To our beloved Dean of the College of Nursing and School Administrator – Ms.

Maria Sarah
Carpio-Balite; our Nursing Coordinator – Ms. Racquel Hernandez; sir Christopher Dean Candelario
– clinical instructor, faculty members of Colegio de San Lorenzo de Ruiz de Manila, students and
guests… Good afternoon!
This afternoon, the task of introducing our first guest speaker is of great privilege. When this
seminar was conceptualized with its theme that highlights mental health awareness… I believe
that no one can be of great credibility and authority to discuss this subject matter than our guest
speaker today.
An advocate of mental health awareness I know that he cannot say no to our invitation. He is a
man of great humility, having met him on many occasions since I moved here in Northern Samar,
he is very approachable and down to earth despite his status of being an expert on his field… I
think he is nicest Medical Officer in Northern Samar that I know of…. And I am not pulling your
leg on this doc.
Yet despite his façade of humility, lies a lot of achievements that were brought about by his hard
work and determination. He is a living proof that there are no shortcuts to success; we have to
work for it. Like what our guest speaker did. He finished his Bachelor of Science in Biological
Sciences in Western Visayas State University, the same school where he also earned his Doctor
of Medicine degree. He completed his medical internship in Riverside Medical Center in Bacolod
City Negros Occidental and completed his Residency in the Department of Psychiatry and
Behavioral Medicine, University of the Philippines – Philippine General Hospital.
Furthermore, he is a Diplomate in Psychiatry of the Philippine Board of Psychiatry and in the
Philippine College of Addiction Medicine, He is a Fellow in Psychiatry of the Philippine Psychiatric
Association.
He has started as a doctors to the barrios in the municipality of Mondragon, the same
municipality where he also became a Medical Health Officer. He also became a Resident
Physician of the UP-PGH Department of Psychiatry and Behavioral Medicine. As an educator, he
have served as a Speacial Lecturer in the University of Eastern Philippines, College of Basic
Medicine from 2004-2007.
Currently, he is a consultant in Psychiatry, Medical Officer V in the Northern Samar Provincial
Hospital and a Visiting Consultant in Our Lady of Porziuncolo Hospital, Inc, Calbayog City.

With all of those credentials, indeed, what I have said a while ago, that no one can be of great
credibility and authority to discuss this subject matter than this very humble man was affirmed.

But I guess, if I am not mistaken, the best accomplishment that this man can boast of is his loving
wife… Ate Eileen Belicena, a collegue of mine in School health and their loving daughter.

So join me in welcoming our guest speaker Dr. Vincent Anthony L. Belicena.
