PROCEEDINGS OF THE COUNTY BOARD OF JACKSON COUNTY, MINNESOTA

January 22, 2019

The County Board of Jackson County, Minnesota met in regular session, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on January 22, 2019. The
following members of the Jackson County Board of Commissioners were present: Don Wachal,
Catherine Hohenstein, James Eigenberg, Scott McClure and Philip Nasby. County Coordinator Steven
Duncan and Trish Schulz, Deputy County Coordinator, were also in attendance.

CALL TO ORDER

Chair Hohenstein called the meeting to order at approximately 2:05 p.m. and led the Pledge of
Allegiance.

Motion was made by Commissioner Wachal and seconded by Commissioner Eigenberg to accept
the agenda. The motion carried unanimously.

CONSENT AGENDA

Motion was made by Commissioner Eigenberg and seconded by Commissioner Nasby to approve
the consent agenda. The motion carried unanimously.

Board Action 19-020: Approve the January 8, 2019 Board of Commissioners regular meeting minutes.

Board Action 19-021: Approve all Commissioner disbursements in accordance with Minnesota Statutes
130.01, subd. 4(b), recorded on warrants numbered 87270 through 87424 in the amount of
$387,320.43. For the following funds: Revenue, $225,165.09; Road & Bridge, $47,718.97; Ditch Fund,
$22,155.70; and Tax & Penalty, $92,280.67. A detailed list of claims paid is available at the
Auditor/Treasurer’s office upon request.

Board Action 19-022: Approve appropriation to Plum Creek Library System in the amount of $2,500
as approved in the Fiscal Year 2019 budget.

Board Action 19-023: Approve appropriation to Family Services Network in the amount of $12,000 as
approved in the Fiscal Year 2019 budget.

Board Action 19-024: Approve appropriation to Rural Minnesota Energy Board in the amount of
$6,336 as approved in the Fiscal Year 2019 budget.

Board Action 19-025: Approve appropriation to Southwest Initiative Foundation in the amount of
$3,388 as approved in the Fiscal Year 2019 budget.

Board Action 19-026: Approve application for exempt permit of the Jackson County Conservation
League, with no waiting period, for a raffle to be held at the Horse Barn and Hunt Club on March 15,
2019.

Board Action 19-027: Approve setting a public hearing for Joint County Ditch 350 for Monday,
February 4, 2019, at 1:00 p.m., at the Triumph Hall in Trimont, Minnesota.

DAVID DROWN & ASSOCIATES

Motion was made by Commissioner McClure and seconded by Commissioner Eigenberg to adopt
Board Resolution 19-004: Approve providing for the competitive negotiated sale of $4,140,000 in
General Obligation Drainage Improvement Bonds, Series 2019A. Motion carried unanimously.

RESOLUTION 19-004

PROVIDING FOR THE COMPETITIVE NEGOTIATED SALE OF


$4,140,000 GENERAL OBLIGATION DRAINAGE IMPROVEMENT BONDS, SERIES 2019A

A. WHEREAS, the County Board of County of Jackson, Minnesota (the "County")


has agreed to issue its G.O. Drainage Improvement Bonds, Series 2019A, (the "Bonds") in order to
finance drainage improvements and repairs associated with Judicial Ditch No. 19; and

B. WHEREAS, the County has retained David Drown Associates, Inc., in


Minneapolis, Minnesota ("David Drown"), as its independent financial advisor for the Bonds and is
therefore authorized to sell the Bonds by a competitive negotiated sale in accordance with Minnesota
Statutes, Section 475.60, Subdivision 2(9):

NOW, THEREFORE, BE IT RESOLVED by the County Board of Jackson County,


Minnesota, as follows:

A. Authorization. The County Board hereby authorizes David Drown to solicit bids
for the competitive negotiated sale of the Bonds.

B. Meeting; Bid Opening. The Board shall meet at the time and place specified in the
Terms of Offering attached hereto as Exhibit A for the purpose of considering sealed bids for, and
awarding the sale of, the Bonds. The County Coordinator, or designee, shall open bids at the time and
place specified in such Terms of Offering.

C. Terms of Offering. The terms and conditions of the Bonds and the negotiation
thereof are fully set forth in the "Terms of Offering" attached hereto as Exhibit A and hereby approved
and made a part hereof.

4. Official Statement. In connection with said competitive negotiated sale, the officers
or employees of the County are hereby authorized to cooperate with David Drown and participate in the
preparation of an official statement for the Bonds and to execute and deliver it on behalf of the County
upon its completion

COUNTY COORDINATOR

Motion was made by Commissioner Eigenberg and seconded by Commissioner Wachal to adopt
Board Action 19-028: Approve service agreement with SafeAssure Consultants, Inc., as related to
OSHA compliance services, for the period February 1, 2019 to January 31, 2020, at a cost of $9,266.00.
Motion carried unanimously.

Coordinator Duncan spent meeting time giving a report on activities and issues involving the
Coordinator’s office.

BOARD REPORTS

Commissioner Wachal reported on meetings/events involving the Des Moines Valley Health & Human
Services (DVHHS) Governing Board, Southwest Regional Development Commission, Jackson
Economic Development Commission and a Minnesota Counties Insurance Trust (MCIT) webinar.

Commissioner Nasby reported on meetings involving the Southwest Mental Health Center (SWMHC)
Governing Board, DVHHS and Friends of the Jackson County Trails.

Commissioner McClure reported on meetings/events involving SWMHC and DVHHS Governing


Board.

Commissioner Eigenberg reported on meetings/events involving District 8 Land Use & Environment
Advisory Task Force, DVHHS Governing Board, Greater Blue Earth River Basin Alliance, Watonwan
Watershed Planning Partnership Committee and the Heron Lake Watershed District.

Commissioner Hohenstein reported on meetings/events involving DVHHS, MCIT webinar and the
Jackson County Historical Society annual event.

ADJOURN

Motion was made by Commissioner Eigenberg and seconded by Commissioner Wachal to adjourn
the meeting at 4:18 p.m. The motion carried unanimously.
