P.D. 1096: National Building Code of the Philippines

Introduction:

To create a safe and resilient environment, designers and builders need a

standard set of laws and guidelines. It is where building codes and laws play a
significant role. Building codes are sets of regulations governing the design,
construction, alteration and maintenance of structures. It specifies the minimum
requirements to adequately safeguard the health, safety and welfare of building
occupants. These laws dictate many aspects of design, such as exit locations, the size
of a building, the location of a building on the property, the fire resistance of a structure,
energy consumption and disabled accessibility.

The first edition of the International Building Code came out in 1997 with the
help of an array of stakeholders, including architects, builders and policymakers.
Before this, builders were left to their own devices in constructing buildings and in
some cases, buildings have been structurally unsafe, emergency exits might have
been inadequate or buildings may have been unsanitary. As years passed, building
codes started to develop from early fire codes and regulations of insurance
companies, which came out of the late industrial period after many disastrous fires
that resulted in significant loss of life.

With the creation of an International Building Code, it became a template for

various locales not just in the U.S. but also around the world to develop their own
standards. Today, a wide variety of local and international building laws are now
available which play a big role and contribution to the society and to the field of
architecture and allied professions.
