UP Budget 2018: Key Points of Biggest

Budget Step By Step


Uttar Pradesh Finance Minister Shri Rajesh Agarwal presented the state budget for
fiscal year 2018-19 on February 16, 2018. The following are the key features of Uttar
Pradesh Budget 2018-19:

Budget estimate

 The size of the budget is 4 lakh 28 thousand 384 crores 52 lakh rupees (Rs. 4,
28,384.52 crores), which is 11.4 percent more than the budget of 2017-2018.
 In the budget, new schemes of Rs. 14 thousand 341 crores 89 lakh rupees (Rs.
14,341.89 crores) have been included.
 Receipts: In the year 2018-2019, the total receipts of 4 lakh 20 thousand 899
crores 46 lakh rupees (4,20,899.46 crore) are estimated. 3 lakh 48 thousand 619
million in total receipts
 Revenue receipts of Rs 37 lakh (Rs 3,48,619.37 crore) and capital receipts of 72
thousand 280 crore 09 lakh (Rs 72,280.09 crore) are included.
 An amount of tax revenues in revenue receipts is Rs 2,56,248.40. This includes
self-tax revenues of Rs. 1 lakh 22 thousand 700 crores and in the central taxes,
the share of the state is 1 lakh 33 thousand 548 crores 40 lakhs.
 Expenditure: Total expenditure is estimated at 4 lakh 28 thousand 384 crores 52
lakhs. The total expenditure in the expenditure is 3 lakh 21 thousand 520 million
27 lakh rupees for the expenditure of revenue account and the expenditure of 1
lakh 06 thousand 864 crores 25 lakh rupees is accounted for.
 In the year 2018-2019, the revenue savings of 27 thousand 99 crores 10 lakh
rupees are estimated.
 Fiscal Deficit: The fiscal deficit of Rs 44,332 crore 32 lakhs is estimated in the
financial year 2018-2019, which is 2.96 percent of the estimated gross state
domestic product for the year 2018-2019.

Agricultural and allied services

 The target of food production in the year 2018-2019 has been fixed at 581 lakh
60 thousand metric tonnes and oilseeds production target of 11 lakh 28 thousand
metric tonnes.
 In the Bundelkhand area, under the field pond scheme, the target is to build 5
thousand ponds in the coming year.
 An order of Rs 131 crore is proposed for establishment of Solar Photo Voltaic
Irrigation Pumps.
 Under the Sprinkler Irrigation Scheme, a provision of Rs. 24 crore has been
made for the subsidy to the farmers.
 An arrangement of about Rs. 75 crores is proposed for the P. Deendayal
Upadhyay Small Dairy Scheme
 A provision of Rs. 52 lakhs is proposed for the new Nand Baba award scheme
for encouraging milk producers, which is the largest cow milk producing country
through the indigenous breed cows, along with proposed Rs. 54 lakhs for the
Gokul prize.
 An arrangement of Rs. 25 crores is proposed for the establishment of Fisheries
Welfare Fund for the welfare of fishermen.

Rural development

 Pradhan Mantri Awas Yojna - Rural: 11 thousand 500 crores,


 National Rural Livelihood Mission: 1 thousand 40 crores,
 Shyama Prasad Rurban Mission: Rs 214 crores,
 National Rural Drinking Water Program: Rs.1,500 crores,
 State Rural Drinking Water Program: Rs. 120 Crore
 Chief Minister Housing Scheme: 200 Crore.

Panchayati Raj

 Swachh Bharat Mission (Rural) Scheme: Rs. 5000 crores


 Incentives to excellent village panchayats in CM Panchayat Promotion Scheme:
20 crores
 Free boring scheme: 36 crores.

Social welfare

 About 7 thousand 858 crores for the welfare and development schemes of
general category and scheduled castes,
 For the marriage of daughters of families of all sections of the living below the
poverty line, the Chief Ministerial Collective Marriage Scheme has been started
for which for the system of Rs. 250 crore,
 Rs. 121 crores and Rs. 82 crores respectively for the marriage of the daughters
of the Scheduled Castes and the poor families of the general category,
 A provision of Rs 500 crore is proposed for the National Family Benefit Scheme
in the financial year 2018-2019.
 Women's welfare: An arrangement of about 8 thousand 815 crores for various
programs, the arrangement of Rs. 351 crores for the Kishori Girls' Empowerment
Scheme Sabla, arrangement for nutrition in Integrated Child Development
Projects under Purnharahar Program, Rs. 3,780 crores for the Shabari
Resolutions Scheme. The arrangement of destitute widows under an
arrangement of Rs 524 crore, destitute women pension scheme Analysis is

 Backward class welfare: Arrangement of Rs. 1,705 crore for the schemes of

 An arrangement of Rs. 18 crore is proposed under the scheme of leprosy
(pension) scheme.
 Minority welfare: An arrangement of Rs. 2,757 crore is proposed for the
development and welfare schemes of minorities in the state.
 Planning: Arrangement of Rs. 57 crores for the Border Area Development
Program and for the execution of development works at an accelerated pace,
under the Accelerated Economic Development Scheme, an amount of Rs. 1
thousand one hundred crores has been made.
 Technical education: Establishment of two engineering colleges under Gram
Vidyapada Gonda and Basti under RUSA scheme; For the administration of
Engineering colleges in Kannauj, Sonbhadra, and Manipuri, about 12 crore
rupees in the financial year 2018-2019, new engineering colleges in the state's
resources in Mirzapur and Pratapgarh are under construction, for which a
provision of Rs. 12 crores has been made.
 Secondary education: A budget provision of Rs 480 crores is proposed for
a secondary education campaign to improve the level of secondary education in
the state.
 Higher education: An amount of Rs 167 crore for the National Higher Education
Mission and Rs 37 crore for the establishment of model colleges, a provision of
Rs. 21 crore for Ahilyabai Free Education Scheme is proposed.
 Justice: A provision of Rs.10 crore is proposed for giving financial help to the
youth advocates to buy books and magazines for the first 3 years of the work.
 In Allahabad, the construction of Justice Village Township has been started at a
cost of Rs 395 crore.
 Uttar Pradesh, with the formation of 24 new permanent Lok Adalats this year,
has become the first state in the country where permanent Lok Adalats have
been formed in all District Legal Services Authorities.
 Sports: An arrangement of Rs 25 crore is proposed for establishment of Eklavya
Krida Kosh.
 Tourism: The new tourism policy-2018 has been promulgated to give the status
of the park to tourism in the state. In this policy, attractive grants have been
provided, envisaging Ramayan circuit, Braj Krishna circuit, Buddhist circuit,
spiritual circuit, Sufi circuit, Bundelkhand circuit and Jain circuit. An arrangement
of Rs. 70 crores are proposed for successful implementation of the policy.
 In order to promote pilgrimage in Braj area, the Braj shrine development council
has been established and a provision of Rs. 100 crore for the development of
infrastructure facilities is proposed.
 A modern auditorium is being constructed in Gorakhpur.
 GST estimates: Target of Revenue collection from GST has been fixed at Rs 71
thousand 500 crores.
 Excise duty: The target of a collection of revenue from excise duty has been
fixed at Rs 23 thousand crores.

City Development

 In the budget for 2019 Kumbh Mela, Rs.1500 crores in the budget for various
projects run by National Ganga river basin authentication in the budget of Rs.
240 crores,
 Plan for housing scheme (Urban Mission Plan) for all, 2018-2019 for the year
2018-2019, Rs.2, 217 crores,
 Under the Smart City Mission Scheme for Lucknow, Kanpur, Agra, Varanasi,
Allahabad, Aligarh, Jhansi Moradabad, Bareilly and Saharanpur, Rs. 1,650
crores,
 An arrangement of Rs.1 thousand one hundred crores for Clean India Mission,
 Arrangement of Rs.2,200 crores for the Nectar scheme,
 For the purpose of developing a Nagar Panchayat in each district, Rs. 200 crores
for Pandit Deendayal Upadhyay Adarsh Nagar Panchayat Yojana,
 Arrangement of Rs 98 crore 50 lakhs in the budget for Kanha Gau-Shala and
Beshara Animal Shelter Scheme,
 A budget of Rs 426 crores has been proposed for the construction of basic
infrastructure facilities under the 'Chief Minister's Urban Development and Slum
Development Scheme' in the urban areas of the state.
 City Development: Rs. 250 crore for Delhi, Ghaziabad, Meerut Caridor Regional
Rapid Transit System Project and Rs. 500 crore for Metro projects in the state
has been made.
 Solar Power: Solar Power Policy by Government: In 2017, the target of
establishing solar power projects of 10 thousand 700 MW capacity has been set
by private participation by 2022.
 An arrangement of Rs 30 crore has been proposed for the Pan Deen Dayal
Upadhyaya Solar Street Light Scheme.

Industrial development

 600 crore for industrial investment policy-2012 and Rs 500 crore for new
industrial policy,
 650 crore in the budget of 2018-2019 for the initial work of Bundelkhand
Expressway Project
 Rs 550 crore for the initial work of Gorakhpur link expressway project,
 Rs.1000 crore for the construction of Purvanchal Expressway and Rs. 500 crore
for the construction of Agra-Lucknow Expressway
 Micro Small and Medium Enterprises: A district, Rs. 250 crore for executing a
product plan,
 100 crores for Chief Minister Yojana Swarozgar Yojana,
 Handloom and Textile: Rs. 50 crore for Uttar Pradesh Handloom, PowerLoom,
Silk, Textiles and Garmenting Policy -2017, for providing electricity at
concessional rates to Pawan Lull weavers, Rs. 150 crore
 Khadi and Village Industries: Rs. 25 crores for the implementation of Khadi
and Village Industries Development and Continuous Self Employment Promotion
Policy; Rs. 10 Crore for implementation of Panchayat Dayal Gramod Vidhyog
Yojna; Rs. 20 crores for Pandit Din Dayal Upadhyay Khadi Marketing
Development Assistance Scheme.
 IT and Electronics: Rs. 30 crores for implementing the e-office system in all
government offices, Rs. 250 crores for the establishment of start-up fund.

Medical and Health

 For the rural areas, 2 thousand Ayurvedic medical officers will be deployed at
primary health centers,
 For the first time, 595 dental surgeons were created at Community Health
Centers, operating 170 National Mobile Medical Unit in PPP mode,
 Establishment of 100 new Ayurvedic clinics in rural areas,
 Rs 291 crore for Prime Minister Mata Vandana Yojana,
 Under the Prime Minister's Health Security Scheme Phase-3, setting up of the
upgraded Super Specialty Department at 4 Medical Colleges such as Jhansi,
Gorakhpur, Allahabad and Meerut and Rs. 126 crore for the construction of
Super Specialty Department in 2 Medical Colleges Kanpur and Agra,
 For the first time in the state, robotic surgery will be started,
 Establishment of Argon Transplant Unit in KGMU,
 For the first time in 150 MBBS seats, Dr. Ram Manohar Lohia Institute of Medical
Sciences,
 Upgradation of district hospitals of five districts of Faizabad, Basti, Bahraich,
Firozabad and Shahjahanpur in the state, Rs 500 crore for the completion of the
state medical college,
 In the academic session 2018-2019 in the State Institute of Medical Sciences,
Greater Noida, the proposal for introduction of curriculum at 100 seats of MBBS,
 Government Medical College, Kanpur, Gorakhpur, Agra, and Allahabad will be
set up in the Burn Unit for which Rs. 14 crores,
 Proceedings of running of the e-hospital system at State Medical Colleges and
Cardiology Institute and Cancer Institute, Kanpur.
 Forest and Environment: 20 Crore for Submissions on Agroforestry Scheme and
establishment of Tourism and Biodiversity Center in Kurukalle Forest Area,
 Revenue: Rs 42 crore for computerization of land records in the state, Rs 10
crore for Aam Aadmi Bima Yojna, Rs 130 crore for Prime Minister Jyoti Jyoti Jyoti
Bima Yojna and Rs 4 crore 75 lakhs for Prime Minister's security insurance
scheme.
 Food and Logistics: At present, the allocation of total wheat for the selected
beneficiaries in all the districts of the state under National Food Security Act-
2013 is 4 lakh 75 thousand metric tonnes and total rice is 3 lakh 24 thousand
metric tonnes, i.e. 7 lakh 99 thousand metric tonnes of foodgrains per month.
Distribution is being done every month.
 Roads and bridges: 11 thousand 343 crores for the construction of roads in the
state by the Public Works Department, Rs.1,187 crores for the construction of
bridges, for the renovation, maintenance and repair of the roads, 2018-2019 for 3
thousand 324 crores Rs 920 crore for construction of new roads, widening and
strengthening of roads and construction of bridges under RIDF scheme; Rs. 300
crore for special projects for Purvanchal under the sector program and Rs. 200
crore for special schemes of Bundelkhand, the arrangement of Rs.1500 crore in
State Road fund for maintenance of roads, construction of roads under Central
Margin Fund Scheme, Rs.2, 200 crores for widening and strengthening,
connecting district headquarters to four-lane roads. For the construction of
bridges over Rs.1, 467 crores and construction of railway overhead bridges, Rs.
350 crores for construction of Rs.1600 crores for construction of cities, Rs. 50
crores for construction of road roads, flyovers; An arrangement of Rs. 2 thousand
873 crores is proposed for the RS, Pradhan Mantri Gram Sadak Yojana.
