Ameaça que não pode ser vista como direcionada às questões
étnicas ou regiões geográficas, em qualquer segregação e especificidade;
já tivemos atos inomináveis causados por pessoas das mais diversas
motivações, etnias e estados mentais.
Esta é uma edição dirigida às questões que toda aviação mundial tem
que fazer face, com mais ênfase desde 11 de Setembro de 2001.
É uma edição dedicada à todos aqueles que perderam suas vidas em
atentados terroristas, desde que se tem registros dos mesmos, na
aviação mundial.

Decidedly we have added a new component to our equation of prevention

to face illicit acts against civil aviation.
It is a threat that should not be seen as directed to ethnic or geographical
issues, separately or specifically; as there have already been inhuman acts
perpetrated by people from different ethnic groups, with the most varied
motivations and mental states.
This is a new edition, focused on the issues that the entire global civil
aviation industry has to face, with greater emphasis since September 11th, 2001.
It is an edition dedicated to all of those who lost their lives in terrorist
attacks, as far back as the aviation industry has been registering them.

Conversando sobre
Segurança de Vôo
N a realidade, nesta edição estamos "conversando"
sobre Flight Security...
Os riscos da atividade aérea sempre estiveram
analisados-contidos numa perspectiva de se analisar
os fatores-contribuintes, as probabilidades em função
de fatos de maior ocorrência-reocorrência e daí se
exercer o máximo de proatividade de uma real
prevenção.
"11 de Setembro de 2001"; uma data que mudou
a perspectiva de risco da aviação. Os atos ilícitos contra
a aviação civil - mormente a de linhas aéreas – não
eram por certo novidade; inéditos.
Porém, o uso de aeronaves comerciais em
deliberados ataques como vir tuais mísseis,
intencionalmente pilotados para a sua auto-destruição
contra "alvos", fugiu do que se previa e temia. A ação
"inominável" daquele dia de 2001 extrapolou o que
se previa de pior.
Desde então toda a comunidade aeronáutica
dedicou-se a buscar alternativas para evitar-prevenir
repetições. Porém, junto com muito esforço
consciente-técnico-científico, veio muita especulação
e "achologia"; na ânsia de tanto se evitar muito se
inventa e especula.
Os principais fabricantes de aeronaves foram bem
rápidos em iniciar debates e estudos para dotarem
suas aeronaves de condições técnicas capazes de fazer
face à prováveis atos ilícitos. Diversos "vendors"
apresentaram também produtos a serem instalados à
bordo. Autoridades aeronáuticas de países
determinaram a implementação de uma série de
medidas de fiscalização-controle de Pax-Cargo, bem
como iniciaram reajustes de suas normas-
regulamentos; todos se mobilizaram.
Contudo, um conceito tem que estar bem claro;
não pode ser perdido de vista ou deturpado, à luz das
emoções: O "Risco" das operações aéreas, inerentes
ao aspecto "Safety", está presente em cada pouso-
vôo-decolagem, independente de região do mundo,
empresa ou país. A "Ameaça" às operações aéreas, no
aspecto "Security", é bem relativa à região do mundo,
empresa ou país... "Ameaça" pressupõe "Vontade +

Capacidade", o que a diferencia do "Risco", que
pressupõe "Ameaça + Vulnerabilidade".
A problemática de atos ilícitos contra a aviação
tem sido estudada-contida, com mais profundidade,
desde os anos 70.
"TERRORISTAS DA DIREITA RADICAL VS.
TERRORISTAS DA ESQUERDA RADICAL: SUAS
TEORIAS E AMEAÇAS" mostra como pensavam e
se motivavam aqueles que ameaçaram a aviação nos
anos 70. "FAZENDO SEGURANÇA – QUAL O
NÍVEL DE INCONVENIÊNCIA QUE PASSAGEIROS
IRÃO TOLERAR PARA DIMINUIR AS AMEAÇAS
TERRORISTAS" relaciona as medidas de controle em
aeroportos, enfocando tecnologia, suas características
e eventuais dificuldades de implementação. "A
AVIAÇÃO CIVIL CONTINUA VULNERÁVEL AO
TERRORISMO" demonstra que as ameaças que
podíamos considerar "antigas", aí estão, e de forma
mais violenta.
Finalmente, apresentamos um extrato do estudo
da IATA sobre as medidas a serem adotadas à curto-
médio prazo; suas características e dificuldades.
Os dois primeiros ar tigos, apesar de bem
anteriores à época atual, têm sua validade pela ainda
realidade de suas informações-conceitos. A tecnologia
disponível ainda é bastante eficaz e "certas" mentes,
deturpadas. . .
O assunto é vasto, mas pela própria especificidade
do mesmo, não havia até então muita disponibilidade
"no mercado" e a necessidade de conhecê-lo é vital.
O seu equacionamento constante não será
definitivo, mas é imprescindível fazer o máximo em
um menor espaço de tempo possível; afinal, temos
"Risco + Ameaça".
O chinês Sun-Tzu disse: "Se conheces bem o
inimigo não deves temer o resultado de 100 batalhas".
. . e o alemão Nietzsche: "Se não tens seta no arco,
questiona-te..."
Para conhecermos bem o futuro, é preciso
preservá-lo . . .

Flight Safety
I n this edition, we are actually "talking" about Flight
Security...
The risks of flight activities were always analyzed-
contained within a perspective of evaluating the
contributing factors, the probabilities in relation to the
greater occurrence-reoccurrence of given facts, resulting
in the adoption of the maximum pro-activity of the true
prevention.
"September 11 th, 2001," a date that changed
aviation’s perspective of risk. Illicit acts against civil
aviation – specially commercial passenger lines – were
not new, by any means.
However, the use of commercial airliners in deliberate
attacks as virtual missiles, intentionally flown to self-
destruction against "targets", bypass what was predicted
and feared. The "iniquitous" acts of that day in 2001
went beyond the worst that could be expected.
Since those events, the entire aeronautical
community has dedicated itself to searching for
alter natives to avoid-prevent their repetition.
Nevertheless, along with considerable conscious-
technical-scientific effort came much speculation and
"second-guessing"; in the anxiety to significantly avoid
something much is made up and there is lots of
speculation.
The main aircraft manufacturers were quick to
initiate debates and studies to provide their airliners
with technical conditions capable of facing possible illicit
acts. Several vendors also presented products to be
placed on board. Air transportation authorities from
various countries determined the implementation of
several measures to check-control the content of cargo
and began adjusting their norms and regulations;
everyone was mobilized.
However, there is one concept that has to be made
very clear, and cannot be kept away from sight or
overshadowed by emotions: The "Risk" of air operations,
inherent to the "Safety" aspect is clear in each take off
– flight – touch down, independent of the region of the
world, airline or country. On the other hand, the "Threat"
to air operations, as far as the "Security" aspect, is very
much related to the region of the world, airline or country...

A "Threat" presupposes "Will + Capability," which
differentiates it from "Risk," which presupposes "Threat
+ Vulnerability."
The whole issue of illicit acts against aviation has
been studied and restrained in greater depth since the
70’s.
"RADICAL RIGHT TERRORISTS VS. RADICAL LEFT
TERRORISTS:THEIR THEORY AND THREAT" shows how
those who threatened aviation in the 70’s thought and
what motivated them. "PLAYING IT SAFE – HOW MUCH
INCONVENIENCE WILL PASSENGERS TOLERATE TO
REDUCE TERRORIST THREATS?" reports on the control
measures in airports, focusing on technology, its
characteristics and eventual difficulties for their
implementation. "CIVIL AVIATION REMAINS
VULNERABLE TO TERRORISM" demonstrates that the
threats could have been considered "out of date" are
very much still with us, and in a more violent format.
Finally, we present a summar y of the study
undertaken by IATA regarding the measures a to be
adopted on the short-to-medium ter m, their
characteristics and difficulties.
The first two articles, in spite of being from a period
considerably far in the past, they are valuable because
of the still true information-concepts expressed in them.
The available technology is quite efficacious and "certain"
minds, distorted. . .
The subject is wide ranging, but because of its very
own specificity, there was not very much availability "in
the market" up to now, and the need to know it is vital.
The constant search for solutions will not present
definite answers, but it is essential to do the most in the
shortest possible time; because, after all, we are facing
"Risk + Threat".
Sun-Tzu, the Chinese warrior, said: "If you know the
enemy well, you should not fear the result of 100
battles"... and Nietzsche, the German philosopher, said:
"If you do not have an arrow in the bow, question
yourself..."
To know the future well, it is necessary to preserve it...
Control the "Risk", combat more fiercely the "Threat"
and..."Fly Safe" !

da Esquerda Radical: Suas Teorias e Ameaças
Radical Right Terrorists vs. Radical Left
Terrorists:Their Theory and Threat
O exame das atividades e dos membros de
diversos grupos terroristas pode indicar o que
se deve esperar.
A saúde mental pode ser representada por uma roda,
com as pessoas normais no centro e as seriamente
incapacitadas nas bordas do aro. Pode-se considerar que
aqueles que buscam soluções violentas para problemas sociais
domésticos ou políticos existentes em uma democracia, onde
procedimentos pacíficos para implementar mudanças são
abundantes, afastaram-se do centro da roda, através de seus
raios, distanciando-se do grande eixo da normalidade em
direção às bordas, na zona das patologias.
Durante esta análise de filosofias políticas, é muito
impor tante lembrarmos que, enquanto o Par tido
Democrata dos EUA tem uma orientação de esquerda e
o Partido Republicano fica mais à direita, grupos terroristas
de esquerda e de direita representam expressões
ultrajantes e ilegais destas perspectivas políticas diferentes
e legítimas. Devido à sua violenta oposição às democracias
constitucionais, terroristas de extrema esquerda
(comunistas/socialistas) e de direita radical (fascistas/
nazistas) partilham algumas características pessoais. Há,
entretanto, várias diferenças significativas em termos sócio-
econômicos, psico-sexuais, educacionais e religiosos entre
os grupos terroristas.

Examination of activities and membership
of several terrorist Groups can lead to an
indication of what to expect.
M ental health can be conceptualized as a
wheel, with normal people at the hub and
the seriously disabled at the rim.Those who seek
violent solutions to domestic social or political
problems in a democracy, where peaceful
procedures for change are abundant, can be
considered to have moved along the spokes of
the wheel away from the large hub of normality
toward the rim of pathology.
During this examination of political
philosophies, it is very important to remember
that while the Democratic party in the United
States has a leftist orientation, and the Republican
party is more to the right, left-wing and right-
wing terrorist groups represent outrageous and
illegal expressions of these diverse and legitimate
political perspectives. Because of their violent
opposition to constitutional democracies, extreme
left-wing (communist/socialist) and radical right-
wing (fascist/nazi) terrorists share some personal
characteristics. However, there are several
significant socio-economic, psychosexual,
educational and religious differences between
terrorist groups.

os elementos de algumas desordens mentais e as diferenças
básicas entre as filosofias políticas de esquerda e de direita,
os padrões de interação social – por meio de processos,

táticas e preferências sexuais de seqüestradores – passarão
a fazer mais sentido (Strentz, 1981).
Apesar do fato destes desajustados sociais não serem
especificamente descritos na literatura psiquiátrica, como
regra geral, quanto mais democrática, aberta e livre a
sociedade, mais evidentes ficarão as psicopatologias dos
seus dissidentes domésticos que usam métodos violentos.
Quando o sistema político ou social oferece condições
adequadas para a existência de pontos de vista dissidentes
e a ocorrência de mudanças pacíficas, a violência
perpetrada por seus adversários carrega mais indicações
a respeito das personalidades aberrantes dos antagonistas
do que da suposta intransigência ou decadência do
sistema.
À medida em que as situações mudam e o stress se
instala, as pessoas saudáveis adaptam seu comportamento
para lidar com as novas demandas. A adaptabilidade
psicológica pode ser vista como uma tendência à qual
personalidades doentes não respondem (Millon, 1981).
Quando novos desafios são encarados, aqueles sem firmeza
psicológica podem se tornar menos flexíveis e recorrerem
a reações rígidas que geralmente fazem com que as coisas
fiquem piores. Quanto maior a demanda por um
compor tamento diferenciado ou de adaptação, mais
intransigentes eles se tornam (Million, 1981 pp 9-11). Desta
forma, quando se tem que lidar com aqueles, cujas reações
ao stress são avessas à adaptação, freqüentemente
encontramos padrões previsíveis de comportamento, que
tendem a ser manipulados por terceiros (Ault, 1990).
A maioria dos seqüestradores examinados nos EUA
foram diagnosticados como por tadores de doenças
mentais (Salazar, 1990). Entrevistas realizadas com eles
têm demonstrado que se sentiam estranhos ao ambiente
em que se encontravam e amedrontados por ele. Poucos,
ou quase nenhum deles, haviam viajado de avião
anteriormente. Com algum conhecimento de suas
per sonalidades, tripulações podem par ticipar de
tentativas de resolver crises conver sando com o
seqüestrador. Eles geralmente estão amedrontados, mais
assustados do que suas vítimas e precisando de amigos.
Muitos deles tendem a confiar mais nas opiniões de
membros da tripulação – na situação estranha e
assustadora em que se encontram – do que suas
aterrorizadas vítimas podem suspeitar.
Até cer to ponto, aquilo que precede, também é
prólogo. Assim, uma análise daqueles que seqüestraram
aeronaves, ou dos que fazem ou já fizeram par te de
grupos terroristas, assim como de seus padrões de
compor tamento, pode apresentar algumas indicações
do que se pode esperar no futuro. Após examinar as
atividades e o perfil dos membros de vários grupos
terroristas domésticos, bem como de alguns grupos
estrangeiros, fica claro que generalizações sobre as

When analyzing the individual terrorist, this
author does not suggest that they are suffering
from an identifiable mental illness. Yet, if the
elements of some mental disorders, and the basic
differences between left-and-right wing political
philosophies are understood, then the patterns
of social interaction, thought processes,
personalities, group dynamics, educational levels,
tactics, and sexual preferences of hijackers and
hostage takers will make more sense (Strentz,
1981).
Although these social deviants are not
specifically described in the psychiatric literature,
as a rule the more democratic, open and free
the society, the more psychological pathology is
evident in its domestic violent dissenters. When
a political or social system has adequately
provided for dissenting views and orderly change,
violence perpetrated by its adversaries indicates
more about the aberrant personalities of these
antagonists than it does about the alleged
intransigence or decadence of the system.
As situations change and stress develops,
healthy people adapt their behavior to deal with
the new demands. Psychological adaptability can
be viewed as a gradient to which unhealthy
personalities do not respond (Millon, 1981).When
new challenges are encountered, the
psychologically infirm may become less flexible,
and resort to rigid responses, which usually make
matters worse. The greater the demand for
different or adaptive behavior, the more
intransigent they become (Million, 1981 pp 9-
11). Thus, when dealing with those whose stress
responses are maladaptive, we frequently see
behavior patterns that are predictable and lend
themselves to manipulation by others. (Ault,
1990).
Most hijackers in the United States have been
diagnosed as mentally ill (Salazar, 1990).
Interviews with them have shown that they felt
they were in a strange and very frightening
environment. Few, if any of them, had flown on
aircraft before. With some knowledge of their
personalities, flight crewmembers can assist in
ameliorating the crisis by talking with the hijacker.
They are often afraid, more frightened than their
victims, and in need of a friend. Many are more
inclined to rely upon the judgment of
crewmembers in this foreign and frightening
situation than their terrorized victims might
suspect.
To a degree, what is pat is also prologue.Thus,
an examination of those who have hijacked
airplanes, or those who have been members of a
terrorist group, and an examination of their
behavior patterns, can provide us with some
indication of what to expect in the future. After
examining their activities and looking at the
membership of several domestic, and a few
foreign terrorist groups, it becomes clear that

Diferenças Sociológicas e Sexuais
Geralmente, os membros de grupos de extrema
esquerda são solteiros, separados ou divorciados. Muitos
estão envolvidos em conflitos subconscientes com seus
pais, e fazer par te de grupos radicais lhes proporciona
uma forma de expressar sua rebeldia (Saler t, 1976).
Outros parecem buscar meios de completar a revolução
que acreditam ter sido iniciada por seus pais (Decter,
1975). A faixa etária tende a ficar entre 25 e 45 anos.
Por outro lado, gr upos de extrema direita
freqüentemente incluem famílias inteiras e, neste
pormenor, lembram seitas. É raro encontrar mulheres
em posições de liderança em organizações de direita.
Uma das razões pode ser o fato de a Bíblia falar do
homem como sendo a cabeça do lar e determinar que
a mulher seja obediente a seu marido.
Em grupos de esquerda, sexo ou as preferências
sexuais não são excludentes para a ocupação de postos
de comando. Outra explicação para isto é a atitude mais
liberal da esquerda para com as mulheres e seus direitos
em relação a questões como o abor to. A direita tem
uma orientação convencional rígida em termos do papel
social da mulher versus o do homem. Os grupos que
atacam homossexuais são geralmente gangues de jovens
de direita. A homossexualidade assumida é bem aceita
na esquerda e não representa barreira a cargos de
liderança.
A homossexualidade é uma aberração para a direita
e pode levar à expulsão de postos de liderança.
Diferenças Psicológicas e Políticas
Grupos de esquerda engajam seus membros em
longas sessões de autocrítica e de crítica mútua,
enquanto que os de direita tendem a evitar esta atividade
introspectiva, que consideram humilhante. A direita gasta
a mesma quantidade de tempo reforçando o quanto
seus membros são genuínos, puros, dedicados e divinos,
ao invés de se envolver na auto flagelação crítica sem
fim, tão comum na esquerda. Isto é resultado da diferença
básica entre a intenção da direita em manter ou voltar
às maravilhas do regime, enquanto a esquerda vê as suas
muitas imperfeições e a necessidade de uma revolução
para se alcançar a igualdade social. A direita considera
o governo como quase perfeito, enquanto a esquerda
almeja o governo perfeito. Em outras palavras, grupos
de esquerda se opõem ao governo legítimo e desejam
revolução; eles negam a autoridade do regime. Radicais
da direita desejam manter o status-quo e se opõem
àqueles que querem mudanças; eles negam a legitimidade
da oposição. (Conley, 1990).

overall structure and functioning of these aberrant
organization.
Sociological and Sexual
Differences
Generally, extreme left-wing groups consist
of persons who are single, separated or divorced.
Many are involved in subconscious conflict with
their parents, and radical group membership
provides them with an expression for this rebellion
(Salert, 1976). Others seek to complete the
revolution they believe their parents began
(Decter, 1975). Their ages tend to range from
the mid-20s to the mid-40s. On the other hand,
extreme right-wing groups frequently include
entire families, and in that sense, they resemble
cults. It is rare to find a female leader on the
right. One reason may be that the Bible speaks
of the man as the head of the house and
commands the female to be obedient to her
husband. In left-wing groups, gender or sexual
preference does not exclude one from a
leadership role. Another explanation for this is
the more liberal attitude of the left toward women
and their rights on issues from abortion to voting.
The right has a conventional, or rigid, orientation
on the social role of the female versus that of
the male. Groups that engage in assaults on
homosexuals are usually youthful right-wing
gangs. Overt homosexuality is quite acceptable
on the left and is not a barrier to leadership.
Homosexuality is an abhorrence on the right and
may result in expulsion from leadership.
Psychological/Political
Differences
Leftist groups engage in protracted
reproaching sessions while the right tends to avoid
this vilifying introspective activity.The right spends
an equal amount of time reinforcing how genuine,
pure, dedicated and godlike they are rather than
engaging in the endless masochistic self-criticism
so common on the left. This develops from the
basic difference of the right intending to maintain,
or retur n to, the wonderfulness of the
establishment while the left sees its many
imperfections and the need for a revolution to
achieve social equality. The right regards the
government as almost perfect while the left longs
for the perfect government. In other words, left-
wing groups oppose the legitimate government
and desire a revolution; they deny the authority
of the establishment. Radicals on the right want
to maintain the status quo and oppose those
who seek change; they deny the legitimacy of
the opposition. (Conley, 1990).
Três tipos de personalidades encontrados na maioria dos
grupos terroristas são descritos abaixo (Strentz, 1981):
O Líder - É pessoa de muita dedicação, um teórico com
personalidade forte. Este elemento apresenta determinado
padrão de interação social e de raciocínio psicológico
similares ao que muitos psicólogos qualificam como
desordem de personalidade paranóica. Em grupos de
esquerda, este indivíduo pode ser tanto uma mulher como
um homem. Nos de direita é quase sempre do sexo
masculino.
O Ativista / Operador - Do sexo masculino, com
personalidade antisocial, é freqüentemente alguém que
já foi condenado e preso por crimes cometidos, gosta de
ação e dá ao grupo a sua orientação criminosa, levando-
o a conflitos com a lei.
O Idealista - Nos grupos de esquerda é, muitas vezes,
alguém que abandonou a universidade e na direita,
geralmente, é um membro adolescente de uma família ou
um desocupado, que segue um estilo de vida sem
perspectivas e tem tendência à busca da verdade para
resolver questões sobre o sentido da vida. Este papel é
preenchido por membros de ambos os sexos. São jovens
cheios de sentimentos de culpa que pegam carona em
causas que vão do comunismo ao cristianismo. Eles
precisam de um Marx ou um Cristo para adorar e ter por
quem morrer. São os inimigos mortais do status quo e
insistem na auto-imolação em nome de seu sonho
impossível (Hoffer, 1952).
Diferenças Educacionais
Estas diferenças incluem o fato de que a maioria dos
ativistas de esquerda tiveram acesso maior à educação.
Juntam-se ao grupo devido a profundas convicções pessoais
ou a problemas psicológicos não resolvidos, entendem os
objetivos do grupo e acreditam neles. Devido ao seu nível
de educação universitária, já tiveram acesso a material de
retórica revolucionária e muitos deles acreditam que os
pobres e as minorias são exploradas pelas elites. São mais
preparados e, por causa de sua juventude, podem se dar
ao luxo de pagar o preço de irem para a prisão por seus
atos políticos e criminosos. Muitos deles parecem delirar
no papel de mártir.
Por outro lado, os da direita não têm a mesma origem.
É possível encontrar um ou outro líder com nível
universitário e melhor origem social, mas a maioria é
composta de indivíduos que abandonaram o nível
secundário e cujas famílias são da classe trabalhadora.
Muitos foram atraídos para o grupo terrorista por causa
da retórica do “bode expiatório” e do apelo emocional –
e não intelectual – às suas necessidades. Um autor os

Three personality types that are seen in most
terrorist groups are described below (Strentz,
1981):
The Leader - A person of high dedication, a
theoretician with a strong personality.This person
has a pattern of social interaction and
psychological reasoning which is similar to what
many psychologists have labeled as a paranoid
personality disorder. In left-wing groups, this
person can be a male or a female. On the right,
it is almost always a male.
The Activist-Operator - a male with an
antisocial personality, frequently he is an ex-
convict who is action-oriented and gives the group
its criminal orientation, which brings it into conflict
with the law.
The Idealist - Often a university dropout on
the left or an adolescent family member or
drifter on the right, who exhibits an empty life-
style and a penchant for seeking the truth to
answer questions about the purpose of life.
Both genders are found in this role. They are
characterized as guilt-ridden hitchhikers who
thumb a ride on every cause from communism
to Christianity. They need a Marx, or a Christ,
to worship and die for. They are the mortal
enemy of the status quo and insist on sacrificing
themselves for their impossible dream (Hoffer,
1952).
Educational Differences
Differences include the fact that most of those
on the left are more educated.They join the group
because of some deep personal conviction or
unresolved psychological problem, and they
understand and believe in the goals of the group.
Due to their college education they have read
revolutionary rhetoric and many think that the
poor and other minorities have been exploited
by the establishment. They are more prepared,
and due to their youth, able to pay the price of
incarceration for their political and criminal acts.
Many seem to revel in the role of a martyr.
Conversely, those on the right are not cut
from the same cloth. While one may find an
articulate, university-educated leader on the
right, the rank and file are usually high school
drop-outs who are from blue-collar families.
Many were attracted to the terrorist group
because of its scape-goating rhetoric and
emotional - rather than intellectual -appeal to
the needs of its recruits. One author has
characterized them as street corner racists who
lack a depth of conviction (Flynn and Gerhardt,
1989). Due to their general lack of education
and limited employment skills, they are more

que houve mais de 300 seqüestros de aeronaves. Entre
1984 e 1989, houve menos de 24 deles. Vôos iniciados
fora dos EUA, no mesmo período, somaram 7 desse total.
Este valor torna-se significativo, considerando-se que o
número de vôos operados pelas companhias aéreas
americanas fora dos Estados Unidos é muito menor, quando
comparado ao volume de vôos domésticos. Além disso,
nos casos de partidas de aeroportos localizados fora do
território americano, os seqüestradores portavam armas
ou explosivos verdadeiros. Os seqüestros domésticos foram
realizados com armas falsas em todas as ocasiões, com
uma única exceção, ocorrida em Cleveland, Ohio, em que

tend to be the last hired and first to be fired.
Most people find it difficult to accept
responsibility for serious economic problems.
It is comforting for ever yone to hear that they
are okay and that problems are due to forces
beyond their control. Those experiencing soci-
al, psychological or economic distress are
especially vulnerable to charismatic leaders
who mix religion, anti-Semitism, their version
of histor y and have a pet economic theory to
provide quick and simple solutions to complex
social and economic problems.
Preparatory Criminal Activity
Those on the right, and most hijackers, tend
to be impulsive. Once a target for their crimi-
nal activity has been identified, they usually
complete the felony with considerably less
planning that one sees on the left. The
Symbionese Liberation Army (SLA), a leftist
organization, tended to meticulously plan its
felonies . Member s took pictures , made
diagrams, studied maps and tirelessly surveilled
their targets (Hearst, 1990). Most of them
seem to enjoy the planning phase more than
the actual operation. The overt criminal act is
almost anticlimactic.
Crimes Aboard Aircraft
A review of the U.S. Federal Aviation
Administration (FAA) listing of criminal acts
against the airline industry in the United States
and abroad shows that between 1931 and 1989
there were more than 300 hijackings of U.S.
carrier aircraft. Between 1984 and 1989 there
were fewer than two-dozen hijackings. Overseas
departures between 1984 and 1989 resulted
in United States carriers suffering seven of the
two-dozen hijackings. This statistic becomes
significant when one considers how few foreign
departures United States carriers register when
compared to domestic flights. In addition, when
departing from non-domestic airports, the
hijackers had real weapons or explosives.
Domestic hijackings were perpetrated with
alleged or fake devices on all occasions except
one in Cleveland, Ohio, when a female hijacker
shot her way past security.
A review of U.S. hijackings shows the
dramatic impact 100 percent passenger
screening had in the early 1970s when the
number of hijackings was reduced from thirty-
three in 1972 to only two in 1973. Since that
time, if one deletes hijackings to Cuba* the
figures remain at the level of approximately
um evento a cada dois meses. Apesar de que apenas um

da Pan Am, resultou em 259 mortes na aeronave e outras
onze em terra.
Desde que a FAA começou a registrar estatísticas, em
1931, empresas estrangeiras foram vítimas de mais de 500
seqüestros e 75 ataques com explosivos.As companhias aéreas
americanas são o alvo mais freqüente em seqüestros e uso
de bombas. Há muitas razões para estes números. Uma delas

hijacking is one too many, screening points in
the United States process over one billion
passengers, their families and friends each year.
That number represents more than four times
the population of the United States walking
through 1,300 checkpoints. Even with this vo-
lume , more than 3,000 weapons are
confiscated annually (Salazar, 1990).
*Note: Hijackings to Cuba during the early 1980s
numbered 36 and appeared to be sponsored by
the government of Cuba to divert attention from its
internal economic and political problems. Many of
these hijackers appeared to be Cuban agents who
were trained for this mission. Thus, they cannot be
compared with the typical, mentally ill domestic
hijacker.
As security is tightened in one area, criminals
seek another avenue of attack. The number of
bombs on aircraft has been, on average, higher
each year since the beginning of 100 percent
passenger screening. On a more positive note,
although the number of casualties has increased,
there have been only three bombs exploded on
U.S. aircraft in the last six years. It is important to
remember that those bombs, which have killed
or injured passengers and crews, have been
secreted on American carriers departing from
foreign airports.The one domestic bomb exploded
on the ground at Dallas-Fort Worth International
Airport, Texas, U.S., and resulted in no casualties.
The two foreign departure bombs were deadly.
One on TWA caused the deaths of four
passengers with injuries to nine others. The other
on Pan Am Flight 103 resulted in 259 deaths on
the aircraft and another 11 on the ground.
Since the FAA began keeping statistics in
1931, non-U.S. carriers experienced more than
500 hijackings and 75 bombings. U.S. carriers
are the single most frequently hijacked and
bombed. There are many reasons for this. One is
that the FAA may count crimes on board U.S.
aircraft more carefully than those of other nations
may. Another reason is the greater number of
aircraft departures of U.S. carriers versus the rest
of the world. U.S. carriers log more daily
departures than all other carriers combined
(Salazar, 1990).
Of significance is the fact that the United
States represents capitalism to he rest of the
world. Thus, leftwing, or communist-oriented
terrorist groups seek to target U.S. carriers as
symbols of their political and economic enemy.
To many third world countries, the United
States is a colonial or imperialistic power and
the mortal enemy of their cause. The United
States is allied with Israel, and therefore the
target of Arab terrorist groups. Additionally,

a cobertura dada pela imprensa a um tiroteiro em uma
embaixada, também são fatores que influem. Seria suficiente
dizer que os EUA é o inimigo de governos e pessoas que
invejam o Ocidente e seu sucesso em um mundo onde
eles continuam a lutar ou em que já fracassaram.
A Sofisticação da Ameaça
Apesar da variedade de razões para que os terroristas
cometam os seus crimes a bordo de aeronaves dos EUA,
um exame das estatísticas de seqüestros mostra que a
maioria deles é realizada por pessoas com sérios problemas
mentais. Após suas prisões, foi determinado que muitos
sofriam da psicose conhecida como esquizofrenia paranóica
ou alguma outra grave desordem de personalidade
(Salazar, 1990).
Para se colocar a ameaça em perspectiva, deve ser
lembrado que o número de seqüestros de aeronaves
americanas diminuiu dramaticamente desde 1972, com a

o nível de planejamento ou sofisticação dos seqüestradores.
Ora May Hayes, uma mulher que tentou seqüestrar um
vôo doméstico da Pan Am, em Cleveland, Ohio, o fez por
que, na manhã do crime, tinha visto um outdoor com
propaganda da companhia. Zvonko Busick, terrorista croata,
um homem formado, com Ph.D, atualmente encarcerado
com sua mulher e três cúmplices, seqüestrou o vôo 355 da
Trans World Airlines. Eles escolheram aquele vôo, pois estava
programado para voar de Nova York a Tucson, via Chicago.
Esta distância media três polegadas no mapa dos
seqüestradores. O seu destino era a Europa, uma distância

considering the caliber of people who hijack
aircraft, it is unlikely that any of their
constituents will be aboard the airplane
(Strentz, 1988). Further, the United States is a
constitutional democracy where people are
innocent until proven guilty. A price democracies
pay for this freedom is fewer restrictions on
passengers, even when some of them are
criminals. Finally, U.S. overseas carriers are
especially at risk because those who seek to
strike the United States need not travel to that
country. U.S. aircraft ser ve as symbols of the
nation and provide terrorists with large targets
on a regularly scheduled basis.
There are other reasons that terrorists
target airplanes. The adventure of flying, the
drama of hijacking, the publicity given as
assault on an airplane versus the press
coverage received for shooting at an embassy
are also factors. Suffice it to say the United
States is the enemy of governments and people
who envy the West its achievements in a world
where they continue to struggle or have failed.
Sophistication of the Threat
In spite of these many reason for terrorists
to commit crimes on board U.S. aircraft, a review
of hijacking statistics reflects that the vast majority
of these hijackings are carried out by people who
have serious mental problems. After their arrests,
it was determined that many were suffering from
the psychosis called paranoid schizophrenia or
from a serious personality disorder (Salazar,
1990).
To put the threat in perspective, one should
remember that the number of hijackings of U.S.
carriers has decreased dramatically since 1972
with the introduction of 100 percent passenger
screening. Aircrews should know that those who
commandeer planes are neither particularly well
prepared nor knowledgeable about aircraft
operations*. Interviews with hijackers and victim
crews have provided ample evidence of the level
of hijacker planning or sophistication. Ora May
Hayes who tried to hijack a domestic Pan Am
flight in Cleveland, Ohio, did so because that
morning she saw a billboard which advertised that
airline. Zvonko Busick, Ph.D, the presently
incarcerated, well-educated, Croatian terrorist, along
with his wife and three associates, hijacked Trans
World Airlines flight 355. They selected that flight
because the plane was scheduled to fly from New
York to Tucson via Chicago. This measured three
inches on his map. His destination was Europe, a
distance of two inches.Thus the Boeing 727 bound
for Tucson was commandeered and the pilot was
directed to fly east (Strentz, 1976). Other examples
include the Middle Eastern terrorists who

incluem a tentativa de terroristas do Oriente Médio de
seqüestrar um Boeing 747, e não conseguirem encontrar a
cabine do avião. Em outra ocorrência, os terroristas foram

São muitos os exemplos de terroristas com boa formação
e mentalmente doentes que planejaram muito pouco antes de
tomar a aeronave. Entrevistas com membros de tripulações já
deixaram claro que recentes seqüestros terroristas foram
cometidos por pessoas que nunca haviam entrado em um
avião ou mesmo em um terminal de companhia aérea, antes
dos seqüestros realizados.
Enquanto é perigoso subestimar estes adversários, é
também um extremo exagero imaginá-los como inimigos
invencíveis. Se analisarmos seqüestros passados, vamos
encontrar indicações de que a maioria dos seqüestradores
são bem menos sofisticados e conhecem considera-
velmente menos a respeito das operações e capacidade
das aeronaves do que aqueles empregados de companhias
aéreas recentemente contratados e ainda não treinados.
Além desta falta de preparo e da ignorância sobre
operações aéreas, os terroristas compar tilham outras
características.
A Experiência Americana
com o Terrorismo
Um recente projeto de pesquisa conduzido pela
Academia do FBI procurou identificar os tipos de crimes
cometidos por pessoas que a mídia identifica como
terroristas. Um grande número de nomes foi coletado,
incluindo os de membros de grupos de esquerda como a
organização comunista 19 de Maio, o Symbionese
Liberation Army (SLA), o Exército de Libertação Negra,
grupos de independência de Porto Rico, além de várias
outras organizações comunistas. A direita foi representada
no estudo por organizações como o Par tido Nazista
Americano, o Partido Nacional Socialista do Povo Branco,
a Ku Klux Klan, Nações Arianas, Pacto Divino, A Espada e o
Braço de Deus, A Ordem, dentre outros.
Quando as folhas corridas de indivíduos filiados a estes
grupos foram analisadas, constatou-se que a maior parte
das prisões dos esquerdistas aconteceu por invasão de
propriedades, falta de permissão para realizar manifestações
públicas, perturbação da ordem pública e outras violações
que podem ser associadas ao tipo de demonstrações
políticas comuns no final dos anos 60 e início dos anos 70.
Foram encontrados alguns poucos registros de prisões por
ataques com bombas, vários roubos a bancos e assaltos a
carros fortes e três seqüestros de aeronaves. As prisões
dos membros de grupos de direita foram quase todas por

find the cockpit. In another hijacking, the terrorists
were told that the runway was blocked to prevent
their 747 from landing.They insisted that the pilot
land in the water and then taxi to the shore. The
pilot refused saying that this was impossible. His
copilot was more liberal. He said that this could
be done… once. The terrorists then produced a
copy of the safety instruction card, which pictures
passengers deplaning in rubber rafts as proof that
the flight deck crew was lying to them.
There are many examples of well-educated
terrorists and mentally ill hijackers who have
engaged in little planning before hijacking an
aircraft. Interviews of flight crews have made it
abundantly clear that recent terrorist hijackings
have been perpetrated by people who had not
been on an airplane or even in an airline termi-
nal before the hijacking.
While it is dangerous to underestimate these
adver sar ies , it is extremely foolish to
conceptualize them as an insurmountable
enemy. A review of past hijackings indicates that
most hijackers are far less sophisticated, and
know considerably less about aircraft operations
and capabilities, than a newly hired employee
of an airline company who has not yet been
trained. In addition to this lack of preparation
and ignorance of aircraft operations, terrorists
share other characteristics.
The American Terrorist
Experience
A recent research project conducted at the
U.S. Federal Bureau of Investigations (FBI)
Academy sought to identify the types of crimes
perpetrated by people whom the media identified
as terrorists. A large number of names were
collected that included members of such left-wing
groups as the May 19th Communist
Organization, Symbionese Liberation Army (SLA),
Black Liberation Army, Puerto Rican independence
groups and several other communist
organizations.The right wing was represented by
the American Nazi Party, the National Socialist
White People’s Party,The Ku Klux Klan, the Aryan
Nations, the Covenant, Sword and the Arm of
the Lord, the Order, and others.
When the arrest records of individuals
affiliated with these groups were reviewed, it was
noticed that the majority of the arrests of those
on the left were for such offenses as trespassing,
failure to obtain a parade permit, disorderly
conduct and other violations one would associate
with the political demonstrations common in the
late 1960s and early 1970s. There was a
sprinkling of felony arrests from bombings, several
bank and armored car robberies and three
aircraft hijackings. The arrests of those on the

hijackers in the United States to work alone, to
be mentally ill, to have limited knowledge of the
aircraft, to fake a weapon, and to have impulsively
decided upon his on her criminal act earlier in
the day.Their general lack of knowledge of aircraft
and airport operations is further evidenced by
the much smaller number of hijackings of private,
and more vulnerable planes compared to those
which operate commercially (FAA, 1989). These
generalizations hold true for overseas incidents
except that those incidents that include more
than one hijacker*.

livre desenvolveram alto grau de capacitação na
administração de crises, desde a tragédia na XX Olimpíada,
em Munique, em 1972. Enquanto houve alguns seqüestros
criminosos e terroristas bem sucedidos no começo dos
anos 80, o nível de sucesso diminuiu. Hoje, as autoridades
policiais dos EUA, devido ao grande número de ocorrências
domésticas, estão provavelmente entre as melhores do
mundo em termos de administração de crises como
seqüestros, em negociar com seqüestradores e obter bons
resultados, ou, como último recurso, se engajar em
operações de resgate bem sucedidas. Terroristas, assim
como criminosos comuns, sabem disso.
Grupos terroristas de esquerda ainda focalizam a
indústria aérea como alvo, de forma geral, e aeronaves
americanas em par ticular. À medida em que os
procedimentos de triagem de detecção de ameaças e a
capacidade de reação a crises têm tornado a realização de
seqüestros mais difícil, os terroristas vêm mudando suas
táticas. Devido à miniaturização de dispositivos de
detonação, à crescente potência em cada vez menores

Avaliação do nível de Sofisticação
O nível de sofisticação de grupos terroristas pode
ser medido através da análise dos crimes que planejam

a high level of crisis management expertise,
since the tragedy at the 20th Olympiad in
Munich in 1972. While there were some
successful criminal and terrorist hijackings
earlier in the 1980s, this success rate has
decreased.Today, U.S. law enforcement, because
of the large number of domestic hijackings, is
probably one of the best in the world in its
ability to manage a crisis, such as a hijacking,
successfully negotiate with the hijacker and, as
a last resort, engage in a successful rescue
operation. Terrorists, and criminals, know this.
Leftist terrorist groups still seek to target
the aviation industr y generally, and United
States aircraft in particular. As screening pro-
cesses and crisis response capability have
made hijacking more difficult, terrorists have
changed their tactics. Due to the
m i n i a t u r i z a t i o n o f t i m i n g d ev i c e s , t h e
increased strength of smaller amounts of
explosives, and the number of people who
carr y electrical items in their baggage,
terrorists have returned to bombing. While this
r e p r e s e n t s a l ow e r l ev e l o f g r o u p
sophistication, it is more dangerous and deadly
to the flight crew and passengers.
Evaluation of Sophistication
The sophistication of terrorist groups can
be gauged by analyzing the types of crimes
they plan and perpetrate. These acts fall into
two broad categories. While both provide
publicity for their cause, one cluster involves
intimidation by violence while the other entails
monetar y returns. When considering the
number of people needed and training
required, those acts, which result in
uncontrolled violence, like bombings and
shootings, are frequently the crimes of a less
s o p h i s t i c a t e d g r o u p. A h i g h e r l ev e l o f
competence is required to commit acts that
seek long-term publicity or are monetarily
motivated like hijacking, or other acts, which
include a ransom demand. Theoretically, a so-
called group that only bombs or shoots may
be limited to one per son. However, to
successfully hijack an airplane, hold victims
for ransom and negotiate, requires several
people, training and considerable planning.
Terrorists groups have conducted fewer
and fewer hijackings since their sophistication
peaked in 1977 with the taking of JAL 472.
Not only has the number of bombs increased,
but their placement has shown that at least
one of our adversaries has some knowledge
of aircraft vulnerabilities. Unfor tunately,
terrorists learn from their experiences. When

Encontros de Grupos Radicais

que contam com a par ticipação de delegados de muitas
nações, que chegam aos locais por via aérea. As maiores
conferências geralmente focalizam estratégias globais,
apresentadas por um palestrante convidado em sessão
plenária, que são detalhadas em reuniões com grupos
menores. Estes encontros proporcionam cober tura para
a realização das reuniões clandestinas. Tudo isto é
desenvolvido para adotar a cooperação internacional e
promover contatos entre os grupos. Algumas viagens
são pagas por governos revolucionários ou de esquerda,
como a Líbia ou Cuba. Há evidências de que tais
governos já prestaram assistência a grupos domésticos
de esquerda, com treinamento, abrigo e financiamentos
generosos. Em retorno, os grupos domésticos de

Quando a direita promove tais encontros, a maioria

They share this expertise during meetings
around the world.
Radical Group Conferences
Most terrorist groups try to achieve some
sort of solidarity with similarly oriented political
organizations. When the left engages in
conferences, the meetings are held at a major
hotel in a large metropolitan area and features
delegates from many nations who arrive by
air. The larger meetings usually focus on glo-
bal strategies presented by a guest speaker
in a plenary session, which is refined by smaller
groups in breakout meetings . These
conferences provide a cover for their
clandestine meetings. All of this is designed to
foster international cooperation and visits
between the groups. Some of these travels are
paid for by leftist or revolutionar y foreign
governments like Libya or Cuba. There is
evidence that these governments have assisted
left-wing domestic groups with training, refuge
and generous funding. In return, domestic left-
wing groups provide money from robberies of
banks and ar mored car s to other
organizations.
When the r ight engages in such a
conference, most of the attendees are from
the United States, and the meetings are held
in remote rural retreats. They arrive in pick-up
trucks with travel trailers and their families in
tow. Their sessions feature sur vival lectures,
firearm training, prayer sessions and war
games in the woods. The conference closes with
a family barbecue. They rarely travel
internationally and receive no support from
foreign governments. A right-wing group
member recently won a large amount of
money. He became less active in the
organization and was evicted from the group
when he refused to share his newfound wealth.
Yet, within the right there have been some very
philanthropic individuals who, after large
robberies, divided their booty with some who
shared their political or religious views.
Geographic Considerations
There is a noticeable, geographic dichotomy
of domestic terrorist groups. Left-wing groups are
more Eastern/urban while right-wing groups are
more commonly found in rural areas. The
exception to this is the right wing, racial hate,
which abound in New York, Chicago, Los Angeles
and other major cities.

de esquerda tendem a ser ateus ou agnósticos. A direita
incorpora a religião às suas crenças políticas. Seus membros
são fundamentalistas devotados, que buscam justificar suas

No entanto, ao nos aproximarmos do ano 2000, pode-se
esperar que profetas religiosos radicais, que prevêem o
fim do mundo ao entrarmos no terceiro milênio, irão
aparecer nos Estados Unidos. Há um paralelo muito
próximo entre seus ensinamentos e aqueles de seitas
religiosas que surgiram na Europa durante a década final
do Século 10 e em outros momentos significativos da
história, quando interpretações matemáticas da Bíblia

considerações elementares que definem algumas diferenças
táticas, sociais e psicológicas entre os grupos terroristas de

Because of the strong Communist influence,
domestic left-wing groups tend to be atheistic or
agnostic. The right incorporates religion into its
political beliefs. Its members are devoted
fundamentalists who seek to justify their political
activity and anti-Semitic beliefs with quotations from
the scriptures. They attribute their successes and
failures to the will of God.Those who oppose them
are considered the devil’s disciples or members of
an inferior race whose extinction is approved.
The Next Ten Years
Left-wing domestic violence has been the wane
for many years.With the democratization of Eastern
Europe and failing communist economies around
the world, it is anticipated that most domestic leftist
groups will remain dormant. However, Middle
Eastern-sponsored foreign and domestic groups will
remain active, as will those that seek independence
for Puerto Rico and others, which espouse racial or
ethnic issues. These are the types of groups that
have engaged in aircraft hijacking and bombing.
The domestic radical right has been dealt a
serious blow and many of its members are now in
jail. However, as we approach 2000 A.D. it can be
anticipated that radical religious prophets who
predict the end of the world as we enter the second
millennium will surface in the United States. A close
parallel exists between their teachings and those
of religious cults that developed in Europe during
the final decade of the Dark Ages, at the end of the
10th century, and at other significant times in history
when a mathematical interpretation of the Bible
provided the date for the end of the world (Vasiliev,
1944; Cohn, 1957). Among circumstances, which
may serve to make these groups more dangerous
tomorrow than they have been, is their belief that
they must now migrate to the western mountains
to escape the economic collapse, earthquakes, nu-
clear war and other catastrophes their prophets
predict for the 1990s. This will bring them into the
region of the United States, which presently houses
the leaderless and sympathetic remnants of the
religiously oriented radical right wing.Although groups
of this political orientation have not tampered with
aircraft in the past, their need for publicity may cau-
se them to change tactics.
Thoughts To Keep In Mind
It is the intention if this article to provide a few
elementary considerations, which delineate some
tactical, social and psychological differences between
right-wing and left-wing terrorist groups. Particular
attention has been given to the problems of attacks

disponibilidade de soluções pacíficas. Desta forma, suas
ações nos dizem mais a respeito deles como pessoas do
que sobre o sistema que buscam alterar. Personalidades
similares são encontradas nos dois tipos de grupos. Mas as
suas razões para aderir, condições econômicas, níveis de
educação formal e status social jogam estas personalidades
comparáveis em campos muito diversos. Indivíduos
psicologicamente similares, encontrados em grupos
politicamente opostos, requerem abordagens diferenciadas
e um profundo conhecimento de suas opiniões, para que
possamos compreendê-los de forma abrangente e assim
resolver com sucesso diferentes situações potencialmente
perigosas.
O que muitas tripulações esquecem, ou aprendem
tarde demais, é o que já foi constatado através de
entrevistas com seqüestradores, terroristas e pessoas com
distúrbios mentais, encarcerados. Cada um deles revela
que estavam mais amedrontados do que suas vítimas. Há
vár ias r azões par a estes medos. Muito mais
seqüestradores foram feridos ou mor tos do que
passageiros ou tripulantes. Na verdade, em termos
mundiais, mais de 100 seqüestradores já foram mortos
ou feridos. Com exceção dos seqüestros que culminaram
em acidentes no vôo MH 652, da Malaysian Airlines, em
1977 e no vôo 1771, da Pacific Southwest Air, em 1987, a
indústria da aviação comercial perdeu somente dois
tripulantes.
A Conversa como
Elemento Desativador
O seqüestrador encontra-se em um ambiente estranho
que lhe provoca muito medo; precisa de um amigo e
realmente necessita de todos os membros da tripulação.
Conversar com este adversário amedrontado pode ajudar
na avaliação do nível de planejamento, de sua sofisticação,
dedicação, na identificação do tipo de sua personalidade,
assim como fornecer informações que podem levar à
solução pacífica dessa perigosa confrontação.

on the aviation industry.These extreme groups seek
violent solutions to resolve social and political
differences when peaceful avenues of resolution are
available.Thus, their actions tell us more about them
as people than about the system they seek to
revolutionize. Similar personalities are seen in both
groups. Yet, their reasons for joining, economic
backgrounds, education and social status thrust
these comparable personalities into very diverse
settings.The psychologically similar individuals found
in politically dissimilar groups require assorted
approaches and a solid understanding of their
idiosyncrasies to fully comprehend the adversary
and to successfully resolve an otherwise dangerous
situation.
What too many flight crews forget, or learn
too late, is what interviews with incarcerated
terrorist and mentally ill hijackers have established.
Each reported that they were more frightened than
their victims. There are several good reasons for
this fear. Many more hijackers have been injured
or killed than passengers of flight crewmembers.
In fact, worldwide, more than 100 hijackers have
been killed or injured. Excluding the crashes that
ended the commandeering of the Malaysian flight
MH 652 in 1977 and Pacific Southwest Air 1771
in 1987, the commercial airline industry has
suffered the deaths of only two crewmembers
during hijackings.
Talk as a Defuser
The hijacker is in a strange and ver y
frightening environment; he or she is in need of a
friend, and really needs the crew, every member
of the flight crew. Talking with this frightened
adversary can help one better determine his or
her level of planning, sophistication, dedication,
personality type, and gain information, which can
lead to a peaceful resolution of this ver y
dangerous confrontation.

EUA recomenda que a eficiência dos atuais
sistemas seja melhorada, por meio do
aprimoramento nos programas de treinamento
e de motivação dos operadores e pela
introdução de novas tecnologias para a
detecção de ameaças, em resposta a riscos
específicos.
A crescente preocupação com as ameaças do terrorismo
internacional vem intensificando o debate a respeito da

H eightened concern about the threat of
international terrorism has intensified de-
bate about the adequacy of some current airport-
security screening systems, and raised privacy and
legal questions related to new high-technology
passenger-screening devices.
There have been recent, rapid developments
in the areas of both baggage and passenger
screening. In the United States, the federal
government recently increased security rules and
agreed to pay for new explosives-detection
technology at many U.S. airports following the
destruction in flight of TWA Flight 800 [On July
17, 1996, the Boeing 747-100 exploded at
13,700 feet and plunged into the Atlantic Ocean
shortly after takeoff from John F. Kennedy
International Airport (JFK), New York, New York,
U.S. All 230 passengers and crewmembers were
killed. The cause of the explosion remains under

A new report by the U.S. National Research
Council (NRC), Airline Passenger Security
Screening: New Technologies and Implementation
Issues, has recommended that the U.S. Federal
Aviation Administration (FAA) carefully asses
public response to prototype screening systems
with regard to privacy, convenience and comfort.
The NCR report, commissioned by the FAA, also
suggested possible improvements to existing
metal-detection screening portals and ways to
improve the training, performance and morale of
screening-device operators.
In preparing the NRC report, a 10-member
panel of experts collected and analyzed
information on current and prospective
passenger-screening systems, inspected airport
screening facilities and methods, and hosted a
workshop. The panel was particularly concerned
with technology to counter a perceived new threat:
Explosives smuggled aboard an aircraft hidden
under a passenger’s clothing.
For nearly a quarter centur y, since a
December 1972 FAA ruling following a wave of
aircraft hijackings, the FAA has required the
screening of passengers and carry-on baggage
on all certified, scheduled passenger aircraft.
Passenger places her carry-on baggage on a
conveyor belt for X-ray inspection, then walks
through a portal that detects any metallic objects
being carried by the passenger. If the portal
sounds an alarm, security-screening personnel use
either a hand-wand metal detector or a physical
patdown to determine if the passenger is carrying
a weapon or an explosive device.
Today’s screening technology functions well in
detecting metallic objects, but the equipment does
not detect nonmetallic weapons or plastic explosives.
Although the NRC report noted potential
advantages of the new-generation surveillance
systems in detecting explosives and nonmetallic
weapons, it predicted that passengers will
endorse the more invasive new security
technologies only if they believe that terrorism
poses a strong threat. “The reactions of
passengers, air carriers and airport operators to
any new screening technology will be strongly
influenced by the perceived level of threat…”
the NRC report said. “If the threat is high, more
invasive technologies that may inconvenience
passengers are likely to be more acceptable than
when the threat is perceived to be low.”
A report prepared buy the U.S. General
Accounting Office (GAO)1 concluded that:
• “The experts believe that aviation is likely to
remain an attractive target for terrorists well
into the foreseeable future”;
• “Explosives-detection devices can substantially
improve airlines’ ability to detect concealed
explosives before they are brought aboard
aircraft. While most of these technologies are

assim como recomendou estratégias para que os novos
sistemas propostos sejam aceitos mais facilmente por
aeroportos, companhias aéreas e passageiros.
Para tecnologias de imagem – que mostrem partes íntimas
dos passageiros examinados – o relatório recomendou que a
privacidade individual seja protegida por meio do
mascaramento dessas partes, limitando o número de pessoas
com acesso às imagens, garantindo que as mesmas sejam vistas
apenas por operadores do mesmo sexo, além de oferecer

commercially available. For example, some
devices are in use in [non-U.S.] countries, such
as the United Kingdom, Belgium and Israel.
None of the commercially available devices,
however, is without shortcomings”; [and,]
• “Aviation security rests on a careful mix of
intelligence information, procedures, technology
and security personnel. New explosives-
detection technology will play an important
part in improving security, but it is not the
panacea.”
FAA testing of conventional X-ray baggage
screening in May 1994 “showed that there is a
low probability of detecting a moderately
sophisticated explosive device,” the GAO report
said.
With those limitations in mind, the FAA has
worked to improve existing screening systems and
to assess new technologies for detecting such
weapons and devices. Promising new screening
systems include:
• Imaging technologies (Table 1), which produce
images of the person being screened to show
the presence of nonmetallic weapons, explosive
devices or other suspicious items concealed
under multiple layers of clothing;
• Chemical trace-detection technologies (Table
2), which involve collecting minute samples
from a person’s skin or clothing -– or, in some
cases, the air around the person – to detect
the person’s exposure to explosive materials;
and,
• Nonimaging electromagnetic technologies,
some of which use microwave energy to detect
metallic or nonmetallic objects on the
passenger being screened.
The NRC panel suggested possible
improvements to existing metal-detection
screening portals and ways to improve the
performance of screening-device operators. For
each of the new screening technologies, the panel
offered a critique and recommended strategies
to ease the acceptance of the proposed new
systems by airport, air carriers, and passengers.
For imaging technologies – which can display
graphic images of screened passengers – the
report recommended that the subject’s privacy
be protected by masking parts of the image,
limiting the number of persons who see the image,
ensuring that the images are viewed only by
operators of the same sex and offering alternative
screening procedures to persons who object to
imaging.
The report noted that such steps would
“require large investments from air carriers and

Finally, for nonimaging electromagnetic
technologies – specifically, dielectric portal
technology, which uses microwave energy to
detect both metallic and nonmetallic items – the
panel suggested that such systems be modified
to focus on threatening objects. Some passengers
may express concern about radiation exposure,
but the report suggested that such technology
could “improve the detection of nonmetallic
objects without raising concerns about image
projection and without requiring that an operator
interpret the image.”
Even the most sophisticated screening
systems are vulnerable to mistakes or inattention
by their operators. According to the NRC report,
“poor operator performance is a principal
weakness of existing passenger-screening systems
and a potential weakness of future systems.”
Experts say that the performance of airport
personnel who operate the current metal-detector
portal systems is often weakened by their lack
of integration into the overall security system. In
addition, many operators are poorly paid, treated
rudely by some airline passengers and work under
cramped conditions with equipment that was not
designed according to ergonomic principles.
“The resolution of issues related to ergonomics
will be critical to the success of new passenger-
screening systems,’ the NRC report said. “In an
apparent paradox, as screening systems become
more automated, human factors are likely to
become even more critical to success.” In future
systems, human operators will perform difficult and
complex tasks that cannot be fully automated.
Besides screening systems designed for
operators’ comfort, the NRC panel recommended:
• Intense efforts to select operators with the highest
job aptitude;
• More thorough training for operators; and,
• Steps to better motivate and evaluate operators.
To use the new imaging technologies,
operators must be trained to detect suspicious
patterns in the images, and maintaining the
chemical-identification systems used in trace-
detection technology requires highly skilled
operators.

“Improved personnel selection, training and
motivation methods will complement the effective
design of systems and procedures and will assure
acceptable levels of operator performance,” the
report said.
Although the NRC panel focused on next-
generation screening technologies, the report also
recommended steps to improve the detection
portals currently used at most airports.
The panel said that the goal of such
improvements should be to “increase screening
efficiency by decreasing the number of false
alarms and by allowing the screening personnel
to resolve these alarms more quickly by providing
information about the specific type and location
of the object that triggered the alarm.” As
examples of “technical ways to improve the
metal-detection portals,” the panel suggested the
possible use of:
• Parallel algorithms to simultaneously detect
different metals, alloys and structures; and,
• Detector arrays to enable present-generation
screening portals to locate contraband.
The NRC panel found that each new screening
technology, from advanced imaging systems to
chemical trace-detection techniques, has strengths
and weaknesses, which the panel evaluated without
recommending any one system.
“Ultimately, the performance capability and
quality of a passenger-screening technology is unlikely
to be the limiting factor in its implementation or
application,” the report said.
“Limitations on the technology will instead be
imposed as a result of passenger intolerance for
invasion of privacy, delays or discomfort.”
The capabilities and limitations of the new
screening technologies were described and
summarized by the panel as follows:
Imaging technologies. Several imaging systems
can detect metallic and nonmetallic weapons,
explosives and other contraband concealed under
multiple layers of clothing. Some of those systems
already are in use, particularly in screening prison
visitors.
The two main types of imaging systems are
passive millimeter-wave imaging, which scans
subjects for natural radiation emitted by the body,
and active imaging, which projects radiation onto
subjects.
One advantage of passive imaging is that
passengers need not be concerned about exposure
to radiation; a disadvantage is that analysis of the
images can be complicated by keys, wallets, belt
buckles and other common items.
“Image-analysis software is being
developed to facilitate interpretation, but
current technology requires interpretation by

Active imaging systems include millimeter-wave
imaging, through which a beam of millimeter-
wavelength energy is projected against a target and
the reflected rays are detected; and active X-ray
imaging, which uses low-energy, low-intensity X-rays
reflected from the subject to create an image.
Both types of active imaging systems have the
disadvantage of subject exposure to microwave
radiation or X-rays, even though researchers believe
the exposure levels pose no health risks. Also, the
images of common items such as keys and wallets
can be difficult to evaluate. “As in passive imaging
systems, the presence these nonthreat[ening] items
makes images produced by X-ray imaging systems
difficult to analyze and interpret,” the report said.
The NRC panel expressed concerns about the
difficulty of evaluating some images and the time
that image interpretation can take. “All current
technologies require operators to view the images
because humans can interpret complex images and
identify anomalous objects more efficiently than
available software,” the report says.
Chemical trace-detection technologies.
Although they cannot be used to screen for
metallic weapons, chemical trace-detection
systems effectively detect explosive materials.
The challenge of such technology is to find
an unobtrusive way to collect minute samples
from a person’s skin, clothing or, in some cases,
the air around them, to detect the presence of,
or recent exposure to, explosive materials.
There are two steps in chemical trace
detection: collecting samples and identifying
chemicals.
Sampling can be focused on the air around
the person or baggage (vapor technology) or on
solid particles found on skin or clothing
(particulate technology). Vapor technologies are
more effective for detecting explosive materials
with high vapor pressures; particulate technologies
are better for finding explosive materials with
low vapor pressure, such as military plastic
explosives.
Samples can be collected by having the
subject walk through a portal or by passing a
hand-wand device over the person. Depending
on the design, the systems can use:
• Contact sampling, in which the wand makes
physical contact with the subject, or the person
is required to push open a door, be touched by
brushes in the portal or hand over a boarding
card; or,
• Noncontact sampling, such as hand-wands that
do not touch subjects or systems that collect
vapor samples by sending an air stream around
persons walking through the portals.

the NRC report said.
Another challenge in all chemical trace-detection
systems is clearing vapors or explosives particles
from the sample-collection mechanism so a positive
reading does not influence later samples.
“Aside from dealing with problems related to
lingering contamination, manufacturers also have
to address the tendency of [chemical] trace-
detection systems to react to the presence of
materials, particulary certain medications, that are
chemically similar to explosive materials,” the report
said. “This tendency leads to false positives, which
are likely to be more common than the detection
of true threat[ening] materials… .”
Once samples are collected, the screening
system can use any of a number of chemical-
identification systems, some small enough to be used
in hand-held instruments, to detect explosive
materials.
Nonimaging electromagnetic technologies.
Such systems, which use electromagnetic energy to
detect questionable objects on the passenger being

In one form, the machines can detect only
metallic objects. However, the report said that
improvements can reduce the number of false
alarms by making the detectors less sensitive to
everyday items such as belt buckles, keys or coins.
Metal detectors also can be made more
versatile in detecting alloys; more specific in
pinpointing suspected threatening items; and more
tolerant of electrical interference from fluorescent
lights, video terminals or other nearby sources.
Another nonimaging screening system uses
microwave radiation and a transmitter/receiver pair
to detect nonmetallic objects that may pose threats.
In one such system, the subject steps through a
nonimaging, dielectric portal and is scanned from head
to toe reveal both metallic and nonmetallic objects.
Passenger-profiling systems. Several airlines,
including El Al Israel Airlines, have extensive security
programs that include passenger profiling (which
tries to identify passengers who might pose a threat
through analysis of passenger characteristics) and
face-to-face questioning of all passengers.
Such a system can be time-consuming, and in
the United States, where the terrorist threat is
generally perceived to be lower on domestic flights
than on international flights, profiling and questioning
are likely to raise passenger objections. “However,
the El Al screening system could serve as a model
for a passenger-profiling method to help air carriers
identify passengers who require more extensive
screening,” the report said.
Air carriers, although they often hire independent
firms to operate security checkpoints, are ultimately
responsible for maintaining air travel security. In general,
they want quick, effective and relatively inexpensive
screening of passengers and carry-on baggage.
Although the new security technologies may be
effective and quick, they will not be inexpensive.The
NRC panel found that “new security-screening
equipment based on the technologies discussed in
this report will be more expensive” than the current
screening equipment. Nevertheless, making cost
projections is complicated because some new
systems will require fewer checkpoints or fewer, but
better-trained, operators than others.
The NRC report made no cost projections.The
GAO report cited preliminary FAA estimates
indicating that buying and installing one new
explosives-detection system for baggage screening
at the 75 busiest U.S. airports could cost between
US$ 400 million and $ 2.2 billion, depending on the
technologies and procedures used.
Airport operators are closely involved in security
issues, mainly to “provide a secure environment” in
which air carriers operate. For example, airports
provide law-enforcement support to air carriers (or

Delays also add to costs for carriers and
passengers.The report says that “air travel becomes
significantly less convenient and more expensive, in
terms of direct costs to business travelers, when
passengers have to arrive earlier at the airport to
accommodate additional passenger-screening
procedures.”
Although the NRC panel offered no solutions
to the cost and operational problems, the report
suggested that, before implementing new screening
technologies,“both airport operators and air carriers
will demand well-supported data showing that the
security-screening capabilities.
“Airports and air carriers will also have to
consider carefully whether the [equipment costs of
the] new technologies will [be] offset… by lowering
costs for other factors, such as the number of
personnel or checkpoints.”
The NRC panel concluded that radiation from
passenger screening devices “does not harm the
individuals undergoing screening or operating the
equipment. ” The panel found that radiation levels
and electromagnetic fields from such devices “are
very low and are well below the levels know to
have harmful effects.” For example, “a passenger
would have to go through a screening portal
approximately 1,000 times to receive the same
radiation dose as would be received from cosmic
ray exposure at high altitude during transcontinental
flight from New York to Los Angeles.”
In addition, the panel found that “these
technologies are not expected to cause adverse
effects to developing embryos or fetuses” and will
pose no problems for wearers of heart pacemakers.
Despite the lack of evidence of adverse health
effects, some individuals and groups are deemed
likely to express concern (Table 3).The NRC panel
found that “the health issue is primarily a perception
of risk rather than an actual health threat.”

The panel suggested that solving the discomfort
problems in chemical trace-detection screening may
be more difficult, because of “the aversion of some
people to being touched, either with an inanimate
object, such as a bar or frond, or by a person wielding
a hand-wand device.
“For technologies requiring people to touch a
piece of equipment, passenger acceptance may be
enhanced by allowing subjects to control the area
to be touched (e.g., letting them push doors open
with their hands), instead of having them walk
through a portal lined with fronds that brush against
the entire body,” the report suggested.
Passenger-screening technologies currently in use
have survived numerous court challenges in the
United States, mostly relating to U.S. constitutional
guarantees against unreasonable searches and
seizures. In general, courts have ruled that the
screening technologies constitute reasonable
searches, under the Fourth Amendment
“administrative search exemption.”
However, experts warn that new imaging
technologies displaying increasingly graphic
representations of screened passengers are likely
to spark new courtroom challenges. Meanwhile,
systems that focus mainly on detecting threatening
objects, rather than depicting the whole individual,
may be less vulnerable to legal challenges.
Although NRC experts believe that the new
screening technologies are likely to survive legal
challenges, they predict that courts will scrutinize
“the degree of intrusiveness of the search
procedure, the magnitude and frequency of the
threat and the sufficiency of alternatives to the
search or screening procedure.” The NRC panel
said that “[legal] challenges based on illegal
search or an improperly carried-out search must
be expected.”
If air carriers and/or security-contracting
companies were to print scanned images or store
image data for future reconstruction, the report
predicted legal challenges to those practices. “The
archiving of personal data on innocent persons
probably would open the air carrier and its
security contracting company to legal action,
based on the invasion of privacy,” the report said.
In general, the NRC panel concluded that
chemical trace-detection and nonimaging
electromagnetic screening – because they are

Nevertheless, because chemical trace-detection
screening may reveal certain medicines or illegal
drugs, the report said that air carriers “must be
careful to ensure that their equipment is not
designed or modified to detect materials that are
not considered threat items” for flight safety.
“The trade-off between technology
performance and public acceptance is an issue
for all technological improvements in airport
security screening,” the NRC report said. “Any
changes to the now-familiar metal-detection
portals will cause concerns over health effects, the
invasion of privacy and passenger convenience.”
The NRC report was issued in June 1996, shortly
before airports around the world tightened security
measures in response to heightened concern about
terrorism that resulted, in part, from suspicions about
the source of the TWA Flight 800 explosion.
On July 25, the FAA announced that it would
“begin increasing security levels at U.S. airports, with
a special focus on international flights.”The heightened
security included more intensive screening of
passengers on international flights and closer scrutiny
of carr y-on baggage on both domestic and
international flights.
The GAO report also examined developments
in several aspects of explosives-detection technology:
Ckecked-bag screening. “Four explosives-
detection devices with automatic alarms are
commercially available for checked bags, but only
one has met FAA’s certification standard…” the
report said. That device, the CTX 5000
manufactured by InVision Technologies Inc., was
certified by the FAA in December 1994. With the
unit priced at about US$ 1 million, acquisition and
installation of the CTX 5000 for the 75 busiest
airports in the United States would cost between $

CTX 5000, based on the principle of computer-
assisted tomography (CAT) used in medical scanning,
is being operationally tested at two U.S. airports:
San Francisco (California) International and
Hartsfield International,Atlanta, Georgia. It is already
in use at Manchester (England) International Airport,
Brussels (Belgium) Zaventem Airport and Ben
Gurion International Airport, Tel Aviv, Israel.
On Sept. 3, 1996, InVision Technologies
announced that it was shipping a CTX 5000 unit
to JFK. The explosives-detection equipment will be
installed in the El Al Israel Airlines check-in area,
and will be used to screen carry-on and checked
baggage. The British Airports Authority has bought
three additional CTX 5000 units, to be used at
Heathrow International Airport Terminal 3.
According to a security manager at Manchester
International Airport, “CTX is widely accepted in
terms of explosive detection. There is nothing yet
that will even come near it.”3 Despite acknowledging
capacity problems and difficulties with integrating
the CTX 5000 into the existing baggage system, a
Belgium airports authority said,“It is a very expensive
machine but worth it.The images are extraordinarily
clear and give the operator tremendous flexibility in
terms of taking additional slices [sectional views] if
there is doubt over a particular item.”4
The GAO report noted other possibilities under
development: Two X-ray devices that have lower
detection capability but are faster and less expensive
than presently available models; and a device using
electromagnetic radiation, also less expensive but
offering only chemical-specific detection ability for
only some of the explosives specified in its explosives
detection-system certification standard issued in
September 1993.
Carry-on items. The GAO report noted that
“explosives-detection devices are commercially
available for carry-on bags, electronics and other
items but not yet for screening bottles or containers
that could hold liquid explosives.”
Cargo and mail. “Screening cargo and mail at
airports is difficult because individual packages or
pieces of mail are usually batched into larger
shipments that are more difficult to screen,” the
GAO report said. “Although not yet commercially
available, two different systems for detecting
explosives in large containers are being developed
by the FAA and [the U.S. Department of Defense].
Each system draws vapor and particle samples and
uses trace technology to analyze them. One system
is scheduled for testing in 1977.”
Blast-resistant containers. FAA testes have
demonstrated that it is feasible to design an aircraft
cargo container to withstand internal explosion, the
GAO report said. But because of their size, blast-
resistant containers will fit only into the cargo

plans to test prototype containers in 1996 and place
some in airlines to determine how they fare in
practical use.
At least of the barriers to widespread installation
at U.S. airports of latest-generation explosives-
screening hardware – the high cost – may be eased
by federal action. On September 5, President Clinton
announced that the federal government would as-
sume responsibility for buying and installing
advanced explosives-detection equipment at ma-
jor U.S. airports.

Robert L. Koenig is a Berlin, Germany-based
correspondent who specializes in transportation and
science issues. He has written on aviation matters
for Science magazine and the Journal of Commerce.
Before his move to Germany, he was a Washington,
D. C. newspaper correspondent for the St. Louis Post-
Dispatch, for which he covered transportation issues.
He won the National Press Club’s top award for
Washington correspondents in 1994. Koenig has
master’s degrees from the University of Missouri
School of Journalism and from Tulane University, in
New Orleans, Louisiana.

Vulnerável ao Terrorismo
O mundo ocidental chegou a aplaudir, no
passado, os seqüestros políticos que
precederam o terrorismo dos tempos atuais.
Hoje, impiedosa violência é espalhada por
diversos grupos terroristas, muitos deles com
raízes no Oriente Médio. Sem uma bandeira
única para carregar, eles atacam alvos diversos
produzindo medo, destruição e morte.
Infelizmente, a aviação civil continua sendo um
alvo freqüente.
A maioria das pessoas provavelmente dará a mesma
resposta, se alguém perguntar : “O que é um
aeroporto?” “O que é uma aeronave?” Elas divergiriam, no
entanto, se lhes pedissem para definir o que é terrorismo.
Definir o que é terrorismo não é fácil.
Um relatório sobre terrorismo, publicado em
fevereiro de 1987 por um grupo de trabalho da Nor th

Civil Aviation Remains
Vulnerable to Terrorism
The Western world once applauded the
political hijacks that preceded present-
day terrorism.Today, ruthless violence is
meted out by various terrorist groups
often rooted in the Middle East. With no
single banner to wave, they strike out at
various targets to cause fear, destruction
and death. Unfortunately, civil aviation
continues to be a frequent target.
M ost people are likely to give the same
answer, if asked: “What is an airport?”
“What is an aircraft?” They would differ,
however, is asked to define terrorism; defining
terrorism is not easy.
A report on terrorism, published in February
1987 by a working group of the North Atlantic
Assembly, adopted a definition (offered by Paul
Wilkinson), that describes terrorism as “… the
systematic use of murder and destruction, and
the threat of murder and destruction to
terrorize individuals, groups, communities or
governments into conceding to the terrorists’
political aims.”

Um critério para se estabelecer qualquer definição
está em não utilizar aquilo que se pretende definir para
construir a própria definição. Mesmo assim, a definição
adotada por aquela Assembléia afirma, na verdade, que
terrorismo significa ser aterrorizado por terroristas. Uma
segunda objeção a esta definição é que ela se aplica a
várias formas de violência política, desde a guerra de
guerrilha até a guerra internacional ampla e aber ta, que
também sistematicamente ameaçam, ou usam,
assassinatos e destruição para aterrorizar indivíduos,
grupos, comunidades e governos.
Uma outra definição, proposta pelo sociólogo francês
Alain Touraine, tenta diferenciar a luta pela liberdade e
o terrorismo. “A violência política”, afirma, “não é
terrorismo se ela gerar mobilização social e nacional.
Se, ao contrário, os atos de violência aumentam a

Para Touraine, a distinção é aparentemente uma

serão imediata e completamente rejeitadas. A prova do

Terrorism Isn’t Easily Defined
One definitional criterion is that the issue
to be defined must not be used in the definition
itself. Yet, the definition adopted by the
assembly states in fact, that terrorism means
being terrorized by terrorists. A second objection
to this definition is that it applies to several
forms of political violence, from guerrilla warfare
to outr ight inter national war, that also
systematically threaten, or use, murder and
destruction to terrorize individuals, groups,
communities and governments.
Another definition, offered by French
sociologist Alain Touraine , attempts to
differentiate between a freedom fight and
terrorism. “Political violence”, he states, “is not
terrorism if it engenders social and national
mobilisation. If, on the contrar y, the acts of
violence enlarge the distance between a violent
vanguard and the people, they degrade into a
destructive terrorism.”
For Touraine, the distinction is apparently a
matter of constituency. There is, however, a
problem. A terrorist organization does not know
beforehand whether its violent activities will find
growing and ample support, or if it will be
immediately and completely rejected. The proof
of the pudding is in the eating, and those who
eat may grant themselves considerable time
before deciding about the taste of the pudding.
Also, many terrorist organizations make a
distinction between what they call objective
support and subjective support. Objective support
is invisible and virtually non-existent, but based
on the belief that the people or the nation, once
endowed with the “correct” political conscience,
will embrace terrorists’ violence as a lofty means
to a lofty end. So, from the terrorists’ point of
view they are always freedom fighters.
Personally, I prefer a phenomenological
descr iption. Ter ror ism is a method of
perpetrating violence for political motives,
largely dependent on clandestine organization.
Those who practice it are forced underground
because they are surrounded by a society that
usually is overwhelmingly hostile to their plans
or activities.
Clandestinity has its effect on the
organization. Is must be small and divided into
separate compartments, in order to reduce
treason and infiltration. Clandestinity also de-
termines the size of the weapons (small, in
order to avoid detection) and the type of violent
activities (which must only require a few
persons). Therefore, the range of activities has
remained almost unaltered: bombings ,
sabotage, arson, maiming, killing, kidnapping
and hijacking. Civil aviation is only one of many
terrorist targets.
 Terroristas Causam Centenas de
Mortes na Aviação Civil em 1985
1985 foi um ano particularmente ruim para a aviação
civil, em termos do número de ataques terroristas e do
número de vítimas. Em junho daquele ano, houve três
seqüestros e duas bombas explodiram em aeronaves.
Explosivos foram plantados e detonados em dois
aeroportos, e duas agências de companhias aéreas foram
atacadas. O número de vítimas foi grande e os piores
incidentes incluíram 329 passageiros que morreram na
queda de uma aeronave da Air India; 60 pessoas mortas
durante uma tentativa de resgate de uma aeronave egípcia
seqüestrada e 19 pessoas que perderam a vida durante
ataques terroristas simultâneos nos aeroportos de Roma
e de Viena.
Em 1986, o número de mortes foi menor, mas houve
poucos motivos para otimismo. Em 2 de abril, uma bomba

O passado pode nos dar algumas indicações a respeito

Refugiados Políticos Inventaram
os Seqüestros de Aeronaves
A pr imeir a onda de seqüestros foi cometida
principalmente por refugiados políticos, que tentavam
escapar de países do Leste Europeu para o lado ocidental.
Aquela primeira onda durou até 1956, mas nunca parou
completamente. Naqueles anos de Guerra Fria, os
seqüestradores do Leste Europeu eram amplamente
aplaudidos, mesmo quando pessoas inocentes tornavam-
se vítimas.
A próxima fase curta da história dos seqüestros, de
1957 até 1961, envolveu cubanos que fugiam de Cuba
para sair da ditadura de Batista. A maior parte daqueles

Terrorists Cause Hundreds of
Civil Aviation Deaths in 1985
1985 was a particulary bad year for civil
aviation, in terms of the number of terrorist
attacks and the number of casualties. In June,
there were three hijackings and two aircraft
bombings. Explosives were planted and
detonated at two airports, and two attacks were
made on airline agencies. Casualties were high
and the worst incidents included 329 passengers
who died in the Air India airliner crash; 60 persons
who died during the rescue attempt of a hijacked
Egyptian aircraft; and 19 persons who lost their
lives during simultaneous terrorist attacks at
Rome Airport and Vienna Airport.
In 1986, the death toll was less heavy, but there
was little reason for optimism. On April 2, a bomb
blasted three passengers out of a TWA airliner. On
May 3, an Air Lanka airliner was blown up and 22
persons died. On September 5, 18 persons died
while trying to escape from a hijacked Pan Am
aircraft, and on December 25, 65 persons lost their
lives when an Iraqi aircraft crashed after a fight
between hijackers and security agents.
I want to make it clear that I do not possess
technological expertise of any kind.You must not
expect me to ofter new ideas or methods to
control and detect weapons and explosives at
airports, or the means to identify the carriers of
those objects. I ask for the clemency of those
who are knowledgeable in that area. I must
confess also to a fundamental inability to look
into the future.
The past can provide us with some clues
about what can be expected in the years to come.
To start with, the past provides numbers. These
numbers tell us, among other things, that the total
aircraft hijackings from 1945 until now have
reached about 800. Those aircraft were forcibly
diverted from their original destinations for a
variety of reasons; terrorists were not always
responsible.
Political Refugees Birthed Hijacks
The first wave of hijackings was perpetrated
mainly by political refugees, who tried to esca-
pe from East European countries to the West.
This wave lasted until about 1956, but never
quite stopped. In those Cold War years, the
East European hijacker s were widely
applauded, even when innocent persons
became victims.
The next short wave of hijacks, from 1957
until 1961, involved Cubans who fled Cuba to
avoid the Batista dictatorship. Most of these
hijacked aircraft were flown to the United States.
After the victory of Fidel Castro, which, according Safety

to his fans, gave birth to “The New Man”, a wave of
hijacked aircraft started to fly in the opposite
direction, mostly from the U.S., but also from several
Latin American countries.This wave reached its peak
in the years 1968-1972 and contributed significantly
to the quantitative increase of the phenomenon.
From 1947-1969, a period of 22 years, 113
hijackings took place. Most of them were
politically motivated hijackings, but they had little
to do with terrorism. The hijackers tried to use
the aircraft for their own purposes. Frequently,
they acted on their own and their goal was
personal – they wanted to be recognized as
political refugees – and their scenarios did not
include taking hostages or demanding the release
of imprisoned comrades. They did not mean to
humiliate states other than their own, and
therefore did not cause a threat to any other
particular state or airline. That is not to say that
they were harmless. Sometimes they did endanger
the lives of the crew and the other passengers.
Some of these hijackings resulted in aircraft
crashes with no survivors. However, in their self-
centered activity, no third party was actively
involved.
However, they set an example for others.These
113 hijackings were followed by an additional 680
hijackings during the next eighteen years.The Cuban
sympathizers got competition, mostly Americans,
who hijacked aircraft for ransom money.And terrorist
groups from the Middle East later moved in.
Middle Eastern Terrorism
Erupted in 1968
On July 23, 1968, members of the Popular
Front for the Liberation of Palestine (PFLP) forced
an El Al airliner, on its way from Rome to Tel Aviv,
to change course and land in Algeria. The Israeli
crew and passengers were set free only after
Israel spent five weeks bargaining with the
hijackers, and released 16 Palestinians imprisoned
in Israel. Israel conceded to the demand, and
made the operation a success for the hijackers.
It became obvious that except for the terrorists
(one of whom was able to replace the wounded
pilot) and possibly the Algerian Government,
ever yone involved had been completely
unprepared for this kind of action. No one had
noticed the weapons, no one in the aircraft had
been able to see what was happening, and the
Israeli government saw no way to free its citizens,
other than to give in to the terrorists’ demand.
It took more than a year before a Palestinian
group hijacked a TWA aircraft on its way from
Rome to Athens, forcing the pilot to land at
Damascus Airport. Government involvement
became apparent when the Syrian regime used
the occasion to exchange two Israeli passengers
for 13 Syrian prisoners held in Israel. After three

Seqüestros e Ameaças Dão Resultados
Esta guerra de baixa intensidade ainda continua, mas,
na verdade , ela tem se intensificado, tanto em
quantidade como em qualidade. Os grupos terroristas
descobriram que os seqüestros dão resultados em
dinheiro, quando as exigências são atendidas. Para
ataques imediatos sem relação com pedidos específicos,
eles determinaram que seqüestros nem sempre são a
melhor opção. Eles podem ameaçar, intimidar e causar
danos aos inimigos sem recorrer a seqüestros, difíceis
de realizar e de alto risco, que podem terminar em
fracassos e resultar em desprestígio para o grupo
terrorista envolvido.
Mísseis terra-ar já foram usados contra aeronaves.
Comandos suicidas foram treinados e drogados para
atuar em ataques a agências de companhias aéreas e a
passageiros. Basta lembrar das ações suicidas, em
dezembro de 1985, de dois grupos de terroristas
ligados ao Conselho Revolucionário Fatah, da Pales-
tina, que atacaram os balcões da El Al e da TWA, nos
Aeropor tos de Roma e Viena, respectivamente.
Outro método de ataque consiste em colocar
bombas a bordo das aeronaves, ou fazer com que
pessoas inocentes levem os explosivos para dentro,
sem saber o que estão fazendo. Um avião da Air India
foi explodido em vôo por uma bomba, em junho de
1985. Uma segunda bomba explodiu no Aeropor to de
Tóquio, a bordo de um avião da Canadian Airlines e
seu destino seria, provavelmente, outra aeronave da
Air India. Os dois aviões haviam decolado de
aeropor tos canadenses, Montreal e Vancouver,
respectivamente, e as suspeitas indicaram que as
explosões foram obra de extremistas Sikh.
Um infeliz exemplo de pessoa inocente envolvida
ao levar um dispositivo explosivo a bordo de uma
aeronave, sem conhecimento prévio, foi o caso do
terrorista Nezar Hindawi, no aeropor to de Londres,

had failed to trace the hardware, and again, Isra-
el paid the ransom.
But then, who was prepared in those days?
In September 1970, two terrorist groups of the
PFLP went on board two aircraft at Amsterdam
Airport. Another group mounted an aircraft at
Zurich, and a fourth group did the same at Frank-
furt Airport, An El Al aircraft escaped destruction
because of the presence of Israeli security
personnel on board; the other three aircraft were
destroyed on the ground. This time no demands
were made. The operation seemed more like a
declaration of war against airlines and airports,
especially Western ones.
Hijacks and Threats Pay Off
This low intensity war still goes on. In fact,
it has increased, in quantity and in quality.
Terrorist groups discovered that hijackings do
pay off in ter ms of ransom money. For
immediate attacks not connected with
demands, they determined that a hijacking
was not always necessary. They could threaten,
intimidate and damage the enemy without
resorting to a difficult and risky hijacking, that
could end in failure and result in a loss of
face for the terrorist group involved.
Surfaces to air missiles were fired at
aircraft. Suicide commandos were trained and
drugged for attacks on airline desks and
passengers. Recall the suicidal actions in
December 1985, by two groups of men (from
the Fatah Revolutionar y Council), who
attacked the El Al and TWA desks at Rome
and Vienna Airports, respectively.
Another method of attack is to smuggle
a bomb on board an aircraft, or have it
unknowingly smuggled aboard by an innocent
person. An Air India flight was exploded in
midair by a bomb in June 1985. A second
bomb went off at Tokyo Airport, probably
meant for another Air India aircraft, but
transported by a Canadian airline. Both
aircraft had come from Canadian Airports,
Montreal and Vancouver, respectively, and the
explosions were alleged to be work of Sikh
extremists.
An unfortunate example of having a bomb
smuggled aboard by someone who does not
know what he or she is carr ying was the
Nezar Hindawi case at London Airport in April

So, a variety of ways exist in which civil
aviation has been, and can be, harmed. Each
m e t h o d d e m a n d s s p e c i a l p r ev e n t i v e
measures , and the measures taken, so
experience teaches us, remain short of
guaranteeing the total safety of civil aviation,
i.e. guaranteeing the safety of passengers at
airports and during flights.
Israel Considered Unique
There are exceptions. El Al has built itself
a reputation of being nearly immune to
h i j a c k i n g s , b e c a u s e o f v e r y e f fe c t i v e
precautionar y procedures. Security agents at
Ben Gurion Airport probably are among the
most inquisitive and exhaustive inter viewers
in the wor ld. Passengers boarding El Al
aircraft elsewhere frequently meet with
special scr utiny of identify paper s and
luggage. Surely, the presence of security
personnel at El Al flights acts as a deterrent
against hijackers. Yet, the Hindawi incident
demonstrates that excellent security does
not guarantee immunity from bombing
attempts.
Israel, however, is considered a special
case. No other countr y has known so many
terrorist attacks from outside its borders with
such striking regularity. Israel has been forced
to barricade itself as effectively as possible
against ever y possible terrorist activity. So
effective is Israel’s barricade, that its enemies
have moved the battlefield elsewhere. I
believe that Jewish institutions and people
are a risk all over Western Europe and
elsewhere, because they are paying for
Israel’s strong security at home against
terrorism.
Synagogues, like those in Paris, Vienna,
Antwerp and Istanbul; Jewish restaurants like
the one in Paris; El Al travel agencies like
the one in Amsterdam; El Al passenger desks
like the ones in Rome and Vienna; and
diplomats like those in Ankara, Paris and
London have been tar gets of ter ror ist
vengeance. The sad conclusion, that we have
to live with terrorism, certainly applies to
Israel.
No other countr y, with the possible
exception of the U.S. presence in other
countries, has comparable experience with
such an on-going attack. Other countries,
unaccustomed to terrorism, often lack the
necessar y alertness when they are suddenly
confronted with a terrorist problem.

rumores a respeito de um possível ataque terrorista ao
Aeroporto de Amsterdã, efetivamente “passeou” por todo
o aeroporto, acessando lugares proibidos para pessoas não
autorizadas. O cidadão comum pode se perguntar: “O que
impediria um terrorista de fazer o mesmo?”
Eu considero que , apesar do crescimento e
aprimoramento de medidas de segurança, a partir dos anos
70, voar continua sendo um meio de transporte um tanto
quanto perigoso. É claro que se pode dizer que outros
meios de transporte também já foram alvos de atividades
terroristas. Trens já foram seqüestrados na Holanda, em
1975 e 1977. Trens franceses foram alvos de explosivos,
em 1982 e 1983, e na Itália, em 1974, 1976 e 1984. Estações
ferroviárias foram alvos, como a de Bolonha, em agosto de
1980. Até mesmo um navio de grande porte, o Achille
Lauro, foi tomado, em novembro de 1985 por membros
da Frente de Libertação da Palestina de Abul Abbas.
Os números falam por si só, e indicam que aeronaves
e aeroportos são vistos pelos terroristas como alvos muito
atraentes. Há amplos motivos para esta atração. O

Civil Aviation Exposes Itself
A Dutch reporter, inspired by alarming rumors
in 1986 about a possible terrorist attack on
Amsterdam Airport, actually strolled around the
airport, visiting places where visitors were not
supposed to be permitted. The average citizen can
ask himself, “What would prevent terrorists from
taking the same stroll?”
I suggest that in spite of the growth of security
measures from the 1970s, flying remains a
somewhat hazardous method of traveling. Of course,
one can respond that other means of transport have
also been the target of terrorist activities.Trains have
been hijacked in the Netherlands, in 1975 and 1977.
Trains in France have been targets of explosives in
1982 and 1983 and in Italy in 1974, 1976 and
1984. Railway stations have been targeted, as the
one in Bologna in August 1980. Even a large ship
has been hijacked; the Achille Lauro was taken over
in November 1985 by members of the Palestine
Liberation Front of Abul Abbas.
The numbers speak for themselves, and they
indicate that aircraft and airports are perceived by
terrorists as the most attractive targets. There are
ample reasons for this attractiveness.The seemingly
chaotic mobility of luggage-carrying passengers,
visitors and employees in airports offers terrorists
an anonymity that allows them to enter airports
without arousing suspicion. A modern airport also
provides the opportunity to single out particular
groups of people to be targeted; passenger check-
in at a specific airline desk is easily viewed from a
safe distance.
Fear Impacts Economics
From the terrorist perspective, attacking
airports is profitable in several areas. After the
December 1985 raids on the Rome and Vienna
Airports, tens of thousands of anxious Americans
cancelled their holiday trips to Europe, thereby
damaging not only the European tourist industry,
but also American airline companies that were
supposed to carry them. Because of extensive
media coverage, which reported the attacks as
random killings, many Europeans became
frightened too.
Hijackings also have enormous impact on
public opinion, especially when they stretch over
several days or weeks. Hijackers who have a keen
sense for publicity allow television cameramen
and newspaper photographers to record images
at the scene. The interview with the captain of
the TWA aircraft that was hijacked in June 1985
was not memorable because of its verbal content,
but because of the visual image of an obviously
exhausted man, answering questions with a gun
at the back of his head.

a bordo de um avião, ou ser resgatado daquela situação
por comandos egípcios ou paquistaneses? É seguro
embarcar em um avião que acaba de chegar de Atenas, ou
não faz qualquer diferença se a aeronave chegou de Atenas,
Roma ou do Cairo? Todos os três aeroportos culparam-se
uns aos outros, em 1986, pela explosão que fez um buraco
no avião da TWA e matou três passageiros.
O dilema para o futuro da aviação civil é: Como reduzir
o número de ataques terroristas contra aeropor tos,
aeronaves e agências?
Eu não posso responder às questões relacionadas à
qualidade e uso de tecnologias de detecção, à triagem de
pessoal, ao controle de passageiros e bagagens, sobre
aspectos logísticos ou sobre o treinamento necessário para
salva-guardar aeropor tos e para invadir aeronaves
seqüestradas, nem sobre a necessidade de agentes de
segurança a bordo. Deixo estas respostas para os es-
pecialistas. Certamente, medidas adicionais de segurança

Bombing or sabotaging an aircraft has
special advantages. In a successful bombing,
which means indiscr iminate killing of
passengers and crew, it is not likely that an
investigator will be able to identify the
perpetrators. If Hindawi had succeeded in
having his bomb taken into the El Al airliner,
who would have suspected one of the victims,
let alone a pregnant woman, to be the carrier
of the explosive and the cause of the disaster.
A similar ploy could have been used to plant
the bomb in the TWA aircraft in 1986. A
Lebanese woman, who had flown the previous
flight leg of the aircraft before debarking, was
suspected of having a hand in the disaster.
Technology and Politics
Offer Safeguards
What is worse – being taken hostage by a
couple of terrorists aboard an airliner, or being
rescued from that situation by Egyptian or
Pakistani Commandos? Is it safe to board an
airliner that just flew in from Athens, or does it
matter whether the aircraft came from Athens
or Rome or Cairo? All three airports blamed
each other in 1986 for the explosion that blew
a hole in a TWA aircraft and killed three
passengers.
The question for the future of civil aviation
is: How do we reduce the number of terrorist
attacks against airports, aircraft and travel
agencies?
I can’t answer questions about the quality
and use of detection technology, about the
screening of personnel, about the control of
passengers and luggage, about logistics and
training needed for safeguarding airports and
storming hijacked aircraft, and about the
necessity of sky-marshalls; I leave those
answers to specialists. Surely, additional security
measures can be put into practice and existing
measures may be improved or spread further
throughout the world.
I question whether U.S. flight crews, following
recommended procedures (according to reliable
sources I can’t name here), should be encouraged
to leave a hijacked aircraft as soon as possible,
as was done in 1986 by a Pan Am crew at Karachi
Airport. My objection then, was that it is one thing
to ask a captain to leave last, it is quite another
thing to see him leave first.
I suggest that we keep track of political
developments, in order to foresee potential
dangers, and to develop profiles of terrorist
organizations that have earned themselves
notoriety in civil aviation history, or are likely to
do so. Airlines and airports represent countries or
states within countries. Some states anger
extremist circles more than others. This means

Brigadas Vermelhas tinham como alvo, como seus próprios

ou contra aeronaves da Alitalia, pois isto não se encaixava
em sua ideologia. O mesmo pode ser dito de grupos
extremistas nacionalistas, assim como os extremistas de
esquerda e direita da Europa Ocidental. A Facção do
Exército Vermelho, da Alemanha, a Ação Direta, da França
e as Células Combatentes Comunistas, na Bélgica, elegeram
o assim chamado “complexo militar-industrial” como o alvo
de suas ações violentas, deixando a aviação civil de lado.
O único grupo terrorista de esquerda da Europa
Ocidental que esteve envolvido em um seqüestro de
aeronave foi o Movimento Segundo de Junho, da Alemanha,
já extinto. Dois de seus membros par ticiparam do
seqüestro de 1976 que terminou em Entebbe, na Uganda.
Mas aquele seqüestro foi de inspiração palestina, com Israel
na alça de mira, e a par ticipação dos dois alemães
provavelmente deveu-se ao fato de que sua organização
figurava em alguma folha de pagamentos palestina. Outro
seqüestro, em 1977, que teve início na Republica Federal
da Alemanha terminou em Mogadishu, na Somália. Foi
cometido apenas por palestinos, membros da organização
de Wadi Haddad. Na época, eles mantinham boas relações
com grupos terroristas da Alemanha Ocidental e, por este
motivo, exigiram, dentre outros pedidos, a libertação de
diversos prisioneiros, membros daqueles grupos alemães.
As organizações terroristas de esquerda da Europa

em conjunto com outros grupos. Desde que as relações
entre terroristas aprisionados e membros de outros grupos,

risk than other ones. The terrorist front is quite
mobile. Friends of today can become the enemies
of tomorrow; where political quiet has been the
rule, unrest may follow.
Organizations which once specialized in
hijacks – Dr. George Habbash’s Popular Front
for the Liberation of Palestine and the PFL Gene-
ral Command of Achmed Jibril – lost interest in
hijackings and dedicated themselves to other
terrorist activities. Other terrorist organizations
with a hijacking past, like the group of Wadi
Haddad, faded away after the death of their
leader. Yet, other organizations filled in the gaps
and increased their violence against civil aviation,
like the Fatah Revolutionary Council of Abu Nidal,
or the 15th of May Movement led by Abu Ibrahim.
The problem is not so much which country may
be a target, but which country may be the target
of what organization for what purpose.
Some Groups Avoid Civil
Aviation Targets
Some terrorist organizations can be ruled out
as perpetrators of violence against civil aviation. For
instance, during a period of fifteen years the Red
Brigades aimed, as they themselves stated, at the
heart of the Italian capitalist state, but they didn’t
resort to violence against Italian airports or Alitalia
aircraft because it did not fit their ideology.The same
goes for nationalist extremist, leftist extremist and
rightist extremist groups in Western Europe. The
Red Army Faction in the Federal Republic of
Germany, Direct Action in France and the
Combatant Communist Cells in Belgium chose the
so-called “Military industrial complex” as a target
for their violence, and they left civil aviation alone.
The only West European leftist terrorist group
that was involved in a hijack was the West German
Second June Movement, now defunct.Two members
participated in the 1976 hijacking that ended in
Entebbe, Uganda. But this hijacking was a Palestinian
affair aimed at Israel, and the participation of the
two Germans was probably because their
organization figured on a Palestinian payroll.Another
hijacking in 1977 that began in the Federal Republic
of Germany ended in Mogadishu, Somalia. This
hijacking was committed only by Palestinians,
members of the Wadi Haddad organization. In those
days it had good relations with West German
terrorist groups and therefore demanded, among
other things, the release of several imprisoned
members of those groups.
The West European leftist terrorist organizations
only ventured to attack civil aviation in concert with
other groups. Since relations between imprisoned
terrorists and the members of other groups that
they had operated in concert with have been severed

possibilidade de terroristas da Europa Ocidental atacarem
a aviação civil, mas sim que a ameaça não vem deles. Fora
da Europa, entretanto, extremistas nacionalistas e de
esquerda certamente têm escolhido como alvo aeroportos
e empresas aéreas nacionais, especialmente na Ásia.
Outros Grupos Colocam a
Aviação Civil na Mira
O Exército Vermelho Japonês seqüestrou três aeronaves,
uma em 1970 que foi levada para a Coréia do Norte; outra
em 1973, em conjunto com palestinos, e a última, em 1974,
cujo objetivo foi a libertação de camaradas e dinheiro de
resgate. O grupo também se tornou notório devido ao
ataque realizado por alguns de seus membros, em 1972,
no Aeropor to de Lod, quando 25 pessoas foram
massacradas. O Exército Vermelho Japonês, entretanto, está

the imprisoned terrorist's groups are unlikely to act
on their own against civil aviation.The same applies
to the more bloodthirsty West European nationalist
extremist organizations.The provisional Irish Republic
Army never endangered British civil aviation. Of the
Basque separatist movement, the political military
wing once planted a bomb at Madrid Airport in
1978, but this act of violence was not directed
against Spanish civil aviation facilities; it was aimed
at an anti-Spanish tourist industry campaign.
I do not want to create the impression that I
categorically exclude the possibility that West
European terrorists ever attack civil aviation, but
the threat has hardly come from them. Outside
Europe, however, leftist and nationalist extremists
have indeed targeted national airlines and
airports, first in Asia.
Other Groups Aim
at Civil Aviation
The Japanese Red Army hijacked three aircraft,
one in 1970 that was flown to North Korea; one in
1973 in concert with Palestinians; and one in 1974
for the release of comrades and ransom money.
The group also became notorious because of the
1972 attack by some members at LOD Airport,
when 25 persons were massacred. The Japanese
Red Army, however, has been out of the terrorist
business for several years; the remaining members
scattered in several Palestinian training camps.
Of the nationalist extremist movements in Asia,
I already mentioned the Sikh terrorists. However,
Tamil Separatists must also be mentioned, since
they destroyed and Air Lanka aircraft in 1986.They
are likely to limit their terrorist attacks against civil
aviation to the companies and airports of the country
they live in, which means that Air Lanka and Air
India should take extra precautionary measures, or
have them taken, to prevent similar attacks in the
future. Other countries that harbor large groups of
citizens of Sikh and Tamil origin, such as the U.S.,
Canada and Great Britain, should pay more than
attention to the flights of these airlines.
Turkish and Pakistani airlines and airports
could also be at risk. Turkish aviation may be at
risk because of attacks in the past on Ankara
Airport by the Armenian Marxist-Leninist Group
(ASALA) and the mounting belligerency of its
Kurdish minority. Pakistan should be wary because
violent opposition groups have already proved
their appetite for hijackings. Again, the rest of
the world should take notice and protect these
countries’ airlines.
It seems that the prevention of violence
against civil aviation might be rendered more
effective by paying closer attention to particular
developments, rather than by attempting to
formulate general rules of conduct.

Across Nations
Some countries are more in danger than
others.This thesis relates especially to the primary
source of the problem, terrorism that has its roots
in the Middle East. This terrorism has many fa-
ces. It may be nationalistically inspired and/or
motivated by religious fanaticism. It may have
Christian, Islamic or Marxist-Leninist undertones.
It may act as part of the struggle for a Palestinian
state. It may be used in the name of a greater
Syria, to spread the Iranian Shiite Fundamentalist
Revolution, or to secure the power of individual
regimes.
Whatever the underlying motives, the targets
of Middle East terrorist aggression are somewhat
predictable. Virtually all the Middle Eastern
terrorist groups consider Israel to be their
archenemy and the U.S. government to be a
satanic regime. Because some of these groups
have chosen civil aviation as one of their main
targets, the airlines of both countries are therefore
permanently and considerably at risk, as
demonstrated in 1986. They will remain at risk
in the near future.
Airlines become potential targets when
countries that they belong to, or are associated
with become terrorist targets, become potential,
but temporary terrorist targets. For instance, until
December 1983, Kuwaiti Airlines did not attract
terrorist attention. After the Kuwaiti government
had 17 members of the Hezbollah Movement
sentenced and jailed, because they had bombed
the U.S. Embassy and the French Consulate, the
airline became a target. And in December 1984,
a Kuwaiti Airbus on its way to Karachi was
hijacked and forced to land at Teheran Airport.
According to a passenger, the hijackers were
waived through the Dubai preflight checkpoint,
while other passengers were searched.
Because Middle East terrorist groups have
vowed to liberate their imprisoned comrades, some
countries and their respective airlines may be
courting trouble. The Federal Republic of Germany,
France, Spain, Italy and Great Britain have people
in prison because of terrorist activities they
committed as members of Middle East
organizations which boast a nasty hijacking
reputation. This means that Lufthansa, Air France,
Iberia, Alitalia and British Airways are more likely to
be harassed by terrorists than other West European
Airlines.
In an intercepted letter written to a relative by
Nezar Hindawi, the man who used his fiancée as a
bomb carrier, Italian law enforcement agents learned
that Hindawi begged his cousin to organize some
sort of hostage-taking that might foster his release.

Liberation Front are in its prisons. Of all the Middle
East terrorist groups, these two should be watched
as closely as possible because of their notorious
reputation for ruthlessness.
Terrorists Strike Each Other,
“Zionists” and “Imperialists”
The leader of the Fatah Revolutionary Council,
Sabri Khalil El Banna, alias Abu Nidal, describes
himself during an interview with the West German
weekly publication Die Spiegel in October 1985, as
“… this evil spirit that only haunts at night.” It has
proven to be an accurate description; Abu Nidal
likes to blow out even the smallest candle that is lit
to solve the Middle East quagmire.Attempts to bring
peace to this troubled region have been tainted
with bullets and murders by his group. In February
1985, for instance, an agreement was signed by
the Jordanian Government and the Palestine
Liberation Organization, of Yassir Arafat. The next
month Abu Nidal’s group attacked Jordanian Airline
offices in Rome, Athens and Nicosia. In April, anti-
tank rockets were fired at the Jordanian Embassy
in Rome and at a Jordanian airliner in Athens. In July,
these activities were followed by a grenade attack
on the Jordanian Airline office In Madrid and by the
assassination of a Jordanian diplomat in Ankara.
Finally, in September, one of Arafat’s assistants was
murdered in Athens. By then the Jordanian-PLO
agreement had already lost much of its value.
One of the reasons that prompted Abu Nidal
to organize the massacres at Rome and Vienna
Airports in December 1985 undoubtedly had to do
with the lenient attitude the Italian and Austrian
governments directed to the PLO, with which Abu
Nidal considers himself at war.
According to the interview, he is also at
war with Zionism and Imperialism; Prime
Minister Thatcher, President Reagan, King
Hussein and President Mubarak are among
his favorite targets. One of the terrorist
sur vivors, who participated in the attack at
Rome Airport, told an Italian judge that Abu
Nidal proudly predicts himself to be the initiator
of World War III. His followers are totally
dedicated to him and are prepared to sacrifice
their own lives, as evidenced by their attacks
on airports, as well as the synagogue in
Istanbul.
The members of the Fatah Revolutionary
Council, who hijacked an Egyptian airliner in
November 1985, sang and danced while they
began to kill the passengers. According to some
sources, they had been ordered to fly the
aircraft to Tel Aviv and crash it into the city.
With such dedicated suicidal members and
their leader’s knack for airtight secrecy and
clandestinity, Abu Nidal’s Fatah Revolutionary
 Frente de Libertação da Palestina, de Abul Abbas, é
uma organização muito menos disciplinada, mas a ambição
de seu líder, de ser reconhecido mundialmente como um
dos mais corajosos e tenazes lutadores pela Palestina livre,

Variam os Objetivos, Grupos e Meios
“O que deixamos de enxergar?” Esta foi a pergunta

autor comentou que, apesar de precauções adicionais, os
ataques terroristas têm aumentado. Em minha opinião, o que
não foi visualizado refere-se ao desenvolvimento do cenário
terrorista. O objetivo de atrair a atenção mundial para a
questão da Palestina, como no início dos anos 70, foi
abandonado. Aquele objetivo colocava algumas restrições à
violência terrorista, pois a busca pela criação de uma pátria
palestina necessitava estabelecer determinado nível de
credibilidade e respeitabilidade. Os objetivos são diferentes
agora – a Grande Síria, a disseminação da Revolução Islâmica
Iraniana, o enfraquecimento de estados árabes moderados e
a luta contra o imperialismo.
A OLP, no passado reconhecida como a única organização
que representava a Palestina, se desagregou e, apenas
recentemente, foi novamente reorganizada. Os diferentes
grupos têm agido por si próprios, e freqüentemente têm
competido uns com os outros em suas ações terroristas. Não
está claro qual o grau de autoridade que Arafat ainda detém,

Council is by far the most dangerous terrorist
group in the Middle East. Abul Abbas’ Palestine
Liberation Front is a sloppier organization, but
the ambition of its leader, to be recognized
worldwide as one of the staunchest and most
daring fighters for a free Palestine, makes its
activities rather predictable for focusing attention
on his group. Abul Abbas once used hang gliders
and hot air balloons to transport his terrorist
followers across the Israeli border.The Achille Lauro
affair was another example of his effort to garner
publicity, but it also demonstrated the group’s lack
of organization. He has threatened in recent ti-
mes that the West must prepare itself for a new
round of violent actions by his PLF.
Goals, Groups and Means Vary
“What did we overlook?” was the question
recently asked in an article on hijackings.The author
noted that in spite of additional precautions, terrorist
actions have increased. In my opinion, what could
have been overlooked is the development of the
terrorist landscape. The aim to get worldwide
attention for the Palestinian problem, as was the
case in the early 1970s, has been abandoned.That
aim put some restrictions on terrorist violence
because the quest for a Palestinian homeland had
to earn a certain credibility and respectability. The
aims are different now – a greater Syria, the spread
of the Iranian Islamic Revolution, the undermining
of moderate Arab states and the fight against
imperialism.
The PLO, once recognized as the one and only
representative Palestinian organization, has fallen
apart and only recently has been glued together
again. Groups have acted on their own, and
frequently have competed with each other in
perpetrating terrorist acts. It is still not clear what
authority has been left to Arafat, and what kind of
status he will be given by terrorist sponsor states –
Syria, Libya, Iran, Algeria – which, until a few months
ago, supported the groups that were hostile to him.
And the terrorists’ methods have changed too,
with the appearance of the suicidal activist. If an
individual does not value his own life, then usually
he values the lives of others even less. Heroic death
has been substituted for whatever political
shrewdness was available in former days. With
groups like these still on the move, it is impossible
to assure a peaceful future for civil aviation.
Internal Disarray Suggests Hope
On the other hand, the future is not entirely
black.The terrorist front is far from stable. In March
1987, the spiritual leader of the Shiite Hezbollah,
the Islamic Jihad, and the Organization of
Revolutionary Justice, Sheik Mohammad Hussein

 Hussein Fadlallah, repentinamente anunciou que,
doravante, tornava-se inadmissível matar pessoas inocentes
para vingar os crimes de seus respectivos países. No
momento de sua manifestação, o Sheik Fadlallah referia-se

Fadlallah, suddenly announced that
henceforward it was inadmissible to kill innocent
persons because of the wrongdoings of their states.
At the time of his statement, Sheik Fadlallah had in
mind the killing of hostages in Lebanon, but he also
could have meant that hijacking airliners and killing
the passengers must be stopped too. If this proves
to be the case, and the Shiite fundamentalist
organizations obey his orders, it would be good news
indeed for civil aviation.
Another aspect that should be watched closely,
is the development of the PLO after its reconciliation
with the radicals of Dr. Habbash’s PFLP and Nayef
Hawatneh’s Democratic Front for the Liberation of
Palestine. This reconciliation may imply a
radicalization of the PLO, but it could also mean
that the organizations that stayed outside the PLO,
like the Fatah Revolutionary Council, would lose
political importance and consequently political
support.
Some countries in the Middle East, like Syria
and Libya, cannot ignore the PLO any longer, and
they have attempted to normalize their relations
with Arafat. Because of their tarnished international
reputations as terrorist-sponsor states, these
countries seem less willing to continue their support
of radicals like Abu Nidal, and it is likely that they
want to get rid of him.
The political radicalization of the PLO could
paradoxically mean a moderation of the terrorist
front as a whole. Such a development would also
be beneficial for civil aviation. Although millions of
flights start and end safely worldwide every year,
one more hijacking will always be one too many,
because it flags the vulnerability of air transport,
rather than its relative safety. So, the smaller the
number of hijack-prone organizations, the more
reason for cautious optimism for the future.

Na recente reunião do Comitê de Operações da IATA (IATA Operações Committee - OPC), realizada em Montreal,
entre os dias 2 e 3 de outubro de 2001, o tema das melhorias na segurança dominou a agenda. A discussão veio
na esteira dos eventos de 11 de setembro, que tiveram efeito profundo na indústria da aviação. Um dos acordos
resultantes do encontro foi o da formação do Grupo de Assessoramento de Segurança na Aviação Global (Global
Aviation Security Advisory Group - GASAG), cujo objetivo é oferecer uma visão coordenada da indústria para
uma harmonização global de procedimentos de segurança. O GASAG, desde sua formação, já emitiu comentá-
rios a respeito de várias iniciativas relativas à segurança de aeronaves e procedimentos de vôo, a saber:
• Reforço nas portas e restrição de acesso ao cockpit;

serem muito específicas ao transmitir informações.
Ameaça: Os pilotos não têm condições de prestar assistência às tripulações durante distúrbios ou de
permitir pessoal médico na cabine de comando durante emergências médicas.

As companhias devem desenvolver técnicas de treinamento que preparem as tripulações de cabine para lidar
de forma efetiva com estas situações, usando os recursos disponíveis na cabine.
Ameaça: Reação exagerada por parte da tripulação e/ou passageiros durante situações que não
representem ameaças à vida humana.
Medida neutralizadora:
As companhias devem oferecer orientações às tripulações para garantir que pequenos distúrbios (por exemplo,
um incidente isolado relacionado ao consumo de álcool) não sejam administrados com os mesmos métodos
empregados em situações mais sérias.
Em resumo, muitas das iniciativas de segurança propostas são, em sua natureza, soluções reativas para um
problema muito complexo. Isto não elimina a necessidade de aprimoramento das medidas de segurança, em
um momento em que a confiança dos passageiros tem de ser reconquistada pela indústria da aviação comer-

From the 2001 IATA Safety Report
A word of caution from the IATA Human Factors Working Group (HFWG) about
proposed aviation security initiatives
At the recent IATA Operations Committee (OPC) meeting in Montreal on 2-3 October
2001, the subject of security enhancements dominated the agenda. This discussion
came in the wake of the events os September 11, wich have had a profound effect
on the aviation industry. One of the agreed outcomes of the meeting was the
formation of the Global Aviation Security Advisory Group (GASAG), wich aims to
provide a coordinated industry view towards global harmonization of security
procedures. GASAG have since commented on a number of initiatives in regard to
aircraft security and flight procedures; namely:
• Reinforced and restricted access to cockpit doors;
• Transponder alert;
• In-flight security personnel (Sky Marshals);
• Installation of cameras to monitor passengers;
• Weaponry/Combat training for aircrew;
• Aggressive flight manoeuvres and depressurisation; and
• Enhanced ground/airport security.
The IATA Human Factors Working Group have indentified a list of human
performance threats, as a result of the proposed security changes.
Threat: Locked Cockpit Doors:
Locked cockpit doors will influence inter-crew communication.
Making inter-crew communication more difficult may result in the filtering on
information, that otherwise may normally be exchanged.
Countermeasure:
Many U.S. carriers have had cockpit doors locked in flight for several years.
Evidence from these operators suggests that initially locked cockpit doors may have
created a barrier to good crew communications but this problem was corrected
through targeted training and enhancing crew crew procedures.
Threat: Cabin crew may be less aware of when flight crew are busy.
Previously in many airlines, cabin crew could enter flight deck and if they saw that
the flight crew were busy, could wait before attracting the pilots attention. Constant
answering of the interphone for mundane matters may ultimately lead to more
distractions for flight crew.
Countermeasure:
Some operators have installed sterile cockpit lights to remind cabin crew of when
flight crew may be engaged in high workload periods. Training has also helped
crews identify the threat that casual conversation presents during these critical
phases of flight and how the “sterile cockpit” strategy is an effective
countermeasure.
Threat: Cabin crew have not been trained to manage in-flight security
situations.
Many of the security efforts are focused on protecting the “control room” of the
aircraft and not those personnel that operate in the cabin. However, cabin crew have
not been selected, nor have they been trained, to manage in-flight security
problems. In addition, cabin crews will now feel an increased psychological barrier
as flight deck doors are strengthened and pilots will no longer come back to assit
during cabin disturbances or medical emergencies.
Countermeasure:
Procedures also need to be established to clearly define the role of flight security
situations.
Threat: Communication during in-flight disturbances and medical
emergencies will now be more difficult as all communication will be
through the interphone, etc.
The cocooning of flight crew may result in an increased sub-culture division between
flight and cabin crew.
Countermeasure:
Some airlines have provided additional training for crews on being very specific
when relaying information.
Threat: Flight crew are unable to assist cabin crews with disturbances
or allow medical doctors into the flight deck during medical emergencies.
Countermeasure:
Operators should develop training techniques to enable cabin crews to effectively
deal with these situations using the resources they have in the cabin.
Threat: Overreaction by the crew and/or passengers during situations
that are not life threatening.
Countermeasure:
Operators need to provide crews with guidance to ensure that minor disturbances
(eg, an isolated alcohol incident) are not handled with the same methods designed
for more serious events.
In summary, many of the proposed security initiatives are reactive solutions in their
nature to a very complex problem. This does not take away the need for enhanced
security measures, in a time when passenger confidence needs to be re-established
throughout the aviation industry. However, the IATA Human Factors Working Group
provides a word of caution that the increased dialogue on aviation security issues
should not take away or reduce the effort and resources that the industry has
traditionally enjoyed in the safety arena.
