AUTHORITY TO SIGN AND RELEASE BUDGETARY
DOCUMENTS FOR THE GRANT OF COLLECT WE NEGOTIATION
AGREEMENT (CNA) INCENTIVE FOR FY 2017

1.0 As prescribed under Budget Circular No. 2017-3 (Guidelines on the Grant of
Collective Negotiation Agreement (CNA) Incentive for FY 2017) dated November 16,
2017, specifically Item 4.3.3 thereof, the use of available Maintenance and Other
Operating Expenses (MOOE) allotments for the payment of the CNA Incentive shall
be subject to the approval of the Secretary of DBM, pursuant to Section 71 of the
General Provisions of the FY 2017 General Appropriations Act or GAA (Republic
Act No. 10924).

2.0 In addition, Item 6.0 (Reportorial Requirement) of the same Budget Circular provides
that each NGA and SUC shall submit the annual report on the grant of the CNA
Incentive to the DBM's Budget and Management Bureau (BMB) or Regional Office
(RO) concerned, not later than January 31, 2018.

3.0 For purposes of streamlining the processing of requests for modification of allowable
allotments, from MOOE to Personnel Services (PS) to cover the payment of CNA
Incentive for FY 2017, the authority to sign and release budgetary documents for the
purpose to the decentralized departments (i.e., DPWH, DepEd, DOH, CHED,
TESDA) and SUCs under their respective coverage, is hereby delegated to the DBM-
R0s.

All are reminded of Special Provision No. 11 under the FY 2017 DOH budget in the
FY 2017 GAA„ that the amount appropriated for drugs, medicines and vaccines,
including medical' and dental supplies, shall not pe used, for the payment of salaries
and other allowances, and, therefore, cannot be / considered as fund source for the
payment of CNA Incentive.

4.0 Nothing in this delegated authority shall be construed as a limitation on the powers of
the Secretary of DBM to review/overrule any action taken by the Regional Director
concerned.

5.0 Effective immediately.
