POST IMPLEMENTATION EVALUATION REPORT FOR NSED

TITLE OF ACTIVITY 1ST Quarter Nationwide Simultaneous Earthquake Drill 2019

DATE February 21, 2019

VENUE Oltama Elementary School, Oltama, Urdaneta City

OVERVIEW The National Simultaneous Earthquake Drill (NSED) is quarterly held to ensure the capability of faculty
staffs and pupils of Oltama Elementary School in holistically preparing for earthquakes.

OBJECTIVE The objective of the NSED is to ensure the understanding of participants and the general public on the
immediate steps to be undertaken when an earthquake occurs. Moreover, it also serves as a systematic
approach to review and revise the approaches in earthquake preparedness of the faculty staffs and pupils of
Oltama Elementary School.

HIGHLIGHTS In pursuant to Rule 6, Section 7 of the Implementing Rules and Regulations of the Republic Act 10121,
Oltama Elementary School with the leadership of Mr. Gary Evan B. Leaño, Head Teacher I, and Mr. Ronnie
M. Casamayor, SDRRM Coordinator, conducted the quarterly NSED for F.Y. 2019 to test the readiness of
the faculty staffs and pupils.
During the conduct of the 1st quarter NSED last February 21, 2019, everyone in the school was advised that
an earthquake drill would be conducted at 2pm in the afternoon. And at the duration of the NSED the
emergency alarm was sounded for 30 secs to notify everyone in the school that an earthquake drill was
being conducted and everyone must perform the Revised “Duck, Cover, and Hold”. After the alarm stopped
sounding, everyone in their rooms with the guidance of their teacher/ adviser prepared to evacuate and
leave their room to go to the evacuation area in an orderly manner while walking fast.
In the evacuation area, the teachers and some faculty staffs secure the area so that the pupils would be
safe while they stay there. And while the pupils and in the evacuation area, the teachers/ advisers did a
headcount to confirm the number of pupils in the evacuation area and their master list. The SDRRM
coordinator made rounds around the school to check if there are still teachers and pupils in their rooms. And
when all was done and well accounted for and gave the clear signal, the faculty and pupils was advised to
go back to their classrooms to continue their class.

RESULTS AND The 1st Quarter NSED 2019 of Oltama Elementary School was evaluated and had a rating of 83 described
ANALYSIS as Very Satisfactory. The results are based on how the participants performed the drill and have the
participants followed the proper way in performing the earthquake drill.

There are some gaps during the NSED, some of these gaps are the alarm system was not loud enough to
be heard by all participants. Some of the drill participants did not follow the evacuation routes going to the
evacuation area. The incident commander has not established clear leadership during the drill.
Communication equipment was not present during the operation.

WAYS FORWARD 1. Proper Training on how the incident commander must do the Earthquake Drill to ensure the quality of
safety and preparedness of the drill participants during NSED.
2. Equipment used in disasters and drills must be purchased especially the communication equipment
using the MOOE of the school or donations coming from other agencies or NGOs.
3. Signages are strategically placed in and around the school to determine the proper evacuation routes
going to the evacuation area.
