Jeremy Noble wrote an article for Crain’s Cleveland Business, “Ohio’s Marijuana
Program Slow to Metamorphize” on March 24, 2018, depicting the different views of how long
it takes for the program and a variety of interviews why stakeholders. The article gave a good
look into the fact that things do not happen overnight. People are unrealistic about instant
revenue, and a breakdown of cultivators, processors, and dispensaries. The purpose for this
writer would to enlighten cultivators, testing labs, dispensaries, and persons interested in why it
is taking longer than expected. It was trying to bring reality to everyone who would benefit from
medical marijuana the reasons as to what holds up the progress and why. Jeremy Noble is the
writer of this piece, but he does use a lot of quotes from people in the industry of producing
medical marijuana. The business he writes for has been in business for over 35 years as a trusted
source for business. The writer has a bachelor’s degree in newspaper journalism from Kent State
University. This annotation will help with giving me financial facts about how much goes into
the legalization of marijuana and the problems that were faced to get the process up and running.
Chris Stewart and Laura A. Bischoff, staff writers for The Dayton Daily News online
article on October 13, 2018 wrote about Medical Marijuana in Ohio: 8 key questions answered as
the program nears. It gives insight into the legalization of marijuana in Ohio, how it came about,

information about licensing for growers, physicians, dispensaries, what is permitted and barred
as usages for marijuana, lab testing, approved diagnosis’, registration for patients and caregivers,
and when it can be purchased. The writer’s purpose is to educate the general public. More so the
people who are interested in becoming registered patient, caregiver, licensed physician,
dispensary, or grower, and to those with a political view on the prospect. Unfortunately, this is an
older article and some of this information has already taken place. Even though it is an older
article it was still helpful. It has additional links to find more recent information and I found new
information I did not know. The writers, Chris Stewart and Laura A. Bischoff, are credible
because they work for The Dayton Daily News. They must report to an editor and their facts
must be correct or they would have to write a retraction. Dayton Daily News has been around
since 1892 and has had multiple writers win the Pulitzer Prize. This piece will help me in
showing the facts that support my thesis of how and why marijuana became legal in Ohio. It has
given me information that medical marijuana is illegal in the combusted form. You are only
permitted to use in certain ways, edibles, oils, tincture, patches, and vaping.
Cmdr. John Burke is a writer for Pharmacy Times who wrote an article on October 11,
2018 entitled: Medical Marijuana in Ohio. The writer gives his own opinion of how the
legalization of medical marijuana should be handled. He doesn’t deny that it is helpful to patients
but, is skeptical in how it is being handled. His purpose for his article is to put forward his own
opinion and to shed some light on the difference of medical marijuana approval compared to
pharmaceutical companies’ scrutiny. Commander John Burke has been in law enforcement for
40 years, past president of the National Association of Drug Diversion Investigators and is
writing for Pharmacy Times. Pharmacy Times has been around since 1897 and has been the #1

full-service pharmacy media source in the industry. I will use this article to help assist in some of
the same skeptics I have thought about and help to answer those questions.
State of Ohio Board of Pharmacy, State Medical Board of Ohio, and Ohio Department of
Commerce on September 8, 2016 started putting together a program for the purpose of
medicalmarijuana.ohio.gov. In general, this website has everything you would need to know
about the program. The whole purpose was to try to make the transition and questions about the
newly adopted medical marijuana bill a smoother process for everyone. It gives links to where to
find physicians, dispensaries, and registration. The writer is credible because it is the State of
Ohio and they are the ones making the rules. I will use the information I have found on this site
for most of my thesis. This program was set up and will be maintained by them.
