Subject: Major Maintenance and Planned Transportation Improvements for the Interbay
Corridor; Response to Statement of Legislative Intent (SLI) 35-15-A-2-2019

The following memo responds to SLI 35-15-A-2-2019, requesting that SDOT provide a report identifying
the major maintenance needs and planned transportation improvements for the Interbay corridor. The
SLI defines the Interbay corridor as:
• N.E. 145th St. and N. 145th St. (from Interstate-5 to Greenwood Ave. N.)
• Greenwood Ave. N. (from N. 145th St to Holman Rd. N.)
• Holman Rd. N. and Holman Rd. N.W. (from Greenwood Ave. N. to 15th Ave. N.W.)
• 15th Ave. N.W. and 15th Ave. W. (from Holman Rd. N.W. to Elliot Ave. W.)
• Elliot Ave. W. and Elliot Ave. (from 15th Ave. W to Broad St.)
• Broad St. (from Elliot Ave. to Alaskan Way)
• Alaskan Way and Alaskan Way S. (from Broad St. to S. Atlantic St.)

An inventory of projects in the Interbay Corridor begins on page 2 of this memo. Each project includes a
preliminary cost estimate, the major sources of planned funding, the degree to which the project is
funded, and a target completion date. This document is based on the best current information but is
subject to change based on the funding environment, emerging information and priorities, coordination
with other transportation agencies, and as projects move through feasibility assessments, design, and
construction.

Major unfunded projects are the Ballard Bridge Replacement and Magnolia Bridge Replacement.
Additional unfunded need exists in the intermediate term, but based on how projects are scaled during
design to meet available funding, that need exists at a programmatic budget level rather than an
individual project level. More information on funding levels for levy funded programs, including Bridges,
Multimodal Corridors, and Pedestrian/Bicycle can be found in the recently updated Levy to Move Seattle
Workplan Report (November 2018).

* This individual project is considered funded, but its program within the Levy is underfunded/overcommitted. This project is being designed within this funding
environment and may be scaled back, delayed, or deferred.
** This is funded from the $4.9 million that is allocated for Pedestrian/Bicycle Bridge Safety Improvements. The level of construction outcome commitment for these
improvements is dependent upon the number of projects and final cost to implement each project.
*** This planning level cost estimate includes construction hard costs but does not include contingency or soft costs. Funds beyond the stated construction hard costs
have not been secured. The total unfunded amount for the Bridge Seismic Retrofit Program is $29.9 million.
