CHAPTER I

PRELIMINARY

1.1 BACKGROUND

The word television originates from the words tele and vision, which have the
meaning of each Tele (Far) and Vision (Visible). So television means looking or can see
from a distance. The inventor of television was aligned with the inventor of the wheel,
because this discovery was able to change the world. The term television was first put
forward Constatin Perskyl from Russia at the event International Congress of
Electricity the first at the World Technology Exhibition in Paris in 1900.
Images seen on television are the result and reproduction of an object captured by a
TV camera lens and separated according to the main color. Furthermore, the results are
transmitted by air or cable then received by the television receiver system. On a television
set, a red signal is sent to the TV tube on the red phosphorus layer, and so on. The
circulation of pospor is an image that we can see.Apart from emitting an image signal the
transmitter also sends speaker sound signals and produces sound.
Basically, television consists of several series of blocks that are very important to
support the working process of the television. This series is a series of tuners, image
manager, sync synchronization and vertical and horizontal image control and high voltage
and power supply.

1.2 FORMULATION OF THE PROBLEM

1. What is the impact of the positive and negative television broadcasts on children?
2. What are the benefits of television?
3. Why do we have to reduce watching television programs?

1.3 WRITING PURPOSE

Writing Scientific Work aims to make people understand the positive impact on
television broadcasts that provide various information and negative effects that provide
children with lazy learning.Therefore, parents are expected to accompany or supervise
children while watching television so that children do not fall into the bad things caused by
television broadcasts.

1.4 WRITING METHOD


The method used by the author in compiling this Scientific Work by producing a
literature study that is a technique of collecting data using references and books as a
theoretical foundation on problems to be solved from Internet technology sources, and
others.

PROBLEM ANALYSIS AND DISCUSSION

2.1 HISTORY OF TELEVISION

In the early days of its development, television used a combination of optical,


mechanical, and electronic technology to record, display and broadcast visual
images. However, in the late 1920s, television systems that only used optical and electronic
technology were developed, where all modern television systems applied this
technology. Although mechanical systems were finally no longer used, the knowledge
gained and the development of electromechanical systems were very important in the
development of full electronic television systems.
The first image that was successfully sent electrically was via a simple mechanical
fax machine, (like pantelegraf ) which was developed at the end of the 19th century. The
concept of moving images using electric power was first described in 1878 as a
"telephoneoscope" (the concept of a combination of telephone and moving images), not long
after the invention of the telephone. At that time, scientific writers had imagined that
someday light would also be sent through a medium of cable, such as the sound.
the idea of using an image scanning system to send images was first practiced in
1881 using pantelegraf, which used the pendulum scanning mechanism. Since then, various
image scanning techniques have been used in almost every image sending technology,
including television. This is a concept called " perasteran", the process of converting visual
images into electronic wave currents.

2.2 BENEFITS AND USE OF TELEVISION
Many experts give opinions about television functions, according to Harold D.
Laswell has 3 functions, namely:
a. As an environmental observer and will always provide various information.
b. As a Gate Keeper, it means more emphasis on selection and assessment that should be
delivered to the public.
c. As a bridge of values and culture.
Besides Harold D. Laswell in his book Onong Uchana "Dynamics of
Communication "It was explained that TV broadcasts for the public broadcast programs
universally, but the main function was to remain as an entertainment medium.
In addition, according to Wilburn Schramm, Television has a prominent function,
namely:
a) As Lighting Media.
b) As an Educational Media.
c) As Entertainment Media.
d) As a Promotion Media.

What are the positive and negative impacts of TV broadcasts on children?


The screening of programs on television has an effect on children, the influence that can
be generated can be positive and negative, therefore there must be a special presentation on this
matter.

What are the benefits of TV?


TV has several benefits, namely as a medium of illumination, media for Education,
Media Entertainment, Media Promotion and many others.

Why Should We Reduce Watching TV?


There is evidence of the negative impact of TV, so we have to reduce the schedule of
watching TV, because if you watch TV too often it will lead to lazy attitudes to learning and lazy
to do other activities.

COVER

3.1 CONCLUSION
All television broadcasts greatly affect people's lives, especially for children, the
effects can be in the form of positive and negative impacts. Therefore we must be careful
in choosing television programs that are aired .
By knowing what the effects of TV shows can be, we can react well so that we are
not affected by the broadcasts.
It is better for parents to direct children with shows that are educational in nature so as
not to deviate from what we want.

1. Of the many television broadcasts, most can influence the attitude of the audience,
especially children.
2. Television broadcasts that offer entertainment programs or programs that are nuanced
in violence are usually children tend to follow.
3. Television broadcasts have a positive impact, and have a negative impact.
4. Parents have the responsibility to monitor their children while watching television
programs.

3.1 SUGGESTION

1. Hard and pornographic films should be censored.


2. Television providers must pay attention to the needs of children.

3. The schedule for screening children's films should be adjusted to the time of study.

4. Parents should accompany their children while watching television broadcasts.
