Fuel Oil Supply

1.0 System Description


1.1 Function
The Fuel Oil Supply System shall supply light Arabian crude oil from the Fuel Oil Receiving
and Storage System to the steam generator fuel oil flow control valves at the required
operating temperature, pressure, and viscosity.

1.2 Major Components


The Fuel Oil Supply System shall provide fuel oil supply to each of the main boilers and to the
auxiliary boiler. The major components of this system shall comprise of the following.

Fuel oil supply to each main boiler:

· One duplex basket type fuel oil strainer.

· Two 100 percent capacity positive displacement fuel oil pumps.

· Two 100 percent capacity fuel oil heating sets.

· Two pump discharge fuel oil pressure control valves.

· Interconnecting piping and valves.

Fuel off supply to the auxiliary boiler:

· Two fuel oil strainers or one duplex basket fuel oil strainer.

· Two 100 percent capacity positive displacement pumps.

· Two 100 percent capacity fuel oil electric heaters (if required).

· Two pump discharge fuel oil pressure control valves.

· Interconnecting piping and valves.

1.3 Process Description
The Fuel Oil Supply System is shown on Flow Diagram Drawings 82300-DM-1402A-1,
82300-DM-1402B-1, and 83300-DM-1402C-C.

The Fuel Oil Supply System shall provide light Arabian crude oil as required, from the Fuel Oil
Receiving and Storage System to the steam generator burners.

1.3.1 Fuel Oil Supply

Two pumping and heating sets shall be provided for each main boiler and the auxiliary boiler at
an area located near the bund wall of the fuel oil storage tanks.

Fuel oil shall flow through an individual duplex suction strainer for each pair of fuel oil pumps.
Each fuel oil pump shall discharge fuel oil through a check valve and manual discharge valve.
The fuel oil shall then flow through the heaters and shall be routed to the fuel oil header which
supplies oil to each individual boiler. A pressure sustaining accumulator shall be provided to
maintain the oil pressure to the boiler during system disturbances and sudden load changes.

The fuel oil heaters for the main boilers shall use auxiliary steam as a heating medium to raise
the fuel oil temperature to a required temperature for oil atomization in the boiler furnace.
Electrical heaters shall be used to heat the oil for the auxiliary boiler.

A recirculation line with a pressure sustaining control valve shall be located at the outlet of
each fuel oil pump. The pressure sustaining control valve shall maintain pump discharge
pressure at a set value determined by the control room operator.

2.0 System Design Criteria
2.1 Operating Conditions
Each pump and heater shall be capable of delivering the maximum required quantity of oil for
one boiler at the required temperature, when the boiler is operating at its maximum output
capability. The pump discharge pipes shall be interconnected through a common header to
permit either pump to operate with either heater.

The discharge pressure of each fuel oil pump shall be controlled by the pressure sustaining
control valves which shall adjust the quantity of oil returned to the tanks via the oil
recirculation line.

2.2 Functional Constraints


Each fuel oil pump shall be sized to provide 100 percent of the fuel oil requirements of the
steam generator.

2.3 Physical Constraints


Adequate space shall be provided for maintenance of all pumps and heaters. The inlet to each
suction strainer shall be provided with a blanked flanged tee connection for future addition of
dosing equipment. The strainers, pumps, and heaters shall be mounted on oil drip tray type
bedplates and provided with all necessary drainage features.

2.4 Process Control


2.4.1 Fuel Oil Supply

The fuel oil pumps shall be started, stopped, and placed into standby operation from the DCIS
and shall be a part of the plant automation sequential control. The standby pump shall start
should the oil header pressure fall below a preset value or if the running pump trips.

Fuel oil temperature shall be controlled by modulating the steam inlet valves to the fuel oil
heaters to maintain the desired set point. Fuel oil outlet temperature signals shall be sent to
the DCIS which shall position the steam flow control valves. In the case of the auxiliary boiler
fuel oil heating, the heat input to the fuel oil from the electric fuel oil heaters shall be
controlled.

Fuel oil pump discharge pressure shall be controlled by a DCIS controlled recirculation valve
which shall recirculate oil back to the fuel oil storage tanks.

The differential pressure transmitter across each fuel oil pump suction strainer shall provide
high differential pressure alarms in the main control room via the DCIS. Each transmitter shall
also provide local indication.
