 54 jobs created from the
Provincial Growth Fund despite Shane
Jones’ claim that it had put upwards of
10,000 people into work. Employment
growth has stalled.
2. That economic growth is slowing with no
plan other than to tax Kiwis more.  The
Reserve Bank lowered its track for GDP
growth over the next four years and the
PM’s claim that growth is ‘exceeding
expectations’ begged the question:
Whose expectations? What is clear is that
Accelerating success.
Reach more people - better results faster.
more taxes are on the way, including a
deeply divisive Capital Gains Tax. The
Government thinks it can tax its way to
prosperity and boost productivity on the
way. That is economic nonsense.
3. That unemployment has increased by
10,000 in the past three months.  The
Government has tried to put a positive spin
on the latest employment data. While the
jobless rate remains relatively low, New
Zealand has dropped five places to 14th in
the OECD rankings. The number of NEETs
(people not in education, employment
or training) rose by 26,000 in the latest
quarter. While the data should be treated
with caution it suggests there’s actually
more ‘nephs on the couch’.
4. The deteriorating relationship with
China.  The Government has needlessly
eroded the goodwill built up with our biggest
trading partner. It has missed valuable
opportunities for face time, muddied our
relationship with an apparent tilt away from
China and used poor judgment in its choice

Tourism is on hold and the PM can’t get a
date to visit Beijing.
5. The Government’s impending plan to
impose a Capital Gains Tax on hard working
Kiwis. The last thing New Zealanders need
is more taxes and this one would be a doozy
– retirement savings, small businesses,
farms, family baches, investments would
all be under attack. Every extra dollar
the Government takes out of Kiwis’ back
pockets is a dollar out of the household
budget. By contrast, National believes
Kiwis should keep more of what they earn.
6. A plan to reduce emissions while
safeguarding the economy.  The
Government has gone for cheap soundbites
over credible policy. Example: The ban
on new offshore oil and gas exploration
without considering how gas is an ideal
transition fuel (less emissions than coal)
and also provides security of supply so the
lights don’t go out. The PM got to crow
about it at overseas summits but at home
it is a story of economic damage caused by
ignorant policy decisions against the advice
of officials.
7. The $5 billion her Government has stripped
out of New Zealand’s roads.  We’re not
sure where Ministers in this Government
take their holidays but they clearly don’t
have to contend with the logjams on our
busiest regional highways. It is just wishful

thinking that you can migrate all the road
journeys that Kiwis take onto rail. Our
roads are a vital network for our economy
and don’t deserve to be robbed of funds to
pay for a slow tram in Auckland. 
8. A plan to reduce the cost of living, such
as rents which have gone up by $40 a
week.  Why would a Government that’s
putting a ‘well-being’ brand on Budget 2019
enact policies that hurt our low-income
families the most? Because poor policy
choices have unintended consequences.
Extending the bright-line test, ring fencing
of losses, more burdensome regulations,
the ban on foreign investment and the threat
of a Capital Gains Tax all service to drive
up rents. National would tax less.
9. A plan to reduce serious crime and keep
victims safe.  The Government appears
intent on emptying our prisons no matter
what. Of course National wants criminals
to be rehabilitated but we don’t want to put
their rights over the rights of their victims
and the vulnerable in our communities who
deserve to be protected.
10. A vision for New Zealand beyond vague
intentions, photo-ops and soundbites.  The
Government assures us it will have a
coherent strategy just as soon as all of its
233 working groups have reported back. In
the meantime, it is rolling out a $3 billion
slush fund and wasting billions more on
failed policies such as fees-free tertiary
education.

uckland fans of Indian percussion
music had the rare opportunity to listen
to well-known Mumbai based table
doyen Pandit Sadanand Naimpally last Sunday
morning.
One of the outstanding tabla and pakhawaj
maestros of India, Sadanandji packed in a lot
in his hour-and-a-half long performance. He
explained in great detail about each individual
rhythmic piece that he performed – its origin,
history, character and other details.
The scholar-percussionist described Sunday’s
performance in the midst of listeners, trained
percussionists, table teachers and students as
an ‘interaction’. “Every time I perform like this
and share what I know, I also learn from the
audience. Everyone has something different to
offer, like their own interpretation of the art,
which is new to me,” he said.
Auckland’s noted table player and teacher
Manjit Singh played the lehra accompaniment
on the harmonium and started off the post-
performance question and answer session with
a query.
Several keen listeners, musicians,
instrumentalists and students followed up
with their own questions, which Sadanandji
answered patiently and to their satisfaction.
Their questions and discussions continued in
the meet and greet session over tea and snacks
after the session.

the world and the top instrumentalists and
vocalists that he has accompanied in his long

the first ever New Zealander to direct
an episode of popular Netflix series
Chef’s Table.
Chef’s Table, a popular Netflix
series created by filmmaker David
Gilb and Co-Producer Brian
McGinn, profiles a world-renowned
chef in each episode, with each chef
sharing personal stories, inspirations
and styles, as they prepare a dish.
The episode directed by Zia
portrays a renowned British-Indian
Chef Asma Khan, who is incidentally,
also the first ever British person to be
featured in the popular series.
The episode that Zia had directed
will become available on Netflix NZ
from Friday, February 22.
Recently her episode was screened

local MP Minister Salesa said, “I plan to help
later today in door knocking [in spreading the
message] engaging with local ethnic media and
communities to ensure that the message gets
out in their languages.”

Auckland suburb of Otara following the
discovery of a single male Facialis fruit fly in a

on moving fruit and vegetables

cabbage, bok choy, rhubarb, broccoli, brussels
sprouts, carrots, parsnips, potatoes, kumara,
celery, onions, spring onions) can be taken out
of Zone A. In addition, no fruit or vegetable
waste (such as fruit skins and cores/stones,
peelings and the like ) or garden waste (such
as prunings from fruit trees or vegetable garden
cuttings) can go out of the area. The fruit or
vegetables should either be disposed of in a
home in-sink disposal unit or put into specially
supplied Biosecurity New Zealand bins.
If you live in Zone B (refer to map):
You must not move homegrown fruit and
vegetables out of the Controlled Area. In other
words, produce grown inside the Controlled
Area cannot be moved out of it. You are free
to move commercially-purchased fruit and
vegetables (such as fruit and vegetables bought
at the supermarket) out of the area. Homegrown
produce waste and garden waste needs to be
disposed of in Biosecurity New Zealand bins.
If in doubt, don’t take it out.

New legislation passes to make registration
mandatory for Social workers

he Social Workers Registration
Legislation Bill was passed in
Parliament on Wednesday, February 20
giving greater protection for some of the most
vulnerable people and increasing standards in
the social work sector,
 “This is a great day for the social work
profession. It has been 16 years since the
voluntary registration system was introduced
Friday, February 22, 2019
in 2003,” Minister for Social Development
Carmel Sepuloni said.
 The new legislative requirements will
finally make registration mandatory for social
workers.  It will align with best practice in
similar occupations and give a firm base for the
social work profession to continue to develop
in the future.
 “Most importantly, the wellbeing and safety
of people helped by social workers will be
increased,” Carmel Sepuloni said.
The Indian Weekender
 The changes to mandatory reporting come
into force progressively over the next two years,
and mean that members of the public can have
greater confidence that social workers will be
properly qualified and subject to professional
standards and competence requirements.
 “The Social Work Alliance, a cross-sector
representative body of social workers, was
essential to the passage of this bill and ensuring
we had legislation that was fit for purpose
and backed by the sector. I want to thank all
of those people who contributed to the
bill and have helped us pass a truly
transformative piece of legislation.
  “Social workers undertake difficult
and challenging work with people
who are often highly vulnerable. Their
contribution to our communities should
be trusted, valued, and respected. The
legislative changes will contribute to
this happening. I want to acknowledge
the tremendous contribution made by
members of the sector in shaping this
legislation” Carmel Sepuloni said.

the potential for severe weather
which is expected to impact many
parts of New Zealand during the next

North Island, as warm tropical air is
expected to bring rain with potentially
heavy falls to Northland and north
Auckland," says Meteorologist
Rob Kerr, "and the current Severe
Weather Watch also covers a slow-
moving front affecting southwestern
parts of the South Island, with heavy
rain possible until the early hours of
Friday morning."
Other parts of the country are
likely to get wet on Friday, with rain
from Taranaki down to Kapiti, and
scattered showers over eastern parts
of the South Island as southerlies
develop behind a front there.

These were the comments by the Minister for
Lands and Mineral Resources Ashneel Sudhakar.
Mr Sudhakar was responding to a question
posed by Government Member of Parliament,
Sanjay Kirpal, who asked how the land at
Thurston Gardens was allocated to the Indian
High Commission and whether any consultation
was done.
The minister responded saying the Suva City
Council was approached by the Ministry of Foreign
Resources in 2014. This was on the possibility of
the council surrendering 6467 square metres of
land near the Suva Museum, which is a portion of a
total land area of 53,494 square metres.
Mr Sudhakar said the land would be utilised
to build the Indian Embassy, chancery and
cultural centre.
He said it was an unused part of the gardens
currently and is used as a carpark.
Mr Sudhakar highlighted that subsequently the
Indian Government allocated a piece of land for
Fiji’s Embassy in India.
“At the time of the allocation in 2014 that
million,” Mr Sudhakar said.
“Now it is somewhere around FJ$107million –
FJ$110million. The land is situated in Chanakyapuri
in New Delhi, the most prime area of Delhi where
other diplomatic missions are located.”
Mr Sudhakar also mentioned that the location
offers a range of benefits including new
trade markets.
He stated that the land was State owned.
During Parliament sitting on December 1, 2014
the former Minister for Foreign Affairs Ratu Inoke
Kubuabola said the allocated piece of land beside
the Fiji Museum was valued at about FJ$1.5m.

Authority of India (FSSAI) under
the Ministry of Health and Family
Welfare, with its key focus on public
health and safe food.
India stands at a very crucial
juncture wherein it is under the
rising burden of non-communicable
diseases (NCDs), with the prevalence
of diabetes increased to 65 million in
2016, as per a Lancet Study. 
Not only is India experiencing
severe concerns of NCDs, arising out
of poor diets and bad food habits, but
the nation remains critical in terms
of incidences of food-borne diseases,
under-nutrition and micro-nutrition.
In 2017, one of the major
contributors to concerns of morbidity
due to communicable diseases was
acute diarrhoeal diseases (22 per
cent).

affects not only the individuals but

he Indian space agency will fly two small defence
satellites in July/August on its new rocket
--now known as Small Satellite Launch Vehicle
(SSLV) - said a top official of Indian Space Research
Organisation (ISRO).
"We are planning to fly two defence satellites, each
weighing about 120 kg in our new rocket SSLV this
July or August. The rocket design recently underwent
a detailed integrated technical review," K. Sivan, ISRO
Chairman, said.
He said the total weight of the payload that will be
carried by the SSLV on its maiden flight will be about 500
kg. While the two satellites would weight about 120 kg
each, there will be adaptors and others that would weigh
about 300 kg. The total weight of the rocket will be 110
tonne, Sivan said.
Queried about the need for a second commercial arm
- first one is Antrix Corporation - Sivan said: "We want
to give a big push for production of SSLV. We expect
the demand for SSLV to be about two/three rockets per
month. We also want to increase the production of Polar
Satellite Launch Vehicle (PSLV)."
Sivan said the increase in production is sought to be
achieved partnering with the private sector.
He said Antrix Corporation is mainly into transponder
leasing and other activities.
Hina Jaiswal is IAF's first woman flight engineer
On Tuesday, the Union Cabinet chaired by Prime
Minister Narendra Modi gave its approval for setting up
of a new company under the Department of Space (DoS),
to commercially exploit the research and development
work carried out by ISRO and its constituent units.
The following areas/avenues provide opportunities for
commercial exploitation of ISRO programmes:
Small satellite technology transfer to industry, wherein
the new company shall take licence from DoS/ISRO
and sub-license to industries; manufacture of small
satellite launch vehicle (SSLV) in collaboration with the
private sector.
Besides, productionisation of PSLV through industry;
productionisation and marketing of space-based products
and services, including launch and applications; transfer
of technology developed by ISRO Centres and constituent
units of DoS.
Also marketing of some spin-off technologies and
products, both in India and abroad; and any other subject
which Government of India deems fit.
When asked about the technologies that the ISRO can
transfer, Sivan said: "We have developed technologies in
materials, chemicals and others. These can be transferred
so that people can benefit."
Sivan said the capital for the proposed company will
not be large and its name is yet to be finalised.

prisoners lodged in its jails. External Affairs Ministry spokesperson
Raveesh Kumar said the decision was taken on the request of Prime

the Crown Prince of Saudi Arabia has ordered the release of 850 Indian

R
esearchers, including one
of Indian origin, have
developed a new drug that
can delay ageing demonstrated by
declining muscle mass, strength
and function.
As human bodies age, they
increasingly lose the ability to repair
and rebuild degenerating skeletal
muscles. This can dramatically limit
the ability of older adults to live fully
active and independent lives.
In the study, researchers from
the University of Texas Medical
Branch (UTMB) at Galveston
identified a protein called
Nicotinamide N-methyltransferase
(NNMT) in muscle stem cells that
appears to be responsible for the
age-related dysfunction.
They developed a small molecule
drug, NNMT inhibitor (NNMTi),
which when prescribed to aged mice
could limit NNMT’s effects as well
as significantly increase muscle
size, strength and metabolic state in
the animals. 
By resetting muscle stem cells
to a more youthful state, the mice
could be rejuvenated so that they
could more effectively repair muscle
tissues, the researchers explained. 
“There are no treatments currently
available to delay, arrest or reverse
age-related muscle degeneration,”
said Harshini Neelakantan, research
scientist at UTMB.
“These initial results support the
development of an innovative drug
treatment that has the potential to help
the elderly to become fitter, faster
and stronger, thus enabling them to
live more active and independent
lives as they age,” she added.
For the study, published in
Biochemical Pharmacology, the
team treated ageing mice, suffering
from muscle injury, with the drug or
a placebo. 
Following seven days of treatment,
researchers saw that the aged mice,
which received the drug, had more
functional muscle stem cells than the
placebo mice. 
Moreover, the size of the muscle
fibres doubled and the strength also
increased significantly. 
Besides, the blood chemistry
of the mice that underwent drug
treatment was also found to have no
adverse effects as it was similar to
the untreated mice.

entry into the space age, said an official on Wednesday.

the National Institute of Polar Research in Japan, said:
‘This strategy is as close to a “sit-and-wait” strategy as is
possible for perpetual swimmers, such as white sharks.’
Sharks famously have to constantly keep swimming to
stay alive, as they are unable to pump water through their
gills like bony fish. To get the oxygen they need from the
water, they have to swim through it to force it through
their gills.
Scientists wanted to know how fast sharks swim, so
attached tags containing sensors on to eight great whites
off the Neptune Islands in Australia.
They found ‘commuting’ sharks can race through the
water as they travel between islands.
But sharks close to seal colonies move far more slowly,
at a speed which actually costs them in terms of energy
and is unexpected in relatively warm-blooded sharks.
The results suggest that predatory white sharks are wily
hunters like bats and largemouth bass, which lurk near
seals in the hopes of catching a nice fat snack.

one shouldn’t go “crazy or overboard” if the bowler in
question is not ready for the challenge.

Zealand, where conditions were conducive for swing

cricket. Look at Bumrah and how he has evolved as a

things to his armoury, which is very important and
bowlers like Khaleel need to take inspiration from. Spend
more time with Bumrah, ask him questions,” said Zaheer,
who was a mentor to junior pacers during the business

according to Zaheer is that there is good support
system in the Indian team, which allows him to get

School of Medicine in St. Louis,
showed that women's brains appear
to be about three years younger than
men of the same chronological age,
metabolically speaking.
"It's not that men's brains age
faster -- they start adulthood about
three years older than women, and
that persists throughout life," said

Inviting all ages to Auckland's biggest Colour Festival at Mt.Smart
stadium. This is a free for all event, but you will need to register for
tickets on this event above.
This is an Alcohol and smoke free event. No food or drinks to be
brought on premises. There will stalls for food and water available
through the day. New Zealand's best acts to be announced
shortly.
Look after your community! This is an event for all. Any sleazy
or aggressive behaviour will be dealt strictly. Intoxicated people
will not gain entry. Anyone caught drinking on premise will be
escorted out and details passed onto the stadium management.

Dust off your sneakers and get ready to race - New Zealand’s
largest fun run and walk, Ports of Auckland Round the Bays, is
back for 2019.
On Sunday the 3rd of March, Tāmaki Makaurau’s picturesque
Waitematā Harbour will be a rainbow of lycra as more than
26,000 people tackle the 8.4km course. Event-goers will be
treated to entertainment every 600m keeping runners amped with
live music, comedians, cheerleaders and more.
With the ambitious goal for Round the Bays to become a zero-
waste event, the March 2019 run has a solid benchmark to beat
- in 2018 a massive 67 per cent of the waste generated was
recycled or reused.
All ticket sales go towards the event’s three deserving charity
partners, Sea Cleaners Trust, Diabetes NZ Auckland branch
and Big Buddy Mentoring Trust, with each receiving a share of
$60,000 in cash donations for their cause and a $20,000 Stuff
media package.
