1. INTRODUCTION
1.1 Project Background
Asian Development Bank (ADB) has approved the loan for South Asia Sub Regional
Economic Cooperation (SASEC) Road Connectivity Investment Program (SRCIP). The
SRCIP is a multi-tranche financing facility (MFF) that aims to improve about 500 km of
priority road sections in North Bengal and Northeast of India, through an investment program
set out in phases (tranches). The first tranche includes two works packages in the State of
Manipur: Construction of Imphal-Kangchup-Tamenglong Road and Construction of Greater
Imphal Ring Road. Public Works Department (PWD), Manipur is the Executing Agency for
the project. The project civil work contract is based on FIDIC: Conditions of Contract for
Construction-Building and Engineering Works, Multilateral Development Banks Harmonized
Edition document, and is to be executed as item-rate, bill-of-quantities (BOQ) construction
contract.

1.2 Imphal-Kangchup-Tamenglong Road


The first road construction package, i.e. Imphal-Kangchup-Tamenglong Road starts from
Imphal and ends at Tamenglong. The instant road was originally proposed as part of Imphal-
Tamenglong-Tousem-Haflong Road which will become an important link of the SASEC Road
Network/ Connectivity. The Imphal-Tamenglong road will provide direct and shortest
connectivity to Tamenglong, District Headquarter. Subsequently when the further stretch from
Tamenglong to Haflong is constructed, Imphal will get connected to the East West corridor by
a road length of approximately 187.000 km against the existing 267.000 km, thus providing
the shortest connecting link between ASEAN and SASEC countries. It will also lessen the
distance to Guwahati resulting in considerable Vehicle Operating Cost (VOC) savings and
Travel Time savings. The length of the main alignment i.e. from Imphal-Kangchup-
Tamenglong (IKT) is 103.020 km with two spur alignments connecting Haochong (4.150 km)
and Kabui Khullen (0.800 km). The total length including spurs included in works package
works out to 107.970 km. The initial 13 km of this road alignment, starting at Naoremthong in
Imphal up to Kangchup follows the existing road and falls in valley terrain. Further alignment
between Kangchup to Tamenglong (about 90.000 km) is a Greenfield alignment following
existing tracks at certain locations and falls in hilly terrain. This project stretches passes
through three districts namely Imphal West, Senapati and Tamenglong, with major part in
Tamenglong district. The project road from Imphal to Tamenglong via Kangchup passes
through 30 villages along the project alignment. It is proposed to improve the first 5.540 Km
length to four lane divided carriageway and next 7.360 km length to two lanes with paved
shoulder and the remaining hill stretch to two lanes. Spurs will be constructed to intermediate
lane (5.5m) standards.

2. SUMMARY OF CURRENT QUARTER’S PROGRESS
2.1 Summary of Progress

Total Length of project is 107.970 km main alignment of 103.020 km with two spur roads
connecting Haochong (4.150 km) and Kabui Khullen (0.800 km) at total cost of Rs.1,114.18
Crores. The commencement date is August 12, 2016 and scheduled date of completion is
February 11, 2020 (1279 days construction period).

Cumulative physical progress ending the reporting quarter is 8.17% including 1.30%
miscellaneous items and 0.07% of Non-BOQ items thus reducing the actual cumulative
physical work done to 6.80% only and the financial cumulative progress is 7.23% as per the
S-curve presented in the QPR of CSC for the quarter ending June 2018 against the
scheduled cumulative progress of 52.90% thus indicating a slippage of 45.42% (Refer S-
curve of CSC’s QPR). Total Expenditure incurred is Rs. 144.75 Crores (12.99%) which
includes the mobilization advance of Rs. 72.28 Crores (6.49%).

Land required from km 0+000 to km 12+900 will be acquired through negotiation with private
owners (Titleholders) for direct purchase or by acquisition through the new LARR Act 2013.
Land required for the implementation from km 12+900 to km 103+020 has been donated by
communities / Village Chairpersons / individual customary landowners.

During the month of March 2018, the State Level Environment Impact Assessment Authority
(SEIAA) has been constituted vide Ministry of Forest, Environment and Climate Change,
Notification No. S.O.1017 (E) dated 6th March 2018 and the committee is fully functional.
Consequent upon the reconstitution of the SEIAA, the Implementing Agency has requested
the Director, Directorate of Environment, Social Environment Impact Assessment Authority,
Govt. of Manipur for grant of Environmental clearance of the project vide letter No. 9/PD/
SESRIP/ Forest&Env/2013/2001 dated 22/03/2018 and the clearance certificate has been
received vide letter no. 1/48/2015(EIA)DOE/213 dt.18.04.2018.

The EA/IA in March 2017 has deposited cost for NPV (INR 728.3838 lakh) and CA (INR
225.811 lakh) in CAMPA account. In addition, cost for erection of boundary pillars, and
logging & felling of trees to concern DFOs.

Clearances for establishing the camp and plant site have been obtained but none of the sites
is commissioned till end of June 2018.

2.2 Current Issues & Recommended Actions by Engineer

Progress achieved in Survey Works is terribly short of requirement even after 28 months of
signing of contract and 23 months after the commencement the work, the OGL recording is
only about 41.40% (44+650Km), and the cumulative centreline marking till now is 89.32%
(92+020). Thus, the progress of survey works remained extremely poor which in turn
adversely affected the availability of front for the mobilized machinery to work. The client was
requested to take effective steps to improve the ground situation. Contractor has not taken
any steps to take up the work on CD works and the drainage works though drainage forms
the most important part of road works in hilly areas like our project and is about 50% of the
total project cost.

ISCD also wish to inform the client about an important aspect of formation cutting being
adapted at site.

During routine visits, it was noticed that formation cutting was not being done as per the
specifications for the road and drainage work together thus leaving the excavated profile
prone to submergence by rain water. It was also noticed that neither the slope of cutting nor
the profile of the excavated road way surface were being brought to the line and level while
executing the work. It was emphasized that the cutting for road surface and drain should be
done together to the correct profile and line and level to avoid the excavated surface turning
into a slushy road way after getting submerged during rains.

In this connection, ISCD site visit report of August 29, 2017 may please be referred. Please
also refer to site inspection report dated September 25, 2017 on environmental issues on
dumping soil in unapproved locations.

Mobilization of Personnel – Personnel mobilized by the Contractor was still inadequate.


The Client / Engineer was requested to take urgent steps in directing the Contractor to
correct the ground situation and to ensure timely completion of the milestones by urgently
mobilizing gangs/teams and equipment to work on CD works and also to start the work on
hume pipe culverts.

Quality Control Laboratory and Camp Establishment:

The Contractor needed to take immediate action to establish the laboratories, administrative
camp and plant sites without delay since required quality control checks and the procurement
of materials from quarries were getting delayed.

It was suggested that the Contractor be put on notice to speed up the camp construction of
camps at Chainage Chainage 5+500 and 16+00 and to complete the construction of main
camp at Chainage 77+200 immediately which was started in the May 2017 but was not made
fully functional till end of June 2018.

The Client and CSC were requested to instruct the Contractor to increase deployment of
machinery at site to match with the on-date requirement and also to instruct the Contractor to
make the Laboratory and Camps fully functional at the earliest.

3.4 Project Stretch handed over
Before the Commencement Date, 32.03% of the land / project stretch was handed over to
the contractor in line with the Contract Agreement. Further, additional 55.45% stretch was
also handed over within 210 days from the Date of Commencement. The details of project

Note: CD Works/drainage/protective works contribute almost 50% of the project cost but
the contractor did not take any steps to start the work. Progress on these works is
Zero till date. Client was requested to instruct the CSC and Contractor to speed up
work on CD Work/drainage/protective works without further delay.

Work Programme:

The Contractor submitted a revised Work Programme (R3) vide letter No.
HCC/IKTR/2277/2016/113 dated 22nd April 2017, and ISCD comments on the same were
submitted vide letter No. MDA/ISCD/IMP-PWD/2015-16/058 dated 3rd May 2017. Till date the
contractor has not submitted a revised programme till end of June 2018 though there was
huge shortfall in the progress and contractor is mandated under the contract to submit a
revised programme keeping the end date unchanged and accompanied by matching
resource planning.

ISCD places on record that a copy of the approved baseline work program or any sub-
sequent approved work program is required to be provided to ISCD for issue of consolidated
work schedule, as required under the ISCD contract.

6.1 Social Safeguard Implementation Status of the IKTR Project.


Imphal-Kangchup-Tamenglong road is divided into two sections based on its
geographical and social features. The 1st section i.e. from Imphal-Kangchup is in
plain area falling in Imphal West district and inhabited by both general and tribal
people having private ownership of land. The 2nd section i.e. Kangchup to
Tamenglong is completely in hilly area falling in Kangpokpi district (etched out of
Senapati district), Senapati district, Noney district (etched out of Tamenglong district)
and Tamenglong district inhabited by tribal community only having
community/customary landholding system.

6.2 Environmental Status of the Project

Compliance to Statutory Environmental Requirements


Forest Clearance:
The majority of road stretches traverses through various types of forest(as given
below) and involve diversion of forest land and tree cutting within proposed ROW.The
details of forest locations along the project road sections are given below.

Technical and Administrative approval has been granted for diversion of forest land
for construction of Imphal-Kangchup-Tamenglong Road section in Senapati and
Tamenglong districts.

The EA/IA in month of March, 2017 has deposited cost for NPV (INR 728.3838 lakh)
and CA (INR 225.811 lakh) in CAMPA account. In addition, cost for erection of
boundary pillars, and logging &felling of trees to concern DFOs has also been

deposited. The working permission for 1 year has been granted by the Forest Dept.
on 30.05.2017.

Environmental Clearance:
Even though the alignment does not pass through any environmentally sensitive
areas, part of the project road between Kangchup and Tamenglong is located at an
altitude of above 1000 m above MSL and majority of the proposed alignment
between Kangchup and Tamenglong is a new greenfield alignment in hilly terrain. As
it falls in the purview of Notification no. S.O. 195(E) dated 19 January 2009 by the
Ministry of Environment and Forests on amendment to the EIA Notification. The
Implementing Agency has requested the Director, Directorate of Environment, Social
Environment Impact Assessment Authority, Govt. of Manipur for grant of
Environmental clearance of the project vide letter No.
9/PD/SESRIP/Forest&Env/2013/2001 dated 22/03/2018 and environmental
Clearance for the project was received vide letter no. 1/48/2015(EIA)/DoE/213 dated
18th April 2018.

Note: i) The hired machinery earlier available at site was demobilised by the
contractor in the month of August 2017.
Due to slow progress in survey work and unplanned a haphazard method of
soil excavation, the Contractor was not able to utilize the available machinery
at site.
ii) The daily record of construction equipment/personnel and their working status
are not being submitted as required under sub clause 6.1 of PCC.

The CSC is to be instructed to maintain daily record of serviceable machinery
available at site and its deployment at specific chainages for specific works to
prevent the tendency of idling claims by the Contractor.
Hauling equipment to serve the excavators was not provided in sufficient
numbers. Only 33 numbers were available to serve 45 excavators.

9. FINANCIAL PROGRESS DETAILS


 Financial progress in current quarter was Rs.8.20 Crores and Cumulative financial
progress Rs.83.30 Crores (Figures taken from QPR’s ending June 2018).
 A total payment of INR 7,34,38,481 and USD 464,550 released to the CSC.
 A total payment of INR 3,27,00,276 and USD 34,523 released to the ISCD.

10. MONITORING OF OPERATIONS & MAINTENANCE OBLIGATIONS

No monitoring was started as baseline survey was not completed.

11. MEETINGS AND SITE VISITS DURING THE QUARTER


11.1 Meetings

A meeting was held at PD’s Chamber on 02 April 2018 to review the Safeguards
Issues which was attended by representatives from IA, ISCD, CSC and Contractor.

A meeting was held at PD’s Chamber on 03 April 2018 to review the Safeguards
Issues with ADB Mission team and representatives from IA, ISCD, CSC and
Contractor.

A workshop on “Application of Geo-Synthetic Textiles in the Construction of Roads,


Slopes & Water Reservoir” was held at the Conference Hall, PWD on 20 April 2018.
A team of IA, ISCD experts, CSC and Contractor visited site on 2 nd May 2018 at Ch.
24+540.

A meeting was held at Conference Hall, PWD on 11 th May 2018 to review the progress
work with ADB Mission team and representatives from IA, ISCD, CSC and Contractor.

A “Workshop on Advance methodology Approach of Hot melt Thermoplastic Road


marking and Road Safety Devices” was organized by M/s Sunrise Overseas in
collaboration with PWD, Manipur on 06 June 2018 at the Conference Hall, PWD.
