Subject of approval: Hilti HDA undercut anchor for unusual actions (loads)
I. GENERAL REGULATIONS

This general construction supervisory authority approval verifies the suitability
(fitness for the intended purpose) of the subject of the approval in keeping with the
state construction
ordinances.

The general construction supervisory authority approval does not replace the
permission, agreements and certifications required by law for a construction project to
be carried out.

The general construction supervisory authority approval is granted without prejudicing
the rights of third parties, especially private rights under copyright.

Manufacturers and sellers of the subject of the approval must submit copies of the
general construction supervisory authority approval to the user of the subject of the
approval, notwithstanding any rulings to the contrary in the “Special regulations”, and
must point out that the general construction supervisory authority approval must be
available where the subject of the approval is used. Copies of the general construction
supervisory authority approval must be made available to involved authorities on
request.

The general construction supervisory authority approval may only be copied in its
entirety. The publication of extracts is subject to approval by the DIBt. Texts and
drawings of advertising material may not contradict the general construction
supervisory authority approval. Translations of the general construction supervisory
authority approval must contain the note `Translation of the German original which has
not been checked by the DIBt’.

The general construction supervisory authority approval is granted subject to
revocation. The regulations in the general construction supervisory authority approval
can be subsequently supplemented or changed, especially if the latest technical
developments give reason for this.

The temperature in the base material under normal operating conditions may not exceed
80°C for any considerable length of time.
The anchor made of galvanised zinc-plated steel may be used only in closed rooms, with
the exception of damp rooms.
The anchor made of stainless steel (materials 1.4401, 1.4404 and 1.4571) may be used in
keeping with corrosion resistance class III of the general construction supervisory
authority approval “Products, connecting elements and components made of stainless
steel” (approval no. Z-30.3-6), i.e. it may be used for components in closed rooms and
in the open, also in industrial atmospheres and at locations close to the sea (not
however exposed to the effects of seawater), provided that no further corrosion
stresses occur.

The anchor must comply with the specifications and drawings given in the appendices.
The material properties, dimensions and tolerances of the anchor not given in this
general construction supervisory authority approval must comply with the information
filed with the DIBt, the certifying body and the external supervision authority.
Details of the material for the anchor parts are given in appendix 2, table 1. The
mechanical properties of the tapered stud (bolt) must comply with the filed
specifications.
The anchor is made of a non-flammable building material of class A as per DIN 4102-
1:1998-05 “Fire properties of building materials and building components; building
materials - terms, requirements and tests”.
2.2.2 Marking
The packaging, packaging insert, or delivery note of the anchor must be marked by the
manufacturer with the agreement mark (U-mark) according to the agreement ordinance of
the Federal States. In addition the factory mark, the approval number and the complete
anchor designation must be shown.
The marking may only be carried out if the requirements according to point 2.3
“Verification of agreement” have been met.
The anchor is designated by the anchor type, nominal drill bit diameter, the size of
thread on the tapered stud (bolt), the anchorage depth and the max. fixture thickness.
The factory mark HI, the type of anchor(HDA-P, HDA-PR, HDA-T or HDA-TR), the nominal
drill bit diameter do, the thread size (anchor size), the effective anchorage depth hef,
and the max. fixture thickness, tfix, must be stamped in each anchor in accordance with
appendix 2.
The manufacturer of the anchor must commission a recognised certification authority and
a recognised external supervision authority to issue an agreement certificate and to be
responsible for the external supervision, including product inspection / testing, that
has to be carried out.
The certification authority must send a copy of the agreement it issues to the DIBt for
information purposes.
The following verifications are necessary for the raw material of the supplied anchor
parts:
The grades of steel and mechanical properties must be verified in an inspection
approval certificate (3.1) as per DIN EN 10204:2005-01 issued by the manufacturer when
delivering raw materials for anchor parts.

The anchor parts made of stainless steel are also subject to the specifications of
general construction supervisory authority approval no. Z-30.3-6 “Products, connecting
elements and components made of stainless steel”. In keeping with this permission, the
raw materials and delivered components made of stainless steel must be supplied
together with an agreement certificate (U-mark) and an inspection approval certificate
3.1 as per DIN EN 10204:2005-01.
If the tapered studs (bolts) or hexagon nuts are also supplied, they may be used by the
anchor manufacturer only if they are delivered by the respective manufacturer with an
inspection approval certificate 3.2 as per DIN EN 10204:2005-01 issued by the external
supervisory authority, unless the agreement of the dimensions and mechanical properties
of the anchor parts have already been verified by an agreement certificate.
With reference to the scope, nature and frequency of in-house manufacturing controls,
the test schedule lodged with the DIBt and the external supervisory authority shall be
taken as definitive.
The findings of in-house manufacturing controls are to be recorded and evaluated. These
records must include the following minimum specifications:
- Designation of the construction product and / or the raw material and its
constituents
- Nature of control or inspection
- Date of manufacture and inspection / testing of the construction product and the
raw material or constituents
- Results of the control and tests and, if applicable, a comparison with
requirements
- A signature from the person responsible for in-house manufacturing controls.
The records must be filed for at least five years and presented to the external
supervisory authority. On request, they must be submitted to the DIBt and the
highest construction supervisory authority responsible.
If the test results are unsatisfactory, the manufacturer must immediately take the
action necessary to eliminate the problem. Construction products which do not meet
requirements must be treated in such a way that they cannot be confused with conforming
products. Once the problem has been eliminated, the original inspection must be
repeated immediately, provided that this is technically possible and also required, to
verify elimination of the problem.
With reference to the scope, nature and frequency of external supervision measures, the
test schedule lodged with the DIBt and the external supervisory authority shall be
taken as definitive.

The results of the certification and external supervision measures must be filed and
kept for at least five years. On request, they must be submitted by the certification
authority or monitoring authority to the DIBt and the
highest construction supervisory authority responsible.
3.1 Design
The anchor fastenings must be designed in keeping with good engineering practice.
Allowing for the loads to be anchored, design calculations and design drawings must be
produced which can be checked.
The DIBt guideline (issue 9/98) “Use of anchors in nuclear power plants and nuclear
installations” must be observed. In view of the tests as per section 5.3.1, no separate
verification of the crack width to be expected in the anchoring zone is required when
using anchors for requirements category A. (See section 2.2.3 of the guideline).
Verification of immediate local transfer of forces to the concrete has been provided.
Verification of the transfer of loads to be anchored to the building component must be
provided.
Allowance must be made for additional stressing due to forces of constraint, which can
arise in the anchor fastening, the fixture or the component in which the anchor is set,
e.g. from temperature changes.
When verifying concrete break-out under tensile loading, a figure of 6.9 instead of the
preliminary factor 7.2 must be used for requirements categories A and B in formula 5.2a
of section 5.2.2.4 in appendix C of the guideline. In all cases the influencing factor
ψec,N must be assumed to be 1.0, and then the conditions according to section 5.2.2.4e)
in appendix C of the guideline must be observed. If spalling of the covering concrete
could possibly occur when the load is high, the fastening must be designed using an
actual (effective) anchorage depth reduced by the concrete coverage.
When verifying concrete edge break-away under shear loading, a figure of 0.41 must be
used instead of the preliminary factor of 0.45 for requirements categories A and B in
formula 5.7a of section 5.2.3.4 in appendix C of the guideline. In all cases the
influencing factor ψec,N must be assumed to be 1.0, and then the conditions according to
section 2.2.2.4e) in appendix C of the guideline must be observed.
Verification of the bending load may be neglected for the requirements category A only
if the amounts of displacement given in appendix 6, table 8 are allowed for and the
conditions given in the design process (appendix C of the guideline), section 4.2.2.2
are observed. In the case of requirements category B, anchor fastenings must be planned
in such a way that no allowance has to be made for a bending load on the anchor. The
conditions to be observed in this respect are given in the design process in section
4.2.2.2.
Anchor fastenings must be planned in such a way that no bending load on the anchor has
to be allowed for. The conditions to be observed in this respect are given by the
design process (appendix C of the guideline) in section 4.2.2.2.
Only an anchor may be used which is supplied as a fastening unit from serial
production. Individual parts may not be interchanged.
The anchor must be set as per the design drawings produced in accordance with section
3.1. Setting the anchor must take place as given in the manufacturers’ instruction
using the tools specified in them. Prior to setting the anchor, the user must determine
the grade of concrete in which the anchor is to be set. The grade of concrete may not
be less than B25 or C20/25 and may not exceed B55 or C50/60.
The required distances from edges, openings, ceiling protrusions / cracks or inserts
must be observed, as also the spacing from other fastenings, e.g. anchor plates with
headed studs.
For requirements categories A and B, fastenings with this anchor are not permitted in
heavily (densely) reinforced areas or components (rebar spacing ≥ 3 ds), such as
columns, cantilever parts, undersides of floor deck beams, etc. due to the risk of
concrete spalling.

The hole must be positioned with the reinforcement in mind to avoid damage to the
reinforcement is not damaged. It is recommended that the position of the reinforcement
be determined using a steel detector.
The hole must be drilled at right angles to the surface of the concrete using a hammer
drill equipped with the stop drill bit designated for the anchor size (see appendices
10 to 13). The hole has the required depth for the presetting anchor when the stop on
the drill bit is against the concrete or, in the case of the through-fastening version,
it is against the fixture.
The drill bit diameter and diameter of the cutting edge must comply with the
specifications given in appendix 4. The drilling dust must be removed from the hole.
Allowance must be made when positioning the anchor hole, including its undercut, to
ensure that the reinforcement will not be damaged. Holes drilled / positioned wrongly
with a depth of t > hef / 4 must be filled and sealed completely with a high-strength
mortar. An unsuitable hole also exists if an anchor that is not set according to
specification is removed. An anchor may be set at a distance of three times the hole
diameter away from a wrongly set anchor. Pretensioning and / or loading the anchor
after filling and sealing an unsuitable hole with high-strength mortar may take place
at the earliest when the strength of the mortar corresponds to at least that of the
concrete. If it is not known what the strength of the mortar is, the anchor may not be
pretensioned / loaded until 24 hours have passed.
After the anchor has been set in the hole, the expansion sleeve must be driven in using
the specified hammer drill equipped with the associated setting tool as specified in
appendix 10. The anchor then produces its own undercut. The fixture must be secured
using an inspected torque wrench.
The anchor has been properly set and may be loaded only when,
- in the case of the HDA-T or HDA-TR through-fastening version, the knurled mark on
the expansion sleeve showing the anchorage depth lies within the concrete surface
zone or in the concrete or, in the case of the HDA-P or HDA-PR presetting version,
the expansion sleeve is approx. 3 mm below the concrete surface,
- the red-coloured mark on the tapered stud (bolt) can be seen at the end of the
expansion sleeve and approx. 3 mm below the concrete surface in the case of the
presetting anchor or, in the case of the through-fastening version, below the
fixture surface (see appendix 1), and if
In all other cases, the anchor has to be removed and its hole sealed with a high-
strength mortar. An anchor may be set only once.
When the anchor fastenings are being made, the construction supervisor / foreman or his
/ her representative must keep a record showing verification of the actual concrete
strength and proper setting of the anchors.
The records must be available on the jobsite as long as construction work continues and
must be presented on request to the responsible supervisory officer. These records,
like the delivery notes, must be filed and kept by the company / contractor for at
least five years after completion of the construction work.
When anchor fastenings are used in nuclear power plants and nuclear installations,
further requirements of the supervisory authorities may have to be met.

The required impact energy of TE 56 is achieved only by using the listed Y-shank of the drill
given in table 10 and 12.
