River forecast to hit its highest level
in about 25 years, the Sonoma County
Sheriff’s Office said in a statement.
“Nobody is coming or going from
the Guerneville area at this time,” said
sheriff’s Sgt. Spencer Crum. The near-
by town of Monte Rio was also isolat-
ed by floodwaters and all roads leading
to it were swamped.

San Mateo man, 36, charged
with arson for Sunday blaze
DAILY JOURNAL STAFF REPORT
A 36-year-old San Mateo man is behind
bars on $100,000 bail this week after he
was arrested on charges of arson and resist-
ing a police officer for his role in allegedly
setting a blaze in his home Sunday evening
and running through the neighborhood
naked, according to the San Mateo County
District Attorney’s Office.
Sa Iosia pleaded not guilty to three
felonies and one misdemeanor when he
appeared in court Wednesday after investi-
gators identified him as the suspect behind a
fire that destroyed 500 square feet of the
kitchen and garage of his home on the 600
block of Sylvan Avenue Feb. 24, according
to prosecutors.
Firefighters responding to reports of the
fire at 10:40 p.m. found multiple newspa-
pers on top of the kitchen stove with a
propane tank next to it and accelerant on
the carpet nearby. Multiple neighbors
reported they saw Iosia shortly after the fire
running naked through the neighborhood,
according to prosecutors.
Iosia is said to have forced his way into
his neighbor’s home and grabbed him as a
shield when police arrived on the scene. He
allegedly refused to obey officers’ orders,
kicked one of them and was hit by a Taser
multiple times before he was detained,
according to prosecutors.
Though the fire department deemed the
incident suspicious, officials later conclud-
ed it was arson, said District Attorney Steve

Transgender troops tell Congress they excel in military

SAN DIEGO — Transgender troops testi-
fying for the first time to Congress on
Wednesday said transitioning to another
sex made them stronger, while Pentagon
officials defended the Trump administra-
tion’s desire to bar people like them from
enlisting in the future.
Army Capt. Alivia Stehlik, an infantry
officer and graduate of the U.S. Military
Academy at West Point, N.Y. and Ranger
School, told lawmakers she became a more
“effective soldier” after she transitioned
from male to female in 2016.
“What is the value of
having transgender peo-
ple in the military?
Based on my experience

officer and medical
provider, the answer is
unequivocally that my
transition — and so

matically increased the
readiness and lethality of every branch of
the armed forces, ” said Stehlik, who
returned from a deployment to Afghanistan

physical therapist.
With the ban now blocked by lawsuits,
active-duty transgender service members
were invited to testify about their service at
the hearing called by Democratic Rep.
Jackie Speier, chairwoman of the subcom-
mittee.
Speier said the ban is “discriminatory,
unconstitutional and self-defeating” and
said lifting the barrier for transgender peo-
ple to serve by the Obama administration
in 2016 has been an “unequivocal suc-
cess.”
She added that barring transgender people
“would cost us recruits at a time when so few
Americans are willing to serve.” She called
the five transgender troops who testified
Wednesday “exceptional, but also excep-
tionally normal.”
Retired Air Force Gen. James N. Stewart,
who is now performing the duties of the
undersecretary of defense for personnel and
readiness, defended the Trump administra-
tion’s policy, which is currently blocked by
litigation.
He said current transgender troops will be
allowed to continue to serve and other trans-
gender people can join the military if they
serve in their biological sex and have not
been diagnosed with gender dysphoria, a
condition under which people experience
distress if they do not identify with their
birth gender.

SAN FRANCISCO — A gas pipeline that
exploded in flames in a San Francisco
neighborhood earlier this month shows
damage consistent with being ruptured by
third-party excavators, the National
Transportation Safety Board said
Wednesday.
In a preliminary report, investigators
also say the Feb. 6 fire took more than two
hours to extinguish, though crews from
Pacific Gas & Electric were on-site 20 min-
utes after the fire began.
The agency will continue its investiga-
tion into whether the third-party, Kilford
Engineering, was sufficiently prepared and
qualified to do the excavation work.
Officials with Kilford could not be
located for comment. Its business listing
with the city of San Francisco did not list

a phone number.
The board will also examine the response
by city officials and PG&E.
Utility workers took two hours to isolate
and shut off gas fueling the fire, prompting
questions from some as to why it took so
long. PG&E officials said crews needed to
dig by hand and that they didn’t want to shut
off gas to more customers than necessary on
what was a cold day.
The fire destroyed Hong Kong Lounge II, a
popular Chinese dim sum restaurant that is a
fixture on the city’s “best of” lists. It also
forced 100 people to evacuate and disrupted
natural gas service to more than 300 cus-
tomers.
There were no injuries.

McConnell’s misleading spin on voting fraud

Leader Mitch McConnell is skewing facts
when it comes to Republican congression-
al efforts to stem the type of election
malfeasance recently seen in North
Carolina.
The Kentucky Republican on Tuesday
accused Democrats of resisting GOP
efforts over the years to address “voter
fraud.” That’s misleading. The GOP efforts
McConnell refers to have focused on
requiring voter ID, which has no effect in
stopping the alleged mail-in ballot fraud
seen in North Carolina.

Elections last week ordered a new election
in the district, citing the voting impropri-
eties. According to testimony during a
state elections board hearing, Harris hired
political operative Leslie McCrae Dowless
Jr., who collected absentee ballots from
voters by offering to put them in the mail.
Some of Dowless’ associates testified they
collected blank or incomplete ballots,
then forged signatures and filled in votes
for local candidates. Dowless was arrested
Wednesday on criminal charges over his
collection of absentee ballots.
McConnell is correct that Republicans
and Democrats in Congress have debated
election security for years. The
Republican efforts in Congress have cen-
tered on voter ID laws, including an
amendment McConnell unsuccessfully
offered in 2007 to require ID to help pre-
vent noncitizens from voting at the ballot
box. Democrats have opposed voter-ID
laws as unnecessarily restrictive for non-
whites, the poor and young people, who
tend to vote Democratic.
President Donald Trump himself typical-
ly points to a need for voter ID when
addressing voter fraud. Last month he cited
alleged problems in Texas as the “tip of
the iceberg, ” and tweeted, “Must be
stopped. Strong voter ID!” He also inaccu-
rately asserted last November that photo
ID is required “if you do anything” such as
buying a box of cereal, but not for voting.

Amid clouds of dust, border
wall prototypes are demolished
SAN DIEGO — A jackhammer reduced prototypes of
President Donald Trump’s prized border wall into piles of
rubble Wednesday, a quick ending to an experiment that
turned into a spectacle at times.
The four concrete and four steel panels, spaced closely
together steps from an existing barrier separating San
Diego and Tijuana, Mexico, instantly became powerful
symbols associated with the president and one of his top
priorities when they went up 16 months ago.
For Trump’s allies, the towering models were a show of
his commitment to border security and making good on a
core campaign promise. For detractors, they were monu-
ments to wasted taxpayer dollars and a misguided display of
aggression toward Mexico and immigrants seeking a new
home in the United States.
Within about two hours, a hydraulic jackhammer on an
excavator leveled seven prototypes. Concrete slabs crashed
in small clouds of dust, steel panels were knocked over, and
an owl flew out of a steel tube atop one panel just before it
thundered down. The last prototype standing took a little
more time to destroy.
U.S. officials say elements of the prototypes have been
melded into current border fence designs and they were no

WASHINGTON — The Democratic-
controlled House on Wednesday
approved a measure requiring federal
background checks for all firearms
sales and transfers, the first major gun
control legislation considered by
Congress in nearly 25 years.
Democrats called the 240-190 vote a
major step to end the gun lobby’s grip
on Washington and begin to address an
epidemic of gun violence that kills
thousands of Americans every year,
including 17 people shot and killed at
a Florida high school last year.
The bill is the first of two the House
is voting on this week as Democrats
move to tighten gun laws following
eight years of Republican control. The
other bill would extend the review
period for background checks from
three to 10 days.
Both bills face dim prospects in the
Republican-controlled Senate and veto
threats from President Donald Trump,
who said they would impose unreason-
able requirements on gun owners.
Just eight Republicans joined 232
Democrats to support the bill, while
only two Democrats voted against it.
The White House said in a veto mes-
sage that the background-checks bill
could block someone from borrowing
a firearm for self-defense or allowing a
neighbor to take care of a gun while
traveling.
Democrats called those arguments
misleading and said gun owners have a
responsibility to ensure firearms are
properly handled. The bill includes
exceptions allowing temporary trans-
fers to prevent imminent harm or for
use at a target range.
The long-delayed bill would merely
close loopholes to ensure that back-
ground checks are extended to private
and online sales that often go unde-
tected, Democrats said.
“People who are felons or are danger-
ously mentally ill shouldn’t have
guns,” regardless of whether they buy
them from a federally licensed dealer or
their next-door neighbor, said Rep.
Mike Thompson, D-Calif. , a key
sponsor who has pushed for expanded
background checks since the 2012
killing of 20 elementary school stu-
dents in Newtown, Connecticut.
“For six-and-a-half years, we had no
cooperation from the past majority” in
the House, Thompson said.

WASHINGTON — A 40-foot-tall, concrete cross on public
land in a Maryland suburb of Washington is at the center of
a case before the Supreme Court. But similar monuments
elsewhere in the country could be affected by the high court
ruling, states have told the justices.
The District of Columbia-based American Humanist
Association, which is behind the challenge to the Maryland
cross, acknowledges that at least a handful of other monu-
ments around the country could be affected if the court sides
with them, though they disagree with those supporting the
cross that the number is vast.
The monuments most likely to be affected are large cross-
es on public, not private, lands and where there’s a promi-
nent cross that isn’t part of a larger memorial or setting
such as a cemetery, said Monica Miller, an American
Humanist Association attorney.
By the same token, those monuments could be insulated
from challenges if the other side prevails, as many
observers think is likely given the court’s conservative
makeup.

Trump, Kim share smiles, dinner before nuke talks

HANOI, Vietnam — U.S.
President Donald Trump and North
Korean leader Kim Jong Un pro-
jected optimism Wednesday as they
opened high-stakes talks about
curbing Pyongyang’s pursuit of
nuclear weapons, a problem that
has bedeviled generations of lead-
ers.
The second summit between
Trump and Kim came against the
backdrop of the American presi-
dent’s domestic troubles. As the
leaders dined on steak and choco-
late cake, Trump’s former personal
attorney was readying explosive
congressional testimony claiming
the president is a “conman” who
lied abut his business interests
with Russia.
The turmoil in Washington has
escalated concerns that Trump,
eager for an agreement, would give
Kim too much and get too little in
return. The leaders’ first meeting in
June was heavy with historic
pageantry but light on any enforce-
able agreements for North Korea to
give up its nuclear arsenal. Still,
both offered optimistic words
before dinner.
“A lot of things are going to be
solved I hope,” Trump said as din-
ner began. “I think it will lead to a
wonderful, really a wonderful situa-
tion long-term.”
Kim said his country had long
been “misunderstood” and viewed
with “distrust.”
“There have been efforts,
whether out of hostility or not, to
block the path that we intend to
take,” he said. “But we have over-
come all these and walked toward
each other again and we’ve now
reached Hanoi after 261 days” since
their first meeting in Singapore.
“We have met again here and I am
confident that we can achieve great
results that everyone welcomes,”
he added.
The leaders’ formal talks contin-
ue Thursday. Possible outcomes
could include a peace declaration
for the Korean War that the North
could use to eventually push for the
reduction of U.S. troops in South
Korea, or sanctions relief that
Donald Trump looks toward North Korean leader Kim Jong Un during the one-on-one bilateral meeting at the
second North Korea-U.S. summit in Hanoi, Vietnam.

moment was meant to be a grand
diplomatic triumph, a headline-
dominating spectacle that could
lead to the disarmament of a dan-
gerous nation while delivering a
vital political victory.
Instead, President Donald
Trump’s high-stakes summit with
North Korea’s Kim Jong Un in
Vietnam on Wednesday was in
danger of being upstaged by a
monumental betrayal unfolding
half a world away in Washington.
Hours after Trump sat face-to-
face with Kim in Vietnam, his
former personal attorney,
Michael Cohen, sat before
Congress and testified that his

White House press secretary Sarah
Sanders excluded some U.S.
reporters, including the reporter
from the Associated Press who
asked the president about Cohen,
from covering Trump and Kim’s
dinner.
“Due to the sensitive nature of
the meetings we have limited the
pool for the dinner to a smaller
group,” she said in a statement.
Still, Trump was unable to ignore
the drama playing out thousands of
miles away, tweeting that Cohen
“did bad things unrelated to Trump”
and “is lying in order to reduce his
prison time.”
Cohen has been sentenced to
three years in prison for lying to
Congress.
Sen. Lindsey Graham, R-S.C., a
close White House ally, said the
Cohen hearing was evidence that
“Democrats’ hatred of Trump is
undercutting an important foreign
policy effort and is way out of
line.”
Anticipation for what could be
accomplished at the summit ran
high in Hanoi, and there were
cheers and gasps as Trump’s motor-
cade barreled through this bustling
city. Crowds three or four deep
lined the streets and jockeyed to
capture his procession with their
mobile phones.
The carnival-like atmosphere in
the Vietnamese capital, with street
artists painting likenesses of the
leaders and vendors hawking T-
shirts showing Kim waving and
Trump giving a thumbs-up, con-
trasted with the serious items on
their agenda: North Korea’s nuclear
weapons program and peace on the
Korean Peninsula.

Cohen: Trump behaved ‘much like a mobster’

WASHINGTON — He carried out the boss’
wishes. He understood “the code.” He was
blindly loyal — but now he’s considered a rat.
Donald Trump’s former lawyer Michael
Cohen spoke at length Wednesday about his
life in the president’s inner circle, but the
most vivid descriptor came in just six words.
Trump ran his operation “much like a mobster
would do,” Cohen said.
In Cohen’s scathing testimony at a House
committee hearing, he repeatedly described
Trump, the onetime head of a family busi-
ness, like a mob boss minus the body count:
quick to bully and expecting others to do his
dirty work. Cohen described himself as a con-
sigliere, telling lawmakers he did Trump’s
bidding for years, intimidating maybe 500
people and lying to scores, including the first
lady. But Trump never directly told him to do
it, he said.
“He doesn’t give you questions, he doesn’t
give you orders,” Cohen said. “He speaks in a
code, and I understand the code because I’ve
been around him for a decade.”

Cohen is facing a three-year sentence for
lying to Congress in 2017 and other charges.
He came back to Capitol Hill this week, wor-
rying for his family’s safety, but claiming he
would no longer lie for his former boss and
was ready to spill.
Trump has denied the allegations against
him and called Cohen a liar. Even as he’s done
so, he’s used mob speak.
“Remember, Michael Cohen only became a
‘Rat’ after the FBI did something which was
absolutely unthinkable & unheard of until the
Witch Hunt was illegally started,” Trump
tweeted in December. “They BROKE INTO AN
ATTORNEY’S OFFICE,” he wrote, referring
to the raid on Cohen’s office that touched off
the now-disbarred lawyer’s eventual guilty
plea.
During the hearing, Democratic Rep. Gerry
Connolly even likened Cohen to Joe Valachi,
an American gangster known as the “first rat”
whose 1960s testimony before Congress lead
to the eventual dismantling of organized
crime.
“This Congress historically has relied on

Where the Trump
investigations stand
WHAT’S THIS ALL ABOUT?
Special counsel Robert Mueller is looking into whether
the Trump campaign coordinated with Russia and
whether the president obstructed the investigation.
Trump also plays a central role in a separate case in
New York, where prosecutors have implicated him in
a crime. They say Trump directed his personal lawyer
Michael Cohen to make illegal hush-money payments
to two women as a way to quash potential sex scan-
dals during the campaign. New York prosecutors also
WHAT DO I NEED TO KNOW RIGHT NOW?
Cohen on Wednesday cast Trump as a racist and a con
man who used his inner circle to cover up politically
damaging allegations about sex, and lied throughout
the 2016 election campaign about his business inter-
ests in Russia.
Cohen, who previously pleaded guilty to lying to Con-
gress, told lawmakers that Trump had advance
knowledge and embraced the news that emails dam-
aging to Hillary Clinton would be released during the
campaign. But he also said he had no“direct evidence”
that Trump or his aides colluded with Russia to get
him elected, the primary question of special counsel
Robert Mueller’s investigation.
Cohen became the first Trump insider to pull back the
curtain on a version of the inner workings of Trump’s
political and business operations. He likened the pres-
ident to a“mobster”who demanded blind loyalty from
underlings and expected them to lie on his behalf to
conceal information and protect him — even if it
meant breaking the law.
“I am not protecting Mr. Trump anymore,” Cohen de-
clared.
SO ... DID THE TRUMP
CAMPAIGN COLLUDE WITH RUSSIA?
There is no smoking gun when it comes to the ques-
tion of Russia collusion. But the evidence so far shows
that a broad range of Trump associates had Russia-re-
lated contacts during the 2016 presidential campaign
and transition period, and several lied about the com-
munications.
There is evidence that some people in Trump’s orbit
were discussing a possible email dump from WikiLeaks
before it occurred. American intelligence agencies and
Mueller have said Russia was the source of hacked ma-
terial released by the anti-secrecy group WikiLeaks
during the campaign that was damaging to Democ-
rat Hillary Clinton’s presidential effort.
OTHER QUESTIONS TO CONSIDER:
• WHAT ABOUT OBSTRUCTION OF JUSTICE? That is
another unresolved question that Mueller is pursuing.
Investigators have examined key episodes such as
Trump’s firing of FBI Director James Comey and Trump’s
fury over Attorney General Jeff Sessions’ recusal.
• WHAT DOES TRUMP HAVE TO SAY ABOUT ALL
THIS? Trump has repeatedly slammed the Mueller in-
vestigation as a “witch hunt” and insisted there was
“NO COLLUSION” with Russia. He also says Cohen lied
to get a lighter sentence in New York.
• WHEN WILL IT ALL WRAP UP? It’s unclear.Then-act-
ing Attorney General Matthew Whitaker said late last
month that the probe is“close to being completed,”the
first official sign that Mueller’s investigation may be
wrapping up. But he gave no specific timetable.

Major U.S. stock indexes closed mostly
lower Wednesday after wavering for much of
the day between small gains and losses.
The downbeat finish extended the mar-
ket’s mild losses from a day earlier. Even
so, the benchmark S&P 500 index is on
track to end the month with a gain of more
than 3 percent, extending the market’s
rebound over the last two months after a
steep slide late last year.
“The market has quickly recovered back to
the three prior tops that it had within the
downturn,” said Tom Martin, senior portfo-
lio manager with Globalt Investments.
Health care, communications and tech-
nology companies took the heaviest losses
Wednesday, while financial, industrial and
energy stocks notched gains.
The market had veered lower early in the
day after comments from a key U.S. trade
negotiator stoked doubt over how much
progress was being made on resolving the
trade war between the U.S. and China.
The news overshadowed a mix of corporate
earnings reports. Weight Watchers plunged
to its lowest point in nearly two years after
issuing a dismal forecast. Best Buy surged
on surprisingly good holiday sales.
All told, the S&P 500 index dropped 1.52
points, or 0.1 percent, to 2,792.38. The
Dow Jones Industrial Average gave up 72.82
points, or 0.3 percent, to 25,985.16. The
Nasdaq composite gained 5.21 points, or
0.1 percent, to 7,554.51.
Smaller companies fared better than the
broader market. The Russell 2000 index
picked up 3.57 points, or 0.2 percent, to
1,581.05. Major indexes in Europe declined.

LOS ANGELES — An arbitrator has
ordered 21st Century Fox to pay $179 mil-
lion in a dispute over profits with the stars
of the long-running TV show “Bones,” say-
ing Fox executives engaged in “intentional
fraud and malice.”
The decision was reached earlier this
month and revealed in a court petition from
the plaintiffs Wednesday demanding that
Fox pay, a decision Fox said it would con-
test.
Arbitrator Peter Licthman, a retired Los
Angeles Superior Court judge, rebuked top
Fox executives by name for self-dealing and
deceit and his decision includes $128 mil-
lion in punitive damages, calling the sum
“reasonable and necessary to punish Fox for
its reprehensible conduct and deter it from
future wrongful conduct.”
The overall figure is among the largest
ever for a dispute over a television show and
comes in a case that shines a light on
finances within Hollywood conglomerates.

Representative Robert Lighthizer told a
panel of lawmakers that “much still needs to
be done” before the U.S. and China can
reach an agreement. China has offered to
make major purchases of U.S. goods, such
as soybeans and natural gas, in a bid to
resolve the conflict, but Lighthizer said
such steps wouldn’t be enough.
“The issues on the table are too serious to
be resolved with promises of additional pur-
chases,” he said. “We need new rules.”
Lighthizer’s comments are “creating mar-
ket nervousness,” said Kristina Hooper,
chief global market strategist at Invesco.
Negotiations between Washington and
Beijing continue under the threat of addi-
tional tariffs on Chinese goods that could
escalate the conflict and make products even
more costly for consumers and companies.
Lichtman said that Fox executives
“engaged in a pattern and practice of fraudu-
lent self-dealing by which it enriched itself”
at the expense of the “Bones” producers and
stars, who were owed a cut of profits.
David Boreanaz and Emily Deschanel, the
stars of “Bones” in its run from 2005
through 2017, sued 21st Century Fox in
2015, saying it denied them profits by
licensing the show to Fox’s TV division and
to Hulu for below-market rates. They were
joined by executive producer Barry
Josephson and Kathy Reichs, who authored
the novels “Bones” is based on. The case
went to private arbitration in 2016.
“We are so proud of the hard work we did
on Bones for 12 seasons and only ever
wanted Fox to live up to its promises and
contractual obligations,” Deschanel said in
a statement.
Boreanaz added in his own statement that
“it’s clear that what we were saying all
along was true: we were owed additional
compensation for our work.”
Fox denounced the decision and vowed to
fight it.

Final countdown to Women’s World Cup begins

The Women’s World Cup countdown has
begun in earnest.
Wednesday marked 100 days until the
kickoff of the game’s biggest tournament,
opening on June 7 in Paris. The 24-team
event will be played at nine stadiums in
France over the course of a month, with the
final set for July 7 in Lyon.
The United States is the defending champi-

NEW YORK — Baseball players and man-
agement appear headed to early labor nego-
tiations that could lead to significant eco-
nomic changes in the collective bargaining
agreement and possibly a new deal past the
current expiration of December 2021.
Management backed off its desire for a
pitch clock this year in a proposal to the
players’ association on Tuesday, putting off
most on-field changes to 2020 at the earli-
est. The union quickly made a counteroffer

Johnson, Rory McIlroy and Tiger Woods are
among the golfers who live in the vicinity of
PGA National and may very well be home
this weekend. They just won’t be playing at
the Honda Classic.
The condensing of the PGA Tour schedule is
forcing players to make some tough deci-
sions, and the Honda Classic didn’t exactly
benefit from a lot of those choices. Only
three of the top 20 players in the world rank-
ing are in the field for the event beginning
Thursday — No. 3 and defending champion
Justin Thomas, No. 4 Brooks Koepka and
No. 9 Rickie Fowler.
Next up: No. 21 Webb Simpson and No. 23
Gary Woodland.
“There are a lot of guys who live down
here,” said Woodland, who is one of the
South Florida-based players who gets to
sleep in his own bed this week. “But with
tournaments moving around, there are a lot
of tournaments right now that are really good
in a row. I skipped Riviera, which is one of
my favorite golf courses, but you have to find
the time.”
Last year at this time, the run of tourna-
ments saw players deciding among Riviera
one week, then the Honda Classic, then a
World Golf Championship in Mexico, then
Tampa, then Bay Hill, then another WGC for
Match Play.

“The field isn’t as strong as it typically is
because of where it is right now on the sched-
ule,” Woodland said. “It’s in a tough spot.”
Johnson hasn’t played the Honda Classic
since posting rounds of 77 and 75 and miss-
ing the cut by eight shots in 2015, so his
absence this week can’t be considered sur-
prising.
Not having Woods or McIlroy is different.
Woods finished 12th last year at the Honda
Classic, which he often calls his home
event. McIlroy had appeared in the tourna-
ment nine times in the last 10 seasons.

“I am not protecting Mr. Trump anymore,” Cohen
declared.
“My loyalty to Mr. Trump has cost me everything: my
family’s happiness, friendships, my law license, my compa-
ny, my livelihood, my honor, my reputation, and soon my
freedom,” Cohen said. “I will not sit back say nothing and
allow him to do the same to the country.”
Cohen’s matter-of-fact testimony about secret payments
and lies unfolded as Trump met with North Korean leader Kim
Jong Un. At a Vietnam hotel and unable to ignore the drama
thousands of miles away, Trump lashed out on Twitter, say-
ing Cohen “did bad things unrelated to Trump” and “is lying
in order to reduce his prison time.”
In testimony that cut to the heart of federal investigations
encircling the White House, Cohen said he arranged a hush
money payment to a porn actress at the president’s behest
and agreed to lie about it to the public and the first lady. He
said he had lied by claiming that Trump was “not knowl-
edgeable” about the transaction even though the president
had directly arranged for his reimbursement. And he said he
was left with the unmistakable impression Trump wanted
him to lie to Congress about a Moscow real estate project,

though the president never directly told him so.
In one revelation, Cohen said prosecutors in New York
were investigating conversations Trump or his advisers had
with him after his office and hotel room were raided by the
FBI last April. Cohen said he could not discuss that conver-
sation, the last contact he said he has had with the president
or anyone acting on his behalf, because it remains under
investigation.
The appearance marked the latest step in Cohen’s evolu-
tion from legal fixer for the president — he once boasted
he’d “take a bullet” for Trump — to a foe who has implicated
him in federal campaign finance violations. The hearing
proceeded along parallel tracks, with Democrats focusing on
allegations against Trump while Republicans sought to
undermine Cohen’s credibility and the proceeding itself.
As Republicans blasted him as a convicted liar, a mostly
unrattled Cohen sought to blunt the attacks by repeatedly
acknowledging his own failings. He called himself a “fool,”
warned lawmakers of the perils of blind loyalty to a leader
undeserving of it and pronounced himself ashamed of what
he’d done to protect Trump.
Cohen is due to begin a three-year prison sentence in May,
and described himself as cooperative with multiple investi-
gations in hopes of reducing his time behind bars. He is seen
as a vital witness for federal prosecutors because of his prox-
imity to the president during key episodes under investiga-
tion and their decade-long professional relationship.

investigation to testify publicly about crimes committed
during the 2016 campaign and in the months that followed,
Cohen also delivered biting personal commentary on a pres-
ident he said never expected to win in the first place.
“He never expected to win the primary. He never expected
to win the general election,” Cohen said. “The campaign —
for him — was always a marketing opportunity.”
He recounted how Trump made him threaten schools he
attended to not release his grades and SAT scores and deni-
grated blacks as “too stupid” to vote for him. He said Trump
once confided to him that, despite his public explanation of
a medical deferment from the Vietnam War because of bone
spurs, he never had any intention of fighting there.
“I find it ironic, President Trump, that you are in Vietnam
right now,” Cohen said.
Cohen gave lawmakers his first-person account of how he
arranged to buy the silence of a porn actress and a Playboy
model who said they had sex with Trump. He described a
February 2017 conversation with Trump in the Oval Office
in which the president reassured him that reimbursement
checks sent through Federal Express were coming but would
take some time to get through the White House system.
He said the president spoke to him a year later to discuss
the public messaging around the transaction, and had even
once put his wife, Melania, on the phone so that Cohen
could lie to her.
“Lying to the first lady is one of my biggest regrets,”
Cohen said. “She is a kind, good person. I respect her great-
ly, and she did not deserve that.”
In an allegation relating to Mueller’s probe, Cohen said he
overheard Trump confidant Roger Stone telling the candidate
in the summer of 2016 that WikiLeaks would dump damaging
information about Clinton.
Trump put Stone on speakerphone as Stone relayed that he
had communicated with WikiLeaks founder Julian Assange
and that “within a couple of days, there would be a massive
dump of emails that would damage Hillary Clinton’s cam-
paign,” Cohen said. Damaging emails U.S. officials say
were hacked by Russia were later released by WikiLeaks.
Trump responded by saying “wouldn’t that be great,”
Cohen said.
Stone disputed that account Wednesday, and Barry Pollack,
a lawyer for Assange, said Stone and Assange did not have
the telephone call that Cohen described.
Cohen’s claims that Trump had advance knowledge of the
emails contradict the president’s assertions that he was in
the dark, and it is not clear how legally problematic that
could be for Trump anyway. Mueller has not suggested that
mere awareness of WikiLeaks’ plans, as Stone is purported to
have had, is by itself a crime.
Cohen also suggested Trump implicitly told him to lie
about a Moscow real estate project. Cohen has admitted
lying about the project, which he says Trump knew about as
Cohen was negotiating with Russia during the campaign.
Cohen said Trump did not directly tell him to lie, but “he
would look me in the eye and tell me there’s no business in
Russia and then go out and lie to the American people by
saying the same thing.”
Cohen said he does not have direct evidence that Trump
colluded with the Russian government during the election,
but that he has “suspicions,” including after a June 2016
meeting between the president’s oldest son and a Kremlin-
connected lawyer.
“I wouldn’t use the word ‘colluding.’ Was there something
odd about the back-and-forth praise with President Putin?”
Cohen said. “Yes, but I’m not really sure I can answer that
question in terms of collusion.”

increased frequency to fill the funding
gap left by inadequate financial sup-
port from the state.
“We need to allow districts to locally
increase their revenue, if they can do it
in a fair way. And to me, 55 percent is
more fair,” said Hill, of the proposal
unveiled Wednesday, Feb. 27.
The proposed legislation aims to
reduce the parcel tax passage rate to the
same level required for bond measures.

recent decision by Redwood City
school officials to shutter campuses
due to financial struggles as an indict-
ment on the insufficient funding
offered to public school systems.
“When you look at San Mateo
County — districts are struggling,
schools are closing and class sizes are
growing,” he said. “It’s not a pretty
picture.”

of the schools, Redwood City officials

cerned about potential mudslides in
saturated wine country hillsides and in

er school funding mechanism, but sug-
gested the proposed legislation could
be a sort of compromise.

Funding Formula promotes reliance on

ing parcel taxes easier to pass.
Furthermore, Hill recognized Gov.
Gavin Newsom’s advocacy for
improved school funding in fueling
his optimism for the proposal’s
potential success, though he noted
Newsom would not need to sign the
bill for it to become law.
County Superintendent Nancy
Magee said she supported the proposal
as a means of allowing San Mateo
County residents to better support
their local school districts.
“An investment in education is an
investment in the community. By low-
ering the threshold, communities
would be in a better position to create
the schools they want,” she said in an
email.
More simply put, Hill said he
believes the proposal is a simple way
to address an essential state school
funding issue.
“We have to recognize reality and
admit to the problem and fix it,” he
said.
“I fell into the mud when the tree fell
over the top of me. It happened so fast
you don’t even know,” Kear Koch told
KGO-TV.
Elsewhere in the area, several people
had to be rescued from cars stranded
while motorists tried to drive through
flooded roads. Nina Sheehan, who is
visiting from North Carolina, had to
abandon her rental SUV after it got
stuck in a flooded hotel parking lot.
“We made a decision to take the
rental car through the waist-high water
and we got two thirds of the way and
then the car stalled,” she said. “Do not
try to go through any water over a foot
high because you never know what
you’re going to find.”
Firefighters in Monte Rio worked
through the night pulling people out
of cars stuck in flooded roadways and
getting people out of their homes as
water approached, Fire Chief Steve
Baxman told the Press-Democrat news-
paper of Santa Rosa.
“We took 17 people out of cars and
houses during the night. Too many
people are driving into water,” he said.
Other waterways, including the Napa
River, also were expected to overflow
their banks as an ocean-spanning
plume of moisture continued tracking
through the West.

if nothing is done, according to a presenta-
tion organized by the Committee for Green
Foothills.
Held Tuesday evening at the Redwood City
library, the presentation provided an
overview of the causes and impacts of sea
level rise and steps that can be taken to pro-
tect the Bayside of the Peninsula, with an
emphasis on Redwood City.
The event featured three speakers: Jeremy
Lowe, an environmental scientist with the
San Francisco Estuary Institute; Dan Ponti, a
geologist with the U.S. Geological Survey,
and Alice Kaufman, advocacy director for the
Committee for Green Foothills. Ponti and
Kaufman are longtime Redwood City resi-
dents.
Sea level rise is occurring because the
oceans are gaining heat and expanding and
because the ice near the polar caps is falling
into the ocean, Lowe said, adding that 7
inches of rising seas have been recorded
within the last century and another 16 inches
is expected by 2050. And those numbers will
only continue to rise, he said.
One of Lowe’s slides depicted a human
standing on the shoreline to demonstrate
projected sea level rise, and it showed water
up to the knees by 2050 and reaching the
armpits by 2100.
“Sixteen inches by 2050 is pretty much
baked in, it’s in the heating of the oceans
already,” he said, adding that predictions are
less certain beyond 2050. “We’ve never

tainty. What we do have are projections and
most of them are getting closer and closer
together so we think we understand more
about what’s happening. The major point is
it’s going up.”
Ponti said 100-year flood zones — areas
where any given year there’s a 1 percent
probability that a storm could produce flood-
ing in the area — are expanding in Redwood
City, according to FEMA’s 2019 flood maps.
“The [100-year flood zone areas] are now
expanding to the other side of Highway
101,” he said. “For the most part what we’re
seeing is this low-lying area, the downtown
area in particular and the north end of
Veterans Boulevard between Whipple Avenue
and Woodside Road, are areas that will be in
the 100-year floodplain starting now.”
Ponti said by 2050 flooding will likely hit
largely undeveloped areas such as Bair Island
and the Cargill salt ponds, but Bair Island
Road will be under water by then if nothing is
done, impacting those in nearby develop-
ments. He also said king tides could cross
Highway 101 in 30 years, with certain con-
ditions potentially affecting Redwood
Shores and Foster City, for example, and
storm surges could lead to frequent flooding
of Redwood City’s entire downtown and parts
of Friendly Acres. Kaufman said San Mateo’s
North Shoreview neighborhood and a mobile
home park in Redwood City are also among
the vulnerable areas.
Ponti said the city’s general plan, passed
in 2010 and due for an update before long,
includes various policies for addressing sea
level rise, but also includes wiggle room to
allow building in sensitive areas.

“There was a line added to the general plan
to make it possible for developers to develop
in sensitive areas and I believe that when we
set a standard we need to stick to that standard
and not leave the door open for developers to
create a mitigation that isn’t really there,”
she said. “We need to be brave and stick to
the standard. If we believe sea level rise is an
issue then it’s an issue period.”
Ponti said Redwood City’s waterfront has
been increasingly upzoned and developed
over the years and pointed to a handful of
recently approved projects in areas that could
be affected by flooding brought on by sea
level rise within 30 years. The developments
include mixed-use Broadway Plaza, 353 Main
St., Strada and finally Harbor View, though

that project has not been approved and the
council expressed a variety of concerns with
it at a recent meeting.
Kaufman said the entire Bay shoreline is
vulnerable if no action is taken.
“There are some areas where cities and
local jurisdictions have begun to take action,
but for the most part we haven’t started tak-
ing action yet to defend ourselves against
this,” she said. “We’ve recognized there’s a
problem, but there’s not a lot of ‘OK, this is
what we’re going to do.’”
One form of action that can be taken is to
construct a new type of levee that Kaufman
said is much cheaper than standard ones and
not as tall. The “horizontal levee,” as it’s
called, is a hybrid between a traditional levee
and restored tidal marsh and entails a series of
habitats between the Bay and land, including
a tidal mud flat, tidal marsh and brackish
marsh.
Kaufman also stressed the importance of
preserving open space in vulnerable areas
and not building there, particularly the
Cargill site.
“Everything on the Bayside of Highway
101 has been artificially modified to support
humans and now it looks like nature is trying
to take it back,” she said.
A follow up presentation focusing on
impacts to the coastside of the county will be
held in April.

The Peninsula Museum of Art celebrates a milestone
anniversary & Five Outstanding New Shows
T his year, the Peninsula Museum of Art is
celebrating its 15 year anniversary creating a
welcoming environment for artists and visitors
to engage in the arts. The Museum is a free
nonprofit visual arts complex housing five museum
exhibit galleries, a children’s and adult art program, a
library resource center, and a gift shop. Its focus is art
created by living artists with a Greater Bay Area
connection. PMA is that rare museum where, free of
charge, the public can meet and engage with the
artists whose work is on display.
Burlingame has been its home since 2013.
Unfortunately, their landlord has terminated their lease
early, and they are now looking for a new location. Any
leads or assistance would be most welcome! They are
surfacing new possibilities, all of which will benefit the
Peninsula community it serves.
Meanwhile, right now the museum has five
extraordinary exhibits up and it is a great time to take a
moment and plan a visit.
From the Stone Age to the Digital Age:
Sculpture by Oleg Lobykin
Oleg Lobykin has roots in the craft of Old World stone
carving, yet considers himself a sculptor and “an
international man and product of globalization.” His
recent sculptures in organic abstract shapes,
sometimes highly shiny and brightly colored in
fiberglass or earth tones and constructed of natural
stone or bronze, express harmony between the natural
and man-made worlds
Overgrown:
Fiber Sculpture by Heather Deyling
Heather Deyling is an artist and educator who creates
colorful site-specific two-and three-dimensional
installations which spill over into architectural space,
creating contrast between the organic and the
man-made.
Mood & Movement:
Large-scale Paintings by Suhas Bhujbal
Suhas Bhujbal captures abundant ambiance, mood
and movement in his figurative paintings. Many of his
giant pieces brim with people and color, pulling the
viewer into vibrant imaginary settings; others are
informed by his regular meditation practice, with an
overwhelming peacefulness apparent in his canvases.

Expanding Universe:
Constructed Paintings by Howard Hersh
In Howard Hersh’s constructed paintings, on birch
plywood panels affixed to unpainted basswood and
poplar, he explores two complementary bodies of
work, which he characterizes as “two means to an end.”
Topography:
Mixed-Media Works by Robin Mullery
Robin Mullery’s Topography series explores the
arrangement of both natural and artificial landscapes,
its irregularly cracked and troweled surfaces in
earth-palette hues suggesting plains, plateaus, and
fissures.
PMA is also home to the Museum Studios, 30
working artist studios where visual artists work and
exhibit their creations in painting, sculpture,
photography, mixed media, jewelry, fiber art, and
millinery. Museum Studios artists open their studios
twice a year to the public - this May 4th and 5th during
Silicon Valley Open Studios weekend, and in October.

museum’s website.
Museum Studios offer a great space for local artists to
come together and create wonderful work for
everyone to enjoy. Classes are also available from
studio artists, information on the website.
