2.0 Environment, Health and Safety Management

2.1 INTRODUCTION / PURPOSE


GODAVARI PROJECTS PVT.LTD has been maintainining
Environmental Management . In order to comply with the above, it shall be
the endeavour of GODAVARI PROJECTS PVT.LTD and all its subcontractors
to meet and implement the requirements by following the guidelines
issued under Environmental, Occupational Health and Safety
Management (EHS) manual a copy of which will be available with the
GODAVARI PROJECTS PVT.LTD Project-in-charge.
This document defines responsibilities and provides requirements for planning
and carrying out contractor work at GODAVARI PROJECTS PVT.LTD . The
purpose of these requirements is to minimize or eliminate risk to
personnel health & safety and to the environment. This document identifies
some, but not all, work practices and procedures that must be followed
to minimize impact to personnel health & safety and to the environment
while working at GODAVARI PROJECTS PVT.LTD .

All Contractors and Sub-Contractors performing work at GODAVARI PROJECTS


PVT.LTD are expected to comply with these requirements and all
applicable laws and regulations of any governmental entity or supreme
authority that pertain to environmental, health and safety standards and/or
work practices. Failure to abide by these requirements and applicable
environmental, health, and safety standards and /or work practices, may
subject you or your firm to corrective action that may result in
disqualification for future consideration of work at GODAVARI PROJECTS
PVT.LTD .

When issued, this document and its appendixes become part of the contract
terms. The Contractor must ensure that the requirements put forth in this
document are met and that all Contractor personnel and Sub-Contractor
personnel are trained in, and comply with all aspects of this document.

2.2 The Principal Contractor shall ensure that he is fully conversant with
the requirements of this Specification and all relevant Environment, Health
and Safety legislation.

2.3 The Principal Contractor shall provide and demonstrate to the a


suitable and sufficiently documented health and safety plan based on
this Specification, the Building and Other Construction Workers
(Regulation of Employment and Conditions of Service) Act 1996 (BOCWA) .

2.4 The Principal Contractor shall ensure that a copy of his Environment, Health
and Safety plan is available on site and is presented upon request to the
SBIIPL Project Incharge, EHS Incharge, an Inspector, Employee or Sub-
contractor.

2.5 The Principal Contractor shall ensure that an EHS file, which shall include
all documentation required in terms of the provisions of this Specification,
the Act and the Construction Regulations, is opened and kept on site and
made available to the GPPL Project Incharge, EHS Incharge or Inspector upon
request. Upon completion of the works, the Principal Contractor shall hand
over a consolidated EHS file to GPPL.

2.6 The Principal Contractor shall, throughout execution of the contract,


ensure that all conditions imposed on his Sub-contractors in terms of the Act
and the Construction Regulations are complied with as if they were the
Principal contractor

3.0 EHS Goals, Objectives and Arrangements for Monitoring and Reviewing
EHS Performance

The Principal Contractor is required to maintain an acceptable


disabling incident frequency rate (DIFR) and report on this to the GPPL
on a monthly basis.

4.0 ARRANGEMENTS FOR MONITORING AND REVIEW

4.1 Monthly Audit by GPPL and/or its Agent on its behalf

The GPPL and/or its Agent on its behalf will be conducting periodic Audits at
times agreed with the Principal Contractor Audit to comply with
Construction Regulation, System clauses to ensure that the principal
Contractor has implemented, is adhering to and is maintaining the
agreed and approved EHS Plan.

4.2 Reports

The Principal Contractor shall report all incidents where an employee is


injured on duty to the extent that he/she:

dies
becomes unconscious
loses a limb or part of a limb
is injured or becomes ill to such a degree that he/she is likely either to die or
to suffer a permanent physical defect or likely to be unable for a period
of at least 14 days either to work or continue with the activity for which
he/she was usually employed

OR where:

a major incident occurred


the health or safety of any person was endangered
where a dangerous substance was spilled

the uncontrolled release of any substance under pressure took place


machinery or any part of machinery fractured or failed resulting in flying,
falling or uncontrolled moving objects
machinery ran out of control,
Disables a worker from working for a period of forty-eight hours or more
immediately following the accident, shall forthwith be telephone or
similar means including special messenger within four hours in case
of fatal accident and seventy-two hours report to the Regional Labour
commissioner, Department of Labour having jurisdiction in the area
in which the establishment in which accident or dangerous occurrence
took place is located. Within the stipulated time and at the same time to
SBIIPL
and/or its Agent on its behalf.
Notices of any accident at a construction site of a building or other
construction work which –
Causes a loss of life; or
Disables such building worker from work for more than ten days following
the accident, shall also be sent to

i) the officer incharge of the nearest police station;
ii) the District Magistrate or if the District Magistrate by order so desires to the
Sub-Divisional Magistrate.

4.3 Accident and Incident Investigation

The Principal Contractor is responsible to oversee the investigation of all


accidents/incidents/Near miss where employees and non-employees were
injured to the extent that he/she/they had to receive first aid or be
referred for medical treatment by a doctor, hospital or clinic.

The results of the investigation, to be recorded in the Accident/Incident


format with corrective and preventive actions and keeping a record of the
results of such investigations including the steps taken to prevent
similar incidents in future.

5.0 Training

5.1 Specific Induction Training

All employees of the Principal and other Contractors must be in possession


of proof of General Induction training. No worker to be engaged without
EHS induction and applicable PPEs. No children below 18 yrs. of age
to be engaged in the site for work. All workers working in the site to
be issued company identity card.

5.2 Toolbox Talks

Regular Tool Box meeting to be conducted to address the hazards and Risk
associated with the work and control measures to be followed while working
to mitigate the risks.

5.3 Other Training

All employees in jobs requiring training in terms of the Act and


Regulations must be in possession of valid proof of training as follows:
• General Induction • Basic First aid and Fire Prevention &
• Site/Job Specific Induction Protection
• Portable machine Operators • Storekeeping Methods & Safe Stacking
• Emergency, Security and Fire Co-
coordinator

6.0 Statutory Compliance:

The contractor has to comply with the following statutory requirements

1. Labour License
2. Workmen’s compensation policy
3. Register all the workmen under BOCW Act

7.0 Project/Site Specific Requirements

7.1 The following is a list of specific activities and considerations that have been
identified for the project and site and for which Risk Assessments,
Operational Control Procedures (OCP), management and control measures
and Method Statements (where necessary) have to be developed by the
Principal Contractor:

7.1.1 Site Establishment including:

Office, Secure/Safe Storage and storage areas for materials,


Installation & Maintenance of Temporary Construction Electrical Supply,
Lighting and Equipment

7.1.2 Use of Portable Electrical Equipment including:

a) Chasing Machine, b) Grinding Machine, c) Drilling machine

7.1.13 Welding including:

a) Arc Welding, b) Gas welding c) Flame Cutting d) Use of LP Gas


torches and appliances

8.0 Work Permit System

Certain specific Risky/hazardous activities require appropriate Work Permits in


accordance with the following Safety Procedures.

Site/ Area in charge shall issue the work permit (Height, Hot, confined space
works). Before issuing the work permit both issuer and receiver of the wok
permit shall visit the site assess the hazards and take counter measures.
8.1 The following are in particular requirements depending on scope of works and
will form a basis for compliance audits.

8.2 Site Safeguarding

9.0 Workplace Environments, Health and Hygiene

Subject Requirement
*Lighting Adequate lighting in places where work is being executed
e.g. stairwells and basements.
Light fittings placed / installed causing no irritating/blinding
glare.
Stroboscopic effect eliminated (not only reduced) where
moving objects or machinery is used
*Ventilation Adequate ventilation / extraction / exhausting in hazardous
areas e.g. chemicals / adhesives / welding in basements.

*Noise Tasks identified where noise levels exceeds 85 dB at any one
time.
All reasonable steps taken to reduce noise levels at the
source.
Hearing protection used where noise levels could not be
reduced to below 85 db.
*Environment Measures in place to minimize dust generation while wall
Pollution chasing, chipping
Plastic wrapping / bags, packing materials etc. prevented.
Spillage / discarding of oil, chemicals and dieseline into storm
water and other drains or into existing or newly dug
holes/cavities on site expressly prohibited.

9.1 Excavations

9.2 Scaffolding / Formwork / Support Work/Ladders

9.3 Working at Heights (including roof work)

9.4 Electricity

Subject Requirement
*Electrical Area in front kept clear and unobstructed.
Distribution Standard electrical panels shall be used for Main distribution, Switch
Boards & distribution and plug distribution with over load current tripping
Earth device.
Leakage Electrical equipment and panels shall have proper protection
against rain.
Danger signage shall be provided on every panel.
Plug tops shall be used no insertion of bare wires on sockets shall be
ensured.
Only double insulated wires shall be used and cable joints shall be
properly made
Colour coding for power cables shall be maintained. (Single phase -
Red, Black, Green & Three Phase - Red, Yellow, Blue,
Fitted with inside cover plate / openings blanked off /
no exposed “live” conductors / terminals/Door kept close
Switches / circuit breakers identified.
Earth leakage protection unit fitted and operating.
The earth resistance shall be checked and recorded every month.
Tested with instrument: Test results within 15 – 30 milliamps
Aperture/Opening/s provided for the plugging in and removal
of extension leads without the need to open the door
Apertures and openings used for extension leads to be
protected against the elements and especially rain
Rubber mats to be provided
*Electrical Only qualified electricians will be allowed to perform repair or carry

& Wiring The electricians shall wear red safety helmets for easy identification
No work shall be performed under rain. Works will be immediately
stopped and portable hand tools shall be removed from rain.

condition of 16 Amp supply socket)
Electrical Insulation / casing in good condition.
Grounding shall be ensured for all electrical power tools and

Appliances equipment.
& Tools Double insulation mark indicates that no earth wire is to be
connected.
Cord in good condition/no bare wires.
All the power supply to construction site for portable tools must
be routed through RCCB’s or ELCB’s. All the installations DB’s,
SDB‘s at construction site are to be earthed as per
specification

9.5 Tools

Good quality handles, no pipe or reinforcing steel handles.
Handles free from cracks and splinters and fit securely
Chisels:
No mushroomed heads / heads chamfered
Not hardened, Cutting edge sharp and square

9.6 Cranes

10.1 Site Plant and Machinery

10.2 Plant & Storage Yards/Site Workshops Specifics(Electrical Works)

10.3 Emergency and Fire Prevention and Protection

10.4 Medical examination of workers and First Aid arrangements:

11.0 Environment Protection

11.1 The Contractor shall take all reasonable steps to protect the environment
on and off the Site and to avoid damage or nuisance to persons or to
property of the public or others resulting from pollution, noise or other causes
arising as a consequence of his methods of operation.

11.2 During continuation of the contract, the Contractor and his sub-
contractors shall at all times abide by al existing enactment on
environmental protection and rules made thereunder, regulations,
notifications and byelaw of the State or Central Government, or local
authorities and any other law, by-law, regulations that may be passed or
notification that may be issued in this respect in future by the State or
Central Government or the local authority

12.0 Violations:-

SBIIPL site management formally record breaches of site rules or breaches of


statutory law by either individuals or team on site e.g.

• Where personnel are found working in a manner that places themselves


or others at direct risk of serious injury or death.

• Where personnel are found working in a manner that may cause harm to
the environment.

• Where personnel, after receiving a verbal warning, continue to


break site environment, health and safety rules.

Nonconformity of safety rules and safety appliances will be viewed


seriously and the SBIIPL has right to impose fines on the contractor as under
for every instance of violation noticed:

15.0 General Safety Rules

All workers on site must know and comply with the Worker Safety Rules. At least
one copy of these safety rules to be posted in the site office/store of each
construction site in a visible and open location. The rules are:

a. To know and comply with the Site Safety Rules.


b. No Worker shall operate or use any equipment in a manner that endangers
himself or any other worker.
c. No worker shall enter a jobsite while his or her ability to work is impaired.
d. The consumption of alcoholic beverages is strictly forbidden on the site.
e. Running, horseplay, fooling around is strictly forbidden on the job.
f. Never distract the attention of a fellow worker while he is
working.
g. Do not wear loose or torn clothing, which could get caught in operating
machines or tools.
h. Be aware of the dangers associated in wearing rings, wrist watches, bracelets, or
dangling neckwear.
i. Use of cellular telephones on site is not permitted without prior notification
and/or approval of a supervisor.
j. Workers must wear protective goggles or face shields. These must be worn for
all operations where the eyes or face are exposed to flying objects
k. Workers must wear gloves when handling material with sharp edges or rough or
abrasive surfaces.
l. Workers must wear fall arrest and lifelines when working at elevations
greater than 2.5mtrs. above grade where guardrails are not present.
m. Floors must be clear of oils, grease, refuse or other types of materials, which may
create a slipping hazard.
n. Identify, store and handle hazardous materials in accordance with the
workplace Hazardous

Materials

1. It is strictly forbidden to ride a load, crane hook, or material


hoist.
2. Never stand or walk under a suspended
load.
3. Keep clear of moving cranes and large equipment.
4. Do not clean or adjust equipment or machinery while it is running or in
motion when there is a danger of contact with moving parts. Lock out is
required.
5. Do not remove guards, except for repair or adjustments, and replace them
before operating equipment.
6. Never leave a machine running while it is unattended.
7. Only authorized personnel may do electrical work of any kind.
8. No worker shall use a portable electric hand tool unless it is effectively
grounded.
9. Never jump from or onto staging or scaffolding.
10. Never leave loose tools or materials where there is a danger of them
falling.
11. Make sure all ladders are adequately secured and always face a ladder
when ascending or descending it.
12. Do not allow combustible materials to accumulate on the job site.
Good housekeeping is the best method for preventing fires.
