Students:

The usefulness of this study to the students is for them to be aware that they shouldn’t commit various
crimes. Bullying is the top violated crime by the students, students nowadays also use illegal drugs and
marijuana’s witch is the most hated crime of our president Rodrigo Duterte. With the help of this study
this students will be forced to change their attitudes because of the fear to go in jail. With the help of
this study students life become more easygoing.

School:

The usefulness of this study in the school is there will be more less violators of the school’s law. The case
of bullying will be lessen because of this study. The school premises will become more peaceful. The
teachers can use this law to maintain peace and orderliness at the school.

Researchers:

The usefulness of this study to the researchers is it makes us more aware that we should not commit
crimes because it can make our lives become more miserable.

Lower Criminal Age Responsibilty

Nowadays, we are exposed in this rapidly evolving society wherein every individual has its own roles,
duties, perspectives, and vision towards issues governing what surrounds us. The House of
Representatives passed the bill that would lower the age of criminal responsibility from 15 to 9 years old
despite questions over scientific basis for the shift in policy. However, there are many people opposed
and was against this bill and some also gave their support for the implementation. This is about lowering
the age of criminal responsibility from 15 to 9 years old. In connection with this, all people aged 9 above
who had broke rules or had passed beyond the limits concerning laws would be imprisoned.

But why does someone proposed this? This could not only bare negative things but could also bring on
advantages in our community especially in terms of tranquility. The determination of discernment,
according to the passed measure citing jurisprudence, is “the ability of a child to understand the moral
and psychological components of criminal responsibility and the consequences of the wrongful act; and
whether a child can be held responsible for essentially anti-social behaviour." For Malacañang, 9-year-old
children are already capable of discernment due to the modern technology they use. So, it means that
due to the innovations led to us by technology, lawmakers think that children had also evolved with their
minds and are aware of it. And also one of its advantage is to make children more aware into what they
do. And as early as possible, they could understand laws and would be afraid to pass through limits in
law because they dont wanna go into prison.

Statement
This study aims to determine the outcome of the proposed lowering of minimum age of criminal
responsibility to 9 years old to the students of Christ the King College Highschool San Fernando City, La
Union

Specifically, this will answer the following questions:

1.What are the factors why the criminal liability has been lowered to 9 years old?

2.What is the proccess on how to determine wheter the child has committed a crime or not?

3.What are the actions taken once the child has been proven to be guilty of the crime committed?

4.What are the perceptions of the following group of people regarding this issue?

a) 9 years old - 15 years old

b) adults

5.What is the implication of this issue to the society?
