EFFECTIVITY
These Civil Aviation Regulations (CAR) are issued under authority of Republic
Act No. 9497 (Civil Aviation Authority Act of 2008) and shall take effect
immediately after single publication with a newspaper of general circulation
and certified original copies filed with the U.P. Law Center.

FOREWORD
The Civil Aviation Regulations (CAR) provide the regulatory requirements for aviation safety
Standards and Recommended Practices as prescribed in ICAO Annexes, particularly related
to Aircraft Operations (Annex 6), Airworthiness (Annex 8), Personnel Licensing (Annex 1), and
Aircraft Nationality and Registration Marks (Annex 7). These Civil Aviation Regulations are
presented in Parts.
Of special interest are the Implementing Standards that accompany each Part. These
Implementing Standards provide detailed requirements that support the intent of a regulation
presented in a Part, but gain the force and effect of the governing regulations, only if
specifically referred to in the governing regulation.
Implementing Standards are used in these Regulations to allow the flexibility to incorporate
new practices or procedures as they become available without the procedures required for
promulgation of legally binding regulations.
These Regulations replace the following Administrative Orders and their associated
Memorandum Circulars:
