of a draft Municipal Resolution entitled:

VALENZUELA TO ENTER INTO A MEMORANDUM OF AGREEMENT FOR
AND IN BEHALF OF THE MUNICIPALITY OF DINGRAS, ILOCOS NORTE,

REPRESENTED BY THE HONORABLE GOVERNOR IMEE R. MARCOS, IN

MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement (MOA) is made and

entered into this by and between:

THE PROVINCIAL GOVERNMENT OF

ILOCOS NORTE, a local government unit existing
under the laws of the Republic of the Philippines, with
office address at Provincial Capitol, J. P. Rizal Street,
Barangay 1O San Jose, Laoag City, llocos Norte,
Philippines, duly represented herein by the Governor,
HON. IMEE R. MARCOS, hereinafter referred to as
the "FIRST PARTY"; and

MUNICIPALITY OF DINGRAS, a local

government unit duly organized and existing under the
laws of the Republic of the Philippines, with office
address at Dingras Municipal Hall, Municipality of
Dingras, Province of !locos Norte, Philippines, duly
represented herein by its Mayor, HON. ERDIO E.
VALENZUELA, hereinafter referred to as the "SECOND
PARTY" ·

WITNESS ETH:

WHEREAS, the Municipality of Dingras is the true and lawful

owner of the Dingras Multi-purpose Building (ESCODA MEMORIAL
HALL) located in Dingras, llocos Norte;

WHEREAS, the Provincial Government of !locos Norte (PGIN)

· contributed funds for the rehabilitation, improvemeQt I and
development of the Dingras Multi-purpose Building (ESCpDA
MEMORIAL HALL) and its vicinity to provide new tourist destination
in Ding-ras and upgrade its tourism facilities, and to preserve/ and
promote Historical and Cultural heritage;

WHEREAS, for the mutual benefit of the Parties, it is imperrtive

that the Municipality of Dingras will allow PGIN to recover the amount
contributed for the rehabilitation , improvement, and development of

- and its vicinity through the collection of entrance fee in the Dingras
Multi-purpose Building (ESCODA MEMORIAL HALL);

NOW THEREFORE, for and in consideration of the foregoing

premises, the parties have agreed to the following terms and
conditions:

RESPONSIBILITIES OF THE PARTIES:

1. The FIRST PARTY will provide the SECOND PARTY official

., receipt to be used in the collection of entrance fee in the
Dingras Multi-purpose Building (ESCODA MEMORIAL HALL);
2. The SECOND PARTY will appoint a collecting agent for the
collection of the entrance fee in Dingras Multi-purpose Building
(ESCODA MEMORIAL HALL);
3. The SECOND PARTY will remit the collected fees to the FIRST
PARTY every month ; and ..

4. The SECOND PARTY shall be fully responsible in the proper

maintenance of the Dingras Multi-purpose Building (ESCODA
MEMORIAL HALL) and its vicinity.

This MOA shall be valid and enforcea'ble from its due execution ,
and renewable upon mutual agreement of the Parties.

IN WITNESS WHEREOF, the parties have affixed their

signatures this , at Laoag City. llocos Norte.

2015 OF BARANGAY SAN MARCOS, DINGRAS, ILOCOS NORTE OPERATIVE IN ITS ENTIRETY.

WHEREAS, Appropriation Ordinance No. 03 of Brgy. San Marcos, Dingras, llocos Norte authorizing its
Supplemental Budget No. 02 for fiscal year 2015, involving an appropriation of P25,973.00 was submitted
to this Sanggunian for review on January 18, 2016 pursuant to the provisions of RA. No. 7160;

WHEREAS, the subject Appropriation Ordinance shows substantial compliance with the same law and
its implementing Rules and Regulations;

WHEREFORE, on motion of Hon. Joey S. Apostol duly seconded by Hon. Jimmy T. Aguinaldo;

THE SANGGUNIANG BAYAN IN SESSION DULY ASSEMBLED:

RESOLVED, to declare Appropriation Ordinance No. 03 of Brgy. San Marcos, Dingras, llocos Norte
operative in its entirety, effective upon approval subject to the posting requirements under Section 59 of
RA. No. 7160.

RESOLVED FURTHER, to inform the Barangay that this review action does not authorize any item of
appropriation that is specifically prohibited by or inconsistent with the provision of law.

RESOLVED FINALLY, to authorize the SB Secretary to transcribe this resolution and furnish copies to
the concerned Barangay.

INTO A MEMORANDUM OF AGREEMENT WITH NATIONAULOCAL GOVERNMENT

AGENCIES CONCERNED (DEPARTMENT OF INTERIOR AND LOCAL
GOVERNMENT, DEPARTMENT OF AGRICULTURE AND DEPARTMENT. OF
ENVIRONMENT AND NATURAL RESOURCES) FOR THE IMPLEMENTATION OF
LPRAP 2017

WHEREAS, the LPRAT was organized fo encourage partidpafory efforts of the LGU
Dingras, Civil Society Organization, and other stakeholders, in order to directly address
the needs of the poor constituents, and the marginalized sector of the municipality;

WHEREAS, in addressing the needs of the poor constituents and marginalized sector of
the municipality; the LGU Dingras,. with the LPRAT,. formulated a Local Poverty Reduction
Action Plan, together with the List of Poverty Reduction Projects, which pertains to the
following :

to be funded by Grassroots Participatory Budgeting - within Menu of Program

1. Construction and Operation of Sanitary Landfill, with DENR, amounting to

Php3,500,000.00;
2. Core Local Road Construction/rehabilitation/maintenance, with DILG,
amounting to Php15,200,000.00;
3. Rehabilitation/upgrading of abattoir/slaughterhouse, with DA, amounting to
Php3,300,000.00;

With the Total Over-all Project Costs amounting to Php

To be funded by LGU Counterpart for grassroots budgeting

1. Lapel(mini amplifier), Laptop, LPRAT Uniform, Day-light projector, service

vehicle amounting to P312,000.00;
2. Regular monthly monitoring of drinking water quality amounting to
P200,000.00;
3. Provision of hygiene kit/materials for day care centers and supervised
neighborhood play sites amounting to P659,500.00;
4. Provision for essential medicine amounting to P312,000.00;
5. Installation of water supply amounting to P255,000.00;
6. Construction of school fence amounting to P69,000.00;
7. Meat processing amounting to P642,500.00;
8. Support to LPRAT operations amounting to P50,000.00
With the Total Over-all Project Costs amounting to Php 2,500,000.00

WHEREAS, the DENR, DILG, and DA are the lead agencies in the implementation of the
above-mentioned programs/plans;

WHEREAS, Section 22 (c) of the Local Government Code of 1991 defines the power of
the Sangguniang Bayan to legalize the authority of the Local Chief Executive to enter into
whatever contract concerning the local government unit;

WHEREFORE, on Motion of Hon. Joey S. Apostol duly seconded by Hon. Lester S.

Ballesteros, it was

RESOLVED, as it is hereby resolved , to adopt the Local Poverty Reduction Action Plan
2017 (Bu8)2017;

RESOLVED FURTHER, to authorize the Local Chief Executive to enter into a

Memorandum of Agreement with National/Local Government Agencies concerned
(Department of Interior and Local Government, Department of Agriculture and
Department of Environment and Natural Resources) for the implementation of LPRAP
2017

RESOLVED FINALLY, to authorize the SB Secretary, to transcribe this Resolution, and

furnish copies to the authorities, for their information.
