12. A decorative monument is to be made for the Youth Olympic Games in 2010. It consists of a complete
globe set on a closed cylindrical base with radius r and height h as shown in the diagram below. The
radius of the globe is 1.5 times the radius of the cylinder. In order to minimize the cost of the structure,
