This study is will be significant to the following

beneficiaries:

Bachelor of Science in Development Communication Students.

As a future career in the field of broadcasting particularly

municipality and does not will include any other

municipalities in Northern Samar.

Furthermore, the quality of information that will be

gathered by the researchers will depend only to their

capabilities.

Theoretical Framework

This study in anchored on Taylor’s Scientific Management

Approach. It is based on planning of work to achieve efficiency,

standardization, specialization, and simplification.

Acknowledging that approach to increased productivity is

through mutual trust between the management and the workers,

he suggested that the following to increase the level of trust;

1. the advantages of productivity improvement should go to

workers; 2. physically stressed anxiety will be eliminated

as much as possible; 3. capabilities of workers should be

developed through training; 4. traditional boss concept

should be eliminated.1

The above mentioned theory clearly understood the needs

of participatory planning. It must be people involve with

regards to come up the plan. All people in the organization,

bureau, units, agencies, etc. have all the duties and

responsibilities to cooperate and participate in every

activity that should be done. It will be good factor in

achieving the success and triumph. Also, it will boosts the

morale of the manager as well as the whole organization.

This theory is appropriate to this study because the manager

as a leader in the organization is the one who leads up the

organization with comes to planning and many other tasks. The

manager is the one who is responsible for controlling the whole

organization. It depends upon the manager and the cooperation

of other workers the success or triumph of every organization

or the radio station in particular.

Another theory, that supports this study is Stanley Deetz’s

Managerialism Theory, that is one such attempt to define how

organizational communication and organizational control

happens in the companies where classical notions are replaced

with an acknowledgement of the political and economic

interests as well as the need to represent and give voice to

these diverse interests.

The highlight of this theory is that Deetz goes beyond fixed

notions of organizations and instead, posits a view of

organizations that take into account the democratic

aspirations of the people and the power centers in the

organization . This combination of recognizing the fact that

meaning lies in people and not their words and to find out

the interests behind these meanings is indeed a progression

from the faceless and nameless bureaucratic model of Weber

and the slightly improved control theory of Tompkins and

Cheney.

The point here is that Deetz’s theory arose out of the need

to recognize the preeminence of the managerial class as a force

to reckon with in organizations in the latter part of the 20th

century and hence represents the natural evolution of

organizational theory of control and communication.2

This study is guided by this theory because as radio station

and considered as a one organization, the managers who control

the whole organization and considered as a leader will find

out the whats interests or needs of the people or in radio

station considered as listeners before they could come up with

such a program. Because before the station manager approved

or design a program they would first come up with an

investigation or survey to what their listeners preferred

interests or needs in order to come up with successful job

or program that could benefit both the people/listeners and

the organization.
