1 GENERAL
1.1 Introduction
1.1.1 The project Pink Line covers the System from Khae Rai to Min Buri. Within this project the
section from Khae Rai to Min Buri covered by this Outline Specification is called the Pink
Line Project.
1.2 General Requirements
1.2.1 This Outline Specification shall be read in conjunction with other documents forming part
of the Contract.
1.2.2 A state-of-the-art Integrated and comprehensive Communications Systems shall be
provided to avoid obsolescence of the technology and equipment as far as possible and
ensure the efficient, cost effective and flexible operation of the Pink Line.
1.2.3 It is a prime requirement that the Telecommunication Systems, including each individual
item of associated equipment, shall be designed, for high availability and reliability. The
Communications Systems shall be a balance between a configuration of mature, field
proven hardware and software and conformance to the latest industry standards. Diverse
routing of the fiber optic communications backbone network shall be included in all cable
routing designs to lower the risk of failure due to cable route degradation or intrusion.
1.2.4 All Telecommunication Systems shall be based as far as practical on “Open Standards”
technologies, protocols and interfaces. Furthermore the implemented systems shall
maximize the use of IP/MPLS or TCP/IP and Ethernet interfaces both inter and intra system
such as to provide a common single integrated overall system platform.
1.2.5 The Design shall take into account the configuration of the entire Pink Line and shall be
fully coordinated with all other disciplines, operational strategies and procedures necessary
for efficient operation. The Concessionaire may propose manned or unmanned driverless
Rolling Stock operation and any State-of-the-art signaling systems and the Communications
systems shall support whichever operation and signaling technologies proposed.
1.3 Qualifications of Manufacturer
1.3.1 All materials and equipment to be provided for communications systems shall be of
proven design and shall be provided by a manufacturer who has accomplished similar
communications systems projects for a period of at least 10 years unless otherwise
approved by the MRTA.

1.4 Standards
1.4.1 General
(a) Wherever possible all material supplied shall be in accordance with the relevant Thai
Industrial Standards (TIS) where these have been issued.
(b) Where a relevant TIS has not been issued, all materials shall be to the provisions of
relevant, current issues of the following design standards and shall be the basis for all
telecommunication subsystems to be observed by the Concessionaire.
(c) The equipment shall be designed for outdoor all weather environments and shall be
at least IP65 enclosure.

1.4.3 General Standards
(a) The following general standards with regard to electronic subsystems will be
observed.
(b) Standards indicated in are provided for the guidance of the Concessionaire. These
standards apply to the general Communications Systems. Specific standards pertaining
to an individual system shall be detailed in the individual system section.

(c) The above standards shall be read in conjunction with the Specifications and shall be
deemed to form part of this Specification.
1.4.4 Conflict with Standards
(a) Where conflicts arise between the requirements of this specification and those of the
standards referred to in the Specifications, the requirements of this Specification shall
have precedence.
(b) Notwithstanding the precedence specified the Concessionaire shall seek advice from
MRTA in the event of conflicts between Specifications.
(c) Where a specific Standard or Code is quoted in the Specifications it may be
substituted with an equivalent Standard or Code when proposed by Concessionaire
and accepted by MRTA.
2 SCOPE OF WORKS
2.1 In addition to the scope of work as described in the Specifications and other documents
forming part of this Contract, the communications systems shall comprise, but not be
limited to:
(a) Backbone Transmission Network (BTN)
(b) Master Clock System (MCS)
(c) Radio Communications System (RCS)
(d) Passenger Information System (PIS), which includes:

(i) Public Address (PA) System

(i) Communications Systems Power Supply (the UPS shall be provided under the Power
Systems specifications)

2.2 The scope shall include all respective works related to the Pink Line (Khae Rai to Min Buri).
3 COMMUNICATIONS SYSTEMS OVERVIEW
3.1 General
3.1.1 The communications systems shall be capable of supporting the safe, efficient and cost
effective operation of the Pink Line System providing a means of communicating voice,
data and video information in a timely, reliable and accurate manner.
3.1.2 The subsystems comprising the communications systems shall be integrated in order to
provide a cost effective solution. In particular, the BTN shall be used as the long distance
transmission medium for all communications systems as well as for the Supervisory
Control and Data Acquisition (SCADA) and signals from other systems. The Concessionaire
shall liaise with the suppliers to integrate diverse routing in their designs wherever possible.
3.2 Communications Systems
3.2.1 General
The communications systems of the Pink Line shall cover all needs of the entire Pink Line.
The installations are considered as stand-alone systems (with inter system integration as
required).
3.2.2 Backbone Transmission Network (BTN)
(a) A digital optical transmission system shall be implemented to form the transmission
backbone of the communications systems. The BTN shall transport as a common

bearer the various signals and associated protocols required for the different types of
media including, but not limited to: voice, audio, video and data between the
Operation Control Center (OCC), the stations and the depot.
(b) The BTN shall be built up on two independent diversely routed operating optical fiber
sections connecting the depot, stations and park&ride building to the OCC. The
subsystems are located at different locations along the line and connected via nodes
to the optical transmission rings. The transmission system shall be populated with
required modules and interfaces appropriately configured to allow the
implementation of the users. The available bandwidth (data speed) of the BTN shall
be matched to the load required by the users. The required user data transmission
shall not exceed 50% of the total available BTN bandwidth.
(c) The BTN system shall provide a high degree of availability and redundancy by
implementing an appropriate closed optical fiber ring topology and both ring and path
protection mechanisms as required. The preferred solution being that the nodes at
the stations are connected together via single mode fibers in hopping mode
configuration. However, the Concessionaire may propose alternatives for MRTA’s
consideration and approval. To ensure the required high availability solution, the ring
topology shall be implemented using diversely routed optic-fiber cables such that no
single break or node failure will interrupt ring traffic.
3.2.3 Master Clock System (MCS)
(a) The main objective of the Clock System is to provide synchronized time information for
the passengers and staff.
(b) The primary synchronizing time source shall be obtained from the Global Positioning
System (GPS). The time source shall be used to synchronize slave clock units which
shall be located in areas such as offices, control rooms, mess rooms for staff
information, and also in public areas of the stations for passenger information.
Synchronization of the time information of other systems shall also be achieved by
means of the Network Time Protocol (NTP).
(c) The synchronized time information shall either be displayed on slave clock units or
provided to other interfacing systems via the Backbone Transmission Network. (BTN)
(d) The purpose of the Central Master Clock Unit is to provide a single central synchronize
of the time at station master clock units and all displays, monitors and equipment
database like voice and video recorders.
3.2.4 Radio Communications System (RCS)
(a) A Digital Radio System employing a TETRA (Terrestrial Trunked Radio) standard based
solution shall be provided to facilitate Operational Wireless voice and data
communication. The TETRA radio system shall provide efficient voice and data

communication between controllers at the OCC and radio users along the entire
alignment and all station, depot and ancillary building areas.
(b) The radio system architecture shall be based on a central (Redundant) TETRA Switch
solution providing central control and connectivity of all users including OCC
Controllers and interfacing systems. A cellular network of radio base stations shall be
implemented located at various locations along the alignment providing RF coverage.
The radio base stations shall be connected back to the central TETRA switch via path
protected control and data channels over the BTN employing a diversely routed
redundant topology to ensure the required high availability.
(c) The radio base stations shall provide a continuous chain of overlapping coverage cells
enabling radio users to maintain their calls (seamless call hand-over) while travelling
the entire length of alignment and within all required building and project areas. The
base stations shall be connected to the central switching equipment at the OCC via
the BTN.
(d) The digital TETRA radio system provides all the features of a modern trunked radio
network, including, but not limited to call groups, private call, direct call, and
emergency call under priority setting. To ensure comprehensive train radio functions
commensurable with the Operational requirements of the Pink Line, the
Concessionaire shall develop a customized dispatcher console and on board train
radio equipment and MMI.
(e) All call connections shall be done via the central switch and shall therefore facilitate
comprehensive central voice recording.
(f) The Concessionaire shall demonstrate that the proposed system can be expanded
incrementally and simply to support the increasing level of operations required to
carrying the whole network from Khae Rai to Min Buri.
3.2.5 Passenger Information System (PIS)
(a) The Passenger Information System (PIS) contains of two (2) subsystems:
(i) The Public Address System (PA),
(ii) The Passenger Information Display System (PIS).
(b) Both of the systems shall be automatically triggered by the other subsystems such as
the CTC or operated manually.
(c) The PA and PIDS system shall be integrated to provide synchronized operation such
that both the PA and PIDS will provide coordinated information in both audio and
visual format.
3.2.6 Public Address System (PA)
(a) The audio, control and clock data shall (can) be transmitted on the same IP protocol

via an Ethernet LAN, forming an extended local area network covering each station
and the interconnectivity between the stations and OCC. The broadcasting of
controller’s PA announcement shall be via digital transmission to the stations
providing equivalent 15 KHz high quality audio channels.
PA speakers shall be distributed around the station as further detailed herein using
zoned redundant arrangements to ensure comprehensive coverage of the Station area
for PA announcements.
(b) The signaling and other systems as described herein shall provide an interface at the
stations to the PA system to facilitate automatic pre-recorded announcement
information.
(c) For emergency and life safety events such as fire and evacuation the controllers shall
be able to select pre-recorded announcement from a digital source as well as live
announcements. Such announcements will be of high priority to ensure there delivery.
(d) The PA system shall also facilitate normal live and pre-recorded announcements
including provision for scheduled broadcast to designated zones of pre-recorded
announcements.
(e) The PA shall interface to PIDS for synchronized coordinated information dissemination
and to enable the switching off of the PID audio signal at dedicated Display Unit when
an announcement is initiated.
3.2.7 Passenger Information Display System (PIDS)
(a) The PIDS shall provide three main types of passenger information on LED or better
display including but not limited to the following in both Thai and English versions of
compilation:
(i) Train service information,
(ii) General station information including emergency messages and promotion
programs,
(iii) Commercial advertising.
(b) The PIDS shall display passenger information in any combination of Thai and English
characters, numeric, animated graphics and symbols.
(c) The signaling and other systems as described herein shall provide an interface at the
stations to the PIDS system to facilitate automatic information.
(d) For emergency and life safety events such as fire and evacuation the controllers shall
be able to select pre-recorded/formatted messages from a digital source as well as
ad-hoc messages. Such messages will be of high priority to ensure there delivery.
(e) The PIDS shall interface to the PA system for synchronized coordinated information

dissemination and to enable the switching off of the PID audio signal at dedicated
Display Unit when a PA announcement is initiated.
3.2.8 Telephone System (TEL)
(a) A highly reliable digital telephone main exchange (IP PABX/Soft-switch) and satellite
exchange system (IP PABX and/ or VoIP Gateways) shall be employed to provide
communications to VoIP, digital and analogue telephone sets at the OCC, the stations
and the Depot
(b) Digital and analogue telephone sets shall be wire connected at the OCC and the
Depot. At stations so called satellite exchanges shall provide sufficient ports for local
wire connected local subscribers. The central TEL and the satellite TEL are connected
together via Ethernet multipoint ports networking on TCP/IP protocol. Hot line vandal-
resist hands-free emergency and information single button call telephones at stations
shall provide direct emergency calls to the station controller and/ or to the OCC
controllers.
(c) A restricted number of telephone subscribers shall have access to the PA system to
place announcements to station call zones via code dialing.
(d) Phone conversations done by the OCC controllers shall be recorded accordingly.
3.2.9 Closed Circuit Television System (CCTV)
(a) Straddle Monorail central control and station operation and security personnel shall
observe on the CCTV system not only the movements of passengers. This surveillance
shall also ensure that sufficient detail and area coverage is provided to facilitate the
fast and precise identification of persons and tracking of events. The locations to be
monitored shall be dependent on the requirements by operations and security.
(b) Security points and other pertinent facilities and equipment and functions shall be
linked to the station SCADA system and shall be used to switch video images to the
station controller and initiate subsequent associated actions. Recording of video
images of every station camera shall be provided decentralized at the stations. The
station Network Video Recorder (NVR) recorded information can be obtained by
station controllers or at control center by OCC Controllers and others via compressed
MPEG 2/4 (Moving Picture Expert Group) over IP protocol via the BTN.
3.2.10 Information Technology System (IT)
(a) Regular Straddle Monorail operation tasks are dependent on an extended Local Area
Network (LAN), Personal Computer (PC), Servers, peripheral equipment and networking
over the Backbone Transmission Network (BTN) to connect operations, stations, offices,
administration and maintenance locations all over the entire Straddle Monorail system.
Among many other different communication channels, the BTN shall include
exclusively a separate ITS 10/100 Mbps Ethernet channel. Ethernet switches with

sufficient ports and structured LAN cabling shall be provided at the OCC, the depot,
the traction power station and the Straddle Monorail stations, to provide the
connectivity for all terminal equipment.
(b) A central, bandwidth controlling router / Ethernet switch and at remote site an
Ethernet switch shall distribute the PC points at stations. A structured cabling for
telephone and PC points shall provide the backbone as a basis for any kind of IT
system to be set up by the user.
(c) The Concessionaire shall provide the infrastructure of the office IT LAN at all locations,
but only down to the recessed wall mounted PC face plates. Any office equipment
like PCs, printers, server and related software shall be not included in the scope,
unless agreed and specified otherwise at a later date.
3.2.11 Operation Control Center (OCC)
(a) The OCC shall include control and supervision desks that shall be provided with
communications systems facilities.
(b) For each Line Controller’s position on the Main Line desk, the Concessionaire shall
provide, as a minimum, the following communications systems facilities:
(i) Telephone communications to all areas of the Pink Line System, the
Administration Building and the Public Switched Telephone Network (PSTN).
Integrated PABX direct line telephone communications between key designated
locations as required by the Contract,
(ii) Voice and data radio communication to all train drivers operating Trains on the
Main Line and other radio user groups working on the Main Line, in stations and PA
to passengers in trains,
(iii) PA capabilities to stations public and staff areas to train borne passengers,
(iv) PIDS capabilities to stations,
(v) CCTV monitoring and recording of the respective public areas in stations.
(c) For each Depot Controller’s position on the Depot control desk, the Concessionaire
shall provide, as a minimum, the following communications systems facilities:
(i) Telephone communications to all areas of the Pink Line System, the
Administration Building and the PSTN. Integrated PABX direct line telephone
communications between key designated locations as required by the Contract,
(ii) Voice and data radio communication to all train drivers operating Trains in the
Depot area and other radio user groups working within the Depot,
(iii) CCTV monitoring and recording of the yard, workshops, stabling yard and washing
plant.

(d) For each Engineering Controller’s position on the engineering control and supervision
desk, the Concessionaire shall provide, as a minimum, the following communications
systems facilities:

(i) Telephone communications to all areas of the Pink Line System, the
Administration Building and the PSTN. Integrated PABX direct line telephone
communications between key designated locations as required by the Contract,
(ii) Voice and data radio communication to all engineering radio user groups working
anywhere within the Pink Line System,
(e) For the Chief Supervisor’s position on the overall supervision desk, the Concessionaire
shall provide, as a minimum, the following communications systems facilities:
(i) Telephone communications to all areas of the Pink Line System, the
Administration Building and the PSTN. Integrated PABX direct line telephone
communications between key designated locations as required by the Contract,
(ii) Voice and data radio communication to all radio user groups operating anywhere
within the Pink Line System,
(iii) PA capabilities to the stations, workshops, station yard, stabling yard, washing
plant and park&ride building,
(iv) PIDS capabilities to stations,
(v) CCTV monitoring and recording of all public and non-public yard, workshops,
stabling yard and washing plant.
(f) For the MRTA staff on the supervision desk, the Concessionaire shall provide, as a
minimum, the following communications systems facilities:
(i) Telephone communications to all areas of the Pink Line System, the
Administration Building and the PSTN. Integrated PABX direct line telephone
communications between key designated locations as required by the
Contract,
(ii) Voice and data radio communication to all radio user groups operating anywhere
within the Pink Line System,
(iii) PA capabilities to the stations, workshops, station yard, stabling yard, washing
plant and park&ride building,
(iv) PIDS capabilities to stations,
(v) CCTV monitoring and recording of all public and non-public yard, workshops,
stabling yard and washing plant.
3.2.12 At each station, depot and the OCC a Communication Equipment Room (CER) shall be

provided for accommodating local items of communications equipment. The Concessionaire


shall provide all appropriate and necessary cable containment inside equipment rooms.
Cable containment between rooms and to the Wayside shall be provided by the Civil
Concessionaires.

3.2.13 In the depot (only) the Concessionaire shall supply and install all such conduits, cable
trays, ducting etc.; for all of the M&E Systems in all depot buildings including OCC, Main
Workshop, Train washing plant, and Administration building.
3.2.14 The Concessionaire shall provide interfacing between the Telecommunication System and
SCADA System to meet the operation and maintenance requirements. The interfaces shall
include both hardware and software elements, as appropriate, and all necessary cabling
and fixings. Cabling between the plant interfaces and the Remote Terminal Unit (RTU) shall
be supplied and shall be correctly terminated on the terminals provided within the plant.
4 BACKBONE TRANSMISSION NETWORK (BTN)
4.1 System Overview BTN
4.1.1 The BTN shall be the communications backbone between the OCC, the stations, the power
stations, the Park & Ride Building and the depot.

4.1.2 The BTN shall provide a high degree of availability and redundancy by implementation of
appropriate optical fiber closed ring(s) topology and employing diverse cable routing
techniques, connecting the locations in hopping mode configuration or other alternative
arrangements subject to the approval of MRTA. The Concessionaire shall propose a proven
transmission backbone technology such as an Optical Network solution at least 10 Gbps
Ethernet. A combination of separate Ethernet networks using common Optic Fiber cable
backbone is permitted so long as the Concessionaire can provide appropriate justification
for the approval of MRTA.
4.1.3 The BTN shall be capable to transport all of the user communication interfaces and
therefore the bandwidth provided by the BTN shall be matched to the loading required by
the data speed of the subsystem’s interfaces. The BTN shall provide sufficient bandwidth
to cater for the data loading required at the present implementation stage and shall
provide an additional spare bandwidth of at least 50% of the useable total bandwidth.
4.1.4 The Concessionaire shall provide future interfacing support and ready to use by MRT
request.

4.2 Reliability
4.2.1 Overall system availability shall be not less than 99.9% of all time.
4.2.2 The availability of the BTN nodes shall be better than 99.95%.
4.2.3 The availability of any Ethernet switch implemented as part of the BTN shall be better
than 99.9%.
4.2.4 The maximum traffic interruption time for any required service bit rates due to link, node
or any other failure shall be less than 50ms. It shall include time for protection switch
completion time with the sequence of events below:
(a) From the onset of a failure detection to the completion of protection switching
(b) From the clear of a failure to the completion of protection switching recovery (in case
of reversion switching)
(c) From the activation of recovery command to the completion of protection switching
recovery (in case of non-reversion switching)
(d) Re-framing time required by PCM equipment including SDH equipment, Flexible
Multiplexer, optical data modem and data modem.
5 MASTER CLOCK SYSTEM (MCS)
5.1 General
5.1.1 The Concessionaire shall provide a master clock that shall be located in the OCC. It shall
be used to synchronize all M&E Equipment, appropriate items of E&M Systems, slave time
clocks and other electronic system clocks throughout the entire Pink Line System.
5.1.2 The master clock system shall be designed to provide details of real time and date
information. The master clock system shall be designed to ensure real time accuracy
better than +/- 1 second per month and shall be linked to a satellite time system to
obtain accurate update information. The master clock system output shall be suitable for
interfacing to all systems requiring time and date synchronization. These systems shall
include, but not be limited to:
(a) BTN
(b) Radio Communications System
(c) PA System
(d) PIDS
(e) Telephone System
(f) CCTV System

5.1.3 The master clock system shall make use of the BTN for transmission of the time
synchronization data.
5.2 System Description
5.2.1 Central Master Clock Unit
(a) The central master clock unit shall be located at the OCC. A Global Positioning System
unit (GPS) shall provide time signals to synchronize the Central Master Clock Unit. The
GPS unit shall derive a high accuracy synchronizing time signal from the atomic clock
of the satellites of the global positioning systems.
(b) The central master clock unit shall convert the GPS time signal into a NTP to
RFC1305 latest version. The NTP shall provide correct time indications on the different
system’s workstations, recorders, camera images, displays, etc. The NTP signal shall be
wire connected at the OCC to the equipment located in the CER, OCC via Ethernet
LAN connections to provide system internal time and date reference. In addition the
NTP signal shall be distributed via the BTN to all stations again via Ethernet LAN port
connections.
(c) Should the selected BTN technology require a separate timing synchronization signal
such as primary 2048 KHz to ITU G.811 signal the Concessionaire shall include
provision of this signal source and interface within its design. The Concessionaire shall
coordinate with the BTN system supplier in respect of this.
(d) The central master clock unit shall interface with the various analogue and digital
slave clocks (wire connected) at the OCC, the Administration Building offices, the
Depot offices, yard and workshops, etc. to provide the required timing signals and
protocol.
(e) In addition, the central master clock unit shall transmit the synchronization time signal
to all the Station Master Clock Units via the BTN. The time signal to be provided shall
be appropriate for the selected master and sub-master clock equipment such as NTP
interface format or serial data string of international standard, depending on
the system requirements.

(f) The Concessionaire shall propose and implement the timing signal type, protocol,
distribution schema and required connectivity.
5.2.2 Station Master Clock Units
(a) The station master clock unit shall be located at each terminal CER. The station
master clock unit shall provide the timing signal and protocol to each local analogue
and digital slave clock at a station.
(b) The Concessionaire shall propose and implement the timing signal type, protocol,
distribution schema and required connectivity.
5.2.3 Slave Clocks
The slave clocks shall be of analogue and digital types. All PIDS displays at stations shall
provide integrated date/time indications. The Concessionaire shall ensure that these clock
indications shall provide good visibility for the passengers.
5.2.4 Slave clock displays shall be suitable for the location in which they are to be used. They
shall be clearly visible under the light conditions of their location.
5.3 Reliability
5.3.1 The clock system availability shall be better than 99.9%.
5.3.2 The system shall be engineered for a minimum operational life of 15 years.
6 Radio Communication System (RCS)
6.1 General Overview
6.1.1 Introduction
This tender call for the design, supply, installation, testing and commissioning of a 380-400
MHz Digital Radio System (DRS) and a Broadband Radio System (BBRS) for the MRT Pink
Line.
6.1.2 The TETRA system shall be used for operation communications, while the BBRS shall be
used for the on-train passenger information system and on-train video surveillance.
6.1.3 The proposed DRS shall be based on the TETRA Standard (Terrestrial Trunked Radio, from
European Telecommunication Standards Institute, ETSI). The Concessionaire shall show that
their TETRA system is established and proven by submitting records of their TETRA systems
already installed, commissioned and accepted by customers and are operational today.
6.1.4 The DRS shall provide two-ways communication between the following parties:
(a) Line Controller (LCO) in OCC and the Train Drivers (TD) for mainline operation
(b) LCO or Chief Supervisor (CS) in the OCC and passengers on the Trains via on-board

(c) Engineering Controller (EC) and monorail staff carrying hand-held radios at stations,
depot, workshops, traction power stations and along the entire guideway
(d) MRTA Chief Security Officer and MRTA Security Officer carrying hand-held radios at
stations, depot, Park & Ride Building and along the entire Pink Line
(e) Depot Controller (DCO) and the TD when the trains are within the depot areas
(f) DCO and staff equipped with hand-held radios in the depot areas for depot shunting
and other purpose

(g) Between Operating and Maintenance (O&M) staff issued with hand-held radios at
stations, guideway side and depot areas
6.1.5 The Concessionaire shall design and provide the Computer Aided Dispatch (CAD) for radio
operations at the Operational Control Centre (OCC), based on a pre-defined Graphical User
Interface (GUI), such that the selection of trains, talkgroups or other intended recipients
shall be viewed in a network graphical layout with simple “point-and-click” operation. The
dispatch workstations at the OCC are organized as follows:
(a) One (1) MRTA Officer
The MRTA Officer shall be in charge to control and monitor all passengers’ security at
stations, Park & Ride Building and on the entire Pink Line. This will be included the
control of asset in Straddle Monorail system.
6.1.6 The network shall be connected via radio base stations and antennas or leaky coaxial (LCX)
cables to provide radio coverage along all guideway side areas including crossover, sidings
and overrun and in all substation areas. Park & Ride Building and Station areas including
public and non-public areas, inside elevators and inside all depot areas, radio coverage
shall be provided by means of LCX cables and antennae, depending on the building
architecture and environment.
6.1.7 Where required by law or government regulations the Concessionaire shall provide
necessary interface engineering and corresponding equipment for signal handover so as to
allow radio users of the Police Department and Emergency Services Department, and also
commercial mobile phone users to cross between the external signals and the signals from
the internal enclosed areas of the PPL without any interruption in the radio
communications.
6.2 General Requirement
6.2.1 The TETRA system proposed must be Interoperability (IOP) tested and certified to ensure
conformity to the TETRA standards. The Concessionaire shall submit a copy of its latest

IOP certificate.
6.2.2 The concessionaire shall provide sufficient channel such as interchange station etc.
6.2.3 The concessionaire shall provide radio system to comply with National Broadcasting
Telecommunications Commission (NBTC) rule and regulation.
6.3 DRS System Overview
6.3.1 The proposed DRS shall be IP-based and Concessionaire shall provide at minimum the
following main equipment:
(a) Amount of handheld radios as requested by MRTA (Operator shall estimate
number of radio needs by itself),
(b) Amount of mobile radios for MRTA Security Officer pickup cars as requested by
MRTA.
6.3.2 The system availability of the DRS shall be better than 99.9%

6.4 Radio Base Station (RBS)


6.4.1 The RBS shall have a receiver sensitivity of -112dBm typical (faded at 4% BER).
6.5 Train Borne Radio Units
6.5.1 General
The Concessionaire shall be responsible for the design, installation, supervision, testing and
commissioning of the complete train borne radio units for passenger trains.
6.6 Digital Voice Recording System (DVRS)
6.6.1 General
The DVRS system shall be IP-based and based on all-calls centralized recording. The
recording solution shall be integrated seamlessly into the radio system. Audio information
shall be passed over to the recorder via LAN connection.
6.6.2 To prevent audio degradation during recording, audio shall be recorded in digital format
and the recorder shall store it in the same form in which it was passed through the radio
system.
6.6.3 The DVRS shall be capable of recording up to 30 channels simultaneously. The
recorded audio shall be stored for up to 30 days.
The DVRS shall be equipped with a replay workstation that allows the following

6.7 Recording Playback
6.7.1 It shall be possible to view all or selected call information without being presented
with the actual content of the communication.
6.7.2 Playback of the recorded audio shall include Play, Stop, Pause, Fast forward, Fast
reverse, Cue forward (next message), Cue reverse (previous message)
6.8 Radio Coverage
6.8.1 General
The required downlink signal strength for 95% of the time measured at 98% of coverage
area for any interval of 100m for wayside coverage and any 100 m path for station and
depot coverage shall be better than -95dBm.
6.8.2 The DRS system Digital Audio Quality (DAQ) shall be 3.4 or better, which is equivalent to Bit
Error Rate (BER) of 2%. Downlink Radio Coverage for Hand-Held Radio
6.8.3 The dynamic sensitivity of the hand-held radio shall be better –103dBm. Taking into
account the body shielding and shortened whip antenna loss of the handheld by 8dB, the
measured downlink radio signal on the 0dBd dipole antenna shall be better -95dBm.
6.9 Downlink Radio Coverage for Train Radio
6.9.1 The dynamic sensitivity of the train radio receiver shall be better -103dBm.
6.10 Broadband Radio System (BBRS)
6.10.1 General
The Broadband Radio System (BBRS) shall be an IEEE 802.11 based system that shall
provide mobile wireless broadband connectivity to the trains. Open standards shall be
adopted where possible.

6.10.2 The BBRS shall provide a communication interface with the on-board CCTV surveillance
and Passenger Information Display System (PIDS), to the trains, stations and the OCC.
6.10.3 The BBRS shall allow the transmission of the train borne CCTV cameras video stream for
monitoring during emergencies, and interface with the train PIDS to allow ad-hoc on-board
text/visual announcements from the OCC and ad-hoc transmission of multi-media content
to the train PIDS.
6.10.4 The wayside access points (AP) shall be designed for outdoor all weather environments
and shall be at least IP65 enclosure.
6.11 BBRS Coverage
6.11.1 The BBRS shall assure smooth and efficient handover between the access points (AP).
During the handovers, there shall be no impact such as freeze or lost video signal and
internet connection.
6.11.2 The BBRS shall support fast roaming between access points (<50 ms).
6.11.3 The BBRS shall provide complete coverage along the main line and in the depot for
continuous broadband data link between train and fixed infrastructure.
7 PASSENGER INFORMATION SYSTEM (PIS)
7.1 Passenger Information System (PIS)
7.1.1 The PIS contains 2 subsystems:
(a) The Public Address System (PA)
(b) The Passenger Information Display System (PIDS)
7.1.2 The Concessionaire shall provide appropriate integration between the PA and PIDS sub-
systems so as to provide synchronized coordinated information dissemination within the
Straddle Monorail environment of both visual and audio messages.
7.1.3 Both sub-systems will require interfacing to various external subsystems to auto trigger
announcements and messages. The following listing provides a summary of the expected
triggering systems. The Concessionaire shall coordinate with MRTA and other parties to
verify the required interfacing systems and function of each interface during the design
phase;
(a) Signaling System
(b) PSD
(c) Fire Alarm System

7.2 Public Address (PA) System


7.2.1 General
(a) In the following everything is dedicated to facilities of the Pink Line PA system. The
Concessionaire shall provide a PA system that shall be used to address the public
and staff in stations.
(b) At stations the PA system shall provide a high quality sound distribution covering all
concourse, passageways, platforms, entrances, lifts, escalators, stairways, staff area,
back of house areas and for the depot area, the PA shall be configured to address
the staff working in the stabling yard, main workshop repair guideway, and auxiliary
workshop and washing plant.
7.2.2 Reliability
(c) The system availability of the PA system shall be better than 99.9%.
(d) The PA system shall be engineered for a minimum operational life of 15 years,
based on the equipment being in continuous use.
(e) The MTTR of the PA system shall not exceed 3 hours. The MTTR shall include
the diagnostic time, active repair / replacement time and the adjustment / testing
time on site, but shall exclude the response time.
7.2.3 Performance Specifications
(a) The intelligibility of all PA announcements shall achieve a minimum Rapid Speech
Transmission Index (RASTI) of 0.45 for 95% of areas. The remaining 5% of areas with
RASTI below 0.45 shall only be scattered uniformly among the station areas and shall
not form clusters of appreciable size.
(b) S/N ratio of the system shall be better than 105 dB.
7.3 Passenger Information System (PIDS)
7.3.1 The PIDS shall be provided as means to disseminate audio and visual information to the
public in stations including but not limited to the following type of information:
(a) Train service information
(b) General station information including emergency messages and promotion programs
(c) Commercial advertising
7.3.2 The PIDS shall display passenger information in any combination of Thai and English
characters, numeric, animated graphics, videos, punctuation and symbols.
7.3.3 The PIDS shall provide three main types of passenger information on the LED or better

7.3.4 Operating Groups
(a) The Display Units in stations shall be able to operate in groups and subgroups. Each
group and each subgroup shall be able to display different passenger information
simultaneously at any particular time.
(b) The following Operating Group shall be provided initially as minimum:
(i) Entrance Display Unit Group
(ii) Unpaid Area Display Unit Group
(iii) Paid Area Display Unit Group
(iv) Platform Display Unit Group
(c) All groups shall be able to divide to subgroup to separate information between entry
and exit directions.
(d) All groups shall be able to display passenger information in text, animated graphics
and video clips including emergency messages during some special incidents.
(e) Display shall produce images with an appropriate size, contrast ratio, resolution, when
operating in all ambient artificial lighting conditions and up to exposed sunlight in
outdoor environment found throughout the station.

7.3.5 PIDS on Train

7.4 Technical Specification
7.4.1 Reliability
(a) The system availability of the PID system shall be better than 99.9%.
(b) The PID system shall be engineered for a minimum operational life of 15 years, based
on the equipment being in continuous use.
(c) The MTTR of the PID system shall not exceed 3 hours. The MTTR shall include the
active repair / replacement time and the adjustment / testing time on site, but shall
exclude the response time.
8 TELEPHONE SYSTEM
8.1 General
8.1.1 The Telephone System shall consist of the system serving the Pink Line
8.1.2 The Concessionaire shall provide a telephone system to enable voice communication
between Pink Line System personnel and also to the Public Switched Telephone Network
(PSTN). The telephone system shall include direct line telephone facilities between key
designated locations in the Initial Pink Line System.
8.1.3 The Telephone System for the Pink Line shall be implemented as an IP network,
employing VoIP and built up as a main IP exchange/soft-switch and distributed satellite IP
PABX forming the Straddle Monorail telephone network operating via IP protocol over
Ethernet trunk circuits linking all sites via BTN.
8.1.4 The telephone system shall provide the monorail staff with telephone voice and
data communications between locations equipped with telephone sets in the Pink Line.
8.1.5 In addition to staff telephone conversations, emergency telephones (Passenger Help Points)
shall also be provided for passengers to ask for assistance from station or OCC controllers
when they are within the concourses and all platform public areas of the stations.
8.1.6 Staff telephone services to be provided shall be divided into two types:
(a) Private Automatic Branch Exchange (PABX) service for staff - this shall require the staff
to dial the extension number to call the opposite party.
(b) Direct Line Telephone (DLT) for staff - mainly between controllers at the OCC and the
stations to call destination party using one-touch buttons on the telephone sets for
faster access. Hot line vandal-resist hands-free emergency and information single
button call telephones shall be provided at station platforms and guideway side to
facilitate direct emergency calls to the station controller or to the traffic controllers in

the OCC.
8.1.7 DLT service shall also have higher GOS than PABX service when calling between telephone
exchanges.
8.1.8 Locations to be equipped with PABX staff telephone sets shall include stations and Park &
Ride building control rooms, offices, and technical rooms, major plant rooms and elevators
in the OCC, the Depot and the stations.
8.1.9 The CVRS shall provide recording of telephone conversations of all controllers. It shall be a
digital system providing sufficient capacity for recording before overwritten. The CVRS shall
also have the facility to transfer the recorded audio to removable archive for long term
storage. The CVRS shall provide comprehensive playback and search functions
8.1.10 Reliability
(a) The system availability of the Telephone System shall be better than 99.9%.
(b) The system shall be engineered for a minimum operational life of 15 years, based on
the equipment being in continuous use.

(c) The MTTR shall not exceed 3 hours. The MTTR shall include the active repair /
replacement time and the adjustment / testing time on site, but shall exclude the
response time.
8.1.11 Performance Specifications
The system shall provide non-blocking connection for extension calls within the same
exchange. For calls trunk or tie lines, the system shall provide a GOS of 1% and 0.1%
respectively for PABX and DLT services for the following traffic intensity during an average
busy hour under normal condition without traffic overflow.
9 CLOSED CIRCUIT TELEVISION (CCTV) SYSTEMS
9.1 General
9.1.1 The CCTV System shall consist of the system serving the MRT Pink line
9.2 System Overview
9.2.1 The CCTV System of the Pink Line shall be an up to date IP address controlled system
using NVR/NVMS and operating on a TCP/IP Ethernet LAN structure.
9.2.2 The CCTV shall provide video surveillance and recording function for the Straddle Monorail
controllers to monitor each station and the Depot areas. The locations to be monitored by
the CCTV system are dependent on the operational requirements and on security
considerations. Every emergency access door shall be monitored by an associated CCTV
camera, which can be triggered by the Controlled Access Security System (CASS). The

system shall provide full coverage of all station areas for security and passenger
throughput control and of key area at the Depot. All CCTV systems shall be color with IP
network cameras, each camera having its own IP address.
9.2.3 At stations, the mounting places of cameras shall be selected to allow surveillance of the
public area on concourse, at platforms, at escalators, stairs and passageways as well as
elevators, station entrances, ticketing and fare collection areas. Certain larger areas or
places where close up images are required, shall be equipped with PTZ (Pan Tilt and
Zoom) cameras to provide a wider observation and event tracking capabilities to
supplement the dedicated fixed camera coverage. All equipment for station locations shall
be housed in enclosures with a minimum sealing rating of IP43. All equipment for use in
the Depot or outdoor locations shall be housed in enclosures with a minimum sealing
rating of IP65.

9.2.4 Onboard CCTV via wireless transmission shall be offered as an option to provide the
platform train images to the train driver (TD) in the cabin. All passengers standing near the
platform screen doors, for the entire length of the platform, shall be clearly visible on the
driver cab monitor display. The displayed picture in the cab shall possess accurate color
reproduction, shall be stable, and free of noise, interference, ghosting and pulsing effects.
9.2.5 The video images of each camera in the stations and the Depot shall be recorded at the
distributed local NVR. Every station shall be provided with a NVR capable to record the real
time camera images at up to 25 frames per second and up to HD or better resolution. The
OCC controllers shall have permanent access to the NVR units at the stations to select any
stored image for viewing at their desktop LCD or wall mounted projection displays. It shall
also be possible to connect the image (s) to the OCC centralized NVR for real time
playback recording and bulk media upload for post event analysis/investigation and long
term archive media storing. The video images shall be automatically transferred and
recorded into the OCC centralized NVR or other NVR or other station if the distributed local
NVRs fail. When the local NVRs are recovered, the video image database in both local and
centralized NVR shall be automatically or manual synchronized.
9.2.6 The concessionaire shall provide CCTV at track switch area in accordance with security
measure.
9.2.7 Controllers with CCTV monitoring functions shall include:
(a) MRTA’s Controller in the OCC
9.2.8 In normal situation, in cab monitor shall display the movement of passengers on the train
from each camera and record the image on the Train NVR. The Train NVR shall be able to

record all IP camera outputs for 24 hours a day in a cost effective manner. The
Concessionaire shall provide sufficient storage media of the capacity of recording 18 hours
a day for 7 continuous days at 25 FPS and HD or better resolution.
9.2.9 The activation of either an emergency egress device or a passenger alarm unit shall signal
the image from the nearest camera to display on monitor in the cab. The monitor shall be
switched automatically to normal mode (on train image) when the train is outside
the platform range. The system shall provide support for Picture in Picture function to
enable simultaneous viewing of both the on train and platform edge camera images when
the platform video signal is available.
9.2.10 All images of all cameras installed at a station shall be recorded on a 24 hours a day basis
by the station NVR. Sufficient Hard Drive storage to store all local station cameras at least
25 FPS, HD or better resolution for 30 continuous day’s hall be provided. The
Concessionaire shall submit the calculation of required Hard Drive capacity for approval.
9.2.11 The OCC NVR shall have sufficient capacity to record 10% of the total system CCTV camera
quantity at 25 FPS, HD or better resolution for 30 continuous days
10 OPERATIONS CONTROL CENTRE FACILITIES
The Concessionaire shall provide a shadow Chief Controllers Workstation for MRTA.
11 FAULT REPORTING SYSTEM
11.1 General
The fault reporting system shall consist of the system serving for the Pink line,
11.1.1 This system shall be known as the Fault Reporting and Corrective Action System (FRACAS).
The system not only reports failures and their real time status, but also has a remote
terminal with printer in MRTA’s O&M Performance monitoring office. This will allow MRTA
direct performance monitoring (DPM) access for recording and printing out all fault reports
and there current status at any time and the location of this office shall be determined by
MRTA. The Concessionaire shall submit its proposals to MRTA for approval the features and
functions, displays and audio alarms etc. of the FRACAS.
11.1.2 The Concessionaire shall provide the work station for FRACAS to MRTA Headquarter.
11.2 Maintenance Management Centre (MMC)
11.2.1 The Concessionaire shall provide detailed, centralized fault diagnostic facilities located in
the MMC in the Pink line depot to enable access by the maintenance personnel located in
the main workshop. This system shall be linked to the SCADA system to provide
information regarding the condition and status of all equipment on the Pink Line that is

monitored by the SCADA system. The MMC will accommodate the Concessionaire’s (and
MRTA staff for observation) personnel and facilities necessary to manage the response to
faults and maintenance of the MRT Pink Line. The Concessionaire shall provide a
Computerized Maintenance Management System (CMMS) for the logging, reporting and
analysis of all failures and monitoring of all maintenance activities, material management,
production planning, fixed asset management and quality management etc. The
Concessionaire shall operate the Asset Management Workstation that logs and monitors
the condition and status of all assets forming the MRT Pink Line. The Concessionaire shall
provide all equipment, software, licenses and furniture necessary, including tables, chairs,
desks, printers, workstations, telephones, radios, fax facilities etc. and submit all details to
MRTA for approval. The Concessionaire shall provide an Asset Management System
terminal with monitoring and printer facilities in MRTA Headquarter so that MRTA’s staff
may monitor and print out all such Asset Information pertaining to the MRT Pink Line. The
Concessionaire shall submit full details to MRTA for approval.
12 COMMUNICATION SYSTEMS POWER SUPPLIES
12.1 General
12.1.1 The communications systems power supply systems shall consist of one system per
station.
12.1.2 All tray and conduit joints shall be bonded to ensure all metal and conduit tray works are
bonded to the Structure Earth
13 CONTROLLED ACCESS SECURITY SYSTEM (CASS)
13.1 General
13.1.1 The CASS shall be used to regulate the movement of personnel through gates, doors and
access to the guideway. It shall allow authorized staff to use control cards to gain access to
different levels of security areas within the transit system. It shall also provide on-line
monitoring and access control functions to the SCR. Illegal entries shall be alarmed at the
OCC and the SCR.
13.2 Reliability and Maintainability
13.2.1 The system availability of the CASS shall be better than 99.99%.
13.2.2 The system shall have a minimum operational life of 15 years.
14 WALK-THROUGH METAL DETECTORS
14.1.1 The A comprehensive description of the proposed Walk Through Metal Detectors, including
compliance to National and International standards with which system complies,
operational aspects, details cables, terminations, routing arrangements, diversity,

14.1.2 Full technical particulars, including performance parameters, for all equipment.
14.1.3 Proposed method(s) of mounting terminating equipment.
14.1.4 Number of Detector units at each station location.
14.1.5 Any other details considered relevant to ensure that the proposed System is fully
described and complete in all respects.
14.1.6 Availability data for the offered system including mean time to repair data for various
System faults and elements.
14.1.7 Reliability data shall be computed mean time between failures (MTBF) of the System and
of elements of the System.
14.1.8 Details of alarm raising, handling and acknowledgement procedures and how the
communications bearers system will be integrated into the common alarm system.
14.1.9 Details of maintenance guarantee for items that cannot be maintained by MRTA.
15 STATIONS AND DEPOT BUILDINGS FURNITURE ETC. FOR THE PINK LINE
15.1 General
15.1.1 The Concessionaire shall be responsible for procuring all stations and depot
building furniture such as office chairs, tables, desks, canteen and kitchen furniture and
equipment necessary for the use of the Concessionaires staff and MRTA’s staff during the
entire Operations Service Period.
15.1.2 All such furniture and equipment shall be of a high quality and be both durable
and ergonomically pleasing and comfortable to use.
15.1.3 All such furniture and equipment shall be maintained and repaired or replaced as
necessary and handed over to MRTA at the end of the Contract in a good condition.
15.1.4 The Concessionaires shall submit all details, quantities and types of furniture and
equipment with descriptions and photos of the furniture and equipment to be supplied by
the concessionaires in its proposals.
16 SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA)
16.1 General
16.1.1 Design Philosophy and Requirements
(a) The SCADA System is considered to be an integrated system, which combines the
classical features of Power SCADA and Station SCADA.
(b) The SCADA System shall monitor specific functions and parameters, as well as
allowing control of particular functions of selected items of equipment on the MRT

Pink Line. The Concessionaire shall design, manufacture, install and commission a
Supervisory Control and Data Acquisition (SCADA) System to provide a safe, efficient
and effective means of monitoring and controlling the operation of the MRT Pink Line.
(c) The Concessionaire shall provide in proposal an outline operations plan that shall also
identify the various levels of monitoring and/or control, including the system locations
where these levels apply. The OCC located in the Depot shall take the leading and
highest level of control from which the MRT Pink Line System shall be operated.
Further levels of monitoring and/or control shall be undertaken within individual plant
rooms.
(d) The levels of information obtained from the monitoring equipment and the degree of
control available at each level or system location shall also be identified in the
operations plan. The mechanism of control and monitoring shall ensure that the
selected equipment shall continue to function correctly and in a safe manner in the
event of malfunction of parts or all of the SCADA System.
(e) The equipment to be monitored and/or controlled by SCADA shall be also equipment
provided by the Concessionaires.
(f) The SCADA System shall provide sufficient maintenance information to the MMC,
which shall be located in the main workshop within the Depot.
(g) One level of redundancy shall be used to ensure adequate operational safety and
availability for all the SCADA equipment, SCADA System interconnections and SCADA
interfaces to equipment to be controlled and/or monitored. For long distance
communication between stations and between stations and the OCC, the SCADA shall
utilize the Backbone Transmission Network (BTN), as referred to in section
Telecommunications Systems.
(h) The scope of works shall include the respective works related to the MRT Pink Line.
(i) The practices followed and the equipment supplied under this Contract shall conform
to the latest issue at the time of commissioning of local Standards, or where not
available, internationally recognized Standards covering system and quality assurance,
health and safety, fire safety, electrical safety, ingress protection, electromagnetic
compatibility, design, manufacture, testing, maintainability of equipment and
operation, and in particular to :
(j) Fire Safety Standard
(i) IEC 60870-5-104 Transmission of IP datagrams over Ethernet network (RFC894),
(ii) IEEE 802.3 Ethernet based LAN,
(iii) ISO 9000 Quality Assurance.

(k) For all parts and sections of IEC 60870 current at the time of Contract award the
Concessionaire shall include within the functional design specification, in the form of
completed tabulated lists with explanations, the class or value offered for each and
every table of classes or values given in the said parts and sections.
(l) The Concessionaire shall provide the SCADA work station for MRTA officer
16.1.2 Design Requirements
(a) SCADA Design for Safety Critical Systems
(i) The SCADA System shall be divided into Safety Critical and non-Safety Critical
systems, to ensure that the control and monitoring of such systems shall be kept
functionally separate.
(ii) Safety Critical and Non-Safety Critical systems are segregated within marshalling
boxes. Safety Critical Systems will use redundant communications paths.
(iii) The monitoring and control of the Safety Critical systems shall include, but not be
limited to, the followings:
 Traction power & high voltage power distribution,
 UPS and Standby Generator Systems
 Platform screen doors
 Fire detection,
 Lifts,
 Escalators.
(iv) All event alarms generated by the selected equipment (audible and/or visual) and
monitored by the SCADA System, including but not limited to, processor alarms,
power supply alarms, and control equipment alarms, shall be retained on the
SCADA System until the event is cleared.
(v) Safeguard facilities shall be provided on the MMI’s to minimize the risk of an
inadvertent control request being executed by the SCADA System.
(b) SCADA Design for Non-Safety Critical Systems
(i) The monitoring and control of the non-safety critical systems shall include all
systems not covered by safety critical systems. Secondary or low profile
information of safety critical systems might be handles as being non-safety critical.
(ii) Alarms, events and status changes/reports shall mainly be monitored.
Indications shall be retained on the SCADA System until the event is cleared or
has changed.

(iii) Safeguard facilities shall be provided on the MMI’s to minimize the risk of an
inadvertent control request being executed by the SCADA System.
16.1.3 Operations Control Center
General
(a) The SCADA System shall support the overall control and monitoring of the MRT Pink
Line, from the CCR in the OCC. The Concessionaire shall provide SCADA workstations
for MRTA staffs.
(b) The Concessionaire shall provide SCADA workstations for MRTA staffs.

16.1.4 Maintenance Management Centre at Depot


(a) The Concessionaire shall provide sufficient quantity of SCADA workstations in the
MMC, in accordance with the adopted maintenance philosophy. The workstations shall
facilitate the automatic reporting and detailed investigation, by the maintenance personnel
and MRTA, of any identified faults that may occur on all connected equipment throughout
the Pink Line System.
(b) The MMC SCADA workstations shall be provided with independent communications
paths to the SCADA database. Each SCADA workstation shall comprise two color VDU’s
and an associated GUI (General User Interface) that is capable of operating either of the
two displays. Where duplicated central database systems are provided each database shall
be updated concurrently.
16.2 Technical Requirements
16.2.1 General
(a) The SCADA System shall be constructed with state-of-the-art in accordance with
internationally recognized standards and designed for safe and efficient operation. All
materials and equipment to be supplied shall be of a proven design and all
electronics contained within the SCADA System shall have a Service Life of at least
fifteen years.
(b) The Concessionaire shall ensure that the SCADA System is designed to
accommodate the ambient conditions under which the SCADA is required to operate
as stipulated in the Specification. In addition the Concessionaire shall ensure that
condensation does not form in a manner detrimental to the durability or operability
of any part of the SCADA System.
16.2.2 Redundancy
(a) In order to ensure adequate safety and reliability for the operation of the Pink Line

system, SCADA equipment shall be fully duplicated to provide one level of


redundancy. Such redundancy shall be achieved either with hot standby equipment
where only one unit is in use at a location or by utilizing several functionally identical
units with an overall capacity such that one of the units may be taken out of use
without loss of overall functionality. An indication shall be available to the operating
personnel of the status of all redundant equipment showing as minimum the
following states:
(i) In use
(ii) Hot standby
(iii) Initializing
(iv) Failed
(v) Available isolated (cold standby)
(vi) Unavailable (disconnected)
(b) Once a failed unit has been repaired it shall be possible to re-connect and restart the
unit at any time without any interruption to the rest of the SCADA System. The unit
shall then update itself to the current state of the SCADA System without other
manual intervention and without a change in functionality (other than incorporating
the actual unit or providing the availability of a system hot standby).
(c) Operations personnel shall be provided with a clear understanding of the actual status
of all SCADA equipment and transmission paths at all times. A facility shall be
provided in the OCC to enable the operations personnel to activate an operational
changeover between an on-line and hot standby unit at any time without any
disruption to the operation or functionality of the SCADA System.
16.2.3 Failure Modes
(a) The Concessionaire shall ensure that the effect of any single point failure allows
continuation of the SCADA System.
(b) All intelligent equipment contained within the SCADA System shall include internal
monitoring fault diagnostics, providing sufficient details of the status of the SCADA
System.
(c) In case the SCADA system at OCC fails, it shall be possible to control the SCADA
system by backup proposed by concessionaire
