The new threepole Global Order

FOREWORD
This issue of the JMA is composed of two intertwined elements: a geopolitical analysis of the
overall context of relations between the three biggest powers (the USA, China and Russia) on the eve
of a period which is undoubtedly crucial in the history of 21st century (the period 2017-2021). And an
astrological analysis of this same period, with a focus on the three powers which are the centerpieces
of a new tripolair global order. We will continue during the year 2017 our virtual seminar with two
issues devoted to Russia : one covering the soviet period (1917-1991), the other giving a vast
panorama of Russia from the origins to the Revolution (from 862 to 1917). Then, I hope to be able to
finally launch our two virtual seminars, whose themes are "Mundane astrology and history of
civilizations" and "Towards a new paradigm of global astrology".
With mundane astrology and the abyssal exploration of the charts, we have a coherent and
effective tool for analysis : to read more on this subject, we refer our readers to the two interviews of
Charles Ridoux with Armand d'Aigleville published in the BMA, the first one dated March 25, 2015,
the second on June 14, 20161. Our virtual seminar on the three major world powers offers us an
opportunity to put our method of analysis to the test in a wide range of periodic frameworks. With the
number of the JMA devoted to the USA, we have a duration of two and a half centuries between 1776
and 2014, but we did not attempt a systematic chronological survey. In the first issue on China
between 1643 and 1949, space is three centuries, but I have focused my attention on the period 1911-
1949, that is, over a period of 38 years. In the third issue on China (1949-2015), the angle widens to 66
years. In the case of Russia, the first issue covers 25 years (the new Russia from 1990 to 2015), the
second 74 years (the Soviet period from 1917 to 1991), the third will give the opportunity for the first
time a very long period of eleven centuries (between the advent of Rurik in 862 and the collapse of the
Romanovs in 1917). Thus, the current issue devoted to the new three-polar global order is
characterized by another novelty, the exploration of a brief period of five years (between 2017 and
2021).
The number 9 of the JMA has two parts (which will be the subject of two separate PDF
documents) : the first part deals with the geopolitical context on the eve of the period 2017-2021; the
second analyzes the effects of planetary cycles on the three powers. At the beginning of the first part,
we give an opening of an analysis of the Brexit - a blow of gong comparable to that which, in the
autumn of 1989, constituted the fall of the Berlin Wall. Then comes a brief overview of the planetary
cycles in the course of the twenty-first century, followed by a long geopolitical analysis of what we
readily call "the new three-polar global order". Faced with the aggressiveness of a hegemonic power
on the defensive (the "wounded Dragon", to quote an expression of Alexander Douglin - is
strengthened in China and Russia a common resistance that leads to the emergence of a vast eurasian
space. The second part opens with a table of planetary cycles for the period 2017-2021 and focuses on
the "pivot of the powers" (at 5° Cancer) before studying the synasties between states and heads of
state. The conclusion raises outstanding issues and concludes with a solemn warning. Finally, will
appear later in appendix a quarterly analysis of period 2017-2021.

Part I – The geopolitical context on the eve of the period 2017-2021


INTRODUCTION : THE SHAKE OF THE BREXIT
By the year 2020, the triple conjunction between Jupiter, Saturn and Pluto emerged, a
configuration that referred us to the previous one in the early 1980s. There was then a real danger of
world war, because the soviet Empire was at a standstill and was seriously considering, under the
presidency of Yuri Andropov, a leap forward with a surprise invasion of Western Europe, as was
proved by the Stasi documents uncovered after the fall of the Berlin Wall. Today, on the eve of the
period 2017-2021, it is the american empire that is threatened - eventually - of collapse, even
dislocation. It was thus it which became the "wounded Dragon", capable of reacting with extreme
violence to retard his inevitable decline as a hegemonic power. It is true that the end of American
domination of the world is a process that can last a long time. In any case, this period of the fall of
unipolar hegemony is extremely dangerous, for the dying Dragon is endowed with nuclear weapons
and its wild power can bring all humanity into the abyss.
The collapse of the soviet Union was preceded by the fall of the Berlin Wall on November 9,
1989. It may be asked whether the shock of the Brexit on June 23, 2016 was not a similar blow to the
gong, announcing the end of the american domination over the rest of the world. Indeed, the Brexit
issue is not only relevant to the european Union, but to all the institutions that allow US domination in
the world and the integrity of the USA themselves. Similarly, the fall of the Berlin Wall initially led to
the dissolution of the USSR, then the Comecon and the Warsaw Pact, but things went so far as
attempts to dismantle Russia itself, as was the case with the war in Chechnya. So today we can
envisage the prospect - eventually - of a dissolution of the european Union, then of NATO and
possibly also of the USA itself. There are indications that Brexit has been willed by conservative
forces keen to adapt London's policy to world developments and to make the City the first financial
center of the yuan - at the risk of losing Scotland and Northern Ireland, with oil from the North Sea.
The former British Treasury Minister, Danny Alexander, was co-opted in January 2016 as Vice-
President of the Asian Investment Bank for Infrastructure (EBIT), an institution that would compete
with the World Bank and IMF. The Eurosceptic billionaire close to the neo-conservatives, Robert
Murdoch, favored the map of the Brexit in his newspaper The Sun, popular large-circulation. Some
very active actors during the Brexit campaign were more or less sidelined, such as Nigel Farage, the
UKIP boss, who announces after his victory his withdrawal from the leadership of the party, or like
the former mayor of London , Boris Johnson, who renounces to run for the position of Prime Minister
(but now assumes the leadership of the Foreign Office in the ministry of Theresa May). Going to the
same direction, the meeting in London in early July 2016 by British Finance Minister, George
Osborne, met in London with the heads of major international investment banks, Goldman Sachs,
Bank of America Merrill Lynch, Morgan Stanley, JP Morgan and Citibank. A joint statement
announced the will to maintain London's place in the financial concert by highlighting its assets as a
hub for international exchanges with the renminbi (yuan) and with islamic finance. It can be concluded
that part of the City, probably a minority in number but not in market shares, has decided to play the
chinese card with its future international currency and to abandon the american card that has become
uncontrollable between its internal dissensions and the imminent collapse of the dollar.

We can set to to draw up the chart of this event is the time of the official announcement of Brexit
(June 24th at 7:22 am in London) or the opening of the poll (June 23rd at 7:00 am in London), which
seems to me preferable. In this chart, the MC/AS mid-point falls to 29°48 Taurus, in conjunction with
Admetos and in the relay of the Pluto-Zeus square, one of the centerpieces of the period 2017-2021.
The MC/AS=Saturn axis indicates a separation ; Admetos being the octave of Saturn, this axis can be
defined as a separation firmly assumed. The Pluto/Zeus axis evokes an irresistible thrust in a given
direction, a compulsive need for transformation ; with Admetos, one can read the sign of great
difficulties to be overcome under aggravated conditions. The picture becomes heavier with the
involvement of the Uranus/Hades axis on Admetos and the MC/AS mid-point : here we are talking
about an irreparable tear, an irreconcilable disunion, which can engender a relentless enmity. The
Sun/Vulcanus axis with Admetos suggests a possible reduction of the territorial limits of the United
Kingdom, its eventual breakdown by the withdrawal of Scotland and Northern Ireland - even London,
which might consider forming a city-state Independent, although still connected to the Crown.

In spite of all this, the will to break seems to be well established and, more than a mere rupture
with the European Union, it is a rupture of the "special relationship" which, since the Second World
War which underlies the relations of the United Kingdom with USA. We attend a powerful tectonic
movement which goes to the direction of a reorientation of Great Britain towards China, concomitant
with a warming of the relations with Russia. With China, Great Britain can count on a
complementarity of China's huge foreign exchange reserves with the City's financial know-how. With
Russia, the first step is to reduce the tension by resuming a dialogue desired by Theresa May and
welcomed by Vladimir Putin between the security organizations responsible for matters related to
aviation. Symbolic gestures favor this new climate : for example, the Kremlin expressed a favorable
reaction to the appointment of Boris Johnson at the head of the Foreign Office ; the United Kingdom
has decided to participate in the ceremonies marking the 75th anniversary of the arrival of the first
British convoy of the Second World War in the Russian city of Arkhangelsk on 30th and 31st August,
in the presence of princess Anne, daughter of Queen Elizabeth II.
Curiously, it turns out that the reorientation of British policy towards a distance, or even a
detachment, of American trusteeship, occurs on the very day of the entry of India and Pakistan into
The SCO (Shanghai Cooperation Organization). An enlargement that could lead to the establishment
of an eurasian military bloc to counter NATO, unless leading to a regression towards a vulgar

mercantilist block, like the european Union. At the same time, NATO's role is no longer, on the
military plane, to make war on Russia, which now has superiority in conventional matters, but to
maintain occupation and dependence on the USA, Western and Central Europe. The world could then
be split into two blocs, on the military, political and economic plane, one under american command,
the other led by the sino-russian partnership.
Finally, for Europe, it may well be that the Brexit - far from leading to a radically new project,
liberated from the subjugation to a globalist framework imposed by the oligarchic strategy of
globalized financiers - on the contrary, encourages, by means of franco-german planning, the
development of new European institutions that are even more integrated and pushing harder for the
disintegration of nation-states. If the "kings of the earth" take their distance from the fringe of the
advocates of american domination, the strategic objectives remain : to create an international currency
and to establish a world government. From this perspective, NATO's role is justified in their eyes as a
temporary tool for tackling the desire for independence, not for american domination destined to
disappear, but for global financial domination. In the long term, domination can be assured by
machines, drones, warrior robots, men "improved" according to the concepts of transhumanism.

BRIEF OVERVIEW OF THE 21ST CENTURY

Let us begin by presenting a geopolitical table of the relations between the three dominant powers
in the world at the beginning of the period 2017-2021 by a brief overview of the planetary cycles of
the twenty-first century. The cyclic index provides a valuable synthesis of the general movement
aroused by the imbrication of the ten cycles of the slow planets, from Jupiter to Pluto. The K Index
developed by Paul Bernard makes it possible to generalize this principle to all the cycles - classical or
transneptunian in a virtually unlimited temporal frame, since it allows to generate paintings covering a
period of one hundred thousand years! I shall here merely examine the K-Index for the period 1980-
20402.

At first, I observe a large peak around 2003-2004, with a fall in 2010 followed by a rise to a new
peak in 2014-2015. Then a long descent leads to a trough, the maximum of which is in 2022 (with an
Index of 173 - out of a maximum of 1000). I note two previous lows, the lowest in 1984 (Index 70),
another in 1996 (Index 178), of the same magnitude as that of 2022.

These indexes, which indicate a synthesis of the general movements of all the cycles taken into
account, are difficult to interpret. Dramatic troughs have accompanied the two world wars during the
twentieth century, but the two great troughs of 1984 and 1996 did not fortunately correspond to
general conflagrations. One could possibly associate the low of 1984 with the beginning of the fall of
the soviet empire, with the observation of the inexorable advance of the american rival during the "war
of stars" of Ronald Reagan, and the low of 1996 like that of the collapse of Russia at the very moment
when the accession of Eugene Primakov to the post of prime minister foreshadowed the future reforms
led by Vladimir Putin from the early 2000s. What could be the 2022 spectacular dip ? Will it concern
this time the other hegemonic power, the USA ? In this case, it could be associated with the low of
2010 as the beginning of the final crisis, that of 2022 corresponding to a collapse. It must be
acknowledged that only the future will tell us what it is.
The difficulty of interpreting these indexes should not lead us to dismiss them as tools of analysis,
but rather to study them in the long term of the history of civilizations. What I will do in my virtual
seminar devoted to this subject.

In the course of the twenty-first century there will be two strong configurations of
Transneptunians : the Hades-Kronos conjunction of 2030 and the triple conjunction Zeus-Apollo-
Poseidon between 2089 and 2095. In 2035-2036, the Hades-Kronos conjunction will be transited by
Neptune ; the transit of Uranus will follow in 2038-2039, preceding the Uranus-Neptune square of
2040 in the Lion-Taurus axis.

In principle, the importance of a cycle is correlated with its frequency : the fewer the major
conjunctions, the greater their importance. The Apollo-Poseidon cycle has an average duration of
about 2560 years. The conjunction of 2095 was preceded by those of -470, -3034 and -5940. During
the conjunction of -470 (at 8° Cancer), ZE transited to the square; So there was no triple conjunction at
that time. The conjunction of -3034 was followed by the transit of Zeus on Poseidon then Apollo, the
whole phenomenon occurring over a period of 110 years. The previous conjunction of -5590 was
preceded by the transit of Zeus - the "fast" factor of the trio – the whole on a period of 350 years. We
so measure the extraordinary importance of the triple conjunction Zeus-Apollo-Poseidon of 2089-
2095, concentrated over a brief period of six years and having no precedent for at least ten millennia.
It is therefore a unique phenomenon in the history of the world - and this phenomenon, like the Hades-
Kronos conjunction of 2030-2031, derives its significance more from a traditional cyclology approach
than in the framework of mundane astrology.
However, it should be taken into account that this strong concentration of Transneptunian factors,
due to their slowness, remains in orb for very long periods. Around the cyclical phenomenon properly
speaking-here a conjunction which occurs only within the framework of a year-it exists as an aura of
which we distinguish two phases : the duration of the passage in the orb of 3° (dense phase) and the
duration in orb of 6° (diffuse phase) ; from 6°, the mid-point of each of the factors considered is only
3° of the two factors, so that it can be considered as already active. This is thus the case today with
Hades/Kronos. For the Apollo-Poseidon cycle, the conjunction of 3° will be in orb from 2054 and it
will remain in orb until 2136, nearly a century. As for Zeus, he will be in orb of 3° with Poseidon
between 2074 and 2109 (35 years) and with Apollo between 2057 and 2121 (64 years). Thus, the
phenomenon of the Zeus-Apollon-Poseidon triple conjunction spreads, diffusely, from 2054 to 2136
(92 years). To this we may add that the Zeus/Poseidon=Apollo mid-point remains in the orb of 3°
from 1900 to 2200 and that the conjunction will be almost exact throughout the twenty-first century.
Finally, it must be taken into account the fact that the Apollo-Vulcanus square, exact between 1984
and 2010, is in the orb of 3° between 1947 and 2047 (a century) and in the orb of 6° between 1910 and
2085 (175 years). Here is a small abyssal dive in the world as strange as fascinating Transneptunians !

Now the question, even more difficult, is to give meaning to these planetary figures. This is not
the place or the time to explore this issue, there will still be time to do so by 2030 and more 2089. Let
us recall, perhaps, what the Regelwerk de Witte-Lefeldt tells us in this respect, keeping in mind that
these are only points of reflection, and that these formulas bring only suggestions to the interpreter. In
fact, the table is rather vague - as often happens when the figures include Apollo or Poseidon. The
essential idea that emerges from it, apparently, is that of a spiritual leader endowed with a creative
spirit and likely to lead advocates for the propagation of his ideas.

The analysis of the chart of the conjunction Zeus-Poseidon of 2091 can provide useful precisions,
because of the mid-point waves that are integrated into the network, whose point of anchorage is set at
19° Sagittarius. The triple conjunction is conjoined with the Uranus/Hades axis, indicator of
wickedness, assassination, atrocities of war. The Uranus/Zeus axis, linked to Mars, also indicates the
sudden onset of violence. The involvement of Saturn/Neptune in the table evokes the dissolution of an
established structure, possibly the sudden appearance of epidemics. It may be noted that the triple
conjunction of 2095 is preceded by a series of squares with Hades (between 2072 and 2088). Here we
have the evocation of a heavy, tense and violent climate : we can not say more at 75 years of distance !

To get an idea of the major cyclical events of the 21st century, one must naturally bear in mind
the evolution of the Trans-saturnians cycles by adding the Jupiter-Saturn cycle. During the first half of
the twenty-first century, three Saturn conjunctions with Pluto, Neptune and Uranus follow each other
from 2020 to 2032 ; at these high points we must add the Uranus-Pluto square of 2012-2016, now
behind us, as well as the Uranus-Neptune square of 2039-2041 and the Uranus-Pluto opposition of
2046-2048.

For the second half of the 21st century, two groups of Saturn conjunctions will be noted with
Neptune and Pluto between 2053 and 2061 and with Uranus and Pluto between 2079 and 2086, and
finally the Saturn-Neptune conjunction of 2096. The Uranus-Pluto square of 2073-2074 (in the axis
Capricor-Aries) will echo the one of 2012-2016 (in the Aries-Capricorn axis), but it is mainly the
Uranus-Neptune opposition of 2078- 2081 which constitutes the most powerful moment after the
Jupiter-Saturn-Pluto triple conjunction of 2020.

The Uranus-Neptune square of 2040 is connected to Zeus as well as to the Hades/Vulcanus axis :
a disturbing figure evocative of violence in an unhealthy climate of lies and villainy.
The Uranus-Neptune opposition of 2080 is remarkable in that this year presents a triple triplice :
Jupiter-Saturn-Uranus in Aquarius, Hades-Kronos-Vulcanus in Virgo-Lion and Zeus-Apollo-Poseidon
in Sagittarius.

It may be interesting to note, about the two major phases of Transneptunian conjunction, the
implications of trans-saturnian planets. As regards the Hades-Kronos conjunction of 2031, we note
that there is a link with the two Saturn-Uranus conjunctions of 1988 and 2032 at 28 ° of the Mutables
(Sagittarius in 1988, Gemini in 2032) - conjunctions associated with the history of USA. Between
these two dates, we have a cycle of 44 years with four phases : from 1988 to 1999 (year of the
"nostradamic" eclipse ); from 1999 to 2010 (propagation of a chaotic wave across the arab world) ;
from 2010 to 2021 (new state of the world after the critical phase 2017-2021) ; finally from 2021 to
2032. The central point of the starting phase of this 44-year cycle seems to me to be what Jean Phaure
called "the trumpet of the Apocalypse", the chart of the passage of the Sun on the Uranus/Neptune
axis, at the square of the Jupiter-Uranus opposition, Pluto being in the square of the axis of the Lunar
Nodes, in the Midheaven in the nodal chart.

How to interpret such a powerful chart, the famous doriphoria of Christmas 1989 that Jean Phaure
often spoke of ? The astrologer can direct his interpretation in various directions and on different
levels. For example, in the absence of time of birth data, a nodal chart can be used as a substitute for a
natal chart ; the nodal chart can also serve as a complementary chart to the analysis of the natal chart.
Of course, the nodal chart does not relate to a particular person, but to all the natives of a day, and
even of several weeks, as is the case here. Indeed, Pluto remains in the square of the lunar Nodes for
two and a half months, from December 10, 1989 to February 22, 1990. So this nodal chart is shared by
all the natives of these ten weeks on the whole planet, which makes a lot of people. If we take place
now from the point of view of world astrology, the theme can be interpreted in relation to the events in
progress during this period, which saw the dislocation of the soviet empire losing its protective glacis
in Central Europe and which will enter a confrontation for power between Mikhail Gorbachev and
Boris Yeltsin. As a root-chart of the 44-year cycle that separates the two Saturn-Uranus conjunctions
of 1988 and 2032 at the end of the Sagittarius-Gemini mutable axis, this chart can serve as a
benchmark for possible significant transits. Thus, at 17° of the Fixes, we can point out the transits at
17° Aquarius of Uranus in 2000, Neptune in 2005-2006, Pluto in 2034, as well as the transits at 17°
Taurus of Admetos in 1994-1996 and Uranus in 2022-2023. However, the true dimension of this
chart-to which Jean Phaure had associated the denomination of "Trumpet of the Apocalypse" is above
all the domain of traditional cyclology ; that is to say, it should be analyzed by situating it within the
framework of the Cyclic Descent, of which the Hades-Kronos conjunction of 2030 is undoubtedly a
remarkable phase. In this regard, I refer my readers to my writings in the Journal of Traditional
Cyclology (JTC), especially to the first number, which is a sort of programmatic number 3.
The mid-point table related to Pluto in the Midheaven seems rather encouraging. The Pluto/MC
axis is itself indicative of a faculty of evolution, a transformation in depth that can go through a
process of destruction-reconstruction. The mid-points where Jupiter is involved evoke material success
and general prosperity, and possibly even a great expansion (with Kronos/Apollo), which can be seen
in particular in the scientific field. The Sun/Zeus axis at MC conjoined to MC Pluto signals the
formation of leader and a nature of leader. The Neptune/Kronos axis is the basic formula for the great
diplomat, while Kronos/Vulcanus corresponds to a powerful authority and is the basic formula for the

Russia under the leadership of Vladimir Putin (which presents a Pluto-MC conjunction at 21° Lion). In
a cyclological perspective, this table should be reconsidered according to the potentialities contained
in the Hades-Kronos conjunction of 2030. However, the picture should be qualified by including the
two Uranus/Zeus axes, an indicator of the sudden onset of war and Saturn/Kronos, sign of great
blockage and public losses. This kind of events can be envisaged in particular during the transits of
Uranus in Aquarius (2000) and in Taurus (2022-2023).

Mutables signs, on the axis of nuclear), the table is much more worrying. The Vernal Point/Pluto axis
(at 24° Capricorn) which, with Hades, speaks of a general decline, is situated on the site of the Saturn-
Pluto conjunction of January 2020, in the square of Eris in Aries. The Vulcanus/Poseidon axis (7°
Virgo) is oriented towards the stenght of an ideological power, which, with Mars and Hades, we can
fear that it will act in an infamous and unworthy manner. The Pluto/Zeus axis (22° Balance) can be
associated with an irresistible thrust responding to a compulsive transformation need, as well as to a
secret progress that may concern atomic fire. This indication must be taken into account all the more
because the Pluto/Zeus axis will pass through the 8° Mutables zone in 2016 and 2017, when Uranus is
opposed to the natal Pluto/Zeus axis. In 2019, Pluto will transit to the square of the Pluto/Zeus axis,
followed in 2021-2022 by the transit of Zeus on this axis. On the geopolitical level, this chart is
therefore to be related to the rapid growth of international tensions between an euratlantic bloc and an
eurasian bloc in the process of formation. As for the Mars/Hades axis, it will be transited in 2027-2028
by the square of Uranus, then in 2030-2032 by the square of Admetos. These configurations will be
taken into account for an analysis of the cyclic descent in the mobility of the Hades-Kronos
conjunction of 2030-2031.

The world changes. After the phase of the Uranus-Neptune evolutionary square between 2012
and 2015 (more broadly between 2008 and 2016), which corresponded to both a planetary chaos and
an explosive mutation, it appears that the meaning of the Uranus-Neptune conjunction is that of a vast
transfer of political and cultural hegemony - what our ancestors of the Middle Ages used to call
translatio studii et imperii - the transition from a Western Europe that has dominated the world since
the Great Discoveries at the end of the 15th century to the re-emerging powers of the ancient ancient
civilizations of China and India, putting Asia at the forefront of the stakes of power between an
Euratlantic bloc and a forming Eurasian bloc. Thus a new type of Great Game takes shape, to use the
expression popularized by Rudhyar Kipling, who thus named rivalry for the control of Central Asia
between Victorian England and expanding Tsarist Russia towards the south and east. Today the game
is made more complex by the implications of multiple players, the main ones being Russia, China and
the USA, but also India and Pakistan and, in the background, Iran, Turkey and Japan. The picture is
also complicated by the interference caused by islamic terrorism imported from the Middle East as
well as the stakes for the control of gigantic energy resources located between the Caspian Sea and
Tibet.

the pivotal thesis of the world (Heartland,
Central Asia being defined by Halford
Mackinder (1861-1947) as the heart of the
world in his famous formula : "The one who
dominates Heartland commands the World-
Island"). The american disciple of Mackinder,
Nicholas Spykman (1893-1943) refined this
thesis by taking into account a Rimland, a sort
of crescent surrounding the heart of the world,
an intermediate region between Heartland and
riparian seas and including Europe, the Middle-
Orient, the Indian subcontinent and the Far East. For Spykman, it is in this buffer zone of Rimland that
the real balance of forces between the continental power and the maritime power is played out and the
union of Rimland and Heartland should be prevented at all costs by supporting the states of growing
against the center. We will find this strong idea, constant in anglo-saxon geopolitics, is to be found in
Zbigniew Brzezinski, former Security Advisor to president carter, whose obsession is expressed by the
following formula : "It is imperative that no competing Eurasian power capable of dominating Eurasia
can not emerge and thus challenge America". For him, it is on the great Eurasian chessboard that the
fate of the world is played out and the USA must control it in order to maintain their global primacy. It
so happens that Central Asia is also the bearer of immense hydrocarbon wealth, around the Caspian
and Chinese Xinjiang. The huge deposits of Shah Deniz in Azerbaijan, Tengiz and Kachagan in
Kazakhstan - the two largest deposits discovered in the world over the past forty years - or the
enormous gas reserves of Turkmenistan and Uzbekistan have attracted the lusts of majors and political
leaders of the major powers. American strategists are aware of the inevitable decline of their unipolar
hegemony over a multipolar de facto world impossible to control ; their concern is now to stop this
decline and to preserve in the USA a certain primacy in the march of the world. The means envisaged
is the control of the energy supply of their competitors : therefore, the battle for energy sources and
routes, combined with the domination of Heartland and Rimland, are the building blocks of this new
Grand Game which will determine The global balance of power for the twenty-first century.

In the decade following the dismemberment of the USSR in 1991, Russia has gone through a
huge decline in Asia. The emergence of new independent states - three in the Caucasus plus the five
Central Asian republics - allowed the Heartland to retreat in enormous proportions, while american
leaders tried to integrate the new states into Rimland through military, diplomatic or energy alliances
or by attempts to destabilize. The Chechen rebellion could have been the first step in dismembering
Russia itself, but it was stopped by the relentless repression of the Russian army. The resurgence of
the new Russia, led since 2000 by Vladimir Putin, has brought to the table the central idea of russian
foreign policy since the reign of Catherine II, consisting of access to the warm seas. Russia has very
poorly accepted the loss of its central asian republics, which it considers its private preserve, like West
Africa for France or Latin America for the USA. Since 2012, the company Rosneft, the main
shareholder of which is the russian State, has become the world's largest oil company, and Russia now
has the world's leading gas (Gazprom) and oil (Rosneft). A new element appears on the energy
chessboard with the irruption of China : the finally awakened dragon frantically aspires to get hold of
all the available energy resources: all the foreign policy of Beijing is to secure its energy supply. The
equation is complicated by the emergence of other players, such as India, Pakistan, Iran or Japan. In
Central Asia, Russia appears to be in a strong position. Western companies play a major role in
consortia exploiting the giant Kazakh oil and gas and Kashagan oil deposits, but Moscow retains
control over their evacuation routes. China's intrusion into the Great Game contributes to a significant
reduction in the prospects for american control in central Asia and leads to a convergence with Russia
which takes the form of a true osmosis. This was reflected in May 2015 by the "contract of the
century" between Moscow and Beijing, Russia supplying its Siberian gas for the astronomical sum of
400 billion dollars ; contract that is the counterpart of another oil contract signed between Rosneft and
the chinese CNPC in June 2013, for the sum of $ 270 billion.

In 2005, Iran joined the Shanghai Cooperation


Organization (SCO) as an observer, along with India and
Pakistan. This allowed Beijing to acquire a naval base in
Gwadar, facing the Strait of Hormuz, the gateway to the Persian
Gulf, where most of China's oil imports come from. Gwadar is
one of the most strategic locations in the world at the crossroads
of energy routes as well as the three core areas for Heartland
control : central Asia, the Middle East and the Indian
subcontinent. The base of Gwadar is part of the famous pearl
necklace set up by Beijing : a string of commercial ports or
naval bases in the Indian Ocean, intended to punctuate and
secure the main maritime lines of its hydrocarbon supply as
well as encircle his great Indian rival. It is now a question of a pipeline linking Gwadar to Chinese
Xinjiang throughout the pakistani territory, the Karakoram and the Pamir, which would make it
possible to shorten the distances and avoid long maritime transport by the southeast strait Asian. A
shadow over these projects is posed by the instability of the province where Gwadar is located in
Baluchistan, where Pakistan faces a nationalist insurrection of Marxist inspiration. India seems to have
an interest in seeing the situation in Baluchistan escalate, killing two birds with one stone : preventing
China from establishing itself in this strategic zone, while destabilizing Pakistan already stuck in tribal
areas and Kashmir.
Faced with the Pakistani-Chinese threats, India is seeking alliances of setbacks to encircle
Pakistan and has succeeded in setting up a military base in Tajikistan at Farkhor in the early 2000s :
perched on the Pamir, dominating both Xinjiang China, Uzbekistan, Afghanistan and Kashmir,
Tajikistan offers New Delhi a prime position at the crossroads and close to the planned new energy
routes. The foreign presence in Central Asia, in the form of military bases, is a determining factor of
the Great Game. The great powers advance their pawns but the game is complicated, because of the
number of players and the volatility of the situation in the republics of central Asia. The war in
Afghanistan, begun in 2001 after the attacks of September 11th, has allowed the USA to finally set foot
in central Asia, in the Heartland. However, the goal of US strategists to settle permanently in central
Asia has largely failed so far, while Russia retains a definite influence in the former central Asian
republics. Not only did the USA fail to penetrate the Heartland or truly detach it from Rimland, but
they witnessed what they feared most : the emergence of an organization capable of constituting an
eurasian bloc. Founded in the 1990s, the SCO brings together China, Russia, Kyrgyzstan, Tajikistan,
Uzbekistan and Kazakhstan - all central Asia except Turkmenistan, committed to absolute neutrality.
Since 2005, it also has observer status in Afghanistan, especially India, Pakistan and Iran, which are
three heavyweights on the central Asian periphery, which became full members on the same day
Brexit, June 23, 2016. From a relatively informal structure in the 1990s, the SCO was transformed into
an organization of security and fight against "terrorism, islamism and separatism". It also provides a
space for economic dialogue aimed at promoting trade. Moving on to higher gear, common military
maneuvers, sometimes of great magnitude, have emerged since the late 2000s, notably between Russia
and China. The SCO comprises 40% of the world's population, among which the two most populous
countries in the world ; it unites the second and third armies of the planet, and brings together the
fabulous energy resources of Russia, the central Asian republics and Iran. It is by the very fact of the
american interventions in Heartland and Rimland that this process of eurasian integration accelerated
around the sino-russian rapprochement. In addition, the entry of Turkey, on the road to a break with
NATO after the failure of the coup d'état of July , 2016 ; already in January 2013, Recep Erdogan,
then turkish Prime Minister, declared that his country was inclined to abandon its european approach
to prefer an entry in the SCO. If the SCO succeeds in unifying its opposites, smoothing their
differences and harmonizing their strategies, while continuing to integrate, it will likely change the
face of the world and dominate it.

There is no doubt that the USA will interfere in every possible way in order to divide the
members of the SCO and prevent the development of this organization. The areas of potential conflict
are innumerable because of a genuine ethnic and confessional mosaic, the persistence of former
territorial quarrels and the renewed activity of islamism. The Pashtun question concerns India,
Afghanistan and Pakistan, the Kashmir conflict between India and Pakistan is a formidable bone of
contention. One of the most vulnerable places of crisis throughout central Asia is the Ferghana valley,
which is shared by Uzbekistan, Tajikistan and Kyrgyzstan. This oasis of greenery in the midst of
deserts and mountains is one of the most populated and disputed regions of central Asia. Cut into
countless enclaves conducive to border conflicts, the valley is a hotbed of ethnic tensions and quarrels
over the water. Perched on the Pamir, Tajikistan is indeed the water tower of central Asia. The Amu
Daria and the Syr Darya, respectively the Oxus and the Iaxarte of the Greeks, flow from the Pamir or
the Celestial Mountains to the Aral Sea, crossing the countries of the region. The question of water
reservoirs upstream of the two rivers is constantly provoking clashes, particularly between Uzbekistan
and Tajikistan, which are already quick to quarrel, the latest avatar of the very old rivalry between the
turkish and iranian worlds. In addition, there has been a significant increase in the activity of islamist
activists who have infiltrated northern Afghanistan and are already preparing post-2016, both in
Afghanistan itself and in the republics of central Asia. Uzbekistan has set up a line of electrified
double barbed wire and minefields along its short border with Afghanistan ; but the borders with
Tajikistan and Turkmenistan are long and porous, impossible to monitor.
The Ukrainian crisis should be incorporated into this asian Great Game, insofar as the crisis that
began in November 2013 had as its stake the choice of Ukraine for integration into the European
Union or the Eurasian Union projected by Vladimir Poutine. While europeans were offering Ukraine a
few hundred million euros, Russia proposed 15 billion : Yanukovych turned logically to Russia,
provoking the strong opposition of the USA, on behalf of the formula expressed by Hillary Clinton in
December 2012 : "The United States will oppose any process of integration in the post-Soviet space".
By provoking this crisis and not hesitating to provoke a coup in Kiev in February 2014, the USA
succeeded in permanently cutting off Europe from Russia and strengthening their suzerainty and
military presence until the very borders of Russia. When one considers the submission of the european
establishment to american policy in almost all fields, the question arises whether the ultimate goal
would not be to create a large transatlantic western state where the USA have absorbed the european
countries with the active complicity of their leaders. Russia, for its part, finally emerged as the winner
of this crisis : the cut with Europe is likely to be sustainable, but far from being isolated on the
international scene, Russia enjoys widespread support throughout the world to the detriment of the
United States.

The last week of May 2014 saw a powerful acceleration of the


integration process of Eurasia and was one of the most important
moments of the beginning of the 21st century. The visit of Vladimir
Putin to China ended with the gas contract of the century ;
especially, it was decided that the dollar would not be used as a
means of payment, marking the beginning of the end of the
universal dominance of the dollar, which until then had enabled the
USA to be maintained by the rest of the world ; the chinese
president proposed a new asian security structure including Russia
and Iran but excluding the USA. The chart of May 21st presents a
powerful architecture around the Uranus-Pluto square connected to
the Zeus-Admetos sesqui-square, all activated by the Mars/Jupiter
mid-point as well as by the last quarter of the current lunation. We
observe that the Saturn/Neptune axis is conjoined to Pluto, while
the Hades/Kronos axis transits at 5° Cancer, on the "pivot of the
powers".

A few days later, Mars energizes the figure, during his conjunction with Zeus. This is when the
meeting of the St Petersburg Economic Forum took place, where, in the presence of important
delegations from Chinese, Indian, Japanese and German investors, the Chinese representative resumed
the proposal made by President Xi Jinping during his journey to Germany of a railway line passing
through Russia and linking China to Germany in twelve days, the new Silk Road, destined to become
the main trade route in the world, avoiding the seaway likely to be interrupted by the americans, thus
marginalizing the USA. Finally, a few days later, the agreement on the eurasian Union was signed
between Russia, Kazakhstan and Belarus.
Moreover, the distance from Ankara with the West is one of the most remarkable facts of the year
2014. On July 19, 2014, two new geopolitical bombs broke out. On the sidelines of a meeting of
economic and trade ministers from the G20 countries in Sydney, the turkish Minister proposed
establishing a free trade area with the eurasian Union. Worse : on the same day, Ankara formally
asked Moscow to trade in their national currencies instead of dollars, accelerating the movement of de-
dollarization of world trade. This is the kind of orientation that had previously led to the fall of
Qadhafi in Libya and which can explain the impetus given by Washington to a coup aimed at getting
rid of Erdogan.
Thus, the geopolitical and economic plate tectonics gradually leave the Atlantic to move towards
Eurasia, towards the BRICS, to the multipolar world of tomorrow. The United States is becoming
more marginalized every day, and they no longer have the means anymore of their policy. The world's
de-dollarization movement is accelerating, they are losing control of energy flows, which alone would
enable them to retain a certain primacy over the world, while Heartland and Rimland are escaping
them. The Great Game will continue in these nerve zones of the planet but America can no longer win
it, just can it delay its expiry.

THE CHINA-RUSSIA STRATEGIC ALLIANCE

The strategic alliance between China and Russia, which is being built in response to the threats of
american power - made aggressive and dangerous by the fact that it feels its global hegemony escapes
- is undoubtedly the essential element in the effects of transit of the Uranus-Pluto evolutionary square

precedent is the alliance between the Soviet Union, then led by Stalin, then by Khrushchev and
communist China after Mao Tse-tung's takeover in 1949. Despite the doctrinal divergences dating
back to the 1930s, when Mao remained deaf in response to the Stalin and Komintern instructions on
how to carry out the revolution in China, the new People's republic adopted the soviet model of
development in the early 1950s, which emphasized heavy industry and soviet "big brother" floods
China's technical advisors. Relations developed with the soviet Union's evolution towards peaceful
coexistence with imperialism, which triumphed at the Khrushchev-Eisenhower summit in 1959. The
break-up came in 1960, which resulted in the withdrawal of soviet assistance to China and the
cessation of aid. Things will go as far as a Sino-Soviet border conflict along the Ussuri River in 1969,
and it will be necessary to wait for the disappearance of Mao Tse-tung and the coming to power of
Mikhail Gorbachev in 1985 to restore normal relations between the two countries. In 1993, the signing
of a treaty between China and the Russian Federation formally demarcated their borders, putting an
end to all their disputes.
The strategic alliance currently under way is the result of a decision that seems unique in history:
the two former empires have chosen to become mutually dependent on each other, creating a
symbiotic relationship, Where each one retains its own head and brain, but where they share a
common core with many vital organs and devices : energy and defense sectors, economics and long-
term development policy. This is an integral geostrategic symbiosis between two civilizational spaces
that have in common the origin of ancient multi-ethnic and multinational empires, with various

religious traditions. Such an alliance will surely be of considerable importance on the international
scene. While it was reasonable to fear - as Solzhenitsyn thought - that the 21st century was marked by
a gigantic conflict between China and Russia for the possession of the immense wealth of Siberia, and
for the influence on central Asia, this calamity is no longer appropriate in the case where the two
powers, with their complementary needs and resources, pool not only the Siberian assets but also those
of their own continental territories, in Europe. It is thus a vast Eurasian whole which is emerging,
promising material prosperity, pacification and resourcing of international relations on the law and no
longer on the law of the strongest as it unfortunately became the case with the american empire and
finally of a civilizational impulse expressed, for example, by the pictorial work of the russian artist
Alexis Guintovt.

Naturally, the front of resistance against destabilization and against the chaotic weapons of a
unipolar world, now embodied by the USA, will not fail to provoke a strategy of economic
containment Russia and China through exclusive trade agreements, such as the two transpacific (PTP)
and transatlantic trade and investment partnerships (PTCI or TTIP). An economic marginalization that
is coupled with military corsetting by the deployment of a missile defense shield in the West and in
Southeast Asia. It is even probable that the United States will try to break this resistance by
destabilizing Russia and China and favoring a change of regime. Thus, the threat to China and Russia
constitues an all-out battleground :

They face an air, ground, of information and potential electromagnetic war that does not
exclude chemical, biological and nuclear weapons, and will soon use laser and hypersonic
weapons ; to an economic war ; and a war by allies interposed, without forgetting the NGOs,
the secret agents and the psychological operation of demonization and propaganda mediated
at the international level.

In this regard the transformation of the failed Orange Revolution of 2003 in Kiev into the uprising
of Maïdan Square in 2014 indicates how the western war clerks, animated by the aggressive spirit of
the american neoconservatives, succeeded in opposing a ukrainian force armed, psychologically
manipulated, xenophobic, aiming first to get rid of the russian language and then russian speakers (the
ukrainian citizens of Donbass), while constituting a hostile geopolitical space between Russia and the
european Union. The choice made by the USA of a destabilization of Ukraine to effect a change of
regime - which took place on February 22, 2014 in full denial of the agreement reached the day before
under the guise of the europeans - was undoubtedly also a response to the signature on December ,
2013 of a strategic partnership agreement between Ukraine and China, which included a nuclear shield
from China protecting Ukraine from any aggressor. While Ukraine was to serve as a hub for eurasian
development supported by russian energy resources and Chinese wealth, the government resulting
from the coup, led by Petro Poroshenko, chose a suicidal way, not hesitating to massacre its own
citizens towards an inevitable bankruptcy and lose both its sovereignty and the financial support of its
Western allies.4

Ironically, it was during the Olympic Games in Sochi, which were like a consecration of the new
Russia led by Vladimir Putin, that was triggered the chaos of the Maidan.

The global partnership of strategic collaboration between Russia and China is made possible by
many commonalities and structural complementarities between the two powers, which results in a kind
of double helical relationship between the Russian Bear and the Chinese Dragon. The two countries
are connected by more than 4,000 km of common borders, both have considerable natural resources,
are composed of multiethnic populations, have experienced the bitter price of communist experiences
in economic and human terms - with the Gulag or the Revolution Cultural - and have chosen a self-
sufficient market capitalism with state controls. The complementarity is such that what one of the two
nations disposes of, the other possesses it ; in which one excels, the other aspires. Thus, the basic
elements of the double helix concern multiple domains: wealth, energy, army, finance, banking, space,
satellites, education, computer science, chemical products, microelectronics, water, agriculture,
transport, infrastructure and a common dream. The energy sector is particularly privileged, with
multiple facets: oil, gas and coal, acquisition of nuclear and liquefied natural gas (LNG), supply,
transport, oil and gas pipelines, storage, exploration, resource development, innovation and
technological development, and possibly reverse engineering of Western tools, as well as investments,
loans, advance payments, stock purchases, and the creation of jobs.
Two gigantic gas projects concern Siberia. The first, entitled Power of Siberia, is an agreement
signed on May 20, 2014 between Gazprom and CNPC (China National Petroleum Corporation), for a
period of 35 years ; It is a gas pipeline in Eastern Siberia, intended to deliver the gas from the
Vladivostok terminal to China, and that of Blagovechtchensk to the other side of the Amur River. The
second, the Altai Pipeline, which was launched in 2006 and relaunched in November 2014, concerns a
gas pipeline in western Siberia, transporting gas to the north-western part of China. With such
agreements, Siberia and the Far East are becoming viable sectors of the russian economy, while the
energy input received allows China to move populations to the northern and north-western regions of
the country.
I will not go into the details of the many agreements that concern oil, coal, nuclear, satellites,
space, aviation, submarines, computers and microelectronics – sector where russians and chinese
discuss a new Internet destined to break the monopoly of the USA. To this, are added the agreements
relative to the financial resources, China allowing conveniently Russia to strengthen its economy
confronted to the western penalties - which, actually, sanction so more and more heavily the Western
Europe. These agreements also allow China to gradually replace its dependence on exports with
internal development, based on an increase in the consumption of the chinese population - an element
that is undoubtedly indispensable to the maintenance of the communist political order maintained
since the reforms of Deng -Xiaoping.
The military component of the strategic partnership is of great importance for ensuring eurasian
security against the threats of international terrorism and attempts to destabilize regimes in Moscow,
Beijing and the central Asian republics, not to mention the many states encompassed in the Rimland
belt, from the Baltic to the South China Sea through the Balkans, the Caucasus, the Middle East and
